DETAILS:

The Oxnard Police Department conducted multi-location sobriety and driver’s license checkpoints on Friday and Saturday night. Both of them were held from 6:00 P.M. to 1:00 A.M. During Saturday night’s checkpoint, Oxnard police officers were joined by officers from the Ventura Police Department, Santa Paula Police Department, and deputies from the Ventura County Sheriff’s Department as part of the multi-agency DUI campaign called Avoid the 14 Ventura County.

The weekend checkpoints were held in the following locations:

1. W/B Pleasant Valley Road @ Rose Avenue
2. S/B Rose Avenue @ Gonzales Road
3. N/B Oxnard Boulevard @ Second Street
4. S/B Harbor Boulevard @ Fifth Street

Officers screened 2,239 motorists who passed through the checkpoints. Officers conducted two DUI investigations with drivers who had been drinking alcohol but no arrests were made as the drivers were found to have blood alcohol levels that were under the legal limit of .08. One driver was arrested for an outstanding misdemeanor warrant.

Over 100 drivers were issued citations for various driver’s license violations. 75 drivers were issued citations for driving without a valid driver’s license and three drivers were cited for driving with a suspended or revoked driver’s license. Thirteen vehicles were towed from the checkpoints.

Officers from the Oxnard Police Department arrested six DUI drivers on Friday night in other areas of the city. Three of those drivers had blood alcohol levels that were over twice the legal limit of .08.

The Oxnard Police Department will be conducting another multi-location sobriety and driver’s license next Saturday night, August 28th.

All of these DUI enforcement operations are funded by grants from the California Office of Traffic Safety (OTS) through the National Highway Transportation Administration (NHTSA).

DETAILS:

An Oxnard man was arrested this morning for a hit and run, battery on one of the victim drivers, and a later, attempted kidnapping, false imprisonment, assault with a deadly weapon and drunk driving.

This morning at 0831 hours, Oxnard police received a call of a hit and run at the intersection of Vineyard Ave. and Oxnard Blvd. A black Honda Civic (suspect vehicle) rear-ended a Cadillac Escalade (Victim #1), pushing the Escalade into a third vehicle, a Toyota Sequoia (Victim #2). The driver of the Escalade got out of his vehicle to make contact with the driver of the Civic. The driver of the Civic (Suspect Bibian) punched Victim #1 in the face and fled southbound on Oxnard Blvd.

At 0838 hours, Bibian was southbound on C Street and came to a stop at the intersection of Doris Ave. A green Volkswagen Beetle (Victim #3) pulled up behind the Civic at the stop sign. Bibian got out of his car and approached the Beetle with a metal flashlight. Bibian broke out the driver’s side window with the flashlight and unlocked the door. The driver of the Beetle slid across to the front passenger seat. Bibian ran around the car and broke out the passenger side window. Witnesses heard Bibian tell the female motorist, “You’re not going anywhere!” There is no relationship between Bibian and the victim.

Seeing this, a father-son team of Good Samaritans, David Stratmann, Sr. and David Stratmann, Jr., intervened during this attack. While attempting to subdue Bibian, Stratmann, Sr. was struck in the jaw with the flashlight by the suspect (resulting in the charge of assault with a deadly weapon). Both men tackled and held Bibian until the arrival of police.

Neither driver in the hit and run collision required medical attention for injuries sustained in the crash or the battery. Both vehicles suffered moderate damage and were driven from the scene.

Stratmann, Sr. did not require medical treatment for his injury; the female driver of the Beetle was also not injured in the attack.

Suspect Bibian was transported by ambulance to Ventura County Medical Center for treatment of minor injuries sustained during the crimes he committed and during his detention.

Bibian will be booked into the Ventura County Jail later today on charges of misdemeanor hit and run, misdemeanor battery, attempted kidnapping, false imprisonment, felony assault with a deadly weapon and misdemeanor drunk driving. Bail will be set at a later time.

An investigation is continuing.

The Oxnard Police Department will continue its summer crackdown on impaired driving as the Traffic Unit conducts a multi-location sobriety and driver’s license checkpoint on Friday, August 20th, 2010, from 6:00 P.M. to 2:00 A.M.

So far this year, the Oxnard Police Department has arrested over 618 drivers for DUI. During the last weekend in July, we arrested 25 DUI drivers over three days.

The following night, August 21st, an additional sobriety and driver’s license checkpoint will be conducted in the City of Oxnard. During this checkpoint, Oxnard Police officers will be joined by officers from the Santa Paula Police Department, Port Hueneme Police Department, Ventura Police Department, and the Ventura County Sheriff’s Department. This checkpoint is part of the Avoid the 14 Ventura County DUI enforcement campaign. Officers from all of the law enforcement agencies in Ventura County participate in the Avoid the 14 campaign to conduct strict enforcement of DUI driving. The next Avoid the 14 DUI checkpoint is scheduled for September 3rd in the City of Camarillo.

According to the latest national data, 32 percent of fatalities in motor vehicle traffic crashes involve a driver or motorcycle rider with a blood alcohol content (BAC) of .08 percent or above, averaging one fatality every 45 minutes.

The national Drunk Driving, Over the Limit, Under Arrest crackdown is led by the National Highway Transportation Safety Administration (NHTSA) and the California Avoid DUI Task Force Campaign combining high-visibility enforcement with heightened public awareness through publicity.

The Oxnard Police Department will be conducting more DUI enforcement operations over the next several weeks as part of a summer mobilization that starts August 20th and ends September 6th. An additional DUI checkpoint is scheduled for August 28th in the City of Oxnard. The Oxnard Police Department remains committed to its no-tolerance approach to DUI drivers. All of these DUI operations are funded by grants from the California Office of Traffic Safety (OTS) through the National Highway Traffic Safety Administration (NHTSA).

On 8-17-10 at around 10:25 PM, officers responded to a call of a shooting victim. Upon officers arrival they located the victim in front of a residence. Medical personnel attempted to revive the victim with negative results.

Witnesses told officers that the suspect and victim had a physical altercation and during the fight the victim was shot. The victim attempted to run into the residence for help when he collapsed from his injuries. The suspect then fled the scene on foot.

At around 7:30 AM officers from the Special Enforcement Team surrounded the suspect’s residence on San Gorgonio and started to make verbal contact with the occupants. By 11:30 the team entered and cleared the residence with the assistance of the Ventura County Bomb Squad. The suspect was gone; he had fled in his vehicle possibly last night.

Investigators are asking for the public’s assistance in locating the suspect in this homicide. The suspect photo is attached, he should be considered armed and dangerous. On 8/5/10 at approximately 1829 hours Oxnard Police were dispatched to the 900 block of South Ventura Road regarding a shooting that had just occurred. When officers arrived they located two victims that had sustained gunshot wounds. One of the victims had sustained a gunshot wound to his right arm and the other victim had sustained two gunshot wounds to his left hand. Both victims were transported to VCMC where they treated for their injuries and later released.

Police located the suspect vehicle in the area of Mills and Main Street in the City of Ventura. When the vehicle stopped three of occupants fled from the vehicle while one occupant stayed in the vehicle. One of the suspects that fled from the vehicle was located and arrested.

During the course of the investigation, Violent Crimes Unit Investigators were able to identify Frank Williams, a 24 year old Oxnard resident, as one of the occupants of the vehicle who fled on foot. On 8/12/10 at approximately 2200 hours members of the Oxnard Police Department’s Special Enforcement Unit located Williams in the area of Woolley Road and Oxnard Blvd. Williams was taken into custody and charged with various felony charges relating to the shooting incident.

On 08/10/2010 at approximately 1924 hours in the 100 block South Rose Avenue, shots were fired into a vehicle occupied by three individuals. After the shooting the suspects fled in an unknown direction. The victim vehicle was located several blocks away. There were no injuries. The area was searched for the suspects with negative results.

During the course of the investigation Violent Crimes Unit Investigators were able to determine that only one suspect was responsible for the shooting. They identified Vicente Cervantes (12/21/89) as being the person responsible for the shooting. On 8/14/10 at approximately 1651 hours members of the Special Enforcement Unit located Cervantes in the area of First Street and Rose Avenue. They contacted Cervantes and arrested him without incident. Cervantes was booked into the Ventura County Jail for three counts of attempted murder, the gang enhancement, and several other felony charges.

A search warrant was served at Cervantes’ residence and several items of evidentiary value were seized. Because the investigation is still ongoing investigators are unable to give further information as to what was seized at the residence. An Oxnard mother was arrested for suspicion of felony drunk driving and felony child endangerment by Oxnard police following an early-morning crash that injured her 5-year-old daughter.

Oxnard police received a call of a collision at Harbor Freight Tools on E. Third Street at 2:49 a.m. The crash was witnessed by security personnel on duty at the business.

Witnesses observed the vehicle driven by Salas crash through a closed driveway gate leading to the business. The vehicle continued through the parking lot then crashed into a concrete median. Oxnard police and fire personnel responded to the scene and detained Salas who had exited the car with her daughter, Isabella Chavez. Two open containers of alcohol were found on the floorboard of the car.

As of this writing, Salas is still being treated at a local hospital for head injuries sustained in the crash. Chavez received minor injuries in the crash and was released to her father.

Upon release from the hospital, Salas will face charges of felony drunk driving and felony child endangerment. Once booked in the Ventura County Jail, bail will be set at $50,000. An investigation is continuing.

On 08/16/2010 at approximately 0154 hours, a 35 year-old Oxnard resident was approached by three men. He knew one of the men and was going to give them a ride home. A suspect, who was later identified as a 16 year-old Oxnard gang member, produced a handgun and put it to the victim’s head. He demanded money from the victim while pointing a handgun at him. The victim gave them what little money he had while two other suspects threatened him with beer bottles. After the victim gave them his money, the suspects stole his Toyota Camry. The victim contacted the Police Department and the vehicle description was broadcast to patrol officers.

About 30 minutes later Oxnard police officers Patrick Blanche and his partner, Moses Martinez, found the vehicle in the area of Saviers Road and Hill Street. The officers attempted to stop the stolen Toyota Camry but it failed to yield and a vehicle pursuit was initiated. During the pursuit two men exited the car and were detained for further investigation. The driver continued to drive around South Oxnard and eventually stopped near Commercial Avenue and South Oxnard Boulevard. The pursuit lasted approximately 33 minutes. The driver surrendered and officers later located a replica .45 caliber pistol under the front seat. This is believed to be the weapon used during the robbery. The driver was found to be a 16 year-old suspected gang member and he was positively identified as the person who used the gun during the robbery. The rear passenger, Vidal Magana of Oxnard, was identified as one of the men threatening with a bottle during the robbery. Magana also has ties to an Oxnard gang. The third person who was detained during the vehicle pursuit was cleared of any involvement in the initial robbery and he was released. Vidal Magana was booked into the Ventura County Jail for robbery, carjacking, and a gang allegation. The 16 year-old driver was booked into the Ventura County Juvenile Hall for robbery, carjacking, evading arrest, and a gang allegation. On 8-16-2010 at approximately 0730 hours, Oxnard Police Officers responded to a call of a subject down in the alley of 560 S. A St., in the City of Oxnard. Officers and paramedics arrived and found the victim suffering from critical injuries. The victim was transported to Ventura County Medical Center where he is listed in critical condition. On 08/16/2010 at approximately 1030 hours, Officers of the Oxnard Police Department received information about a stolen vehicle parked in a parking lot in the 1600 block of S. Oxnard Bl. Investigators from the Ventura County Auto Theft Taskforce (VENCAT) conducted surveillance on the vehicle. After a suspect was observed inside the vehicle attempting to remove the stereo from the dash, uniformed Oxnard Police Officers attempted to contact the suspect. The suspect saw officers approaching and fled on foot. Oxnard Police K-9, Cody, was deployed after the suspect refused to stop at the order of officers. Cody apprehended the suspect in the 1700 block of Gisler Ave.

Suspect, Joseph Villareal (31 years) was arrested for burglary and possession of stolen property.
