On the above date and time, officers from the Oxnard Police Department conducted a traffic stop on a red Chevrolet Tahoe for a traffic violation in the 2300 block of San Mateo Place. The driver of the vehicle, Rivera, was found to be in possession of a loaded P80 firearm. He was arrested for numerous firearm violations, including possession of a firearm by a prohibited person.

SUBJECT: Firearm Brandishing and Negligent Discharge Arrest

SUSPECTS: Jesse Moore, 29 year-old Sylmar resident

LOCATION: 1700 block of S. Oxnard Blvd. , Oxnard

On April 14, 2022, at approximately 9:53 p.m., witnesses called in on a subject brandishing a firearm from a brown 2000 Chevy Suburban in the 1700 block of S. Oxnard Blvd. The driver of the vehicle then fired several rounds from the vehicle in an unknown direction. Within approximately one minute from when the 911 calls were received, the first patrol officer arrived on scene and stopped the vehicle.

The driver, Jesse Moore, was cooperative with the officers and was safely removed from the vehicle. He was the sole occupant and was found to be in possession of a loaded handgun. He was positively identified for the brandishing and for the negligent discharge of the firearm. There were no injuries to any persons nor was there any damaged property located as a result of the negligent discharges. Moore was also found to have been driving while his blood alcohol was at nearly twice the legal limit of .08 percent. In addition to driving under the influence of alcohol, Moore was arrested for various misdemeanor and felony weapon charges.

The Oxnard Fire Department is currently on scene of a structure fire in the 1300 block of E. Channel Islands Boulevard. Officers are assisting with traffic control in the area.

Both directions of Channel Islands Boulevard between Rose Avenue and Statham Boulevard are closed to traffic. Motorists are encouraged to use alternate routes.

SUBJECT: Fatal traffic collision involving a vehicle and pedestrian

LOCATION: Ventura Road at Bay Blvd., Oxnard

DRIVER/VEHICLE: Anthony Madrigal, 20-year-old of Oxnard, CA

2018 Ford Mustang

PEDESTRIAN: 76-year-old of male Oxnard, CA (Deceased)

On August 27, 2021, at approximately 3:55 a.m., Oxnard Traffic Investigators responded to a hit and run traffic collision involving a vehicle and pedestrian that occurred at the intersection of Ventura Road and Bay Blvd. The pedestrian was pronounced deceased at the scene. Traffic Investigators identified Anthony Madrigal, a 20-year-old Oxnard resident, as the driver of the vehicle.

Based on the investigation, it was determined that Madrigal was traveling at a high rate of speed when he struck the victim. Madrigal then fled the scene of the collision. As a result, on April 13, 2022, Traffic Investigators arrested Anthony Madrigal for 192(c)(1) vehicular manslaughter with gross negligence and 20001 (a) cvc hit and run traffic collision resulting in death to a person. Madrigal was booked into the Ventura County Main Jail.

On August 27, 2021, at approximately 3:55 a.m., Oxnard officers and EMS personnel responded to a traffic collision involving a vehicle and pedestrian that occurred at the intersection of Ventura Road and Bay Blvd. When police personnel arrived at the scene of the collision, they discovered a 2018 Ford Mustang driven by a 20-year-old male of Oxnard who had collided with a 76-year-old male pedestrian of Oxnard. The pedestrian sustained critical injuries and succumbed to his injuries at the scene of the collision. After the collision, the driver continued southbound on Ventura Road and parked his vehicle in the area of Redwood Street and Ventura Road. The driver then left the scene but returned as officers were conducting the investigation and provided information regarding the collision.

Traffic investigators determined that the driver of the Ford Mustang was traveling southbound on Ventura Road when the driver struck the pedestrian who was walking westbound in the south crosswalk at Bay Blvd. Investigators do not believe that speed was a contributing factor to the collision. An investigation is ongoing regarding the collision and to determine whether drugs and/or alcohol were involved.

SUBJECT: Man arrested for possession of loaded firearm with large capacity magazine

LOCATION: 300 block of Cuesta Del Mar

On April 7, 2022, at around 8:18 PM, an Officer attempted to contact and detain two suspicious subjects in the 300 block of the north alley of Cuesta Del Mar. As the Officer approached the two subjects, suspect Daniel Vargas (age 18) grabbed his waistband and began fleeing on foot. The Officer chased Vargas a short distance and commanded him to stop several times. Vargas refused to obey the commands and continued running. Vargas fled into an apartment courtyard in the 300 block of Cuesta Del Mar where he ran into a locked gate and was taken into custody. The Officer searched Vargas and discovered he was in possession of a loaded P80 Glock style handgun with a large capacity magazine. Vargas was charged with various felonies related to the possession of the loaded firearm, in addition to resisting arrest.

SUBJECT: Fatal traffic collision involving a motorcyclist

LOCATION: Hueneme Road at Arcturus Avenue, Oxnard

On April 8, 2022, at approximately 11:07 a.m., Oxnard officers and EMS personnel responded to a call for service regarding a collision involving a semi-truck and a motorcyclist at the intersection of Hueneme Road and Arcturus Avenue. When officers arrived at the scene of the incident, they discovered that a motorcyclist, identified as a 26-year-old male of Port Hueneme, sustained critical injuries and died at the scene of the collision. The driver of the Peterbilt semi-truck and trailer, identified as a 49-year-old male of Bakersfield, was uninjured and cooperated with the investigation.

Based on the initial investigation, it was determined that the semi-truck driver was traveling westbound on Hueneme Road and attempted a left turn onto Arcturus Avenue. However, the motorcyclist, who was traveling eastbound on Hueneme Road, broadsided the semi-truck and trailer. The impact caused the motorcyclist to be ejected off his motorcycle. An investigation is ongoing regarding the cause of the collision and whether speed, drugs, and/or alcohol were involved.

SUBJECT: Man arrested for possession of a loaded firearm inside a retail business

LOCATION: 2700 block of Saviers Rd.

SUSPECT: Angel Tejeda, age 25, Oxnard resident

On April 7, 2022, at around 8:32 PM, a caller inside a retail business in the 2700 block of Saviers Rd. reported a suspicious subject possibly in possession of a handgun tucked in his waistband. Officers arrived on scene and monitored the suspect before he exited the store without paying for any merchandise. Officers contact suspect Angel Tejeda, age 25, as he exited the store. Tejada was uncooperative with officers and began reaching toward his waistband. Officers tackled Tejada and struggled with him before removing a loaded P80 9mm Glock style handgun from Tejeda's waistband. Tejada continued to physically resist arrest and a third officer utilized a taser before officers were able to take Tejeda into custody. Tejada was arrested for various felony charges related to the possession of the loaded firearm, in addition to petty theft and resisting arrest.

On April 7, 2022, at around 3:06 p.m., officers assigned to work extra gang enforcement conducted a traffic stop on a silver Honda Accord at the intersection of Fifth St. and B St. in Oxnard. Officers contacted four occupants in the vehicle. During the contact, the officers searched the interior of the vehicle and located a loaded P80 Glock style 9mm handgun in a pocket behind the driver’s seat. Officers arrested suspect Daniel Alexander Lopez, age 19. Lopez has a previous felony conviction and is prohibited from owning or possessing a firearm. He was arrested for several felony firearm related charges.

On Friday, March 25, 2022, at about 6:30 A.M., Maryjane Arteaga was seen alone walking away from a family member’s residence in the 900 block of West Gonzales Road. She left in an unknown direction with an unknown destination. Ms. Arteaga’s whereabouts are unknown, and her family is searching for her.

Maryjane Arteaga is described as a 25-year-old Hispanic female, 5’5, 180 lbs, with brown hair and brown eyes. She was wearing a white graphic t-shirt with black on the front, black pants, and black tennis shoes.

Ms. Arteaga’s family reported her missing on Saturday morning, April 2, 2022. Ms. Arteaga may be suffering from an undiagnosed mental health illness. Detectives with the Oxnard Police Department’s Family Protection Unit are working with her family to find her. There is no indication that Ms. Arteaga is missing due to foul play or criminal wrongdoing.
