On August 15, 2009, the Oxnard Police Department and the City of Oxnard Code Compliance conducted an illegal vendor enforcement operation in the City of Oxnard. This operation was in response to numerous complaints from residents about illegal vendors in the community. This was the second illegal vending enforcement operation in 2009. Officers from the Oxnard Police Department and City of Oxnard Code Compliance were assisted by citizens from the Volunteers in Policing Program.

Officers contacted several illegal vendors; numerous citations were issued and several subjects were arrested. The following are the results of the enforcement operation:

• Three suspects were arrested for possession of counterfeit DVD’s and CD’s. Over 500 counterfeit DVD’s and CD’s were confiscated. Investigators from the Motion Picture Association of America were notified and will be assisting with the investigation. 
• Nine citations were issued for violations of Oxnard City Ordinance 11-4(a): Business License Required and Oxnard City Ordinance 11-45(a): Health Permit Required. Six citations were issued to car wash vendors and three were issued to food vendors. An inspector from Ventura County Environmental Health also issued 3 warnings to subjects regarding unhealthful business practices. 
• Four citations were issued to car wash vendors for violation of Oxnard City Ordinance 22-218(b): Wastewater Containment System Required. It is now a requirement for car wash vendors to have a containment system to collect wastewater so it does not drain into the sewer system and eventually to the ocean. Two car wash vendors were also issued citations for driving without a license.

In 2008, the City of Oxnard experienced a 24% reduction in traffic collisions as compared to the prior year. To date in 2009, we are enjoying another significant reduction; down another 19%. We attribute these successes to many sources. Our Traffic Unit has provided the leadership for a coordinated effort by our entire Department to improve traffic safety. Each Traffic officer is responsible for lowering the number of traffic collisions in his/her beat. The officers are given the discretion to do whatever they need to do to improve traffic safety. Through community meetings and collision data they determine the hotspots in their beats and develop the best strategies to address the problem areas.

One of our common strategies is community outreach. Our citywide public information campaign included a listing and explanation of our top five primary collision factors. The factors are consistent from year to year and beat to beat. They include: unsafe speed, following too closely, unsafe lane change, failure to yield and red light violations. Another common strategy is an examination of particular intersections to see if any possible changes would make them safer. Our Traffic officers meet with the City’s traffic engineer on a regular basis to discuss how these roadways are designed and posted.

We also know that ultimately, enforcement is needed to change behavior. With an emphasis on aggressive and inattentive drivers, Oxnard officers have written a significantly higher number of traffic citations in 2009. Many of these motorists are unaware of the risk associated with their unsafe practices and have become lackadaisical in regards to traffic safety. We’re trying to get the word out that traffic collisions are not accidents and that the vast majority of them could have been avoided.

In addition to publicity campaigns, our officers will also do enforcement campaigns throughout the year. These campaigns will not only focus on particular areas, but certain violations as well. Examples include seatbelt, failure to yield and cell phone violations. While seatbelt compliance is high, we still regularly see preventable injuries as a result of motorists not wearing seatbelts. Cell phone compliance is low throughout the county. If you’ve ever stood in a crosswalk at an uncontrolled intersection, you know that drivers in our county don’t always yield to pedestrians as they should.

In the first 6 months of 2009, our officers have written 11779 traffic citations. This is a 39% increase over 2008 and compares to a total of 8472 citations for the first six months of 2008. The number of driving under the influence (DUI) arrests is also up by 16% so far this year.

Not only is our overall number of traffic collisions lower by 19%, but:

• injury traffic collisions decreased by 8.5% and 
• fatal traffic collisions decreased from 5 to 3 in the first six months of 2009.

We will also support this emphasis on traffic safety with better equipment and training for our officers. This equipment and training will allow our officers to more effectively enforce DUI, speed, and other unsafe driving practices. In these challenging economic times, much of this increased effort will be grant funded.

An anonymous call to 9-1-1 early this morning led to the arrests of four juveniles and one adult for a variety of vehicle-related crimes.

DETAILS: 

On 6-15-09 at approximately 2310 hours, officers from the Oxnard Police Department responded to a call of shots heard in the 1100 block of West Hemlock. When officers arrived they located a shooting victim. The victim was transported to St John’s Regional Medical Center where he is listed in stable condition.

The victim was approached by the suspect who was described as a male in dark clothing. The suspect was a passenger in an older model white 4-door compact. The suspect fired at the victim as the victim fled on foot. The suspect then fled in the suspect vehicle.

An alert witness inside of an Oxnard high-rise helped police locate a stolen vehicle suspect this evening.

At about 7:20 p.m. Oxnard police received a call of a man refusing to leave in front of Food 4 Less, 150 W. Esplanade Drive. Upon officers’ arrival, the man jumped into a car and sped away.

Officer Ramiro Holguin pursued the fleeing car. During the short pursuit, the officer determined the car, a 2005 Kia, was reported stolen out of Camarillo on May 28.

The suspect drove to the area of the parking structure adjacent to the financial towers at 300 E. Esplanade Drive, where he stopped and ran towards the College Park neighborhood.

Seeing the police activity, an anonymous witness inside of the nearby financial tower called police and provided information as to the location of the suspect who had jumped a wall into the backyard of a residence in the 200 block of St. Mary’s Drive.

An Oxnard police K-9 team located the suspect hiding in a backyard storage shed. He was taken into custody without incident.

The observations of this high-rise witness were pivotal in the successful capture of this suspect.

Ramiro Ernesto Rosas-Rueda, 22, of Oxnard was arrested for possession of a stolen vehicle. He was booked into the Ventura County Jail and held on $10,000 bail.

Poor timing on the part of three suspects led to their arrests on a variety of charges following a residential burglary earlier today.

At 3:33 p.m. Oxnard officers were dispatched to the 5200 block of South “J” Street for a residential burglary that occurred earlier in the day. Among the items stolen was a checkbook.

At 5:46 p.m. the unidentified resident went to the Bank of America branch on Saviers Rd. to put a stop on her stolen checks. As the victim was talking to one teller, two women were speaking with an adjacent teller. It turns out the pair was attempting to cash the victim’s stolen checks. Bank employees immediately contacted police.

One woman was able to cash a check in the amount of $500. The second woman was not successful in cashing her check. The women left the bank and entered an awaiting white 2000 Honda Accord 4-door. Oxnard officers initiated a traffic stop on the vehicle. Prior to the car stopping, one of the females tore-up and threw the un-cashed check out the car window.

Officers conducted a traffic stop on the vehicle without further incident. During a search of the Honda, a loaded .45 caliber semiautomatic handgun was located in the passenger compartment and the stolen checkbook was located in the trunk. The $500 in cash, unlawfully obtained at the bank, was also recovered.

All three subjects were placed under arrest for the following charges. They are being held at the Ventura County Jail with the following bail amounts:

Cesar Reyes
Possession of a loaded firearm in a vehicle, possession of stolen property. Bail: $50,000.

Elizabeth Ramos
Forgery, possession of stolen property, possession of narcotics paraphernalia, conspiracy. Bail: $20,000.

Genveva Corona-Segura
Forgery, possession of stolen property, conspiracy, no-bail criminal warrants. Bail: None.

As of April 24, 2009, any mobile car wash/detail owner and/or employee engaging in mobile car washing or detailing activities that will or may result in pollutants entering the MS4 or waterbodies shall implement the following minimum requirements:

• Implement full containment under and around the vehicle being washed or detailed
• Capture all water used in the washing or detailing operation
• Haul all captured wash water to a legal point of disposal

In addition, the following existing requirements will remain in effect:

• A valid business license is required to operate as a mobile car wash/detail business in the City of Oxnard
• The valid City license must be in the mobile car wash/detail vehicle readily available upon request
• The issued license sticker must be affixed to the mobile car wash/detail vehicle
• Liability insurance is required by the City Licensing Department to conduct mobile car wash/detail activities on public parking lots
• The property owner’s written permission letter granting the mobile car wash owner or employee access to perform the car washing/detailing activities within the facility premises is required
• The washing/detailing activities must remain mobile at all times-no setting up shop in one location and soliciting customers

The City’s Code Compliance Unit and Technical Services Program-Source Control staff will hold an educational workshop on Wednesday, June 3, 2009, at 9:00 a.m., at the Oxnard Public Library Conference Room B on 251 South “A” Street, to assist the mobile car washers and detailers in complying with the new regulations.

Note: The requirements of City Ordinance 2806 pertaining to the wastewater generated from mobile car washers/detailers will be enforced starting July 22, 2009.

May 18th through May 31st is the “Next Generation Click It or Ticket enforcement mobilization.” While the Oxnard Police Department does not have California Office of Traffic Safety (OTS) grant money this year specifically for the 2009 mobilization, the OPD will again aggressively cite individuals who are not in compliance with the State’s seatbelt compliance law. In 2008, the National Highway Traffic Safety Administration realized its highest national seatbelt usage rate of 83%. California continues to boast a compliance rate of over 90%.

The Traffic Unit will use a number of enforcement strategies aimed at not only gaining compliance, but also increasing the public’s awareness re: wearing seat belts and utilizing child restraint seats where appropriate. 2 more Traffic officers were trained last week in Child Restraint Seat Compliance to help promote “occupant safety.” Additionally, the Traffic Unit will conduct random surveys of our motorists and their passengers to determine Oxnard’s compliance rate during this period.

Patrol plays a critical role in seat belt compliance. Don’t hesitate to contact me with ideas about how the Traffic Unit can support your daily (and nightly) efforts.

Seat belt law compliance will save lives and reduce injuries where traffic collisions occur. Issue citations to those persons observed not in compliance.

The cost of an adult seatbelt violation is $132 and up to $435 for not properly restraining a child under 16.

As an added measure to keep the public informed and aware, the Oxnard Police Department has unveiled its latest tool to combat opportunity crimes. Crime prevention signs reminding drivers to lock their car doors and remove valuables from plain sight have been installed starting in the downtown area of Oxnard. Nine signs have already been posted on N. Fifth St. between B St. and C St. (near the Carnegie Museum) and in the new Oxnard Transportation Center long-term parking lot on East Fifth St. Three more signs will soon be posted at the entrances of the downtown parking structure at Third St. and B St.

“It’s far too easy for criminals when car doors are left unlocked. And even if the thief finds nothing of value in the car, they’ve certainly unnerved the vehicle owner and left them with a sense of intrusion,” said Sr. Officer Ken Klopman, Beat Coordinator for the Downtown Central Business District. “Moreover, motorists unwittingly take away the guess work for criminals when they leave valuables in plain view in their locked cars. Purses, computers, GPS devices, mobile phones, and shopping bags are easy prey for burglars who can easily shatter a car window to reach the goods,” Klopman said. Therefore motorists should not only close their windows and lock their cars, but they should remove valuables, or at least hide them from plain view by securing items under car seats, in the glove box, or in the trunk. “Criminals are far more likely to target vehicles when they can see that the ‘prize’ is a sure thing. They know they’re not risking detection and arrest for nothing.”

While these signs have so far been posted at publicly-owned locales, the crime prevention signs are also available for purchase for business and property owners. “We’d encourage owners and managers of residential complexes, shopping centers, and other businesses to partner with the Oxnard Police Department by purchasing these signs at our cost and posting the signs on their properties to remind their residents, customers, employees, and other visitors of these very simple steps they can take to help combat vehicle crime in the city,” Klopman said.

The 18”x24” signs are professionally screen printed on .063” rust-proof aluminum and are finished with a protective anti-graffiti coating that resists fading and will give the sign a life-expectancy of 10 or more years.
