On August 29, 2022, at approximately 0108 hours, Oxnard Police officers and EMS personnel were dispatched to the area of Ventura Road and Ninth Street to check the well-being of an injured person down in the roadway. Officers located the person and found him to have significant injuries consistent with being struck by a vehicle. The unidentified adult male was quickly transported to the Ventura County Medical Center. Unfortunately, the victim later succumbed to his injuries and was pronounced dead at the hospital. His identity is still being investigated by the Ventura County Medical Examiner’s Office.

The driver of the vehicle is still outstanding. Officers continue to investigate in the area to identify the driver and vehicle that struck the pedestrian. Investigators suspect the vehicle to have damage to the front bumper near the center license plate.

SUBJECT: Passenger Arrested for Possessing a P80 Semi-automatic Firearm / Driver Arrested for Post Release Offender Violations

On August 25, at approximately 3:48 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) conducted a traffic stop on a vehicle near in the 2600 blk. of Saviers Rd. Prior to the vehicle coming to a complete stop, the right front passenger, identified as Samuel Vazquez, opened the right front passenger door and attempted to flee the stop. Officers detained the remaining occupants in the vehicle as well as Vazquez. When officers contacted Vazquez, they noticed a 9-millimeter Glock-style Polymer 80 semi-automatic handgun in the map pocket of the right front passenger door. Polymer 80 semi-automatic handguns are sold commercially as incomplete, without serial numbers, and must be further manufactured to make them into functioning firearms. Vazquez was arrested for possessing the handgun. Officers inspected the weapon and found it to be loaded.

Officers contacted the driver, Albert Lara, and found him to be on Post Release Supervision for domestic violence. The Post Release Offender Program, created by Assembly Bill 109 – the 2011 Public Safety Realignment – mandates that individuals sentenced to non-violent, non-serious (irrespective of priors) or non-sex offenses will serve their sentences in county jails instead of state prison. The public should be aware that release under AB 109 is based on the offender’s most recent committing offense. Prior convictions are not considered. Lara was arrested for violating the terms of his release for having weapons in the vehicle. Officers conducted a records check on a rear passenger in the vehicle and learned the passenger had a misdemeanor warrant. The passenger was arrested for his warrant and found to be in possession of narcotics.

SUBJECT: Shooting Victim Dies in Oxnard

On August 22^nd, 2022, at about 8:00 PM, officers were dispatched to 125 West Pleasant Valley Road, regarding a shooting which had just occurred. Upon arrival, officers found one victim, a white male, later determined to be a 22-year-old resident of Tehachapi. The victim was suffering from multiple gunshot wounds. He was unconscious, and unresponsive upon arrival. Emergency medical personnel arrived on the scene and transported him to Ventura County Medical Center. Unfortunately, the victim succumbed to his injuries and was pronounced dead at the hospital.

The Oxnard Police Department Major Crimes Unit responded to the scene and took over the investigation.

Detectives are encouraging anyone who was present at the scene and may have heard or seen anything to contact Detective Justin Songer (805) 385-7680. The City of Oxnard offers a reward of $25,000 for information leading to the arrest and conviction of any individuals responsible for committing homicides within the City.

On the above date and time, officers from the Oxnard Police Department responded to a subject in possession of a firearm in the 600 block of S. A Street. The reporting party stated the subject in possession of the firearm had entered a blue Mercedes and was leaving the area. Officers arrived on scene, located the vehicle, and conducted a traffic stop in the 700 block of S. Oxnard Boulevard.

Officers detained two subjects in the vehicle without incident. The officers learned that there was a firearm in the vehicle. The driver, Vazquez, admitted to possessing the firearm, a loaded P80 firearm with a high capacity magazine. Vazquez was arrested for multiple firearms violations. The passenger of the vehicle was released at the scene.

On August 18, 2022, the Oxnard Police Department Drug Enforcement Unit (DEU) and the South District Neighborhood Policing Team (NPT) were conducting directed enforcement in the South Winds Neighborhood due to recent community complaints. Detectives observed a suspicious vehicle and requested assistance from Oxnard Patrol Officers.

Oxnard Patrol Officers attempted to conduct a traffic enforcement stop and the vehicle immediately fled. A pursuit was initiated and the vehicle continued west on Hueneme Road from Perkins Road and into the City of Port Hueneme. During the pursuit, the driver, a 15-year-old Male Juvenile, threw a loaded firearm from the vehicle. After the driver threw the firearm from the vehicle, he yielded and was arrested without incident.

Leann Guzman was a passenger in the vehicle and found to have an outstanding felony arrest warrant. Jeannette Siquedo was found to be in possession of methamphetamine and was placed under arrest for misdemeanor narcotics violations. The Male Juvenile was placed under arrest for felony evading and several firearms violations, all felonies. He was transported to the Ventura County Juvenile Justice Center

Two impaired drivers arrested during a DUI checkpoint

On August 19, 2022, between the hours of 7:00 p.m. and 1:00 a.m., Oxnard Police officers collaborated with the California Highway Patrol- Ventura Office and held a DUI and driver’s license checkpoint on Pleasant Valley Road near Jefferson Square. The checkpoint resulted in two DUI arrests and 41 traffic citations.

Checkpoint locations are based on a history of crashes and DUI arrests. The primary purpose of checkpoints is not to make arrests but to promote public safety by deterring drivers from driving impaired.

Funding for this checkpoint was provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

SUBJECT: Fatal Traffic Collision Involving a Vehicle and Pedestrian

LOCATION: West Seventh Street at South A Street, Oxnard

PEDESTRIAN: Carmen Ramirez, 73 year-old Oxnard resident

At approximately 6:40 PM on August 12, 2022, officers from the Oxnard Police Department and E.M.S. personnel responded to a call for service regarding a traffic collision involving a vehicle and a pedestrian. The collision occurred on West 7th Street at South “A” Street, in downtown Oxnard. The pedestrian, former Oxnard City Council Mayor Pro Tem, and Chair of the Ventura County Board of Supervisors Carmen Ramirez, was transported to a local hospital but unfortunately did not survive her injuries.

During the investigation it was established that Antonio Flores Jr., the driver and sole occupant of his vehicle, was driving westbound in a 2020 GMC Sierra 2500 on Seventh Street. Flores proceeded towards the four-way intersection at South ‘A’ Street, which is regulated by stop signs in all directions. Flores came to a complete stop at the intersection, then yielded to another vehicle that was headed southbound on ‘A’ Street.

Flores then proceeded westbound on Seventh Street through the intersection, and struck Supervisor Ramirez. Supervisor Ramirez was crossing Seventh Street in a southbound direction, in the west crosswalk at the intersection. She was the only person in the crosswalk at the time of the collision. Investigators located and secured video evidence that corroborates this information.

Flores remained at the scene and cooperated with investigators. Officers evaluated Flores for impairment and did not believe that alcohol and/or drugs were a factor at the time of the collision. The preliminary results of Flores’ toxicology report provided by the Ventura County Sheriff’s Office Forensic Services Bureau show that alcohol and/or drugs were not present.

Investigators are working to determine the possibility and/or extent that sunlight glare contributed to the driver’s visibility, as Flores was proceeding westbound, directly towards the setting sun. Traffic investigators continue to conduct a thorough analysis into the details of the collision and are working to establish all primary factors and any potential related factors.

SUBJECT: Narcotics Sales Arrest

On August 17, 2022, the Oxnard Police Department Drug Enforcement Unit (DEU), the South District Neighborhood Policing Team (NPT), and East District NPT, were conducting surveillance in the 1600 block of South Oxnard Blvd in reference to narcotics activity. During the surveillance, detectives observed a known narcotics dealer, Troy Timm, conducting hand to hand drug transactions from a vehicle.

The Oxnard Special Enforcement Unit and Oxnard K9 Rocky, were requested to assist with a traffic enforcement stop. A traffic enforcement stop was conducted and Troy Timm was contacted. A search of the vehicle revealed a large quantity of methamphetamine, drug packaging, and further evidence of narcotics sales.

Troy Timm was placed under arrest for felony narcotics sales and felony transportation of narcotics and transported to the Ventura County Jail. He is currently out on bail for a previous narcotics sales case.

SUBJECT: Subject Arrested in Possession of Multiple Firearms and Ammunition

SUSPECTS: Pablo Reyes Cervantes, 38-year-old San Bernardino resident

On August 17, 2022, at approximately 7:24 p.m., patrol officers from the Oxnard Police Department were in the 800 block of W. Wooley Road, handling a call for service. When the officers returned to their vehicles, they observed a vehicle blocking the police units. Officers were contacted by the driver of the vehicle, who was uncooperative and claimed to be armed with a firearm. The suspect, Pablo Reyes Cervantes, refused to comply with the officer’s commands.

The Oxnard Police SWAT Team and K-9 Unit responded along with Crisis Negotiations Team members. After several minutes of negotiations and despite several commands requesting him to comply, Cervantes turned from officers and attempted to leave the area. A less-lethal device was deployed to stop Cervantes from fleeing. Cervantes then began to reach toward his pockets. Oxnard PD K-9 “Rocky” was deployed, and Cervantes was taken into custody.

Cervantes was found to be in possession of two loaded handguns, four loaded handgun magazines and over 200 rounds of ammunition. Cervantes was arrested for several firearms-related offenses and resisting arrest. He was transported to the Ventura County Medical Center for further treatment before being booked for the violations.
