SUBJECT: Serial Arsonist Arrested in Oxnard

Oxnard Police Department investigators assigned to the Property Crimes Unit conducted a month-long investigation into several reported incidents of an unknown suspect setting fires to vehicles in the City of Oxnard.

During the investigation, investigators gathered vital information and video surveillance from businesses in the area. With that information, investigators identified the suspect as 42-year-old Oxnard resident Alejandra Nunez.

On March 3^rd, 2022, at approximately 5:30 PM, officers located Alejandra Nunez in the area of Fifth Street and Harbor Boulevard and arrested her. Details learned during the investigation ultimately led to Nunez being charged with two counts of felony arson. Nunez’s bail was set at $300,000.

SUBJECT: Arrests for Possession of a Firearm and Narcotics

LOCATION: Fifth Street and B Street

SUSPECT 3: Name withheld, 22-year-old male, Oxnard resident

On 3/5/22, at around 10:55 p.m., officers were dispatched to a report of several gang members seen chasing another male subject the area of Fifth and B St. One of the individuals was reported to be armed with a handgun. As officers arrived on scene, two subjects attempted to flee from officers but were detained after a short pursuit. Officers detained four subjects in a parking lot in the 600 block of S. A Street. All of the subjects were later arrested for various charges. One of the subjects, a 16-year-old male, was found to be in possession of a loaded Glock style P80 9mm handgun and a small quantity of methamphetamine. He was arrested for various firearm related charges and the drugs and was booked into Juvenile Hall. The second suspect, Ramon Aguilar, age 24, who is on Post Release Community Supervision, was found to be in possession of various bindles containing methamphetamine, heroin, and fentanyl. Aguilar was arrested for the felony charge of possession for sales of narcotics. The third subject, a 22-year-old male, was arrested for an outstanding warrant related to a weapon charge. The fourth subject, a 32-year-old male, was arrested for being under the influence of a dangerous drug. Officers searched the area for the possible victim who was being chased but were unable to locate that individual.

There is a traffic collision in the 300 block of N. Harbor Boulevard. Traffic on Harbor Boulevard between Fifth Street and Gonzalez Road is closed. Motorists are advised to use alternate routes.

SUBJECT: Serious Injury Hit and Run Traffic Collision

PEDESTRIAN: 22-year-old female of Oxnard, Ca.

On March 1, 2022, at approximately 2:33 p.m., Oxnard Police Officers and EMS personnel responded to a call of a hit and run traffic collision involving a pedestrian, which occurred on Fifth Street at K Street. Officers arrived and located a 22-year-old female suffering from serious injuries. The victim was immediately transported by ambulance to the Ventura County Medical Center, where she is currently listed in critical condition.

Oxnard Police Department Traffic Officers responded to assist with the investigation. Based on the preliminary investigation, it was determined that the pedestrian was walking northbound in the crosswalk of K Street, crossing Fifth Street when she was struck by an unidentified black sedan, which was traveling westbound on Fifth Street. After the collision, the driver fled in the vehicle westbound on Fifth Street towards Ventura Road.

SUBJECT: Overdose Investigation leads to Narcotics Sales Arrest

On February 16, 2022, Oxnard Patrol Officers responded to an overdose investigation at an apartment located in the 1800 block of South Victoria Avenue. Officers located a 35-year-old female victim overdosing on Fentanyl. The Drug Enforcement Unit (DEU) was notified and began an investigation. During the investigation, DEU detectives identified Jason McGarrah as being involved in the sale of Fentanyl. In 2020, DEU detectives arrested Mcgarrah for narcotics sales. Mcgarrah is currently on two separate felony probations for narcotics sales. During the investigation, DEU detectives developed enough probable cause to obtain a search warrant for Mcgarrah’s residence.

On February 25, 2022, DEU detectives served a search warrant at the residence. Jason Mcgarrah and three other subjects were contacted inside of the residence while they were using Fentanyl. During a search of the residence, detectives located several bags of fentanyl packaged for sale, methamphetamine, US Currency, and further evidence of narcotics sales. Additionally, Detectives observed that the residence was being used as a drug house.

Jason Mcgarrah was arrested for possession of narcotics for sale, a felony, and maintaining a drug house, a felony. He was booked into the Ventura County Jail with a bail request of $500,000.

Christopher Savage was found in possession of fentanyl for sale, a felony, and arrested for both narcotics sales and an outstanding warrant. Savage is currently out on bail for a previous narcotics sales case in 2020. He was booked into Ventura County Jail with a bail request of $500,000.

Vanessa Campaner was arrested for an outstanding warrant and booked into Ventura County Jail.

SUBJECT: Wanted / Prohibited Person Arrested for Possessing P80 Handgun

On February 25, 2022, at approximately 7:45 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) responded to a call of a subject seen with a handgun at C St. and Kamala St. As officers arrived, they located a possible suspect. The suspect, later identified as Juan Rivera, fled on a bicycle from pursuing officers. Rivera abandoned his bicycle, discarded a metal object and then fled on the grounds of a church that was in session. Officers located and detained Rivera after a brief search.

Officers traced Rivera’s route and located a loaded 9-millimeter Glock-style Polymer 80 semi-automatic handgun under a parked vehicle adjacent to the church. Polymer 80 semi-automatic handguns are sold commercially as incomplete, without serial numbers, and must be further manufactured to make them into functioning firearms. Officers arrested Rivera for possessing the handgun, and booked him for felony firearm related charges. Special Enforcement Unit officers previously arrested Rivera on the fifth of this month for firearms and ammunition related charges after a brief vehicle pursuit. In addition to the fresh firearms related charges from this evening, officers arrested Rivera for an outstanding felony warrant. Rivera’s felony warrant was for violating his felony probation from a firearms conviction unrelated to the arrests from February.

On February 18, 2022, at approximately 6:00 PM, officers from the Oxnard Special Enforcement Unit (Gang Unit) conducted a traffic stop on a vehicle for a traffic violation in the 600 block of South C Street. As the vehicle began to slow, a passenger fled out of the rear seat of the vehicle and threw a loaded revolver. After a brief foot pursuit, the suspect was taken into custody. The juvenile subject has prior firearm related arrest and is a member of a criminal street gang. Upon further inspection of the firearm, it was noted that the serial number had been obliterated.

On February 18, 2022, at approximately 3:00 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) conducted a traffic stop on a vehicle for a suspected traffic infraction. Officers contacted the driver who was identified as Jesus Medina (age 20) and two passengers, Jorge Garcia (age 18), and Monique Beas (age 19). Officers immediately recognized Garcia as an Oxnard criminal street gang member from his last arrest, which occurred last month when the Special Enforcement unit officers arrested Garcia for possessing an assault weapon and assaulting officers after a vehicle pursuit. Officers knew Garcia was on probation with search terms.

Officers searched the vehicle pursuant to Garcia's terms and located a loaded 9-millimeter Glock-style Polymer 80 semi-automatic handgun with a 30 round extended magazine. Polymer 80 semi-automatic handguns are sold commercially as incomplete, without serial numbers, and must be further manufactured to make them into functioning firearms. Medina, Beas, and Garcia were booked for felony firearm related charges.
