On 8-26-10, at approximately 1520 hours, Oxnard Police Officers responded to the area of the Oxnard Police Department reference a subject chasing three people for previously taking his telephone.

The victim reported that he had been at the Lucky Supermarket (2401 Saviers Road) parking lot at about 3:00 PM putting his one year old child into a car seat of his vehicle. The three suspects approached the victim and entered the vehicle while demanding a ride. One suspect obtained a power drill that was inside of the victim’s vehicle and pointed it at the victims head while activating the drill. All three suspects again demanded a ride. One suspect even went so far as to grab the one year-old’s arm and demand that the victim give them a ride. The suspects also removed several items from the vehicle and took possession of them.

The victim drove the suspects in his vehicle, but instead of driving to where they demanded, he drove to the Oxnard Police Department. One of the suspects again put the power drill to the victim’s head and demanded the victim continue driving, however he stopped none the less. The three suspects fled the area, also taking his telephone. The telephone was recovered by the victim, who then called the police.

All three suspects were located near the police station, arrested and lodged at Juvenile Hall for suspicion of carjacking, kidnapping, robbery, child endangerment, conspiracy to commit a crime, brandishing a weapon, criminal threats, dissuading a witness from reporting a crime, and vandalism. The victim did not suffer injuries during the robbery.

The suspect’s names are not being released due to their ages, and the victim’s name is not being released at this time.

The Oxnard Police Department will be hitting the streets again this weekend searching for impaired drivers. The summer mobilization started on August 20th and so far, the Oxnard Police Department has arrested 24 drivers for DUI. We have also arrested five individuals for outstanding DUI arrest warrants.

The weekend enforcement activities start Friday night, August 27th, as additional officers will be deployed to conduct strict DUI enforcement throughout Ventura County and the city of Oxnard between 8:00 P.M. and 3:00 A.M. On Saturday, the Oxnard Police Department will be conducting a multi-location sobriety and driver’s license checkpoint. The checkpoint is scheduled to start at 6:00 P.M. and end at 2:00 A.M.

Also on Saturday, Oxnard Police officers will be joining forces with officers from the California Highway Patrol, Ventura County Sheriff’s Department, Ventura Police Department, Simi Valley Police Department, Santa Paula Police Department, and California State University Channel Islands during a DUI task force operation that will target the 101 Freeway. Over 25 officers from these agencies will be patrolling the freeway from the city of Ventura to the LA County line searching for impaired drivers. The operation will start at 7:00 P.M. and end at 3:00 A.M.

Last year during this same operation, officers arrested 10 drivers for DUI. One of these drivers was also charged with possession of narcotics.

All of these DUI operations are funded by grants from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

All of the law enforcement agencies in Ventura County are committed to improving traffic safety and will continue to conduct these checkpoints and DUI enforcement operations in an effort to reduce the number of alcohol related crashes and to make our roadways and community safer.

On 8-25-10, at approximately 2200 hours, Oxnard Police Officers responded to Saint John’s Hospital Regional Medical Center reference contacting the victim of an assault. Officers discovered the victim was walking in the alley way of the 500-block of West Channel Islands Boulevard when he was approached by several unknown Hispanic males. The suspects yelled out gang slogans and then stabbed the victim multiple times. The suspects fled the area on foot while the victim was being transported to Saint John’s Hospital by a friend. Victim is currently in stable condition.

The victim’s name is being withheld due to possible gang retaliation.

On 08/23/2010 at approximately 1523 hours officers were dispatched to the 400 block of North “G” Street regarding a stabbing that had just occurred. When officers arrived, they located the victim who had suffered two stab wounds to his upper body. The victim was transported to Ventura County Medical Center where he is listed in serious condition.

During the course of the investigation, the suspect was located hiding in a nearby apartment. Officers contacted the suspect, who was identified as Eduardo Lopez (1/30/74), and arrested him without incident. The investigation revealed that both the victim and the suspect are members of rival gangs and this rivalry was the primary motive for the assault. Lopez was booked into the Ventura County jail for attempted murder and a gang enhancement.

On 08/25/2010 at approximately 9:55 a.m., an Oxnard Police Community Service Officer was sent to handle a residential burglary report that had just occurred. When she arrived to the neighborhood of the where the burglary had just occurred she noticed Octavio Rivera carrying a computer monitor. She quickly confirmed with the victim that a computer monitor was in fact one of the many stolen items and notified police officers in the area.

Officers detained Rivera and his girlfriend, Natasha Garvie, in the 200 block of Fashion Park Place near Rivera’s residence. Rivera was found to still be in possession of some of the stolen property at the time. A search of Rivera’s residence was conducted and additional stolen property was located. Rivera and Garvie were arrested for the burglary and possession of stolen property.

On 08/21/2010 at approximately 0220 hours officers were dispatched to the 2400 block of Alvarado Street regarding several shots heard in the area. When officers arrived they observed three subjects fleeing the area on foot. Two of the subjects were contacted and detained.

During the course of the investigation it was determined that the three subjects had broken into several vehicles in the neighborhood. A resident confronted the subjects from her balcony and during the confrontation one of the subjects shot at the resident with a pellet gun.

On 08/21/2010 at approximately 1853 hours officers were dispatched to the 1200 block of South “L” Street regarding an assault victim. When officers arrived they located the victim who had moderate facial injuries. The victim was transported to Saint John’s Regional Medical Center where he was treated for his injuries and is listed in stable condition.

During the course of the investigation it was revealed that the victim and suspect were roommates and had a dispute over money. The suspect fled the scene but later showed up at the police station to turn himself in. The suspect was identified as Ramiro Montes (6/5/76). He was arrested and booked at the Ventura County Jail for assault with a deadly weapon and mayhem.

The Oxnard Police Department conducted multi-location sobriety and driver’s license checkpoints on Friday and Saturday night. Both of them were held from 6:00 P.M. to 1:00 A.M. During Saturday night’s checkpoint, Oxnard police officers were joined by officers from the Ventura Police Department, Santa Paula Police Department, and deputies from the Ventura County Sheriff’s Department as part of the multi-agency DUI campaign called Avoid the 14 Ventura County.

The weekend checkpoints were held in the following locations:

1. W/B Pleasant Valley Road @ Rose Avenue
2. S/B Rose Avenue @ Gonzales Road
3. N/B Oxnard Boulevard @ Second Street
4. S/B Harbor Boulevard @ Fifth Street

Officers screened 2,239 motorists who passed through the checkpoints. Officers conducted two DUI investigations with drivers who had been drinking alcohol but no arrests were made as the drivers were found to have blood alcohol levels that were under the legal limit of .08. One driver was arrested for an outstanding misdemeanor warrant.

Over 100 drivers were issued citations for various driver’s license violations. 75 drivers were issued citations for driving without a valid driver’s license and three drivers were cited for driving with a suspended or revoked driver’s license. Thirteen vehicles were towed from the checkpoints.

Officers from the Oxnard Police Department arrested six DUI drivers on Friday night in other areas of the city. Three of those drivers had blood alcohol levels that were over twice the legal limit of .08.

The Oxnard Police Department will be conducting another multi-location sobriety and driver’s license next Saturday night, August 28th.

All of these DUI enforcement operations are funded by grants from the California Office of Traffic Safety (OTS) through the National Highway Transportation Administration (NHTSA).

An Oxnard man was arrested this morning for a hit and run, battery on one of the victim drivers, and a later, attempted kidnapping, false imprisonment, assault with a deadly weapon and drunk driving.

This morning at 0831 hours, Oxnard police received a call of a hit and run at the intersection of Vineyard Ave. and Oxnard Blvd. A black Honda Civic (suspect vehicle) rear-ended a Cadillac Escalade (Victim #1), pushing the Escalade into a third vehicle, a Toyota Sequoia (Victim #2). The driver of the Escalade got out of his vehicle to make contact with the driver of the Civic. The driver of the Civic (Suspect Bibian) punched Victim #1 in the face and fled southbound on Oxnard Blvd.

At 0838 hours, Bibian was southbound on C Street and came to a stop at the intersection of Doris Ave. A green Volkswagen Beetle (Victim #3) pulled up behind the Civic at the stop sign. Bibian got out of his car and approached the Beetle with a metal flashlight. Bibian broke out the driver’s side window with the flashlight and unlocked the door. The driver of the Beetle slid across to the front passenger seat. Bibian ran around the car and broke out the passenger side window. Witnesses heard Bibian tell the female motorist, “You’re not going anywhere!” There is no relationship between Bibian and the victim.

Seeing this, a father-son team of Good Samaritans, David Stratmann, Sr. and David Stratmann, Jr., intervened during this attack. While attempting to subdue Bibian, Stratmann, Sr. was struck in the jaw with the flashlight by the suspect (resulting in the charge of assault with a deadly weapon). Both men tackled and held Bibian until the arrival of police.

Neither driver in the hit and run collision required medical attention for injuries sustained in the crash or the battery. Both vehicles suffered moderate damage and were driven from the scene.

Stratmann, Sr. did not require medical treatment for his injury; the female driver of the Beetle was also not injured in the attack.

Suspect Bibian was transported by ambulance to Ventura County Medical Center for treatment of minor injuries sustained during the crimes he committed and during his detention.

Bibian will be booked into the Ventura County Jail later today on charges of misdemeanor hit and run, misdemeanor battery, attempted kidnapping, false imprisonment, felony assault with a deadly weapon and misdemeanor drunk driving. Bail will be set at a later time.

The Oxnard Police Department will continue its summer crackdown on impaired driving as the Traffic Unit conducts a multi-location sobriety and driver’s license checkpoint on Friday, August 20th, 2010, from 6:00 P.M. to 2:00 A.M.

So far this year, the Oxnard Police Department has arrested over 618 drivers for DUI. During the last weekend in July, we arrested 25 DUI drivers over three days.

The following night, August 21st, an additional sobriety and driver’s license checkpoint will be conducted in the City of Oxnard. During this checkpoint, Oxnard Police officers will be joined by officers from the Santa Paula Police Department, Port Hueneme Police Department, Ventura Police Department, and the Ventura County Sheriff’s Department. This checkpoint is part of the Avoid the 14 Ventura County DUI enforcement campaign. Officers from all of the law enforcement agencies in Ventura County participate in the Avoid the 14 campaign to conduct strict enforcement of DUI driving. The next Avoid the 14 DUI checkpoint is scheduled for September 3rd in the City of Camarillo.

According to the latest national data, 32 percent of fatalities in motor vehicle traffic crashes involve a driver or motorcycle rider with a blood alcohol content (BAC) of .08 percent or above, averaging one fatality every 45 minutes.

The national Drunk Driving, Over the Limit, Under Arrest crackdown is led by the National Highway Transportation Safety Administration (NHTSA) and the California Avoid DUI Task Force Campaign combining high-visibility enforcement with heightened public awareness through publicity.

The Oxnard Police Department will be conducting more DUI enforcement operations over the next several weeks as part of a summer mobilization that starts August 20th and ends September 6th. An additional DUI checkpoint is scheduled for August 28th in the City of Oxnard. The Oxnard Police Department remains committed to its no-tolerance approach to DUI drivers. All of these DUI operations are funded by grants from the California Office of Traffic Safety (OTS) through the National Highway Traffic Safety Administration (NHTSA).
