DETAILS:

On 6-23-2011, during the early morning hours, two separate armed robberies occurred in the north end of the city. The first robbery occurred in the 1500 Block of Graves Avenue and the second occurred in the 1900 block of North “C” Street. During both robberies the suspect was armed with a weapon.

During the investigation, members of Oxnard Police Department’s Violent Crimes Unit (VCU) were able to identify both suspects. They were identified as Steven Rodriguez, a 21 year old Ventura resident, and a 14 year old juvenile. We are unable to release the name of the juvenile because of his age.

On 6/29/11, Rodriguez was arrested in Santa Paula at his place of employment. He was booked at the Ventura County Jail for robbery and conspiracy to commit robbery. On 6/30/11, the 14 year old juvenile was contacted at his residence and arrested for robbery and conspiracy to commit robbery. He was lodged at Juvenile Hall.

INCIDENT	Sobriety / driver's license checkpoint

(Oxnard, CA) On February 16, 2012 between the hours of 6:00 p.m. and 2:00 a.m., officers from the Oxnard Police Department conducted a sobriety and driver’s license checkpoint in the southbound lanes of Rose Avenue just north of Lindsey Drive.
 
Officers screened 734 motorists who passed through the checkpoint and conducted two DUI investigations of drivers who had consumed alcohol. Of those investigations, one person was arrested for DUI. 
 
Citations were issued to six drivers for various drivers license violations. Thirty drivers were issued citations for driving without a valid driver’s license and two drivers were cited for driving with a suspended driver’s license. Seven vehicles were towed from the checkpoint. 
 
The Oxnard PD will continue to conduct DUI enforcement operations. These DUI operations are an effort to reduce the number of alcohol related crashes and to make our roadways and community safer. These DUI enforcement operations are funded by grants from the California Office of Traffic Safety (OTS) through the National Highway Transportation Administration.

INCIDENT:	14th Annual Fireworks by the Sea at Channel Islands Harbor

DETAILS:

On July 4th, the Channel Islands Harbor District will be hosting its 14th annual 4th of July event. The event will begin at 8:00 A.M. with a 10K & 5K Fun Walk along Sunset Lane and Mandalay Beach Road. This will be followed by the July 4th Children’s Parade on Harbor Boulevard. The parade will begin at 10:30 A.M. and take place on south Harbor Boulevard between Cabezone Circle and Albacore Way. Harbor Boulevard will be closed to vehicular traffic during the parade. Motorists can use Sunset Lane or Ocean Drive as an alternate route.

Activities and entertainment are scheduled throughout the day at the Fisherman’s Wharf and Marina. Marine Emporium Landing will have activities between 10:00 A.M. and 9:00 P.M., including live music, face painting, petting zoo, inflatable fun zone and a rock climbing wall. There will also be vendors with booths as well as a farmer’s market. This will be a family oriented event with fun for all. The event will end with a fireworks show that begins at 9:00 P.M.

No alcohol, fireworks, including safe and sane fireworks, or flare ignition will be tolerated. All of the involved law enforcement agencies will be conducting strict enforcement of all related offenses.

This event is expected to draw a large crowd and traffic delays are expected following the fireworks show. The Oxnard Police Department will be handling traffic control to expedite the flow of traffic surrounding the event site. Starting at 7:00 P.M., all intersections on Victoria Avenue and Harbor Boulevard from Fifth St. to the harbor area will be controlled by traffic officers.

In addition, the Oxnard Police Department would also like to notify the public that driving on any beach in the City of Oxnard is strictly prohibited. From July 1st to July 4th, Arnold Road south of Hueneme Road will be closed to all vehicles with the exception of those who have legitimate business in that area or who are traveling to and from work. Parking violations on Arnold Road will also be strictly enforced.

If you live in the area of these roadways or intersections, we apologize for any inconvenience. The roads will be re-opened as soon as possible. These traffic flow modifications are taking place to assist in relieving the traffic congestion from this event in a timely and orderly fashion, with caution for pedestrians.

(Oxnard, CA) The Oxnard Police Department is investigating several residential “hot prowl” burglaries that occurred in December 2011 and January and February 2012. A hot prowl burglary is one that occurs when the residents are home. These cases can be particularly dangerous because of the possibility of a violent altercation between the resident(s) and the burglar(s).
 
In some of the cases, the suspect(s) gained entry through unlocked doors and windows. In other cases, the suspect removes a screen from a window but then realizes that someone is inside and the suspect leaves. These cases have occurred in the following neighborhoods: Rio Lindo, Riverpark, Southwinds, Channel Islands, Cal Gisler, Sierra Linda, Wilson and Cypress Point and typically have occurred between 9 p.m. and 6 a.m. The suspects are stealing items such as: computers, cell phones, cash, jewelry, personal documents and small electronics. At this time, we do not believe that one suspect or group of suspects is responsible for these cases.
 
It is very important to lock all your doors and windows when you leave your residence as well as when you are home. It’s also important to document specific information about your belongings such as serial and model numbers. Keeping receipts and taking photographs of your belongings is also desirable in the event that you are a victim of a burglary.
 
Please report any suspicious activity to the Oxnard PD. If you see a person who is not familiar to you walking or driving around your neighborhood, get a good physical description of the person and vehicle and call (805) 385-7740. If you see someone breaking into a home or vehicle, call 911.

DETAILS:

On 6/14/11, at approximately 1738 hours, officers responded to a call of a stabbing in the 700 block of W. Channel Islands Blvd. When Officers arrived they located the victim, who had sustained a stab wound near his left armpit, causing moderate injuries. The suspect fled the area prior to Officers arriving. During the investigation the suspect was identified as Francisco Javier Raygoza, a 21 year old Oxnard resident.

On 6/29/11 at approximately 1330 hours, members of Oxnard Police Department’s Violent Crimes Unit (VCU) located and arrested Raygoza for the stabbing.

At about 3 p.m. on February 11, 2012, Oxnard Police officers responded to the Comfort Inn located at 1001 East Channel Islands Boulevard regarding a wanted subject by the name of Ronald Lopez. 
 
Officers arrived at the location and tried to make contact with Lopez. Officers had received information that Lopez was armed with a handgun and made threats to use it. While officers were establishing a perimeter of the location, there was a report of a possible shot heard.
 
Oxnard SWAT officers and the OPD hostage negotiation team responded. Additional assistance was provided by the Ventura Police Department and Ventura County Sheriff’s Department.
 
About two and a half hours later, after a series of verbal exchanges with the subject and cooperation with family members, Lopez exited the motel room and peacefully surrendered to officers without incident.  No one was injured during this incident.
 
A thorough search was conducted of the entire scene and no weapon was located.  At the conclusion of the investigation, it was determined there was no weapon involved and there were no shots were fired. 
 
Ronald Lopez was arrested for 2800.2(a)VC and 2800.4 VC and a CDC parole hold.

A 37-year old Oxnard man shot himself in the early morning hours at the cul-de-sac of Perkins Road Tuesday morning. The reasons for the suicide are unknown at this time. An investigation is continuing.

(Oxnard, CA) The Oxnard Police Department is investigating a series of four residential burglaries that occurred on February 2, 2012 between the hours of 7 a.m. and 3 p.m. In each of these cases, the suspect is believed to have gained entry through an unlocked rear door or window. These cases occurred in the Rio Lindo neighborhood on the following streets: Blanca Place, Stanford Avenue, Hermosa Way and Junto Lane. In one of the cases the resident was at home when the suspect tried to enter the home. Fortunately, the victim scared the suspect away. The loss in these cases includes: electronics, cash, checks, jewelry and DVDs.
 
Witness reports indicate that the suspect is a Hispanic male in his early twenties who was wearing a white t-shirt, blue jeans and a blue baseball cap.
 
It is very important to lock all your doors and windows when you leave your residence. In addition, please report any suspicious activity to the Oxnard PD. The Oxnard Police Department Traffic Unit conducted a sobriety and driver’s license checkpoint on Sunday, June 26, 2011, from 6:00 P.M. to 11:30 P.M.

The checkpoint was conducted in the northbound lanes of Oxnard Boulevard @ Second Street.

Officers screened 940 motorists who passed through the checkpoint and conducted three DUI investigations with drivers who had been drinking alcohol. There were no DUI arrests were made as the drivers were found to have alcohol levels below the legal limit of .08.

Citations were issued to 25 drivers for various drivers’ license violations at the checkpoint. Seventeen drivers were issued citations for driving without a valid driver’s license and one driver was cited for driving with a suspended driver’s license. Three vehicles were towed from the checkpoint.

In an effort to show the consequences of driving while intoxicated, the M.A.D.D. (Mothers Against Drunk Driving) crashed car trailer was on display during the checkpoint. The trailer contained a vehicle that was involved in an alcohol-related fatal crash in 2008 in the City of Santa Monica. The driver of that vehicle died as a result of the collision and was found to have a blood alcohol level over three times the legal limit of .08.

The Oxnard Police Department will conduct several more DUI enforcement operations this year. These DUI operations are an effort to reduce the number of alcohol related crashes and to make our roadways and community safer. We also remind people that if they see an impaired driver to dial 911. On Saturday, February 4, 2012 at about 1 p.m., the Oxnard Police Department received information from a concerned citizen that three suspicious subjects were attempting to sell possible stolen merchandise in the area of A Street and Palm Drive in Oxnard.
 
Oxnard police officers responded and saw a vehicle fitting the description fleeing the area. The car was occupied by three men. After an investigation, it was confirmed that all three men were trying to sell stolen property which belonged to California State University, Channel Islands.
 
During a lengthy investigation, more than $10,000 of stolen merchandise was recovered. Items include four computers, power tools, various commercial landscaping implements, and miscellaneous items taken over the last four years.
 
The specific details provided by the caller assisted police in making this arrest. This is a good reminder for any concerned citizen to call the police to report any suspicious activity.
 
All three suspects were charged with possession of stolen property and conspiracy. Carmona also faces charges of grand theft and burglary. Bail for Rosendo was set at $20,000; Carmona and Meza’s bail was set at $30,000 each. The investigation is continuing.
