SUBJECT: Subjects Arrested For Possession of Firearms and Controlled Substances

On July 8, at approximately 8:45 a.m., Officers from the Oxnard Police Department Special Enforcement Unit (gang unit) and Detectives from the Major Crimes Unit conducted a search warrant at the 3400 block of South “A” Street. During the service of the search warrant, Primitivo Reyes (79yrs), Elias Lucas (20yrs), a male juvenile (17yrs) and a female juvenile (17yrs) were contacted.

During the subsequent search of the residence, a 12-gauge semi-automatic shotgun, a 20-gauge pump action shotgun and methamphetamine were located. Both of the firearms were found to be unregistered. Reyes was arrested for felony firearms charges. The methamphetamine was found to be in possession of the 17-year-old female. The 17-year-old female was arrested for controlled substance violations.

On July 6, at approximately 12:27 a.m., Officers from the Oxnard Police Department conducted a traffic stop of a gold Honda in the 800 block South A St for a vehicle code violation. Officers contacted Oxnard resident Francisco Valero (27 years old) in the vehicle. During the officer’s contact with Valero, they conducted a search of the vehicle and located a loaded 9mm handgun inside the vehicle. Officer also located narcotics and narcotics paraphernalia inside of the vehicle. Valero was arrested for numerous weapons and narcotics violations.

On 7/4/21, at around 1:00 AM, a Patrol Officer conducted a traffic stop on a pick-up truck in the 2100 block of E. Gonzales Road. The driver, Luis Ornelas, was determined to be on searchable probation. The Officer conducted a search of the vehicle pursuant to the search terms and located a loaded 9mm P80 handgun inside. The passenger, Julio Cervantes, was arrested for possession of the loaded firearm, a felony. Additionally, Luis Ornelas was arrested for being a felon in possession of ammunition.

Slow Down, Drive Sober and Stay Safe This Independence Day Weekend

Independence Day will be a three-day weekend this year, and the Oxnard Police Department reminds people eager to get together with friends and family to enjoy the holiday responsibly.

The Oxnard Police Department will have additional officers on patrol over the 4^th of July weekend looking for drivers suspected of operating a vehicle under the influence of alcohol and/or drugs.

According to AAA Southern California, travel volumes in the state are expected to be above pre-pandemic levels (2020) and 46.1% higher compared to last July 4, so patience will be key. Allow extra time to get to your destination.

According to the California Highway Patrol (CHP), 36 people were killed in collisions during the Fourth of July Maximum Enforcement Period from July 3 to July 7 last year. CHP officers also arrested more than 1,300 drivers on suspicion of driving under the influence of alcohol and/or drugs.

The Oxnard Police Department reminds the public that alcohol is not the only thing that impairs your ability to drive safely. Prescription drugs, over-the-counter medications and marijuana may also impair. Do your research and understand how a drug affects you before deciding whether you are OK to drive.

If you are celebrating or playing host, offer nonalcoholic drinks for designated sober drivers and monitor who is drinking. If you see people leaving who have been drinking, check on how they are getting home. If you see someone who appears impaired or driving recklessly, call 9-1-1.

SUBJECT: Subject Arrested For Possession of a Firearm, Short Barreled AR-15 Rifle

LOCATION: 100 block East Gonzales Road

On June 29, at approximately 5:45 p.m., Officers from the Oxnard Police Department Special Enforcement Unit (gang unit) and Patrol Division conducted a traffic stop of a grey Honda Civic in the 100 block of East Gonzales Road for a vehicle code violation. Officers contacted Oxnard resident Arnulfo Celis (27yrs) in the vehicle. During the officer’s contact with Celis, Ventura Police Department’s K-9 Unit assisted at the traffic stop. The Ventura Police K-9 has been trained in the detection of firearms and explosive materials. The K-9 alerted on Celis’ vehicle, and Officers from the Oxnard Police Department Special Enforcement Unit authored a search warrant for Celis’ Honda Civic.

During the subsequent search of Celis’ vehicle pursuant to the search warrant, a short barreled AR-15 style rifle with a high capacity magazine were located in the passenger compartment concealed in a duffle bag. The rifle was un-serialized, unregistered and found to be an 80% lower receiver that was finished into a functioning firearm. 80% AR-15 lower receivers are commercially sold incomplete and without serial numbers; they must be further manufactured to make them functioning firearms and serialized. Celis was arrested for various felony firearms related charges.

Oxnard Police Department Holding DUI Checkpoint on June 26, 2021

The Oxnard Police Department will hold a DUI Checkpoint on Saturday, June 26, 2021, from 6:00 p.m. to 1:00 a.m. at an undisclosed location within the city limits.

Checkpoint locations are chosen based on a history of DUI crashes and arrests. The primary purpose of checkpoints is not to make arrests, but to promote public safety by deterring drivers from driving impaired.

During the checkpoint, officers will look for signs that drivers are under the influence of alcohol and/or drugs.

The Oxnard Police Department reminds the public that impaired driving is not just from alcohol. Some prescription medications or over-the-counter drugs may interfere with driving. Always follow directions for use and read warning labels about driving or “operating heavy machinery,” which includes driving a car. While medicinal and recreational marijuana is legal, driving under the influence of marijuana is illegal.

If you plan on drinking or taking medications that may impact your ability to drive safely, plan on staying at home.

Drivers charged with DUI face an average of $13,500 in fines and penalties, as well as a suspended license. Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

Two Drivers Arrested at the Oxnard DUI Checkpoint

Oxnard, Ca. – 896 drivers were screened while driving through a DUI checkpoint on June 26, 2021. The checkpoint was held at Rose Avenue south of Camino Del Sol from 7:00 p.m. to 1:30 a.m.

Twenty-six drivers were cited for operating a vehicle unlicensed or with a suspended/revoked license. Two drivers were arrested for DUI.

Checkpoint locations are based on a history of crashes and DUI arrests. The primary purpose of checkpoints is not to make arrests, but to promote public safety by deterring drivers from driving impaired.

As businesses continue to reopen, including bars and restaurants, impaired driving remains a top traffic safety concern. Funding for this checkpoint was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

SUBJECT: Gang Members Arrested for Possession of a Firearm and Controlled Substances for Sale

LOCATION: 100 block West Hill Street and 1400 block of West Hill Street

On June 20, at approximately 6:10 p.m., Officers from the Oxnard Police Department Special Enforcement Unit (gang unit) and Oxnard K-9 Unit conducted a traffic stop of a gold BMW 325 near the intersection of Saviers Road and Hill Street for a vehicle code violation. Officers contacted Armando Aguirre (20yrs), Jacob Delacerda (18yrs) and a fifteen year old Oxnard resident in the vehicle. Aguirre and the fifteen year old are currently on probation in the County of Ventura with weapons terms, and Delacerda is currently on probation for robbery in the County of Ventura. Aguirre and Delacerda are known criminal street gang members in the City of Oxnard and are prohibited from possession of firearms and ammunition.

During a probation search of Delacerda’s person, officers located a loaded Polymer 80 Glock style handgun with a high capacity magazine concealed in Delacerda’s front waistband. P80 semi-automatic handguns are commercially sold incomplete and without serial numbers; they must be further manufactured to make them functioning firearms and serialized. Delacerda was also found in possession of numerous individually packaged baggies of methamphetamine. The methamphetamine was consistent with being packaged for sale. Delacerda was arrested for narcotics and firearm related charges.

During the further search of Aguirre’s vehicle, an additional Polymer 80 Glock style handgun was found concealed in the truck. The fifteen year old was found in possession of graffiti tools, and arrested for a probation violation and possession of the tools.

A probation search was conducted at Aguirre’s residence in the 1400 block of west Hill Street. During the search, officers located additional ammunition as well as additional items indicative of narcotics sales. Aguirre was arrested for firearm and narcotics sales related charges.
