SUBJECT: Gang Member / Prohibited Person Arrested for Firearms/ Narcotics Possession

On April 24, at 10:30 p.m., Officers from the Oxnard Police Department Special Enforcement Unit (gang unit) observed Victor Aguirre in public at the 400 block of west Kamala Street in possession of a semi-auto handgun with an extended magazine. When Officers attempted to contact Aguirre, he fled into his residence a short distance away. Aguirre was detained at the residence and was found in possession of numerous pills of Xanax. A search for the firearm was conducted at Aguirre’s residence. Aguirre is a Post Release Offender (under AB-109) for previous firearm related convictions, is a prohibited person from possessing a firearm and has been arrested eight times in the last twelve months for various charges. Aguirre is also a known criminal street gang member within the City of Oxnard.

Officers from the Special Enforcement Unit, Violent Crimes Unit, Patrol and K-9 Unit assisted in the search at Aguirre’s residence for the firearm. Officers located a loaded Glock 19 9mm semi-auto handgun with a high capacity 31 round magazine. The handgun was also found not to be registered to Aguirre.

SUBJECT: Back-to-back Robberies

LOCATION: 7-Eleven, 1955 Patterson Rd.

SUSPECT: 16-year-old male juvenile and 17-year-old male juvenile

Early this morning two male juveniles robbed the 7-Eleven convenience store located on Patterson Road at gunpoint and fled the area. The clerk was unharmed and the juveniles left with an undisclosed amount of cash. Approximately 30 minutes later, while officers were still investigating this first robbery, a passing motorist told officers that there were a couple of suspicious individuals hanging out at the 7-Eleven located at 1501 W. Fifth Street and he provided them with a description of the vehicle they were in. As officers were en route to check the second store they were informed that an armed robbery had just occurred there.

Officers saturated the neighborhoods and found the suspect vehicle in the area of the Oxnard Performing Arts Center. The driver immediately sped out of the area in an attempt to evade the officers. The driver drove into Durley Park where he lost control of the vehicle. Once the officers took the two occupants into custody they found the handgun and stolen money inside the vehicle which turned out to be stolen as well. It was also discovered that the handgun was a non-functioning replica.

Both juveniles were arrested for the robberies, possession of the stolen vehicle, and looting. They were later lodged into juvenile hall.

On April 21, 2020, at about 9:37 PM, officers were dispatched to an armed robbery that just occurred to a liquor store in the 100 Block of E. Yucca Street. The clerk reported the suspect entered the store and approached the counter. The suspect went behind the counter, put a handgun to the clerk's side, and demanded money. The suspect took an undisclosed amount of cash from the register then fled on foot westbound on E. Yucca Street. The suspect was generally described as a White, male, approximately 20-25 years old.

SUBJECT: Gang Members Arrested After Brandishing a Firearm

On April 20, 2020, at around 10:00 PM, Oxnard Police Officers responded to the 400 block of Cuesta Del Mar reference reports of a subject brandishing a handgun at a female and her two small children. The female reported that the subject also yelled gang slogans as he threatened her and her children. The subject entered a grey sedan that was occupied by several other male subjects and fled the area.

Officers from the Oxnard Police Department Special Enforcement Unit (gang unit) were in the area of Berkshire Place and Ivan Drive when they noticed a vehicle matching the same description provided by the female victim. Officers conducted an enforcement stop and a passenger, Flavio Gasca, fled on foot. Gasca was captured after a foot chase and found to be in possession of a loaded revolver.

Oscar Eugenio and Jesse Chairez remained in the vehicle and were contacted by assisting officers.

All three suspects are documented members of an Oxnard-based criminal street gang and officers were able to determine their involvement in the brandishing.

Gasca and Eugenio were both charged with the brandishing of a firearm and street terrorism (gang enhancement). Gasca was also charged with numerous felony weapons violations. Chairez was arrested for providing a false name and narcotic violations.

SUBJECT: Two Repeat Offenders Arrested in Stolen Vehicle

On April 19, 2020, at about 3:32 PM, a patrol officer observed a stolen blue Ford Explorer near Channel Islands Boulevard and J Street. There were two occupants in the vehicle. A high risk traffic stop was conducted in the west alley of J Street, near Channel Islands Boulevard. The driver initially provided a false name. He was later identified as Christian Guzman, age 24. The passenger was identified as Birydiana Delgado, age 24.

A records check showed both subjects are currently on probation for auto theft. During a search of the vehicle, officers located a stolen bicycle that was taken in Santa Barbara County. During a search of Guzman, a DMV certicifate of title associated with a different Ford vehicle was found on his person. Guzman could not provide any reasonable explanation for being in possession of the title.

Guzman was arrested for felony auto theft, felony receiving stolen property, providing false information to an officer, theft of lost property, and an enhancement charge for having prior felony convictions for stealing vehicles, as Guzman has three prior felony arrests for auto theft.

Over the past month, some areas of the city of Oxnard have experienced significant increases in auto thefts. From the basic precepts of intelligence led policing, a small number of prolific offenders are responsible for a significant percentage of overall serious crimes, such as auto theft. Based upon Guzman’s habitual felonious patterns of stealing vehicles, the arresting officer submitted a declaration for bail increase to the court for consideration.

Passenger Delgado was arrested for a felony charge of receiving stolen property.

On April 18, 2020 at approximately 4:09 P.M., officers from the Oxnard Police Department were dispatched to the 7-11 store, located at 2201 East Channel Islands Boulevard, in reference to a shooting. When officers arrived, they located evidence of a shooting however all involved parties had fled the area. Investigators from the Oxnard Police Department Violent Crimes Unit responded to the scene to assist with the investigation. The investigation is ongoing and no further information is available at this time. SUBJECT: Man arrested for stabbing a 67 year old woman to death

SUSPECT: James Beam, 23 year old male

On April 9, 2019, at about 2:05 A.M., Oxnard Police Officers responded to a wellness check of a female down in front of 215 West Pleasant Valley Road. Upon arrival, officers and emergency medical services (EMS) located a 67 year old female, Sibyl Woodbury, unconscious and not breathing. Her death was ultimately ruled a homicide by stabbing.

Major Crimes investigators responded to the scene and took over the investigation. There were minimal leads and few people outside at the time of this incident. It was through a diligent and dedicated effort by Major Crimes investigators, along with assistance from the Oxnard Police Special Enforcement Unit, Neighborhood Policing Team, Ventura County Combined Agency Task Force and Oxnard Police Homeless Liaison Unit, all working together they were able to discover a potential suspect.

Today, Major Crimes investigators, along with members of the Oxnard Police Department Neighborhood Policing Team, were able to locate and take into custody James Beam, a 23 year old, recent transient to Oxnard. Investigators had developed enough information to take Beam into custody and charge him with the murder of Sibyl Woodbury. Beam’s bail has been set at $500,000.00 dollars.

Investigators are still working on additional information regarding this murder. Detectives are encouraging anyone who may have heard or seen anything to contact Detective John Sunia (805) 385-7688.

This incident marks the fifth homicide in the City of Oxnard this year.

SUBJECT: Man Arrested after Assaulting Police Detectives with a Screwdriver

SUSPECT: Oscar Villareal, 52-year-old, Oxnard Resident

LOCATION: 600 block of Meta Street, Oxnard

On April 13th, 2020, at about 12:25 P.M., Detectives from the Oxnard Police Department were driving in a marked police vehicle in the area of Sixth Street and Meta Street when they observed a female yelling for help. The Detectives stopped to assist the female and observed Oscar Villareal attempting to leave the area. As Detectives attempted to contact Villareal, he produced a 9-inch screwdriver from his pocket and lunged towards one of the detectives. The detective’s retreated and began attempts to negotiate with Villareal and he immediately threw the screwdriver at the other detective. One detective attempted to utilize an electronic control device, however, Villareal was able to break the wires causing minimal effect. Villareal was tackled to the ground and taken into custody without further incident. Neither detective was injured during the incident.

Officers later learned that Villareal had brandished a weapon at the female victim minutes prior to the detectives arrival. Villareal was placed under arrest for assault with a deadly weapon and resisting an executive officer, both felonies. This is the sixteenth time Villareal has been arrested in Oxnard in the last twelve months.
