On October 28, 2019, at about 2:30 A.M., Oxnard Police Department patrol officers responded to a shooting victim in the 400 block of La Canada Avenue. When the officers arrived, they found a Hispanic male adult suffering from one gunshot wound. Emergency Medical Services (EMS) responded and transported the victim to the Ventura County Medical Center, where he was taken into surgery. The victim died at the hospital from complications from his injuries.

The Oxnard Police Department Homicide Unit responded to investigate the shooting. Investigators are currently in the preliminary stages of the investigation. Investigators learned that a homeowner shot a subject who was burglarizing his home. The homeowner is currently cooperative with investigators.

On October 27^th, 2019 at 5:10 p.m., officers from the Special Enforcement Unit (gang unit) were in the area of Beck Park at the 600 block of west Kamala Street reference recent gang activity. Officers contacted a subject, Eddie Martinez (37), in Beck Park. Martinez is a documented criminal street gang member in the City of Oxnard, and is currently on Parole for assault with a deadly weapon. During a Parole search, Martinez was found in possession of a loaded .45 caliber semi-automatic handgun.

The firearm, found in Martinez’ possession, was also found to be unregistered. Martinez is a prohibited person from possessing a firearm due to a prior felony conviction. Martinez was arrested and charged with numerous firearms violations.

The Oxnard Police Department is seeking the public’s assistance in locating a missing dependent adult. On 10/26/19, at 9:31 p.m., the department received a call of a missing dependent adult from the 2200 block of Mariposa Drive, in Oxnard. 25-year-old Leonardo Naveja was last seen at his home on Mariposa Drive earlier during the evening, at around 6 p.m. Naveja is described as a Hispanic, male, 5’8”, 110 lbs., black hair, brown eyes, wearing a blue jacket, black sweatpants, and carrying a gray/maroon backpack.

On 10/26/2019 at approximately 10:49 p.m., Officers with the Oxnard Police Department were dispatched to the 200 block of West Fifth Street in reference to a stabbing victim. Upon arrival, officers located a 36-year-old male suffering from multiple stab wounds. The victim was transported to a local hospital and is listed in serious condition. the investigation is ongoing. On October 24, 2019, at approximately 1630 hours, officers were dispatched to a call of shots fired near the intersection of First and Sarita Street. Officers located shell casings in the roadway but no crime victim. Later, at approximately 9:32 p.m., a two-officer patrol unit working an enhanced gang enforcement detail was conducting proactive patrols in the same area when they observed suspect Emmanuel Estrella commit a vehicle code violation on a bicycle. As officers went to contact Estrella, he dismounted his bicycle and began walking away. Officers detained Estrella in the 1400 block of East First Street and, during a search of his person, located a loaded handgun in his front pant pocket. Estrella is a convicted felon and is prohibited from possessing any firearm and/or ammunition. He was arrested for the felony charges of being a prohibited person in possession of a firearm and possession of ammunition, along a misdemeanor charge for possession of narcotic paraphernalia.

On October 24, 2019, at approximately 7:50 a.m., officers from the Oxnard Police Department and EMS personnel responded to a pedestrian-involved traffic collision that occurred at the intersection of San Mateo Place and Earhart Court. Officers determined that a Lemonwood School student and his grandmother were in a marked crosswalk when they were struck by the vehicle.

Officers determined the vehicle was traveling at a slow speed when the student darted away from his grandmother directly into the path of the vehicle. Both pedestrians were transported to a local hospital with minor injuries.

At the time of the collision, there was a school crossing guard located at the intersection of San Mateo Place and Dupont Street, which is located approximately 260 feet west of where the collision occurred. Chief Whitney stated, “There are five intersections around Lemonwood School with crosswalks. Cities generally do not have the resources to staff crossing guards at every intersection around every school. We all have a shared responsibility as drivers, pedestrians, and parents to take extra precautions around our schools to protect our kids.”

The Oxnard Police Department reminds motorists to drive with extra care during the morning rush hours. During the month of October, there have been 50 traffic collisions that have occurred between 7:00 a.m. and 9:00 a.m. In an effort to promote traffic safety near our schools, the Oxnard Police Department offers the following tips for drivers and pedestrians:

Pedestrians

Cross the street at crosswalks, preferably with a stop sign, signal, or school crossing guard. Do not cross the street midblock (no jaywalking).
Make eye contact with drivers and ensure all vehicles come to a stop prior to entering the roadway.
Avoid entering the roadway between parked vehicles.
Do not use your cell phone or wear earbuds while walking.

Drivers

Recognize drop-off and pick-up times are more congested.
Avoid distractions while driving (cell phone, eating, grooming).
Follow the speed limit.
If the sun is impairing your vision, slow down to a safer speed.
Yield to pedestrians at marked and unmarked crosswalks.
Make sure the path is clear before making a turn at an intersection.

The Oxnard Police Department continually looks to improve safety for all motorists and pedestrians. Recent efforts to improve school bicycle and pedestrian safety include multiple enforcement details focused on school zone safety. These enforcement efforts included an emphasis on parking violations, drop-off and pick-up, pedestrian safety, and unsafe speed. In addition to the enforcement efforts, the Traffic Unit provides regular education to our community on bicycle and pedestrian safety.

The Oxnard Police Department will continue to work closely with the school districts and City’s Traffic Engineer to evaluate and improve traffic safety near our schools. In 2017, the Police Department completed traffic safety assessments for each school in our City. We have committed to updating those assessments in the coming months.

On October 21, 2019, at about 8:42 P.M., Special Enforcement Officers of the Oxnard Police Department were contacted by a citizen regarding a stabbing victim on Eliza Court. When the officers arrived, Ricardo Silva found lying on the ground bleeding from an apparent stab wound to the shoulder. Emergency Medical Services (EMS) responded and transported Mr. Silva to the Ventura County Medical Center, where he was taken into surgery. He died at the hospital from his wounds.

Major Crimes investigators worked diligently through the night to investigate Mr. Silva’s killing and quickly identified the person responsible for his death. During the investigation, Major Crimes investigators obtained valuable information from several people. As the homicide investigation continued, investigators were able to determine that Mr. Silva and Ms. Rodriguez were in a dating relationship. During an argument, Ms. Rodriguez stabbed Mr. Silva.

Ms. Rodriguez was ultimately arrested for voluntary manslaughter and she was booked into the Ventura County Jail on a bail amount of $50,000.

DUI Checkpoint nets three DUI arrests

The Oxnard Police Department Traffic Unit arrested three impaired drivers while conducting a DUI/Driver’s license checkpoint on October 18, 2019. The checkpoint was conducted on Saviers Road south of Coach C Lane between the hours of 8:00 p.m. and 3:00 a.m., resulting in the following:

724 vehicles screened
Two DUI-alcohol suspects arrested
One DUI-drug suspect arrested
22 drivers cited for operating a vehicle unlicensed or while suspended/revoked
32 citations issued
Three vehicles towed

DUI checkpoints are placed in locations based on collision statistics and frequency of DUI arrests. Last year, the Oxnard Police Department investigated 253 DUI collisions that killed six people and injured 142 others.

Drivers caught driving impaired and charged with DUI can expect the impact of a DUI arrest to be approximately $13,500. This includes fines, fees, DUI classes, license suspension and other expenses not to mention possible jail time.

The Oxnard Police Department reminds drivers that “DUI Doesn’t Just Mean Booze.” Prescription drugs, particularly those with a driving or operating machinery warning on the label, can impair and result in a DUI. Marijuana can also be impairing, especially in combination with alcohol or other drugs.

The Oxnard Police Department will be conducting another DUI/Driver’s License Checkpoint on November 22, 2019, in our ongoing commitment to take suspected impaired drivers off our streets and highways, ultimately lowering the risk for deaths and injuries.

Funding for this checkpoint was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.
