SUBJECT:                 Narcotics Sales Arrest

SUSPECTS:               Alan Bueno, 56 Year Old Oxnard resident  

LOCATION:               1800 Block of Saviers Road, Oxnard

On December 3, 2020, Detectives from the Oxnard Police Department Drug Enforcement Unit (DEU) were conducting an investigation regarding narcotics sales occurring at a business center in the 1800 block of Saviers Rd. During the investigation, detectives observed what appeared to be several narcotics transactions occurring inside of a van in the rear alley of the businesses. Two subjects were contacted after leaving the van and were arrested for possession of Methamphetamine and released on a notice to appear. With the assistance of Oxnard Patrol Officers, DEU detectives contacted the occupant of the van, Alan Bueno, and learned that he had an outstanding misdemeanor warrant for his arrest for narcotics violations. During a search incident to arrest, officers located a large amount of Marijuana, Methamphetamine and US Currency consistent with the street sales of narcotics. Bueno was charged with possession for sale of Methamphetamine, a felony. Additionally, Bueno was charged with possession for sale of Marijuana, a misdemeanor. He was booked into Ventura County Jail.

SUBJECT:                 Residential Burglary and Trespassing Arrest

SUSPECT:                 Joseph Barkley, age 37, Oxnard Resident

On December 1, 2020, Officers were dispatched to the 1300 block of Sombra Way regarding a suspect, later identified as 37-year old Joseph Barkley, who unlawfully entered the victim’s residence. As officers responded, they were advised that Barkley fled the residence and was being chased by neighbors. Officers arrived and were told that Barkley ran into and illegally entered a residence in the 1200 block of Opalo Drive. Officers quickly set up a perimeter and made verbal contact with the suspect. Barkley told officers that he was armed with a shotgun. Officer’s made several attempts to convince Barkley to surrender to police peacefully; however, Barkley refused. Officers from the Oxnard Police Department’s Special Enforcement Unit (SEU) entered the residence and took Barkley into custody with the assistance of Police K9 Rocky. Barkley was arrested and charged with residential burglary and trespassing.

VEHICLE:     2007 White Nissan Maxima

On November 30, 2020, at approximately 1:38 p.m., officers from the Oxnard Police Department and EMS personnel responded to a traffic collision involving a single vehicle into a tree in the East Alley of the 2200 block of Arcadia Street.  The driver of the vehicle was ejected from the vehicle and sustained significant injuries.  Two male juvenile passengers in the vehicle sustained moderate injuries.  The driver and the passengers were transported to the Ventura County Medical Center.  The driver is currently listed in critical condition and one of the passengers was admitted to the hospital for observation and is currently listed in stable condition.  The second passenger was treated for his injuries and released from the hospital.   

Traffic investigators responded to the scene and took over the investigation.  Based upon the initial investigation, Officers determined that a 2007 Nissan Maxima was traveling southbound in the alley when, for unknown reasons, the vehicle collided with a tree.  The vehicle's speed appears to be a contributing factor to the collision, and it was determined that the vehicle driver had been drinking alcohol.

Update (Refer to the original collision information below)

The Oxnard Police Department received notice from the Ventura County Medical Examiner’s Office that the pedestrian involved in the collision succumbed to his injuries on Thursday, November 26, 2020.  The pedestrian was identified as Abel Angeles, 30-year-old resident of Oxnard.  

Oxnard Traffic Investigators have received information from witnesses regarding the collision, however, the investigation is still on-going.  Anyone who has information regarding this collision is urged to contact Senior Officer Paul Knapp at (805) 385-7750 or via email at [email protected].

On November 15, 2020, at approximately 7:46 p.m., officers from the Oxnard Police Department and EMS personnel responded to a traffic collision involving a vehicle and a pedestrian that occurred on C Street north of Fifth Street.  Officers determined that a 2014 Cadillac ATS sedan struck a 30-year-old male of Oxnard.  The pedestrian sustained significant injuries and was transported to the Ventura County Medical Center where he is listed in critical condition.  The driver of the Cadillac remained at the scene and provided information regarding the collision.  

Traffic investigators responded to the scene and took over the investigation.  Based on the initial investigation, it was determined that the pedestrian was walking eastbound on C Street north of Fifth Street, and for unknown reasons, walked into the path of the Cadillac which was traveling northbound on C Street.  Immediately after the collision, the driver stopped and parked the vehicle along the right side of the roadway.  The speed of the vehicle does not appear to be a contributing factor to the collision; however, it was determined the pedestrian had been drinking alcohol.

Two Drivers Arrested at the Oxnard DUI Checkpoint

 

Oxnard, Calif. – 440 drivers were screened while driving through a DUI checkpoint on November 20, 2020. The checkpoint was held at Saviers Road and Coach C Lane from 8:00 p.m. to 2:00 a.m. 

 

Twenty-four drivers were cited for operating a vehicle unlicensed or with a suspended/revoked license. Two drivers were arrested for DUI and one passenger was arrested for drug possession.

 

Checkpoint locations are based on a history of crashes and DUI arrests. The primary purpose of checkpoints is not to make arrests, but to promote public safety by deterring drivers from driving impaired.

 

As businesses continue to reopen, including bars and restaurants, impaired driving remains a top traffic safety concern.  Funding for this checkpoint was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

PEDESTRIAN:         80-year-old male, Oxnard resident

On November 24, 2020, at approximately 6:40 p.m., officers from the Oxnard Police Department and EMS personnel responded to a traffic collision that occurred on C Street near Elm Street. The driver of the Honda Accord, identified as a 61-year-old female of Oxnard, was uninjured and cooperated with investigating Officers.  The pedestrian was provided first aid and life-saving measures at the scene and transported to Ventura County Medical Center, where he later succumbed to his injuries.

 

Traffic investigators responded to the scene and took over the investigation.  Based on the initial investigation, Officers determined that a 1997 Honda Accord was traveling Northbound on C Street and collided with an 80-year old male pedestrian walking in the street.  Immediately after the collision, the driver stopped and called 911. Traffic investigators do not believe alcohol/drugs were involved, and the speed of the vehicle does not appear to be a contributing factor to the collision.

Bicycle and Pedestrian Safety Operations Planned for November 21, 2020 and November 22, 2020.

 

The Oxnard Police Department will conduct two bicycle and pedestrian safety enforcement operations on November 21, 2020, and November 22, 2020 from 10:00 a.m. to 6:00 p.m. aimed at keeping people who need to go out to exercise or run essential errands safe.

 

While the COVID-19 pandemic is requiring residents to stay home as much as possible, the Oxnard Police Department recognizes the need to protect the public by looking for violations made by bicyclists, drivers, and pedestrians that make roads unsafe.

 

These violations include drivers speeding, making illegal turns, failing to yield to pedestrians in crosswalks, failing to stop for signs and signals, or any other traffic violation. Officers will also look for pedestrians who cross the street illegally or fail to yield to drivers who have the right of way. Bike riders will be stopped when riding on the wrong side of the road, not complying with stop signs and signals, or other violations of the same traffic laws that apply to them as drivers.

 

The safety of bicyclists and pedestrians remains a top priority for the Oxnard Police Department.  To keep you and your family safe, the Oxnard Police Department offers the following tips when out biking, driving, or walking:

 

PEDESTRIANS

●       Only cross at marked crosswalks or intersections with a stop sign or signal.

●       Look for cars backing up. Avoid going between parked cars.

●       Make eye contact with drivers. Don’t assume they see you.

●       Wear bright clothing during the day and use a flashlight when walking at night.

 

DRIVERS

●       Wait for pedestrians to cross the street. Be courteous and patient.

●       Stay off the phone.

●       Follow the speed limit.

●       Look for pedestrians when backing up or turning.

 

BICYCLISTS

●       Always wear a helmet. Helmets are required by law for anyone under 18.

●       Bicyclists must travel in the same direction of traffic and have the same requirements as any slow-moving vehicle.

 

Everyone who is out is reminded to practice physical distancing measures, when feasible, staying at least six feet away from others.

Oxnard Police Department Holding DUI Checkpoint on November 20, 2020

 

The Oxnard Police Department will hold a DUI Checkpoint on Friday, November 20, 2020, from 7:00 p.m. to 2:00 a.m. at an undisclosed location within the city limits. 

 

Checkpoint locations are chosen based on a history of DUI crashes and arrests. The primary purpose of checkpoints is not to make arrests, but to promote public safety by deterring drivers from driving impaired.

 

During the checkpoint, officers will look for signs that drivers are under the influence of alcohol and/or drugs.

 

The Oxnard Police Department reminds the public that impaired driving is not just from alcohol. Some prescription medications or over-the-counter drugs may interfere with driving. Always follow directions for use and read warning labels about driving or operating heavy machinery, which includes driving a car. While medicinal and recreational marijuana are legal, driving under the influence of marijuana is illegal.

 

If you plan on drinking or taking medications that may impact your ability to drive safely, plan on staying at home.

 

Drivers charged with DUI face an average of $13,500 in fines and penalties, as well as a suspended license. Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.
