SUBJECT:   Firearm / Narcotics Sales Arrest

SUSPECTS: Trevor Williams, 23 year-old Oxnard Resident

                        Jazmine Tucker, 41 year-old Oxnard Resident

LOCATION:  4400 Block of Clover Drive, Oxnard

During the month of July, 2022, the Oxnard Police Department Drug Enforcement Unit (DEU) and the South District Neighborhood Policing Team (NPT) began an investigation into Trevor Williams and Jazmine Tucker regarding the manufacturing of P80 firearms and narcotics sales. During the investigation, detectives developed probable cause to obtain a search warrant for their residence.

 

On August 16, 2022, with the assistance of South District NPT and Oxnard K9 Maxx, DEU detectives located Williams and Tucker driving in a vehicle. A traffic enforcement stop was conducted and both Williams and Tucker were detained pursuant to the search warrant. A search of the vehicle revealed a loaded P80 firearm with an extended magazine and a large quantity of counterfeit Xanax pills believed to be fentanyl. Detectives also located three additional incomplete P80 firearms in the trunk of the vehicle.  

 

DEU detectives served the search warrant at their residence and located over two pounds of counterfeit Xanax pills, believed to be fentanyl, and several bottles of Codeine. Additionally, further evidence of narcotics sales was located in the residence. Trevor Williams and Jazmine Tucker were both placed under arrest for several felony firearm and narcotics sales violations.

SUBJECT:  DUI and Driver’s License Checkpoint and DUI Enforcement Patrols

Oxnard Police Department to hold DUI Checkpoint and extra patrols for suspected impaired drivers

The Oxnard Police Department has collaborated with the California Highway Patrol – Ventura Office to hold a DUI/driver’s license checkpoint on Friday, August 19, 2022. The checkpoint will be held at an undisclosed location within the city. The Oxnard Police Department will also have additional officers on patrol, specifically looking for drivers suspected of being under the influence of alcohol and/or drugs. The DUI Checkpoint and DUI patrols will be from 7:00 p.m. to 2:00 a.m.

DUI checkpoints and patrols are done in locations with a history of DUI-related collisions and arrests. During the checkpoint, officers will be looking for signs of alcohol and/or drug impairment, with officers checking drivers for proper licensing.

In 2018, 1,069 people were killed on California roads in crashes involving drivers who had a blood alcohol content over the legal limit (.08 or above).  The Oxnard Police Department reminds the public that impaired driving is not just from alcohol. Prescription or over-the-counter medications with an operating heavy machinery warning on the label can also impair. While medicinal and recreational marijuana are legal, driving under the influence of marijuana is illegal.

If you plan on drinking or are taking medications that can affect your ability to drive, please take these precautions to avoid a DUI:

  • Always use a designated sober driver – a friend who is not drinking, ride-share, cab, or public transportation – to get home.

  • Walking while impaired is also dangerous. Have someone sober walk you home or stay with you until a sober driver is available to pick you up.

  • Report drunk drivers – Call 911.

  • Hosting a party? Offer nonalcoholic drinks. Monitor who is drinking and how they are getting home. 

A DUI arrest is not cheap. Drivers charged with DUI face an average of $13,500 in fines and penalties, as well as a suspended license and possible jail time. 

Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

SUSPECTS:  Christian Rojas, 27 year old Oxnard resident

                       Daniel Morales, 25 year old Oxnard resident

On Saturday, August 13th, at approximately 3:30PM, officers from the Oxnard Police Department conducted a traffic stop for a vehicle code violation on a black Chevy Silverado truck at 6th and A Streets in Oxnard.  Officers noticed that the driver, Rojas, showed signs of impairment.  Additionally, officers observed open containers of alcohol in the vehicle.  Rojas and the vehicle’s other two occupants, right front passenger Morales and a third occupant were removed from the vehicle in order to conduct a DUI investigation on Rojas. 

 

Rojas was ultimately arrested for DUI.  During a search of the vehicle, officers located a loaded revolver underneath the vehicle’s center console.  This firearm was previously reported stolen.  Rojas and Morales, both previously convicted felons, were also arrested for multiple firearms violations.  The rear passenger was arrested for outstanding misdemeanor warrants.

On Saturday, August 13th, at approximately 8:40PM, officers from the Oxnard Police Department contacted the occupants of a vehicle parked in the 200 block of West Sixth Street.  The right front passenger, Palazuelos, was found to be on parole.  Officers removed Palazuelos and the driver from the vehicle, and conducted a search of the vehicle.    

 

During the search, officers located a loaded P80 handgun located in the right front passenger compartment.  Palazuelos, a previously convicted felon, was arrested for numerous firearm violations.  The driver of the vehicle was released at the scene.

NEWS RELEASE

SUBJECT:             Fatal Traffic Collision Involving a Vehicle and Pedestrian

LOCATION:           West Seventh Street at South A Street, Oxnard

DRIVER/VEHICLE: Male, 38 year-old Oxnard resident / 2020 GMC Sierra 2500

PEDESTRIAN: Carmen Ramirez, 73 year-old Oxnard resident

At approximately 6:40 PM on August 12, 2022, officers from the Oxnard Police Department and E.M.S. personnel responded to a call for service regarding a traffic collision involving a vehicle and a pedestrian.  The collision occurred at West Seventh Street and South A Street, in downtown Oxnard.

The initial investigation determined that a 2020 GMC Sierra, driven by a 38-year-old male, was traveling westbound on Seventh Street towards A Street. The pedestrian, who was reported to be crossing the intersection within the crosswalk, was struck by the vehicle. The pedestrian has been identified as former Oxnard City Council Mayor Pro Tem, and current District 5 Chair of the Ventura County Board of Supervisors Carmen Ramirez. 

The driver of the vehicle remained at the scene and cooperated with investigators.

Supervisor Ramirez was transported to a local hospital. Unfortunately, she did not survive her injuries.

At the time of this news release, Oxnard Police Department traffic investigators are on scene and continuing with their investigation.

On the above date and time, Oxnard Police Officers were dispatched to the 2800 block of S. Harbor Boulevard reference a subject possibly in possession of a handgun.  Once the officers arrived, they made contact with Harja, who matched the description given by the reporting party. 

 

During the officers’ contact with Harja, officers located a firearm that Harja had concealed on himself.  Officers were able to retrieve the firearm, and place Harja in handcuffs.  The firearm was loaded, with one round in the chamber.  Officers learned that he was a previously convicted felon and prohibited from possessing a firearm.  Harja was arrested for multiple firearms violations, and transported to Ventura County Jail.

Max Zuniga-Guillen is diagnosed with Aspergers and schizophrenia and takes medication. 

 

Max’s family believes he would go to the Port Hueneme Library and shopping centers in the north-end of Oxnard.
