SUBJECT:    Arrest for Firearms Possession

On Sunday, January 17, at approximately 3:30 p.m., patrol officers with the Oxnard Police Department conducted a stop reference a business and profession code violation. Officers contacted Roberto Perez Jr. (24yrs), who was driving a white Honda Accord. During the officer’s investigation, they located a firearm inside the vehicle in plain view.

 

Officers seized the firearm from the vehicle. The firearm located was a loaded 9mm caliber Glock style Polymer-80 semi-automatic handgun. The firearm was found to be non-serialized and unregistered. Perez was arrested for illegal possession of a loaded firearm in a vehicle.

SUBJECT:                 Narcotics Sales / Firearms Arrest

SUSPECTS:               Juan Contreras, 24 year old Oxnard resident

LOCATION:               200 block of South Juanita Avenue

On January 19, 2021, the Oxnard Drug Enforcement Unit (DEU) and the Oxnard Special Enforcement Unit (SEU) served a search warrant in the 200 block of South Juanita Avenue in reference to Juan Contreras being involved in the ongoing sales of Alprazolam (Xanax). During the investigation, SEU Officers made a traffic enforcement stop on Contreras when he left his residence. During the investigation, Contreras was found in possession of a large quantity of Xanax and US Currency. 

 

DEU detectives and SEU officers conducted a search of Contreras’s residence and located a loaded firearm and evidence consistent with the street sales of narcotics. Contreras was charged with possession of Xanax for sale, a felony, and felony firearm violations.

 

On December 12, 2020 SEU officers conducted a traffic stop on Contreras and arrested him for being in possession of a loaded unregistered firearm. DEU detectives learned that when Contreras was contacted today, he was currently out on felony bail for the December 12, 2020 incident.

The Oxnard Police Department Focuses on Distracted Driving Enforcement

 

 

On January 12, 2021, the Oxnard Police Department will have additional officers on patrol looking for drivers that are violating the state’s hands-free cell phone law.

 

Under the law, drivers are not allowed to hold a phone or electronic communications device while driving. This includes talking, texting or using an app.

 

A driver cell phone violation is subject to a $157 fine for the first offense.

 

Other distractions include eating, grooming, talking to passengers, using GPS, adjusting the radio, taking off a jacket, reaching for an object on the floor or navigating a vehicle’s in-dash touchscreen.

 

If you have an important phone call or need to program directions, pull over to a safe parking spot. Before driving, either silence your phone or put it somewhere you can’t reach.

 

Funding for this program is provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

On January 15, 2021, at about 11:15 PM, an officer was patrolling an apartment complex in the 200 block of W. Vineyard Avenue when he conducted a traffic stop on a suspicious vehicle with three occupants inside. Two of the occupants were on Post Release Community Supervision (PRCS).

During a pat-down search of passenger Rogelio Burgos, on PRCS, the Officer located a loaded 9mm handgun in Burgos' front pocket. The serial number was obliterated. As the Officer continued to search Burgos, an additional loaded magazine was located in Burgos' shirt pocket. Burgos was arrested for three felony firearm related charges. The driver of the vehicle, Eddie Rojo (age 27), also on PRCS, was arrested for violating the terms of his PRCS. A second unidentified passenger in the vehicle was arrested for the misdemeanor charges of possession of a small quantity of methamphetamine and possession of drug paraphernalia.

The Post Release Offender Program was created in 2011 by Assembly Bill 109 (Public Safety Realignment). The program mandates that individuals sentenced to non-violent, non-serious or non-sex related felony offenses will serve their sentences in county jails instead of state prison.  Release under AB 109 is based on the offender’s most recent commitment offense and prior convictions are not considered.

Officers are on-scene of a fatal traffic collision at the intersection of Wooley Road and Oxnard Blvd. The collision involved a semi-tractor trailer and a bicyclist. The Traffic Unit is responding to take over the investigation and it is anticipated that the Five Points intersection will be closed for the next several hours. Motorists can expect heavy traffic in the area and are advised to seek alternate routes. A news release with further details of the collision will be completed later this evening.

SUBJECT:                 Narcotics Sales / Firearms Arrest

On January 13, 2020, the Oxnard Drug Enforcement Unit (DEU) completed a narcotics investigation related to the sales of methamphetamine to residents of Oxnard. With the assistance of the Oxnard PD SWAT Team, Oxnard PD K9 Unit, Federal Bureau of Investigations (FBI), and Deputies from the Ventura County Sheriff’s Office (VCSO), detectives served a search warrant in the 700 block of Polaris Street and 100 block of Surfside Drive in the City of Port Hueneme. During the investigation, Edgar Avitia, 33 year old Port Hueneme Resident, and Sivestre Virrueta, 26 year old Port Hueneme resident, were detained at the residence located in the 700 block of Polaris Street.

 

DEU detectives conducted a search of Avitia’s residence and located a large quantity of methamphetamine, evidence consistent with the street sales of narcotics, and two firearms. Virrueta was found to be in possession of a small quantity of narcotics. Avitia was arrested for possession for sale of methamphetamine, a felony, and Virrueta was arrested for misdemeanor narcotics violations.

 

During the investigation, The VCSO Camarillo Special Enforcement Detail (SED) observed Sean Briseno, 37 year old Port Hueneme resident, leave the residence located in the 100 block of Surfside Drive. Camarillo SED Deputies conducted a traffic enforcement stop and Briseno was detained for the search warrant. Camarillo SED Deputies served the search warrant at the residence and DEU Detectives responded for the investigation. During the investigation, detectives located methamphetamine and ammunition. Briseno is a prohibited from owning or possessing ammunition due to a prior felony conviction. Briseno was arrested for misdemeanor narcotics violations and possession of ammunition, a felony.

SUBJECT: Parental Abduction – Child Located

LOCATION: 900 Block West Gonzales Road, Oxnard

VICTIM: (Name Withheld) Male, 4 years old 

SUSPECT: Jose Ramirez Jr., 39 years old

On January 1, 2021, A child custody exchange was to occur between Ramirez and the child’s mother. After Ramirez failed to return the child, the mother of the child filed a Missing Persons Report with the Oxnard Police Department.

The Oxnard Police Department Family Protection Unit made notification to the Ventura County District Attorney’s Child Abduction and Recovery Unit. After several attempts to gain Ramirez’s cooperation and comply with the court order failed, investigators from the Oxnard Police Department and the District Attorney’s Office began an exhaustive search for the child.

On January 9, 2021, at about 11:00 A.M., Oxnard Police investigators located the child and reunited him with his mother.  Ramirez was arrested for violations of California Penal Code Sections 278 and 278.5 for maliciously depriving the mother of her right to the custody of her son and for concealing the whereabouts of the child from law enforcement. Ramirez was booked into the Ventura County Jail on a bail amount of $50,000.

Officers are now clearing the scene of an emergency light aircraft landing in Oxnard.  The pilot flew out of the Oxnard Airport earlier in the morning but turned back when he started to suspect a mechanical issue.  Before the pilot could reach the runway of the Oxnard Airport, his engine began to fail.  He made a safe emergency landing on Fifth Street west of Victoria Avenue at approximately 7:20 am without incident.  The aircraft was later towed back to the airport.

SUBJECT:     Burglary Arrest

LOCATION:   2000 Block Greencastle Way

VICTIM:         Oxnard Resident 

SUSPECT:    Randy Jaramillo, 40 Years Old

On December 7, 2020, officers from the Oxnard Police Department responded to the 2000 block of Greencastle Way, regarding a burglary that had occurred at an occupied residence.  It was learned the suspect entered the garage of the victim’s residence while they were sleeping and stole over $45,000 worth of property.

Property Crime Detectives, assigned to follow up on the burglary, developed information that led them to identify Port Hueneme resident Randy Jaramillo as the suspect involved.  Detectives later contacted Jaramillo and found him in possession of some of the stolen property.  Jaramillo then led detectives to more of the stolen property, which was seized and returned to the victim.

Detectives continued researching the case and were able to locate additional property.  On January 5, 2021, after an in-depth investigation, Jaramillo was arrested for first-degree residential burglary.  The majority of the stolen property was recovered and returned to the victim.

The Oxnard Police Department urges citizens to remember to:

●     Always lock the doors to their residences and vehicles; 

●     Install cameras and lighting systems; and

●     If packages are delivered regularly, consider having a neighbor retrieve them or have them delivered to a holding locker.

SUBJECT:    Gang member arrested for loaded firearm

On 1/3/21, at about 10:17 PM, a Patrol Officer attempted to conduct a traffic stop on a motorist for a Vehicle Code violation near the intersection of Spruce and M Street. The driver, suspect Justin Villa, quickly accelerated and made several evasive turning movements before coming to a stop a couple blocks away, in the 1200 block of W. Olive Street. Villa exited the vehicle and was immediately detained by the Officer.

Officers searched Villa and located a small quantity of a controlled substance in his possession. Officers searched the surrounding area where Villa’s vehicle came to a stop and located a loaded .22 caliber handgun in the 1200 block of W. Olive Street.

Villa is a documented gang member and is a prohibited person from possessing firearms. He was arrested for various felony charges including possession of a loaded firearm, being a prohibited person, in addition to several other felony firearm related charges.
