On February 5, 2023, at approximately 4:45 a.m., officers from the Oxnard Police Department and EMS personnel responded to a call for service regarding a traffic collision involving a vehicle and a pedestrian that occurred at Oxnard Boulevard and Glenwood Drive.

Preliminary investigation indicates a 2009 Ford Focus was traveling southbound on Oxnard Boulevard approaching Glenwood Drive when it struck Tyler Black, a 30-year-old male of Oxnard who was walking on the roadway. Black sustained significant injuries and was transported to the Ventura County Medical Center where he is listed in critical condition. The driver of the Ford Focus remained at the scene and cooperated with officers. Based on the initial investigation, Officers do not believe that speed or alcohol were a contributing factor to the collision. Traffic Investigators responded to take over the investigation.

SUBJECT: Street Racing Enforcement

On February 5, 2023, between the hours of 7:00 a.m. and 1:00 p.m., police officers from the Oxnard Police Department Traffic Unit conducted enforcement around the Seabridge Marketplace in response to a planned car meet. Previous car meets held at the location resulted in numerous car clubs attending, some of which were known to engage in street racing and reckless driving. Approximately 120 vehicles gathered in the parking lot, many with modified vehicle violations that disrupt the quality of life of residents. The operation resulted in twenty citations issued for various violations, including loud or modified exhaust and modified vehicle emissions. Three vehicles were towed for being driven by unlicensed drivers.

During the enforcement operation, a modified performance Ford Mustang attempted to quickly turn into the shopping center and collided into a Honda CRV, driven by an elderly female. Fortunately, the elderly female driver only sustained minor injuries.

Street racing and other forms of reckless driving are dangerous and can lead to serious injury collisions on our roadways. The Oxnard Police Department is committed to ensuring traffic safety within our communities and will continue the zero-tolerance enforcement efforts to curb this dangerous driving behavior.

SUBJECT: Parolee Arrested for Assault with a Deadly Weapon, Firearm Possession, and Child Endangerment

On February 3rd, at approximately 3:35 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) conducted a traffic stop on a vehicle in the 200 blk. of Hughes Dr. The stop was regarding wanted parolee Emmanuel Ortiz being observed in the vehicle. An adult female was contacted in the driver seat, Ortiz and the driver’s 5-year-old son were seated in the rear passenger seats of the vehicle.

Ortiz, a documented Oxnard criminal street gang member, had a felony warrant for absconding from parole in addition to having a felony warrant for assault with a deadly weapon. Ortiz’ original commitment offence that led to him being placed on parole was a previous assault with a deadly weapon charge from 2020.

Officers took Ortiz into custody without incident and found him to be in possession of methamphetamine. Officers then made contact with the female and had her remove her son from the safety seat. Officers searched the vehicle and located a loaded .22 caliber handgun. The handgun was found in the map pocket of the right front passenger seat directly in front of where Ortiz and the 5-year-old were seated. In addition to Ortiz’ warrants, he was charged with several felony firearms violations and child endangerment for leaving the unsecured loaded gun in the presence of the child.

SUBJECT: Narcotic Sales Arrest

SUSPECTS: Trevor Williams, 24 year-old Oxnard Resident

During the month of January 2023, the Oxnard Police Department Drug Enforcement Unit (DEU) began an investigation regarding Trevor Williams and Jazmine Tucker. Both Williams and Tucker were suspected of being involved in the sale of narcotics. During the course of the investigation, DEU detectives gathered enough evidence to secure a search warrant.

On February 3^rd, 2023, DEU detectives, with the assistance of patrol officers, executed a search warrant at the residence of Mr. Williams and Miss Tucker. The search of the residence yielded the seizure of over 160 grams of Alprazolam “Xanax” pills, estimated to be over 500 pills and several bottles of Toseina codeine with no prescription.

This is Mr. Williams third arrest for possession for sale of a designated substance during the past year. In addition, Mr. Williams has numerous gun related arrests for which he is currently out on bail.

Both Williams and Tucker were charged with possession for sale of a designated substance and booked at the Ventura County Sheriff’s Office Main Jail.

On February 2, 2023, at approximately 3:07 PM, an on-duty Oxnard Police Department patrol officer, driving a marked black and white patrol pickup truck, was involved in a traffic collision with a motorcycle near the intersection of Fifth Street and Buena Vista Avenue, in Oxnard. In an effort to avoid the collision, the patrol pickup truck swerved and also collided with a private passenger bus that was stopped in traffic, near the intersection.

Immediately following the collision, an Oxnard Police Department officer rendered aid to the motorcyclist and summoned emergency medical care. The motorcyclist, identified as a 22-year-old Ventura resident, was transported to the Ventura County Medical Center, where he was treated for non-life-threatening injuries.

Members of the Oxnard Police Department Traffic Unit responded to the scene and assumed the investigation. Preliminary investigation revealed that the Oxnard Police Department patrol pickup truck was turning from northbound Buena Vista Avenue, onto westbound Fifth Street, when it was struck by the motorcycle, which had been travelling westbound on Fifth Street. After colliding with the motorcycle, the Oxnard Police Department patrol pickup also collided with a private passenger bus, which was stopped for traffic in the eastbound lanes of Fifth Street, west of Buena Vista Avenue. There were no reported injuries from passengers in the passenger bus.

Neither alcohol nor drugs appear to be a factor in this collision, and the investigation is ongoing.

During the month of January 2023, the Oxnard Police Department Drug Enforcement Unit (DEU) began an investigation regarding Jessica Valadez being involved in the sale of narcotics. The investigation allowed DEU detectives to develop enough evidence to obtain a search warrant.

On February 2^nd, 2023, DEU detectives, with the assistance of patrol officers, executed a search warrant at the residence of Miss Valadez. The search of the residence yielded a large quantity of suspected “M30” fentanyl pills, a large quantity of US Currency, and further evidence of narcotics trafficking.

According to the Drug Enforcement Administration, “Fentanyl is approximately 100 times more potent than morphine, and 50 times more potent than heroin as a painkiller. Twenty-six percent of tablets tested in a DEA laboratory contained a lethal dose of fentanyl.”

Valadez was charged with possession for sales, a felony. She was booked into the Ventura County Main Jail.

SUBJECT: Bicycle and Pedestrian Safety Enforcement

The Oxnard Police Department will conduct a traffic safety operation on January 31, 2023, from 8 a.m. to 12 p.m. focused on the most dangerous driver behaviors that put the safety of people biking or walking at risk.

These violations include speeding, making illegal turns, failing to yield or provide right of way to bicyclists or pedestrians, or failing to stop for signs and signals.

The Oxnard Police Department offers steps drivers and pedestrians can take to greatly reduce the risk of getting injured or in a crash:

Pedestrians

· Be predictable. Use crosswalks, when available.

· Take notice of approaching vehicles and practice due care.

· Do not walk or run into the path of a vehicle. At 30 mph, a driver needs at least 90 feet to stop.

· Be visible. Make it easy for drivers to see you – wear light colors, reflective material and carry a flashlight, particularly at dawn, dusk or at night.

· Be extra careful crossing streets or entering crosswalks at night when it is harder to see, or when crossing busier streets with more lanes and higher speed limits.

Drivers

· Follow the speed limit and slow down at intersections. Be prepared to stop for pedestrians at marked and unmarked crosswalks.

· Avoid blocking crosswalks while waiting to make a right-hand turn.

· Never drive impaired.

Bicyclists

· Obey traffic laws, use hand signals, use lights at night (front white light and rear red reflector), and wear a helmet.

· Bicyclists must travel in the same direction of traffic and have the same requirements as any slow-moving vehicle.

· Avoid the door zone: do not ride too closely to parked cars.

· If there’s a bike lane, use it, unless making a left turn, passing, or approaching a place where a right turn is allowed.

· Yield to pedestrians. Bicyclists must yield the right-of-way to pedestrians within marked crosswalks or within unmarked crosswalks at intersections.

SUBJECT: Vehicles Impounded for Reckless Driving in Oxnard

During the month of January, officers from the Oxnard Police Department Traffic Unit conducted numerous investigations of vehicles involved in reckless driving on our city streets. The investigations resulted in three vehicles being impounded and one driver arrested for reckless driving. These vehicles were observed conducting burnouts, donuts, and other dangerous behavior that vandalized Oxnard's roadways and put others' lives and property at risk.

Vehicles determined to be involved in reckless driving could face a 30-day impound or more. Drivers of these vehicles not only face criminal charges but also license suspensions from the Department of Motor Vehicles. The Oxnard Police Department is committed to ensuring traffic safety on our roadways and will continue the zero-tolerance enforcement efforts in an attempt to curb this type of dangerous behavior.
