INCIDENT:	Man Arrested After Domestic Dispute Involving A Firearm

DETAILS:

On March 8, 2019, at approximately 6:17 p.m., the Oxnard Police Department responded to a domestic dispute that had just occurred at a residence in the 100 block of South E Street in Oxnard. The incident involved the parents of a 6-year-old child and took place in the child’s presence.

It was learned that during the dispute, the suspect, 50-year-old Carlos Espinoza, had retrieved a firearm from his waistband and pointed it at the victim while standing next to her and his daughter. Espinoza fled the scene in a vehicle prior to the arrival of police.

Detectives from the Family Protection Unit obtained a search warrant as part of the ongoing investigation. On the morning of March 9, 2019, at approximately 12:40 a.m., members of the Oxnard Police Department Special Enforcement Unit served the search warrant at a residence in the 3400 block of Siesta Way, an unincorporated area just south of Oxnard. Espinoza was located at the residence and a vehicle belonging to Espinoza was at the scene. During the search warrant service, a loaded firearm was located in Espinoza’s vehicle.

Espinoza was subsequently arrested for 245(a)(2) PC – Assault with a Firearm, 273a(a) PC – Felony Child Endangerment and 29800(a)(1) PC – Possession of a Firearm by a Prohibited Person. He was later booked into Ventura County Jail with bail set at $750,000.

On March 7, 2019, an Oxnard Police Department officer observed a stolen 2000 Toyota Camry parked in 1100 block of South J Street. The Toyota was reported stolen out of the city of Port Hueneme on February 17, 2019. Officers contacted and arrested 23-year-old Port Hueneme resident Stephanie Natalie Reyes for possessing a stolen vehicle.

Keys belonging to the stolen Toyota Camry were located inside of the vehicle.

DETAILS: On March 6, 2019 at approximately 0430 hours, investigators from the Oxnard Police Department Violent Crimes Unit, with the assistance of the Oxnard Police Department Special Weapons and Tactics Team (SWAT), served a search warrant in the 800 block of Trinidad Way. The search warrant was in reference to a shooting that occurred on February 17, 2019 at 1814 hours in the 3100 block of Merced Place. In that incident, the victim sustained a gunshot wound to his arm.

During the service of the search warrant, a 16 year old Oxnard resident, who had been identified as one of the suspects in the shooting, was contacted and taken into custody. He was later arrested for assault with a deadly weapon (firearm) as well as a gang enhancement. During the subsequent search, a firearm was located and seized. The investigation is still ongoing and additional arrests are expected.

On March 2, 2019, at about 7:21 PM, officers from the Oxnard Police Department were in the area of the 5200 block of S. J Street on an unrelated call for service when they observed suspicious activity in the alley. The officers made contact with a 13 year old male juvenile who was found to be in possession of two concealed, loaded firearms.

The firearms consisted of a shortened shotgun and a handgun, both of which were concealed in the waistband area. The juvenile was arrested for charges related to the illegal possession of firearms.

The Oxnard Police Department has an ongoing commitment to curb auto theft and arrest those responsible for it. During four days earlier this week, officers arrested 13 people for auto theft-related charges. Below is a summary of those arrests:

February 22, 2019

8:30 p.m. – patrol officers observed a stolen vehicle in the 1000 block of Fir Avenue. Officers attempted to stop the vehicle and the driver fled on foot. Officers apprehended the suspect who was later identified as Ricardo Navarro. Navarro was arrested for auto theft and narcotics-related charges.
9:40 p.m. – patrol officers located a stolen vehicle in the area of Bard Avenue and Rose Avenue. An officer recognized the driver as being Alberto Herrera. Officers attempted to stop the vehicle but the vehicle fled. A vehicle pursuit ensued but was canceled due to safety reasons. Officers located the vehicle in the area of Iris Street and Gisler Avenue approximately 10 minutes later. On February 26, 2019, at approximately 3:30 P.M., officers from the Oxnard Police Department Special Enforcement Unit observed Herrera in the area of Redwood and “J” Street. Herrera was contacted and arrested for auto theft and felony evading related charges.

11:27 p.m. – patrol officers located another stolen vehicle at Mariposa Street and Bluebell Street. The occupants of the vehicle were contacted and all were determined to be juveniles. One of the juveniles was arrested for auto theft-related charges and the others were released to their parents.

February 23, 2019

6:14 p.m. – officers from the Oxnard Police Department attempted to stop a vehicle at Rose Avenue and Pleasant Valley Road. A vehicle pursuit was initiated but was canceled for safety reasons. The vehicle was located a short time later in the 300 block of North “F” Street and the two occupants were contacted inside the vehicle. Jessica Castro was identified as the driver in the pursuit. Castro was arrested for auto theft and felony evading related charges. The passenger, Albert Waldron, was arrested for an outstanding misdemeanor warrant.

February 24, 2019

2:57 p.m. – a patrol officer located a stolen vehicle in the area of Concord Drive and Channel Islands Boulevard. Seven people were contacted and arrested; six of them being juveniles. Cristobal Gonzalez attempted to flee but was apprehended and arrested for resisting or delaying a peace officer. The juveniles were charged with auto theft-related charges.
5:40 p.m. – officers from the Oxnard Police Department Special Enforcement Unit attempted to contact a subject in a vehicle in the 2000 block of South “F” Street. The driver, Juan Contreras, fled into a nearby residence but was apprehended. The vehicle Contreras was in was a reported stolen vehicle from the City of Camarillo. Contreras was arrested for auto theft-related charges and for an outstanding felony warrant.

February 25, 2019

12:02 p.m. – a patrol officer located a stolen vehicle in the area of Patterson Road and Hemlock Street. The vehicle fled and a vehicle pursuit ensued. During the pursuit, the vehicle collided with a parked vehicle and the occupants fled. The passenger was identified as Raymond Pulido. Pulido was contacted and arrested for auto theft and narcotics-related charges. The driver was not located.

On March 1, 2019 at approximately 12:45am, an Oxnard Patrol Officer contacted Jesus Rangel asleep in his vehicle, in the 500 block of south Victoria Avenue. During the investigation, Rangel was found to be on probation, under the influence of a narcotic and in possession of a small quantity of heroin.

Officers conducted a probation search of Rangel’s vehicle and located a loaded .44 caliber revolver along with an extra 30 rounds of hollow point ammunition. Rangel was found to be prohibited from possessing firearms. Rangel was arrested for various firearm and narcotic related offenses.

On February 27, 2019, a team comprised of members from the Oxnard Police Department, Oxnard Fire Department, Oxnard Code Compliance, California Highway Patrol and the Department of Motor Vehicles conducted inspections at several automotive repair and body shops located in Oxnard. The inspections were conducted as part of the City of Oxnard Code Compliance Division’s assigned duties of maintaining business compliance with city codes.

Oxnard Police Department Auto Theft Task Force (ATTF) members and the Ventura County Combined Auto Theft Task Force (VenCATT) also participated in the inspections. The two auto theft units were specifically tasked with the inspection of abandoned, inoperative and dismantled vehicles to verify whether or not they were stolen. No stolen vehicles or stolen vehicle parts were identified.

The inspections of the automotive repair and body shops resulted in the issuance of numerous citations for failing to possess state and city licenses to operate a business, fire code violations and city ordinance violations, as well as, correctable citations to businesses in the process of rectifying infractions.

On February 27, 2019 at about 9:23 a.m. officers responded to Courtland Street near Canterbury Way, regarding a report of a carjacking. The driver told police that he was parking his vehicle, when three teens approached him and demanded his car keys and money. One of the teens was holding a gun. The carjackers then took off in the victim’s car, which was a 2004 Honda Odyssey Minivan.

The teen with the gun was a Hispanic male, 12-14 years old, 5’0” to 5’3”, 100 lbs. He was described as having a thin face and wearing a black checkered hooded sweatshirt. The other teens were also described as Hispanic males, 12-14 years of age, 5’0” to 5’3”, 100 lbs. One of them was wearing dark blue sweatshirt.

On February 27, 2019 at approximately 0500 hours, investigators from the Oxnard Police Department Violent Crimes Unit, with the assistance of SWAT teams from the Oxnard Police Department and Ventura County Sheriff’s Office as well as the Oxnard Police Department K-9 Unit, served search warrants in the 3000 block of South “L” Street in the City of Oxnard, the 2000 block of Blackberry Circle in the City of Oxnard, and the 6300 block of McBean Road in the City of Somis. The search warrants were related to two separate shooting incidents in the City of Oxnard, the first of which occurred on January 19^th in the 2000 block of Kepler Drive and the second which occurred during the early morning hours of January 21^st in the 100 block of North Oxnard Boulevard.

During the service of the warrant in the 3000 block of “L” Street, a 17 year old juvenile, who is a documented criminal street gang member, was taken into custody and later arrested for attempted murder, a gang enhancement, and firearms related charges. In addition, a large caliber revolver and ammunition was located and seized. The juvenile was later lodged at juvenile hall.

After the service of the search warrants, a second suspect, 20 year old Oxnard resident Emilio Torres, was contacted at the Oxnard Police Department. Torres, who is also a documented criminal street gang member, was arrested for brandishing a firearm as well as a gang enhancement. He was later booked into the Ventura County Jail for those charges. The investigation is ongoing.

On February 27, 2019 at approximately 1044 hours, Oxnard Police Department officers were dispatched to a call of suspicious circumstances in the 1700 block of Gisler Avenue. Upon arrival, they contacted two victims who told officers they had been assaulted by two male suspects and stabbed by a female suspect. In addition, some of the victim’s property had been stolen.

Officers checked the surrounding area and located three people who matched the description provided by the victims. Investigators from the Violent Crimes Unit responded to assist with the investigation. The suspects were positively identified and were arrested. Sandy Mukul, a 29 year old Oxnard resident, was arrested for assault with a deadly weapon. Jesse Mukul, a 30 year old Oxnard resident, was arrested for battery. Benny Aguayo, a 28 year old Oxnard resident, was arrested for battery and petty theft. All three suspects were booked into the Ventura County Jail.
