SUBJECT: Fatal Traffic Collision

On April 5, 2023, at approximately 5:09 a.m., officers from the Oxnard Police Department responded to a call for service of an injury traffic collision at Victoria Avenue and Teal Club Road.

Upon arrival, officers located two vehicles involved in the traffic collision. The two vehicles involved were a 2020 Chevrolet pick-up truck and a 1993 Toyota Corolla. EMS quickly responded and made contact with the driver and sole occupant of the 1993 Toyota Corolla. EMS immediately performed life-saving measures but the adult male driver succumbed to his injuries at the scene. The name of the deceased is being withheld pending next of kin notification.

The driver of the 2020 Chevrolet pick-up truck remained at the scene and cooperated with the investigation.

The preliminary investigation revealed the driver of the 2020 Chevrolet pick-up truck was travelling northbound Victoria Avenue approaching Teal Club Road. The driver of the 1993 Toyota Corolla was travelling westbound Teal Club Road approaching Victoria Avenue. When the driver of the Toyota Corolla entered the intersection the traffic collision occurred. Traffic Investigators are currently investigating the traffic collision. Investigators do not believe that alcohol was a contributing factor to the collision. Missing older adult found safe, Silver Alert discontinued

A missing older man, Isaac Marron, 77 years old, has been found. Marron had been missing since 2 p.m. Saturday, April 1, 2023, from Oxnard. Marron had dementia and required medication.

A Silver Alert was issued early Sunday morning and a motorist in Ventura spotted Marron near the Holiday Inn Express & Suites in Ventura Harbor.

Marron was found safe and in good spirits. He was taken to Community Memorial Hospital for a medical check up.

The Oxnard Police Department is asking for the community's assistance in locating an at-risk missing adult. Isaac Marron is a 77-year-old Hispanic male, 5’9, 190 lbs., with white hair and brown eyes. Mr. Marron was last seen leaving his residence on foot in Oxnard, today at 3:00 pm. He was wearing a blue baseball hat, prescription glasses, grey jacket, dark pants, and black shoes. Mr. Marron needs medication.

On April 2, 2023, at approximately 11:14 p.m., officers from the Oxnard Police Department responded to a call for service of an injury traffic collision at the 2500 block of North Ventura Road.

Upon arrival, officers located a 2002 Ford pick-up truck in the center median and an adult female driver who had been ejected from the vehicle. EMS immediately performed life-saving measures but the adult female driver succumbed to her injuries at the scene.

The preliminary investigation revealed the driver was travelling southbound Ventura Road when it first collided into the center median before hitting a light pole. Investigators are currently investigating the cause of the traffic collision. Ariadne was last seen at her residence in Oxnard, today at 10:00 am. She was wearing a black sweater and black pants. Ariadne has not been in contact with her family.

On the above date/time, an Oxnard Police officer stopped a vehicle for a vehicle code violation at the above location. During the stop, officers learned that there was a firearm in the vehicle. During a search of the vehicle, officers located a loaded P80 firearm with a high capacity magazine underneath the passenger seat of the vehicle. Corona, a convicted felon, was charged with multiple firearms violations.

SUBJECT: Illegal Gambling Operation

On March 23, 2023, at approximately 2:00 p.m., officers from the Oxnard Police Department responded to JJ’s Tobacco located at 3570 Saviers Road, regarding an illegal gambling operation. While at the business, officers seized two coin-operated “coin push” machines which are considered illegal gambling devices. During the investigation illegal proceeds of more than two-thousand dollars in coins and cash were recovered inside the machines. The business owner Mazen Nadddour (49 years) was arrested at the business and charged with two misdemeanor offenses.

The State of California Bureau of Gambling Control defines the illegal gambling devices as any machine that a person pays to play, and that offer anything of value for playing. Per section 330a of the California Penal Code the violation is considered a misdemeanor offense and is punishable by a ($500) dollar fine, or imprisonment in a county jail not exceeding six months.

The investigation was initiated during a Tobacco Compliance Inspection funded by the California Department of Justice. Funding for the Tobacco Grant Program was a result of the passage of the California Healthcare, Research and Prevention Tobacco Tax Act of 2016 (Prop. 56) increasing taxes on cigarettes and other tobacco products by $2.00 starting in April 2017. Get Off Your Apps: April is Distracted Driving Awareness Month

Oxnard, Calif. – April is Distracted Driving Awareness Month, and the Oxnard Police Department will be actively looking for drivers throughout the month who are in violation of the state’s hands-free cell phone law.

According to the 2022 California Statewide Public Opinion Survey, nearly 72% of drivers surveyed said that distracted driving because of texting was their biggest safety concern. In 2021, the California Highway Patrol (CHP) issued nearly 56,000 citations for distracted driving.

Under current law, drivers are not allowed to hold a phone or electronic communications device while operating a vehicle. This includes talking, texting, or using an app. Using a handheld cell phone while driving is punishable by a fine. Violating the hands-free law for a second time within 36 months of a prior conviction for the same offense will result in a point being added to a driver’s record.

If you have an important phone call, text, email, or in a situation with other distractions, pull over to a safe parking spot. Other distractions can be eating, grooming, reaching for something that fell on the floor, putting on or taking off clothing, talking with passengers, or children in the back seat.

Funding for distracted driving enforcement is provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

SUBJECT: Double Fatal Collision Arrest

LOCATION: Fifth Street and Portofino Place, Oxnard

SUSPECT Sharbel Touma (19 years)

VEHICLES 2020 Honda Civic and 2022 Hyundai Sonata

On February 12, 2023, at approximately 12:07 a.m., officers from the Oxnard Police Department responded to a call for service of an injury traffic collision at the intersection of Fifth Street and Portofino Place.

Upon arrival, officers located the two vehicles involved in the traffic collision. One of the vehicles involved was a 2020 Honda Civic and the other vehicle was a 2022 Hyundai Sonata. EMS quickly responded and attempted to extricate two trapped occupants in the Honda Civic to perform life-saving measures. An adult male was contacted in the vehicle but was pronounced deceased at the scene. The adult male was later identified as Samuel Jose Castro (31 years). An adult female was also contacted in the Honda Civic. The adult female who was later identified as Annette Viviana (44 years) was transported to VCMC but subsequently succumbed to her injuries at the hospital.

The solo occupant and driver of the 2022 Hyundai Sonata remained at the scene. Traffic investigators responded to the scene and took over the investigation. The driver was identified as Sharbel Touma (19 years). Touma was interviewed and released at the scene pending further investigation. Based on the initial investigation, Investigators believe speed/reckless driving was a contributing factor to the collision.

After over a month of investigating, investigators were able to obtain sufficient evidence to arrest Touma of gross vehicular manslaughter.

On March 29, 2023, at approximately 5:00 P.M., Touma was arrested by Traffic Investigators and charged with two counts of gross vehicular manslaughter and was booked at the Ventura County Jail facility.

Street racing and other forms of reckless driving are dangerous and can lead to serious injury collisions on our roadways. The Oxnard Police Department is committed to ensuring traffic safety within our communities and will continue the zero tolerance enforcement efforts to curb these dangerous driving behaviors.

On March 29^th at about 7:40 PM, officers from the Oxnard Police Department responded to a report of a carjacking involving a firearm in the 200 block of Everest St. in Oxnard. The victim’s vehicle description was broadcasted to responding units, who located it driving in the area of Rose Ave. and Emerson Ave. The vehicle failed to yield, and a pursuit ensued for approximately 2 minutes before the suspect vehicle was involved in a traffic collision at the intersection of Rose Ave. and Fifth St. Several adult and juvenile male occupants were detained, and a loaded handgun was recovered.
