Four impaired drivers arrested during a DUI checkpoint and saturation patrols

On May 20, 2022, between the hours of 7:00 p.m. and 2:00 a.m., Oxnard Police officers held a DUI and driver’s license checkpoint on Wooley Road at A Street. Specially trained officers also conducted a citywide DUI enforcement saturation. The checkpoint and DUI saturation patrols resulted in four DUI arrests and 33 traffic citations.

Checkpoint locations and DUI saturation patrols are based on a history of crashes and DUI arrests. The primary purpose of checkpoints is not to make arrests but to promote public safety by deterring drivers from driving impaired.

Funding for this checkpoint and DUI enforcement patrols was provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

Californians Encouraged to Always Wear Their Seat Belt

“Click it or Ticket” Seat Belt Safety Campaign Runs Through Memorial Day

Oxnard, Calif. – The Oxnard Police Department reminds everyone taking a trip to visit friends or family over the Memorial Day Weekend to always buckle up and keep children in child safety seats.

This year’s Click it or Ticket campaign is from May 23-June 5. During this time, the Oxnard Police Department will have additional officers on patrol actively looking for drivers and passengers who are not wearing a seat belt. This includes vehicles where children are not secured in child safety seats.

According to the National Highway Traffic Safety Administration (NHTSA), 10,893 people killed in crashes throughout the country in 2020 were not wearing seat belts. In California, 756 people killed in crashes in 2020 were not wearing seat belts, or nearly 20 percent of all traffic deaths in the state.

California law requires a child to be secured in a safety or booster seat until they are at least 8 or at least 4 feet, 9 inches tall. Children under the age of 2 must ride in a rear-facing seat unless the child weighs 40 or more pounds or is 40 or more inches tall.

California has a primary seat belt law, which allows law enforcement officers to ticket someone for not wearing a seat belt without committing another traffic violation.

SUBJECT: Parolee / Documented Criminal Street Gang Member Found in Possession of P80 Semi-automatic Firearm

SUSPECTS: Eduardo Montiel, 25-year-old Oxnard resident

LOCATION: Rose Ave. at Channel Islands Blvd., Oxnard

On May 18^th, 2022, at approximately 6:25 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) conducted a traffic stop on a vehicle near the intersection of Rose Ave. and Channel Islands Blvd. Officers contacted the occupants and immediately recognized the right front passenger as Eduardo Montiel. Montiel is a documented Oxnard criminal street gang member, who has prior convictions for robbery and felon in possession of a firearm.

Officers removed Montiel from the vehicle and conducted a search pursuant to the terms of his parole and located a spent shell casing in his property. Officers followed up and conducted a parole search at Montiel’s residence and located a loaded .22 caliber Glock-style Polymer 80 semi-automatic handgun. Polymer 80 semi-automatic handguns are sold commercially as incomplete, without serial numbers, and must be further manufactured to make them into functioning firearms. Officers arrested Montiel for violating the terms of his parole and will conduct follow up regarding the firearm possession charge.

Oxnard Police Department to hold DUI Checkpoint and use extra officers to patrol for suspected impaired drivers

The Oxnard Police Department will have additional officers on patrol on Friday, May 20, 2022, specifically looking for drivers suspected of being under the influence of alcohol and/or drugs. In addition, the Oxnard Police Department will hold a DUI/driver’s license checkpoint at an undisclosed location within the city. The DUI Checkpoint and DUI patrols will be from 7:00 p.m. to 2:00 a.m.

DUI checkpoints and patrols are done in locations with a history of DUI-related collisions and arrests. During the checkpoint, officers will be looking for signs of alcohol and/or drug impairment, with officers checking drivers for proper licensing.

In 2018, 1,069 people were killed on California roads in crashes involving drivers who had a blood alcohol content over the legal limit (.08 or above). The Oxnard Police Department reminds the public that impaired driving is not just from alcohol. Prescription or over-the-counter medications with an operating heavy machinery warning on the label can also impair. While medicinal and recreational marijuana are legal, driving under the influence of marijuana is illegal.

If you plan on drinking or are taking medications that can affect your ability to drive, please take these precautions to avoid a DUI:

· Always use a designated sober driver – a friend who is not drinking, ride-share, cab, or public transportation – to get home.

· Walking while impaired is also dangerous. Have someone sober walk you home or stay with you until a sober driver is available to pick you up.

· Report drunk drivers – Call 911.

· Hosting a party? Offer nonalcoholic drinks. Monitor who is drinking and how they are getting home.

A DUI arrest is not cheap. Drivers charged with DUI face an average of $13,500 in fines and penalties, as well as a suspended license and possible jail time.

On May 18, 2022, at approximately 9:30 A.M., Oxnard police officers arrested 35-year-old Israel Castro Silva and charged him with three (3) counts of felony vandalism.

Silva is accused of using a rock to smash a window to the Oxnard Police Storefront at the CenterPoint Mall, and to a window at the Wells Fargo Bank, located on Saviers Road on April 11, 2022. Silva is also suspected of smashing the window to the Las Islas Medical Center, which occurred on May 14, 2022. Silva was captured on surveillance video at each of the locations committing the crimes, which led to his arrest.

SUBJECT: Assault with a deadly weapon arrest

SUSPECTS: Johnathan Boylan, 69 year old Oxnard resident

LOCATION: 1100 block South Oxnard Boulevard, Oxnard

On the above date and time, Oxnard Police officers were dispatched to the area of Five Points, the 1100 block of South Oxnard Boulevard, reference a stabbing victim.

Officers learned that Boylan and the female victim were each driving separate vehicles southbound on Oxnard Boulevard towards Five Points. While they were both stopped for the red light, Boylan exited his vehicle and approached the vehicle driven by the female. An argument took place, possibly related to dangerous driving. During an altercation between these two persons, the female was stabbed. Boylan was ultimately arrested by officers for assaulting the female.

During a search of Boylan’s vehicle, officers located a loaded firearm. Boylan was arrested for assault with a deadly weapon, as well as firearms violations. The female was transported to a local hospital for treatment for her non-life threatening injuries.

SUBJECT: Officers arrest suspect after an aggravated trespassing and shooting incident.

SUSPECTS: Richard Maldonado, 27 year old Burbank resident

LOCATION: 2400 block Oldham Circle, Oxnard

On the above date and time, Oxnard Police officers were dispatched to the 2400 block of Oldham Circle reference screaming in the area and a gunshot being heard. Upon arrival, officers contacted two males who were in the patio area of a residence struggling over a shotgun. The officers were able to separate both parties and they started their investigation. It was determined that Richard Maldonado (D.O.B. 3-11-95) a City of Burbank resident was in the victim’s property possibly casing. Maldonado was approached by the homeowner who was holding a shotgun. Maldonado was able to grab the shotgun from the victim and they started struggling over the shotgun. During the struggle the shotgun discharged. Nobody was injured due to the discharge of the shotgun. Maldonado and the victim do not know each other.

Maldonado was subsequently arrested for assault with a deadly weapon, aggravated trespassing and elder abuse. Maldonado is currently on parole for evading police.

On May 15, 2022, at approximately 12:30 P.M.., Oxnard Police Officers contacted two male juveniles in the area of South “J” Street and West Bard Road in the City of Oxnard. The male juveniles matched the description of two suspects who were seen on video during the arson that occurred at Hueneme High School earlier in the morning.

Police Arson Investigators responded to the scene and gathered vital evidence and video linking the two male juveniles to the arson. Both juveniles were lodged into Juvenile Hall for arson and burglary related charges.

Oxnard, Calif. – The Oxnard Police Department will have extra officers out on patrol Sunday, May 15, 2022, from 11:00 a.m. to 3:00 p.m. looking for violations made by drivers and motorcyclists that increase the risk of crashes.

With nearly 900,000 registered motorcycles in the state, many road users are going places without the same protections as drivers. Motorcycle riders are 28 times more likely to die in a crash than vehicle occupants.

To help protect you and your family, keep the following tips in mind while driving or riding:

Drivers

· Always check twice for motorcycles in your mirrors and blind spots.

· Use your signal when changing lanes.

· Never follow a motorcycle too closely. Always keep a safe distance.

· When at an intersection, allow enough space before turning.

Motorcyclists:

· Always wear a DOT compliant helmet and protective gear like gloves and leather clothing.

· Consider adding reflective tape to your clothing to make it easier for other drivers to see you.

· Keep your lights on at all times, even during the day.

· Don’t assume drivers see you: signal well in advance before changing lanes and watch for turning vehicles.

· Although lane splitting is legal, the practice is not encouraged at high speeds in free-flowing traffic, or between large vehicles like big rigs and motor homes.

SUBJECT: Arson Fire at High School in Oxnard

LOCATION: Hueneme High School – 500 West Bard Road, Oxnard

On May 15, 2022, at approximately 12:55 A.M., the Oxnard Fire Department, along with the Oxnard Police Department, responded to Hueneme High School regarding a structure fire. The fire was contained and extinguished by fire personnel on-scene.

Police and Fire Arson Investigators responded to the scene and determined that the fire originated and was contained to the cafeteria of the school. This fire is being investigated as an arson due to evidence located at the scene. Police are searching for the person or persons responsible for this incident.
