At approximately 11:40 this morning a 34 year old Oxnard woman reported through our 911 system that she had just been assaulted in her home. Officers quickly responded to an apartment complex in the 3100 block of Peninsula Road and contacted the victim.

She reported that someone had knocked on her door, and upon answering the door she found a man standing there.  He spoke to her briefly in Spanish and as she attempted to explain that she did not understand Spanish he forced his way into the apartment, knocked her to the floor, struck her and climbed on top of her.

Moments later the woman’s pet, a 16 year old sheepdog, came to her assistance. There was a scuffle between the suspect and the dog and the suspect may have been bitten.  At that point he ran from the apartment.

The woman described her assailant as a Hispanic male, approximately 35 year of age.  He was approximately 5’ 7” and weighed about 130 lbs. He spoke Spanish and was wearing blue jeans with some mud on them, a black hooded sweatshirt, and work boots. He was wearing sunglasses with square frames.

The victim stated that she does not know the suspect.

On January 4, 2008, Congresswoman Lois Capps visited Oxnard to announce the funding of $470,000 for the city. The federal funding will assist the Oxnard Police Department and the Oxnard Fire Department in replacing their existing Computer Aided Dispatch/Records Management System. Computer Aided Dispatch (CAD) is a software program that allows for the dispatching of police and fire operations to be automated and is an essential source of communication and information sharing between dispatchers and officers in the field. It provides for a greater level of effectiveness of resources and provides for greater safety and accountability of our officers.

The Records Management System (RMS) is an agency-wide system that provides for the storage, retrieval and archiving of information, records, documents, and files pertaining to public safety operations.

A new, fully integrated CAD/RMS system will provide a stable, reliable platform to perform dispatch operations with automated coordination between dispatchers and field staff; user friendly single point of entry for records; accurate reporting; interoperability capability that is compliant with federal standards; updated mapping and crime analysis, including timely and accurate management reporting; and the capability for efficient interfaces with City or County databases. This kind of system will support a high level of response to calls for service, while providing critical decision information for all users, from police officer and fire fighters to executive managers.

On January 8th, Police Chief John Crombach pinned the Oxnard Police Department Medal of Merit onto Officer Ed Baldwin for his heroic actions on November 7, 2007. On that date, Officer Baldwin was off-duty with his family and driving to Gorman. They were on Interstate 5 and had just passed Castaic when they observed two semi trucks collide on the freeway in front of him. He immediately realized it was a serious accident and stopped to assist. Officer Baldwin ran across the freeway and saw that the driver of one of the trucks was trapped in his vehicle. He also saw that the truck was engulfed in flames. Officer Baldwin retrieved a knife from a bystander and was able to cut the driver

ON FRIDAY, NOVEMBER 30, 2007, AT APPROXIMATELY 0600 HOURS, OFFICERS FROM THE OXNARD POLICE DEPARTMENT RESPONDED TO A POSSIBLE SEXUAL ASSAULT THAT HAD JUST OCCURRED. THE VICTIM WAS LOCATED AND TOLD POLICE THE FOLLOWING: SHE HAS A VALID DOMESTIC VIOLENCE RESTRAINING ORDER AGAINST THE SUSPECT. SUSPECT GOES TO THE VICTIM’S HOUSE AND PRESSURES THE VICTIM INTO GIVING HIM A RIDE TO A COUPLE DIFFERENT LOCATIONS. THE SUSPECT TOOK THE IGNITION KEY FROM THE VICTIM’S VEHICLE AND FORCIBLY TOOK HER CELL PHONE FROM HER AS SHE ATTEMPTED TO CALL THE POLICE. THE SUSPECT LATER PULLED THE VICTIM INTO A GARAGE WHERE HE SEXUALLY ASSAULTED HER.

ON DECEMBER 12, 2007, AT APPROXIMATELY 0400 HOURS, OFFICER MICHAEL ROBISON OBSERVES THE SUSPECT RIDING A BICYCLE IN THE 1000 BLK OF SOUTH OXNARD BLVD. THE SUSPECT IS CONTACTED AND TAKEN INTO CUSTODY WITHOUT INCIDENT. THE SUBJECT WAS BOOKED AT THE VENTURA COUNTY JAIL FOR THE ABOVE LISTED CHARGES. BAIL IS SET AT 1,000,000.

An investigation is continuing.

This week of May 13-19 is National Police Memorial Week. It has been so designated for the past 45 years.

In Oxnard, California, we pay tribute to all of the Law Enforcement Officers who have made the ultimate sacrifice, but particularly we are here to honor our own fallen, our seven Oxnard Officers who have lost their lives in the line of duty over the past century. They each made the ultimate sacrifice while proudly wearing the badge of the Oxnard Police Department while working to keep this City safe.

Parents, landlords, tenants can be fined if youths drink

Starting late next month, Oxnard property owners will face stiff fines if they allow underage drinking in their homes.

Under Tuesday night’s unanimous City Council decision, Oxnard joins Ventura County and seven other cities with so-called “social host” ordinances.

The law is aimed at stemming problems that arise when those under 21 drink at friends’ or parents’ homes. Property owners, landlords and tenants will face a $250 fine for a first offense. Penalties will escalate to $1,000 for repeat violations.

The law will take effect in mid-April
