On June 24, 2019 at about 6:54 A.M., patrol officers from the Oxnard Police Department and Emergency Medical Services (EMS) responded to the 200 block of West Vineyard Avenue to check on a male subject seen walking through the complex covered in blood. When officers arrived, they located a white male lying on the ground, bleeding from what appeared to be several stab wounds. Investigators are currently working to determine the victim’s identity. EMS began lifesaving measures and transported him by ambulance to the Ventura County Medical Center. He was immediately taken into emergency surgery where he succumbed to his injuries.

Investigators believe there may have been an altercation in the carports in the area of 301 West Vineyard Avenue that led to this stabbing. On June 23, at 9:00 p.m., officers from the Special Enforcement Unit (gang unit) were in the area of the 200 block of Cuesta Del Mar reference recent gang activity. As officers attempted to contact a group of suspected gang members in the south alley, they began to flee from the officers. One of the subjects, a 14-year-old Oxnard resident and documented criminal street gang member with several previous firearms related arrests, was seen placing a firearm on the tire of a vehicle that was parked along the side of Cuesta Del Mar.

The firearm, a loaded semi-automatic .25 caliber handgun, was recovered at the scene, and it was found that the serial number and all markings had been removed. The 14-year-old was arrested and charged with numerous firearms violations.

The 14-year-old involved in this incident was previously arrested for an assault with a firearm upon another person, and under Senate Bill 439 all of the charges were dismissed. Under Senate Bill 439, juveniles 12-years and under cannot be charged with criminal offenses other than murder, rape and serious sexual crimes.

DUI Checkpoint Nets One DUI Arrest

The Oxnard Police Department Traffic Unit arrested one impaired driver while conducting a DUI/Driver’s license checkpoint on June 21, 2019. The checkpoint was conducted on Oxnard Blvd. north of Glenwood Dr. between the hours of 8:00 p.m. and 3:00 a.m., resulting in the following:

758 vehicles screened
1 DUI-alcohol suspect arrested
16 drivers cited for operating a vehicle unlicensed or while suspended/revoked
21 citations issued
1 vehicle towed

Checkpoints are placed in locations that have the greatest opportunity for achieving drunk and drugged driving deterrence and provide the greatest safety for officers and the public.

In recent years, California has seen a disturbing increase in drug-impaired driving crashes. Oxnard PD supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.” If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI. Marijuana can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI.

Studies of California drivers have shown that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol.

Oxnard PD offers these reminders to ensure a fun night doesn’t get spoiled with a DUI:

Decide before you go out whether you plan to drink or drive. You can’t do both.
If you plan to drink, designate a sober driver before going out, or map out another way to get home safely by taking a cab, ride-share services like Uber or Lyft, or using public transportation. You can also look up designated driver services in your area using the National Directory of Designated Driver Services (NDDDS).
If you are a designated driver, bars and restaurants statewide have created non-alcoholic specialty drinks (“DDrinks”) for sober drivers: http://bit.ly/OTSDDrinks
If you happen to see a drunk driver on the road, call 911. Offer a description of the vehicle, location, and direction of travel.
See your friend or other patron impaired trying to get behind the wheel? Take the keys or help them make other arrangements to get where they are going safely.

Drivers caught driving impaired and charged with DUI can expect the impact of a DUI arrest to be approximately $13,500. This includes fines, fees, DUI classes, license suspension, and other expenses not to mention possible jail time.

The Oxnard Police Department will be conducting a specialized Motorcycle Safety Enforcement Operation on Sunday, June 23, 2019, in an effort to lower deaths and injuries. Extra officers will be on-duty patrolling areas frequented by motorcyclists and where motorcycle crashes occur. Officers will be looking for violations made by drivers and riders alike that can lead to motorcycle crashes. They will be cracking down on both those operating regular vehicles and motorcycles that are violating traffic safety laws.

Motorcycle fatalities jumped dramatically in California by over 28 percent from a decade low of 352 in 2010. In 2013, 453 motorcyclists lost their lives, which is at a five year high. California collision data reveals that primary causes of motorcycle-involved crashes include speeding, unsafe turning, and impairment due to alcohol and other drugs by both riders and drivers alike.

Operations like this are aimed at curbing any more rises in motorcycle deaths and sending the numbers back downward. Over the course of the past three years, motorcycle-involved collisions have resulted in four fatalities and 93 injury crashes in Oxnard alone.

Safety tips for riders – See and Be Seen:

Use your lane position to increase visibility; change lanes only when there is ample room
Match your speed to surrounding traffic
Always wear a DOT-compliant helmet and brightly colored, protective clothing
Ride with lights on during daylight hours

Safety tips for drivers – Share the Road:

Look twice for motorcyclists, especially when entering the roadway, turning, or changing lanes
Motorcyclist are allowed in HOV lanes unless prohibited by signage

Bicycle and Pedestrian Safety Operation Planned for Oxnard

The Oxnard Police Department will take part in a bicycle and pedestrian safety enforcement operation aimed at educating bicyclists, drivers, and pedestrians on traffic laws, rules, and responsibilities.

On June 23, 2019, from 7:00 a.m. to 11:00 a.m., officers will be looking for violations made by bicyclists, drivers, and pedestrians that put roadway users at risk. These violations include drivers speeding, making illegal turns, failing to yield to pedestrians in crosswalks, failing to stop for signs and signals or any other dangerous violation.

Officers will also look for pedestrians who cross the street illegally or fail to yield to drivers who have the right of way. Bike riders will be stopped when riding on the wrong side of the road, not complying with stop signs and signals, or other violation of the same traffic laws that apply to them as drivers.

Bicycle and pedestrian fatalities are rising at an alarming rate. In 2016, 138 bicyclists and 867 pedestrians were killed on California roads. Pedestrian fatalities are up nearly 33 percent from 2012, and the number of bicyclists killed is up nearly 25 percent over the past five years. In 2019, the Oxnard Police Department has investigated six fatal collisions and 61 injury collisions involving bicyclists and pedestrians.

People walking should only cross the street using crosswalks or intersections, preferably with a stop sign or signal. People on foot should also look for cars backing up and avoid darting between parked cars, make eye contact with drivers and wear bright clothing during the day and reflective materials or use a flashlight at night.

Drivers should wait for pedestrians to cross the street, avoid distractions like using a cell phone, and be courteous and patient. All bike riders are reminded to always wear a helmet; helmets are required by law for those under 18. Bike riders should always go with the flow of traffic, let faster traffic pass and use hand signals when turning or stopping.

On June 20, 2019, at approx. 9:24 A.M., patrol officers from the Oxnard Police Department responded to the 1400 block of South Victoria Avenue after numerous calls were received about shots being fired in the residential neighborhood. As officers were knocking on the front door of an apartment in an attempt to investigate where the shots were coming from, a 21-year-old resident, later identified as Samuel Sapiens, began firing out his apartment window. The gunfire struck and shattered the front window of an Oxnard Police unit parked at the scene. While officers were setting up the perimeter, they were told that the suspect had access to an assault rifle.

Further investigation determined that Sapiens had fired several rounds prior to officers arriving which struck an apartment complex across the street on Leeward Avenue, penetrating the exterior and interior walls. An 18-year-old female was home at the time and was unharmed.

The Oxnard Police Department’s Special Weapons and Tactics (SWAT) team responded along with the Crisis Negotiations Unit (CNT). During the standoff, CNT contacted Sapiens by telephone. The negotiators spoke with Sapiens for approximately forty-five (45) minutes and were able to convince the suspect to surrender peacefully. There were no injuries during this incident.

Officers recovered numerous firearms from the residence. The firearms were registered to the brother of Samuel Sapiens.

Samuel Sapiens was booked for 245(d)(1) P.C. Assaults on a Police Officer with a Firearm and 246 P.C. Shooting at an Inhabited Dwelling.

During the incident, residents in the area who were registered with the VC Alert Emergency Notification System received a notification to shelter in place. They were advised to stay inside and close all doors and windows until the situation was resolved. The VC Alert system delivers time-sensitive emergency alerts to residents when there is a threat to health and safety. DUI checkpoints are placed in locations based on collision statistics and frequency of DUI arrests. Officers will be looking for signs of alcohol and/or drug impairment, with officers checking drivers for proper licensing.

On June 20, 2019, at approximately 12:15 a.m., officers from the Oxnard Police Department were patrolling the Fremont North Neighborhood in Oxnard where they contacted Isaac Martinez, an 18 year old Oxnard resident, who was walking near the intersection of Devonshire Drive and M Street.

During the contact with Martinez, officers located a loaded handgun concealed on his person. Martinez was placed under arrest and subsequently charged with possession of the firearm. At the time of this arrest, Martinez was out on bail for an unrelated arrest. Martinez was booked into the Ventura County Jail where his bail was set at $50,000.

In an effort to address the increase in firearms-related crimes, the Oxnard Police Department launched the Operation Safer and Stronger Initiative, as well as the Firearms Strike Team (FAST) led by the Violent Crimes Unit, to proactively remove firearms from prohibited persons within the city. The objective of this initiative and FAST is to reduce gun violence in Oxnard through education, intervention, and enforcement.

DETAILS: On June 19th, 2019, at 2:54 p.m., Oxnard police officers responded to the 1400 block of W. Date Street in reference to a call of a shooting. The victim was traveling on the residential street when another vehicle blocked his path. The suspect who blocked the motorist proceeded to exit and shoot multiple times through the victim’s windshield. The suspect described as a white male, mid-twenties fled the scene in his vehicle. The 39 year-old shooting victim sustained gunshot wounds to his upper torso and face. The victim was transported to VCMC and is listed in guarded condition.

On June 18, 2019, at approximately 5:30 a.m., officers from the Oxnard Police Department and EMS personnel responded to a traffic collision involving a vehicle and bicyclist which occurred on Hemlock Street at Seaside Drive. The bicyclist, a 44-year-old female of Port Hueneme, sustained serious injuries and was immediately transported to the Ventura County Medical Center where she is listed in critical condition. The driver of the 2006 Ford Explorer, identified as a 26-year-old male of Oxnard, remained at the scene and cooperated with the investigation.

Based on the preliminary investigation, traffic investigators determined the Ford Explorer was traveling westbound on Hemlock Street approaching Seaside Drive when the bicyclist, who was also traveling westbound on Hemlock Street, turned left into the path of the vehicle. The driver of the Ford Explorer was unable to avoid the collision and his vehicle collided with the bicyclist.
