DETAILS:

Oxnard Police detectives received information that a City of Oxnard employee was using an employee issued gas card for personal use. After a lengthy investigation, evidence was collected to arrest the suspect, Edmundo Rosas.

The suspect, (Edmundo Rosas, 47 years old, City of Oxnard employee and resident of Ventura) was charged with grand theft by embezzlement. The estimated loss to the City of Oxnard is over $1,000. Rosas is being held at the Ventura County Jail in lieu of $10,000 bail.

DETAILS:

At 2323 hours, officers responded to businesses located at the intersection of Ventura Road and Channel Islands Boulevard re: a robbery and possible stabbing.

Officers located a 34-year old male victim who said he had been speaking with a female when a male subject approached him. The male grabbed the victim and demanded the victim’s money. The victim defended himself struggling with the male. The female intervened assaulting the victim. At some point, either the male or the female stabbed the victim in the leg. Both the male and female fled on foot. They are both described as being 24 to 26 years old.

The victim’s injuries were described as minor. He was treated at the scene.

An investigation is continuing.

DETAILS: The family of Albert Cabrera reported that he walked out of his home this morning. He suffers from dementia and other medical issues. He is described as being 79 years of age, 5-0 tall, 118 lbs, balding gray hair, wearing a white sweat shirt, blue sweat pants, and brown slippers. He was last seen in the area of Rose Ave and Camino Del Sol in Oxnard.

On 4/19/2011 at about 11:30 AM, officers from the Oxnard Police Department responded to a call of a domestic dispute in the 1800 block of Lookout Drive. The female victim contacted the police outside her residence and advised that the suspect was armed with a small caliber handgun. She told officers that the suspect, identified as Sidney Johnson, had threatened her and discharged the gun inside of the residence.

Officers contacted the suspect via telephone and the suspect came out of the residence and was taken into custody without incident. The weapon and other evidence were located inside the residence. Nobody was injured as a result of the gunfire.

Sidney Johnson is being booked into Ventura County Jail with a $50,000.00 bail.

DETAILS:

On 5-30-15, about 2358 hours, two Oxnard Police officers were conducting a foot patrol in the 200 block of block Cuesta Del Mar. The officers observed three suspected gang members loitering in an apartment building courtyard and approached. As the officers walked closer all three subjects fled on foot. The two officers pursued on foot and immediately recognized that one of the suspects was holding a large object in his waistband area. One of the officers suspected the subject may have been armed. The officers followed two of the suspects into a field adjacent to the apartment building and detained the two. Responding units located the third suspect hiding underneath a parked car.

A police K-9 was brought into the area to search the field where two of the suspects were detained to conduct an article search. The police service dog quickly alerted his handler to an object in the grass. The dog handler located a loaded .357 caliber revolver that was discarded by the 17-year old suspect. A records check on the firearm revealed that it had been stolen in 2011.

The three suspects were arrested for gang-related offenses. The investigation revealed that the 17-year old suspect had the gun in his front waistband area as he fled from the officers and discarded it in the field as the officers approached him. Esteban Lopez, and his brother Raymundo Lopez, were arrested for resisting arrest and violating the civil gang injunction. The 17-year old suspect was booked into the Juvenile Justice Center for several firearms violations and a gang enhancement because he is a documented criminal street gang member. The two adults were booked into the Ventura County Jail.

In an effort to address the increase in firearms-related crimes, the Oxnard Police Department launched the Operation Safer and Stronger Initiative, as well as the Firearms Strike Team (FAST) led by the Violent Crime Unit, to proactively remove firearms from prohibited persons within the city. The objective of this initiative and FAST is to reduce gun violence in Oxnard through education, intervention, and enforcement.

DETAILS: On May 10, 2015, at approximately 2:17 a.m., officers from the Oxnard Police Department were dispatched to a shooting victim call in the 600 block of South Oxnard Blvd. Upon arrival, officers located a shooting victim in the west alley who was pronounced by paramedics. It appears the victim died from an apparent gunshot wound. The victim’s name is being withheld pending notification to a next of kin.

Preliminary investigation indicates several subjects were involved in a verbal argument in the west alley. The verbal argument turned into a physical confrontation at which time the suspect shot the victim. The suspect fled the scene in a dark colored vehicle.

DETAILS: On September 2, 2014, at approximately 0150 hours, officers from the Oxnard Police Department responded to the 4300 Block of Rose Avenue in the City of Oxnard reference a report of an 11-year old female being sexually assaulted. Upon their arrival, officers learned that a subject gained entry into the residence by cutting the screen to the window. Once inside the residence, the subject placed various pieces of property in a bag and then proceeded upstairs. The subject entered the bedroom belonging to the 11-year old female and her 6-year old brother. The subject approached the 11-year old victim who was sleeping and sexually assaulted her. The subject then fled the residence with the bag of stolen property from the residence.

As officers and investigators from the Family Protection Unit were on scene at the Rose Avenue location, another call for service was received from the area of the 2100 Block of Barnett Street. The reporting party on this call told police that a male subject entered their residence through an open window. Once inside, the subject stole a cell phone. The subject was confronted by the resident and fled.

As additional officers responded to the neighborhood to assist, Oxnard Police Officer Rodney Spicer Jr. was checking the area and observed Luis Contreras, an 18-year old Oxnard resident, riding a bicycle in the neighborhood. Contreras matched the description of the subject that entered both residences. Officer Spicer detained Contreras and a subsequent investigation by investigators led to Contreras being arrested and booked at the Ventura County Jail for two counts of residential burglary and forcible sexual assault of a minor under 14 years of age. Contreras’ bail has been set at $500,000.

Detectives from the Family Protection Unit are still investigating the case as well as similar incidents that have occurred in south Oxnard in the past 12 months. We believe it is possible that there have been additional incidents such as these that have gone unreported by potential victims. DETAILS:
On 1-2-14 at approximately 2000 hours, officers were dispatched to a residence in north Oxnard regarding a domestic dispute involving a firearm.

Officers contacted the 24-year old female and were told that the female’s ex-boyfriend, Brandon Rene Guerra, forced his way into her vehicle. The victim said she was forced to drive around Oxnard against her will and later released. The victim’s 4-year old son was also in the vehicle. Guerra was said to be in possession of a handgun which he brandished, during the incident.

On 1-4-14, at approximately 0219 hours, officers located Guerra during a traffic stop in the 2400 block of Hemlock Street, and took him into custody without incident. A replica handgun was located in the vehicle.

Guerra was arrested for Kidnapping, 207(a) PC, Child endangerment, 273a(a) PC, Violation of a domestic violence restraining order 273.6 PC, Possession of a Firearm by an ex-felon, 29800(a)(1) PC, and Brandishing a firearm, 417(a)(2) PC.

DETAILS: On October 25, 2013 members of the Oxnard Police Department took Rigoverto Zamora, a 28-year-old Oxnard resident, into custody for a fumigation tent burglary that occurred in the 1700 block of South Ventura Road on 10/16/13. According to detectives, Zamora is a suspect in several other fumigation tent burglaries in the City of Oxnard.

Zamora was identified by video provided by the fumigation company. Due to the use of surveillance as a deterrent, in this case, the company was directly responsible for Zamora’s arrest. Fumigation companies have been partnering with Police and several are currently using surveillance methods as a deterrent.

While the arresting of Zamora closed this case for the Oxnard Police Department, residents are reminded to continue to be extra aware and vigilant. To date this year, there have been a total of 27 such burglaries, with 22 between 04/28/13 and 10/28/13 —an average of one per week. These burglaries have occurred throughout the city, with a higher concentration occurring in the Cal-Gisler, Kamala Durley Park, and Bartolo Square neighborhoods on the south end of Oxnard.

Open and unlocked doors and windows have been the primary method and point of entry in almost half of the fumigation burglaries in Oxnard—most likely during the ventilation period of the process when homes have to force out air. In other cases, however, doors and windows have been pried, smashed, or used bodily force to gain access.

There are a number of steps that residents can take to further protect themselves and their property. The Oxnard Police Department encourages residents to remove small valuables such as money, jewelry, keys, personal documents, flat screen televisions and small electronics. Residents are also encouraged to advise neighbors so they can be vigilant and help report suspicious people or activity during planned fumigation dates. Furthermore, residents can ask fumigators about installing alarms and sensors at jobs, such sensors can alert fumigators’ cellphones if anyone enters a tented building.

DETAILS: On 1-4-13 at about 0905 hours, Oxnard Police Officers responded to a check cashing business located in the 3100 block of Saviers Road reference a robbery that had just occurred. When Officers arrived they contacted the two victim employees in front of the business.

Officers learned that shortly after the two employees arrived at the business, two male suspects wearing masks forced their way into the business. The suspects then restrained both employees’ hands and took an undisclosed amount of cash before they fled the business.
