Six Drivers Arrested at two Oxnard DUI Checkpoints

The Oxnard Police Department held two DUI checkpoints on Friday, August 13, 2021, from 7:00 p.m. to 2:00 a.m. One checkpoint was located at Wooley Road at A Street and a second checkpoint was located at Wooley Road at Patterson Road.

Officers screened 507 drivers who drove through the checkpoint held at Wooley Road and A Street. Sixteen drivers were cited for operating a vehicle unlicensed or with a suspended/revoked license and four drivers were arrested for DUI.

Another 421 drivers were screened while driving through the checkpoint located at Wooley Road and Patterson Road. Six drivers were cited for operating a vehicle unlicensed or with a suspended/revoked license and two drivers were arrested for DUI.

Checkpoint locations are based on a history of crashes and DUI arrests. The primary purpose of checkpoints is not to make arrests, but to promote public safety by deterring drivers from driving impaired.

Funding for this checkpoint was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

SUBJECT: Illegal Marijuana Dispensary

On August 13, 2021, the Oxnard Central Business District (CBD) officers assigned to the Neighborhood Policing Team (NPT) were conducting a business check with Oxnard Code Enforcement Officers at Oxnard Novelties, 102 E. Fifth Street. During the business check, CBD Officers observed what appeared to a marijuana packaging materials and THC vape pens. Tetrahydrocannabinol (THC) is the main compound responsible for Marijuana’s physiological effects and is extracted from marijuana to create the vape pens. Detectives from the Oxnard Police Department Drug Enforcement Unit (DEU) responded to assist in the investigation.

DEU detectives spoke with an employee of the business and learned that the business was converting to a Marijuana dispensary. The business was not licensed to sell tobacco, Marijuana, or THC products. During a search of the business, detectives located a large quantity of marijuana, concentrated cannabis, THC vape pens / cartridges, and THC infused edible candy. Additionally, detectives located packaging material and “Medical Marijuana” labels.

The investigation into the illegal Marijuana Dispensary is ongoing. Oxnard Police Department holding two DUI checkpoints on August 13, 2021

The Oxnard Police Department will hold two DUI checkpoints on Friday, August 13, 2021, from 7:00 p.m. to 2:00 a.m. at undisclosed locations within the city limits.

Checkpoint locations are chosen based on a history of DUI crashes and arrests. The primary purpose of checkpoints is not to make arrests, but to promote public safety by deterring drivers from driving impaired. During the checkpoints, officers will look for signs that drivers are under the influence of alcohol and/or drugs.

The Oxnard Police Department reminds the public that impaired driving is not just from alcohol. Some prescription medications or over-the-counter drugs may interfere with driving. Always follow directions for use and read warning labels about driving or “operating heavy machinery,” which includes driving a car. While medicinal and recreational marijuana are legal, driving under the influence of marijuana is illegal. If you plan on drinking or taking medications that may impact your ability to drive safely, plan on staying at home.

Drivers charged with DUI face an average of $13,500 in fines and penalties, as well as a suspended license. Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

SUBJECT: Narcotics Sales Arrest

SUSPECTS: Jose Lopez, 42 year old Oxnard resident

LOCATION: 100 E. Wooley Road , Ventura

On August 11, 2021, the Oxnard Central Business District (CBD) officers assigned to the Neighborhood Policing Team (NPT) were working directed enforcement near the intersection of Oxnard Boulevard and Wooley Road in reference to several complaints of narcotics activity. CBD Officers conducted a traffic enforcement stop on a vehicle for a vehicle code violation. The driver, Jose Lopez, immediately yielded and exited his vehicle, confronting the officer on the reason for the traffic stop. During the investigation, Lopez was found to have an outstanding warrant for his arrest. The CBD Officers searched the vehicle and located several small bags containing Methamphetamine packaged for sale. Detectives from the Oxnard Police Department Drug Enforcement Unit (DEU) responded to assist in the investigation.

DEU detectives learned from CBD Officers that Lopez was renting a room at a local motel. CBD Officers and DEU detectives responded to Lopez’ motel room and conducted a search. During a search of Lopez’ motel room, officers located further indicia on narcotics sales, narcotics packaging, and a digital scale. In total, 29 individual bags of Methamphetamine were located.

Jose Lopez was arrested for possession for sales of Methamphetamine and transportation of Methamphetamine, both felonies. Lopez was additionally charged with his outstanding Misdemeanor warrant.

On Friday, August 6, 2021, the Oxnard Police Department Drug Enforcement Unit (DEU) was conducting surveillance in the 1800 block of East Main Street, Ventura, when they observed a narcotics transaction occur. DEU detectives requested the assistance of the Ventura Police Department to assist in a traffic stop of the vehicle involved in the narcotics sales.

K9 Deco and two additional Ventura patrol officers responded to assist DEU detectives in their investigation. The driver, Vonda Shrader, was pulled over and found to be on probation for narcotics related offenses. A search of the vehicle pursuant to her search terms was conducted and a large quantity of Methamphetamine was located concealed in a void behind panels in the vehicle. Additionally, officers located what appeared to be pure Fentanyl in the vehicle.

Vonda Shrader was arrested for possession for sales and transportation of Methamphetamine and Fentanyl, all felonies.

SUBJECT: Narcotics Sales Arrest

SUSPECTS: David Dyar, 51 year old Ventura resident

During the month of July 2021, the Oxnard Police Department Drug Enforcement Unit (DEU) began an investigation related to David Dyar being involved in the sales of methamphetamine to residents in the City of Oxnard. During the investigation, DEU detectives learned that Dyar had a felony warrant for his arrest related to narcotics sales. Detectives learned that Dyar was staying at a residence in the 40 block of South Pacific Avenue, Ventura. Detectives developed enough probable cause to obtain a search warrant for the residence.

With the assistance of Ventura Police K9 Deco and Ventura patrol officers, detectives served a search warrant at Dyars residence. Dyar was contacted at the residence and taken into custody for his outstanding felony warrant. During a search of the residence, detectives located multiple pounds of Methamphetamine, a large quantity of Heroin, and Fentanyl. Additionally, Detectives located several thousand dollars and further evidence of narcotics sales.

David Dyar was arrested for possession for sales of Methamphetamine, Heroin, and Fentanyl, all felonies. Dyar was additionally charged with his outstanding felony warrant.

Bicycle and Pedestrian Safety Operation Planned for August 2, 2021.

The Oxnard Police Department will conduct a bicycle and pedestrian safety enforcement operation on August 2, 2021, from 3:00 p.m. to 7:00 p.m. aimed at keeping people out exercising or enjoying the outdoors safe.

The Oxnard Police Department recognizes the need to protect the public by looking for violations made by bicyclists, drivers, and pedestrians that make roads unsafe.

These violations include drivers speeding, making illegal turns, failing to yield to pedestrians in crosswalks, failing to stop for signs and signals or any other traffic violation by bike riders or pedestrians.

The safety of bicyclists and pedestrians remains a top priority for the Oxnard Police Department. To keep you and your family safe, the Oxnard Police Department offers the following tips when out biking, driving, or walking:

PEDESTRIANS

● Only cross at marked crosswalks or intersections with a stop sign or signal.

● Look for cars backing up. Avoid going between parked cars.

● Make eye contact with drivers. Don’t assume they see you.

● Wear bright clothing during the day and use a flashlight when walking at night.

DRIVERS

● Wait for pedestrians to cross the street. Be courteous and patient.

● Stay off the phone.

● Follow the speed limit.

● Look for pedestrians when backing up or turning.

BICYCLISTS

● Always wear a helmet. Helmets are required by law for anyone under 18.

● Bicyclists must travel in the same direction of traffic and have the same requirements as any slow-moving vehicle.

SUBJECT: Gang Member Arrested For Possession of a Firearm

On July 30, at approximately 9:20 p.m., Officers from the Oxnard Police Department Special Enforcement Unit (gang unit) conducted a traffic stop on a grey Honda Accord at the intersection of Channel Islands Blvd and DuPont Street. Officers contacted Henry Magana (23yrs) in the vehicle. Magana is a known criminal street gang member within the City of Oxnard, currently on felony probation in the County of Ventura for assault with a firearm and is a prohibited person from possession of firearms and ammunition.

Officers from the Special Enforcement Unit responded to Magana’s residence at the 3200 block of Merced Place to conduct a probation search. During the probation search, officers located a concealed loaded Smith and Wesson .40 caliber semi-automatic handgun with additional ammunition and magazines. The firearm was found to be unregistered. Magana was arrested for various felony firearms related charges.

During the month of July, 2021, the Oxnard Police Department Drug Enforcement Unit (DEU) began an investigation into narcotics activity occurring at a residence located in the 1500 block of East First Street. During the investigation, detectives identified the resident, Angelina Aguilar, as being involved in the sales of Heroin in the city of Oxnard. DEU Detectives developed probable cause to obtain a search warrant for the residence.

On July 28, 2021, with the assistance of Property Crimes Detectives (PCU), DEU Detectives served a search warrant at the residence. During the service of the search warrant, seven people were contacted at the residence. During a search of the residence, detectives located Heroin, Fentanyl, Cocaine, Xanax, Methadone, Opiate based prescriptions, and other evidence of narcotics sales. Detectives also located used narcotics paraphernalia throughout the residence.

Upon completion of the investigation, Angelina Aguilar was arrested for maintaining a drug house and possession for sales of Heroin, Cocaine, and Fentanyl, all felonies. Arturo Villasenor was arrested for possession for sales of Heroin, a felony. Erick Jagosz was arrested for possession of Xanax, a misdemeanor. Reynaldo Morales was arrested for possession of Fentanyl, a misdemeanor.

Aguilar was released from custody with a notice to appear due to medical issues. Jagosz and Morales were also released with a notice to appear. Villasenor was transported and booked into the Ventura County Jail.
