On July 7, 2020, an Oxnard Patrol Officer conducted a traffic enforcement stop on a vehicle for a traffic violation. The driver, Joe Jimenez, 31-year-old Oxnard resident, was contacted and found to be on active probation with search terms. The Oxnard Patrol Officer conducted a search of Jimenez’ vehicle pursuant to his search terms. During a search of his vehicle, the officer found a large quantity of Heroin packaged for sale. Jimenez was placed under arrest for transportation and possession for sale of Heroin, both felonies.

On September 18, 2020, Detectives from the Oxnard Police Department Drug Enforcement Unit (DEU) developed information that Jimenez was out of custody and was continuing to sell Fentanyl in the City of Oxnard. During the investigation, detectives observed Jimenez seated in his vehicle in front of his residence. With the assistance of patrol officers, Detectives contacted Jimenez while he was seated in a vehicle. Detectives conducted a search pursuant to Jimenez’ probation and located Fentanyl, packaging material, and US Currency consistent with the street sales of Fentanyl. Jimenez was placed under arrest for possession of Fentanyl for sale, a felony.

On October 29, 2020, DEU Detectives were conducting a follow-up investigation regarding Jimenez being out of custody and continuing to sell Fentanyl. Detectives conducted surveillance and observed activity consistent with narcotics sales. Detectives contacted Jimenez when he exited his residence. During a search pursuant to his probation terms, detectives located Fentanyl, Methamphetamine, US Currency, and a scale consistent with the street sales of Fentanyl. Jimenez was arrested for possession for sale of Fentanyl and Methamphetamine, both Felonies.

This is Jimenez’ third narcotic sales arrest in four months. Jimenez was booked into the Ventura County Jail with a bail request of $350,000.

On October 30, 2020, Detectives from the Oxnard Police Department Drug Enforcement Unit (DEU) were conducting an investigation regarding narcotics sales occurring at the Oxnard Transit Center (OTC). During the investigation, detectives observed what appeared to be several narcotics transactions occurring at the bus platform of the OTC. With the assistance of K9 Leo, a traffic enforcement stop was conducted on a vehicle leaving the area of the narcotics activity. Officers contacted the driver, Daniel Roach, and learned that he had two outstanding misdemeanor warrants for his arrest. During a search incident to arrest, officers located Methamphetamine and US Currency consistent with the street sales of narcotics. Roach was charged with transportation and possession for sale of Methamphetamine, both felonies. He was booked into Ventura County Jail.

Amauri was found and he is back home with his family. Thank you for your assistance in this case.

On September 23, 2020, detectives from the Oxnard Police Department Drug Enforcement Unit completed an investigation regarding narcotics sales activity occurring in the Walgreens parking lot located in the 400 block of south Ventura Rd. Detectives conducted surveillance in the parking lot an observed several narcotics transactions taking place from a parked vehicle. Detective contacted the driver, Kenneth Chattman, and several subjects who were standing around the parked vehicle. During the investigation, Chattman was found to be in possession of Fentanyl, Methamphetamine, a scale, and US Currency consistent with the sales of narcotics. Gregory Folse was also found in possession of Fentanyl and Methamphetamine for sale. Chattman and Folse were placed under arrest for possession for sale of Methamphetamine and Fentanyl, both felonies. Both subjects were booked at the Oxnard Police Department before being transported to the Ventura County Jail.

SUBJECT: Suspect Arrested After Stabbing Victim Dies in Oxnard

VICTIM: Corey Smith, 25 years of age, Oxnard resident

SUSPECT: Cody Washington, 43 years of age, Oxnard resident

On October 24, 2020, at 10:37 A.M., Oxnard Police Officers responded to a call of a fight in progress, with one subject possibly armed with a knife, in the 3700 block of Saviers Road. It was reported that one subject had been stabbed. When officers arrived, they located a male victim, later identified as Corey Smith, a 25 year old Oxnard resident. He was suffering from a stab wound to his chest. He was unconscious and unresponsive.

Emergency medical personnel arrived and immediately transported Smith to Ventura County Medical Center for medical treatment. Unfortunately, Smith succumbed to his injuries and was subsequently pronounced dead at the hospital.

Cody Washington was detained at the scene by officers and determined to be the suspect. He was taken to the Oxnard Police Department where he was subsequently charged with the murder of Cory Smith. The investigation is still on-going.

This is the 7^th homicide this year in the City of Oxnard. Investigators are seeking the public’s assistance with any information regarding this incident.

Bicycle and Pedestrian Safety Operation Planned for October 26, 2020

The Oxnard Police Department will conduct a bicycle and pedestrian safety enforcement operation on October 26, 2020, from 7:00 a.m. to 11:00 a.m. aimed at keeping people who need to go out to exercise or run essential errands safe.

While the COVID-19 pandemic is requiring residents to stay home as much as possible, the Oxnard Police Department recognizes the need to protect the public by looking for violations made by bicyclists, drivers, and pedestrians that make roads unsafe.

These violations include drivers speeding, making illegal turns, failing to yield to pedestrians in crosswalks, failing to stop for signs and signals, or any other traffic violation. Officers will also look for pedestrians who cross the street illegally or fail to yield to drivers who have the right of way. Bike riders will be stopped when riding on the wrong side of the road, not complying with stop signs and signals, or other violations of the same traffic laws that apply to them as drivers.

The safety of bicyclists and pedestrians remains a top priority for the Oxnard Police Department. To keep you and your family safe, the Oxnard Police Department offers the following tips when out biking, driving, or walking:

PEDESTRIANS

· Only cross at marked crosswalks or intersections with a stop sign or signal.

· Look for cars backing up. Avoid going between parked cars.

· Make eye contact with drivers. Don’t assume they see you.

· Wear bright clothing during the day and use a flashlight when walking at night.

DRIVERS

· Wait for pedestrians to cross the street. Be courteous and patient.

· Stay off the phone.

· Follow the speed limit.

· Look for pedestrians when backing up or turning.

BICYCLISTS

· Always wear a helmet. Helmets are required by law for anyone under 18.

· Bicyclists must travel in the same direction of traffic and have the same requirements as any slow-moving vehicle.

Everyone who is out is reminded to practice physical distancing measures, when feasible, staying at least six feet away from others.

Funding for this program is provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

SUBJECT: Overdose Death Investigation leads to Narcotic Sales Arrest

SUSPECTS: Juan Ruiz, 22 Year Old Oxnard resident

On August 18, 2020, Oxnard Patrol Officers responded to an overdose investigation regarding a 16-year-old juvenile female found overdosing in an alley behind a residence located in the 1100 block of South J Street. The juvenile female later died at the hospital. Detectives from the Oxnard Police Department Drug Enforcement Unit (DEU) began an investigation into the overdose death and learned that the juvenile overdosed on Alprazolam, commonly referred to as Xanax. During the investigation, detectives identified Juan Ruiz, 22-year-old Oxnard resident, as being involved in the sales of Xanax and a known associate to the Juvenile victim.

On October 23, 2020, with the assistance of the Ventura Police Department Street Crimes Unit (SCU), DEU detectives served a search warrant at Ruiz’ residence. During the service of the search warrant, Ruiz refused to open the front door and began flushing several bottles of Alprazolam (Xanax) down the toilet in an attempt to destroy evidence. Detectives forced entry into the residence and detained Ruiz. Detectives located a 17-year-old juvenile female hiding in a locked bathroom in residence. During a search of the residence, detectives located a large quantity of Alprazolam (Xanax), Fentanyl, Cocaine, Marijuana, packaging material, a scale, and US Currency consistent with sales of narcotics. Ruiz was placed under arrest for possession for sale of Xanax, Possession for sale of Fentanyl and Cocaine, Possession of Marijuana for sale, destroying evidence, and contributing to the delinquency of a minor. He was booked into Ventura County Jail with a bail request of $350,000. The female juvenile was released to the custody and care of her parents.
