On January 11, at 8:34 p.m., officers from the Special Enforcement Unit (gang unit) and the K9 Unit conducted a traffic stop in the area of Gallatin Place and Gonzales Road for a vehicle code violation. The vehicle failed to yield, and a pursuit ensued. The pursuit ended in the west alley of the 2100 block of Mariposa Street when it collided with an unoccupied parked vehicle. The driver who was later identified as Andrew Marquez, fled on foot. After a brief foot pursuit, Marquez was apprehended in the area of Mariposa Street and Dahlia Street.

Marquez is a documented criminal street gang member within the City of Oxnard. Marquez is on probation for residential burglary and is a prohibited person from possession of firearms and ammunition. During a search of the vehicle, officers located a loaded handgun in a hidden compartment of the vehicle.

At approximately 2:00 P.M. on Sunday, January 5, 2020, Oxnard Police Department officers responded to a home on the 3400 block of Olds Road regarding an injured child. A four year-old boy was taken to St. John’s Regional Medical Center where he succumbed to his injuries.

The Oxnard Police Department’s investigation has concluded that the child’s death was an accidental hanging. The Oxnard Police Department, in conjunction with the Ventura County Medical Examiner’s Office, investigates all instances of death that occur in the City of Oxnard.

Assistant Chief Jason Benites stated, “Following first responder’s efforts, the purpose of the Oxnard Police Department’s investigation was to determine what set of circumstances led to this tragic accident. We at the Oxnard Police Department are saddened that the parents and siblings of this child are mourning the loss of their loved one.”

Statistics from the National Safety Council, the National Center for Injury Prevention and Control, and other sources indicate that during each year in the United States, about 2,000 children ages 14 and under die as a result of a home injury. Unintentional home injury deaths to children are caused primarily by fire and burns, suffocation, drowning, firearms, falls, choking, and poisoning.

The Oxnard Police Department would like to take this opportunity to remind parents to check their homes for objects that could pose potential hazards to their children. Items that may present a danger to young children can include things such as unsecured cleaning supplies, cords from blinds or curtains, unsecured furniture that children can climb, beds or other furniture placed next to windows, and uncovered electrical outlets.

The Oxnard Police Department encourages those that have young children in their homes to get down to their child’s height level, and go through every room to see what their child can get into. It is an ongoing process to help keep your child safe in your home. On January 6, 2020, at about 11:15 P.M., patrol officers from the Oxnard Police Department along with Emergency Medical Services (EMS) responded to the area of Ventura Road north of Fifth Street, in the City of Oxnard, regarding an injury traffic collision involving a pedestrian. EMS personnel arrived and transported a 44-year-old male pedestrian to Ventura County Medical Center. The male pedestrian succumbed to his injuries.

Based upon preliminary investigation, the male was walking across the roadway of Ventura Road north of Fifth Street. A silver Ford F150 travelling south on Ventura Road struck the male pedestrian.

The driver of the Ford remained on scene and was cooperative with investigators. Alcohol and speed do not appear to be a factor in this collision.

On January 6, at 8:00 p.m., officers from the Special Enforcement Unit (gang unit) conducted a traffic stop in the area of Gonzalez Road and “C” Street for a vehicle code violation. The vehicle failed to yield, and a pursuit ensued. The pursuit continued westbound on Gonzalez Road, and the pursued vehicle veered off the roadway as it attempted to make a turn at the intersection of Gonzalez Road and Patterson Road. The vehicle collided with and came to rest in a drainage ditch northwest of the intersection. Several subjects fled from the vehicle, and officers contacted Rodolfo Hernandez and David Rosales a short distance from the collision. Hernandez and Rosales are documented criminal street gang members within the City of Oxnard, and both are Post Release Offenders (PRO) in the County of Ventura. The driver of the vehicle was not located.

Hernandez was found in possession of a sawed off shotgun and ammunition. Hernandez is a prohibited person from possession of a firearm or ammunition. Hernandez was arrested for various firearms related charges, and Rosales was arrested for obstructing and/ or delaying a peace officer and a PRO violation.

On January 5, 2020, at about 9:40 P.M., Oxnard police officers along with Emergency Medical Services (EMS) responded to the 200 block of South Marquita Street for a reported shooting victim. When officers arrived, they located a 22-year old Hispanic male lying on the ground suffering from apparent gunshot wounds. EMS transported him by ambulance to the Ventura County Medical Center and he was immediately taken into surgery where he succumbed to his injuries.

Homicide investigators are on scene and the investigation is ongoing.

On January 5, at 3:30 p.m., officers from the Special Enforcement Unit (gang unit) conducted a traffic stop at the 400 block of West Channel Islands Blvd for a vehicle code violation. The vehicle failed to yield, and pulled into the parking lot of McDonald’s at the intersection of Channel Islands Blvd. and Patterson Road, Port Hueneme. The right front passenger, David Ortiz, fled from the vehicle on foot while in the parking lot. When Ortiz fled, he discarded a loaded 9mm semi-automatic Beretta handgun. Officers contacted Ortiz a short distance away. The driver, Jaime Gonzalez, remained in the vehicle and finally complied with officers. Ortiz is a documented criminal street gang member, is a Post Release Offender and is prohibited from possessing a firearm.

Gonzalez was arrested for evading in a vehicle, and later arrested for attempting to bring methamphetamine into the Oxnard Police Department jail facility. The firearm that was discarded at the scene was found not to be registered to Ortiz. Ortiz was charged with several firearms related violations.

On Sunday, January 5, 2020, at 8:34 a.m., Oxnard police officers conducted a probation search in a home near 3100 Mendocino Place where they contacted Ruben Hernandez hiding in the backyard. During their investigation, the officers located a loaded sawed-off shotgun and drug paraphernalia.

Hernandez was arrested and charged with various gun related charges, including felon possession of a firearm and ammunition.

The Oxnard Police Department is seeking the public’s assistance in locating a missing dependent adult. On 1/4/20, at 10:00 p.m., the police department received a call of a missing dependent adult from the 400 block of North Juanita Avenue in Oxnard. 18-year-old Christopher Lopez was last seen at his home on North Juanita Avenue this morning at around 6:00 a.m. Lopez is described as a Hispanic, male, 5’2”, 130 lbs, brown hair, brown eyes, wearing a blue “Captain America” shirt, gray shorts, and riding a blue bicycle.

On 01/03/2020 at approximately 3:35 p.m., officers with the Oxnard Police Department were dispatched to the west alley of the 500 block of Roosevelt Avenue in reference to a stabbing victim. Upon arrival, officers located a 20-year-old male suffering from multiple stab wounds. The victim was transported to a local hospital and is listed in stable condition.

Investigators from the Violent Crimes Unit responded to the scene to assist in the investigation. During the course of the investigation, it was determined that the victim was attacked by a group of male subjects. During the attack, the victim was stabbed multiple times. A 15-year-old male and a 14-year-old male were identified as having taken part in the attack. They were arrested for assault with a deadly weapon and street terrorism (gang enhancement) and booked into juvenile hall. Additional suspects are still outstanding and the investigation is ongoing.
