DETAILS:
On December 30, 2011 at approximately 1450 hours, officers were dispatched to 1500 block of W. Fifth Street, regarding a shooting victim. When officers arrived they located 29-year-old Gabriel Madrigal who had been shot. It was also determined that the shooting had taken place on Ninth Street at Hobson Way. Madrigal was seated in a vehicle when the shooting occurred and was driven to Fifth Street where emergency medical personnel were summoned. The victim was transported to Ventura County Medical Center where he underwent extensive surgery. Unfortunately the victim did not survive his injuries.

After a yearlong investigation, Detectives from the Oxnard Police Department arrested 32-year-old Jose Amaro for the murder of Gabriel Madrigal. Although the suspect is a documented gang member, investigators do not believe the incident was gang motivated but rather a dispute over a relationship. Amaro was in custody at the Ventura County Jail on an unrelated felony charge. Amaro’s bail amount has not been set.

The City of Oxnard offers a $10,000 reward for information leading to the arrest and conviction of suspect(s) in homicide cases. On January 30, 2013 at approximately 4:30 p.m., Oxnard police officers were dispatched to possible shots being fired in the area of the 1200 Block of Hull Place. When officers arrived they located two adult females in the area suffering from apparent gunshot wounds. The subjects were pronounced dead by emergency responders.

A short time later, a second shooting call was received in the area of the 200 Block of South Marquita Street. When officers arrived there they found an apparent gunshot victim. This subject was pronounced dead by emergency responders.

It appears the two incidents are related. Investigators are attempting to identify all involved subjects and are following up on several leads. There is no immediate threat to public safety in regards to these incidents. Due to the sensitivity of the investigation no further information can be released at this time.

On February 12, 2013, at about 0815 hours, Oxnard Police Department officers responded to several calls of a fight/stabbing in the 2800 block of South Ventura. Officers located one stabbing victim in the 700 block of W Kamala St. The other two stabbing victims were located in the 2800 block of Saviers Road. The suspect was seen fleeing into residence in the 700 block of W Kamala St and was taken into custody for the stabbing. The suspect was identified as Steven Moyle. Three victims were identified and all were transported to VCMC for their injuries. During the investigation officers learned the fight may have been over graffiti to a house or an attempted residential burglary at the victims’ house.
Two of the victims were treated for their stab wounds and are listed in stable condition. One victim is in critical condition and in the ICU.

On 2-24-13, at approximately 1505 hours, officers were dispatched to the area of Fifth Street and Ventura Road reference subjects disturbing near the dumpster behind the businesses. Upon arrival, officers learned there was a victim with a stab wound inside a laundry mat located at the strip mall.

Officers contacted the victim, John Hueser, 45 years, who had suffered a serious stab wound. The victim was later transported to the Ventura County Medical Center.

Michael Connor, 47 years, was identified as the suspect and arrested at the scene.

DETAILS: (OXNARD, Calif) – On Wednesday May 1, 2013, officers from the Oxnard Police Department will be coordinating the Every 15 Minutes (E15M) Program at Oxnard High School (OHS). Unique in its design and powerful in its impact, the Every 15 Minutes Program is an educational experience that reminds us all of the dangers associated with driving while impaired by alcohol and/or other drugs.

Every 15 minutes in the U.S., someone is killed in a crash involving an impaired driver. The E15M program includes student participants being removed from their class every 15 minutes throughout the morning by the Grim Reaper. Their obituary is read to the class and the student participants later return to class as the “living dead”, complete with white face make-up. From that point on (since the victims are “dead”), they will not speak or otherwise interact with others for the remainder of the day except to be present in their regular classes. Starting at about 11:25 a.m., the student body (all Juniors & Seniors) will assemble in the football stadium to witness a mock head-on crash scene and simulated rescue that will include a full emergency response by Oxnard Police, Oxnard Fire, Gold Coast EMS, Ventura County Medical Examiner’s Office, and McCarty & Sons Towing. At the end of the school day, instead of returning home, student participants made into the “living dead” or those who were “killed” in the crash, together with several adult chaperones, will be transported to a local hotel for an overnight student retreat, facilitated by a support staff of counselors and police officers. The participants will continue to be out of contact with their family and friends overnight to simulate their separation/death.

The E15M program will continue on May 2, 2013 with a mock “funeral” assembly in the Oxnard High School gym starting at 11:30 a.m. where participants and their parents will share personal and often very emotional letters they wrote to one another the previous evening that begin with “Dear Mom & Dad, Every 15 minutes in the United States, someone is killed in a crash involving an impaired driver. Today I died. I never had a chance to tell you…” This is arguably the most powerful, impactful, and emotional part of the 2- day program. While the crash was staged, the emotions of the funeral assembly are very real!

This powerful program, funded by community donations and sponsored by the Oxnard Police Foundation, will challenge teenagers and others to think about the responsibility of making mature decisions when lives are involved.

Oxnard, CA – Oxnard Police Department Traffic Unit will be conducting a DUI/Drivers License Checkpoint on Friday, April 26th at an undisclosed location within the city limits between the hours of 9:00 p.m. to 3:00 a.m.

The deterrent effect of DUI checkpoints is a proven resource in reducing the number of persons killed and injured in alcohol or drug involved crashes. Research shows that crashes involving alcohol drop by an average of 20 percent when well-publicized checkpoints are conducted often enough.

Officers will be contacting drivers passing through the checkpoint looking for signs of alcohol and/or drug impairment. Officers will also check drivers for proper licensing and will strive to delay motorists only momentarily. When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving. Drivers caught driving impaired can expect jail, license suspension, and insurance increases, as well as fines, fees, DUI classes, other expenses that can exceed $10,000.

In 2010, over 10,000 people were killed nationally in motor vehicle traffic crashes that involved at least one driver or motorcycle rider with a blood alcohol concentration (BAC) of .08% or higher. In California, this deadly crime led to 791 deaths because someone failed to designate a sober driver. “Over the course of the past three years, DUI collisions have claimed 6 lives and resulted in 616 injury crashes harming 372 of our friends and neighbors,” said Senior Officer Jamie Brown.

According to the National Highway Traffic Safety Administration (NHTSA), checkpoints have provided the most effective documented results of any of the DUI enforcement strategies, while also yielding considerable cost savings of $6 for every $1 spent. Based on collision statistics and frequency of DUI arrests, DUI Checkpoints are placed in locations that have the greatest opportunity for achieving drunk and drugged driving deterrence. Locations are chosen with safety considerations for the officers and the public.

Funding for this checkpoint is provided to the Oxnard Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to continue to work together to bring an end to these tragedies. On 5/11/13, at approximately 2357 hours, Oxnard police officers were dispatched to the 1300 block of Visalia Street reference an attempted murder/shooting.

A preliminary investigation revealed that two to three Hispanic males, approximately in their 20’s, wearing dark clothing approached the victims who were inside of a vehicle. The suspects began shooting at the victims and the victim’s vehicle. The suspects fled in an unknown direction prior to officers’ arrival. One victim was struck multiple times and medically treated at VCMC. The victim’s injuries are not life threatening. The investigation is continuing.

On 7/3/13 at about 1945 hours, the Oxnard Police Department responded to a call of a robbery that just occurred in the 600 Block of West Channel Islands Boulevard. The suspects were described as two Hispanic males, both in their 20’s, wearing sweatshirts and beanies. A machete was used by the suspects during the robbery. Property taken was cash and other items.

At about the same time the call was dispatched, an officer observed a suspicious vehicle occupied with subjects matching the description of the suspects. The officer attempted to stop the vehicle, and a short pursuit ensued. One male subject fled from the vehicle as the vehicle ultimately stopped and was detained a short distance way. The remaining occupants remained inside the vehicle and were detained.

Officers contacted the victim of the robbery. The victim positively identified both the person who fled from the car, and an additional male who remained in the vehicle, as the subjects who committed the robbery. The males were identified as Juan Ledezma, a 21 year old Ventura resident, and Alexis Sandoval, an 18 year old Oxnard resident. They were both arrested for robbery. Ledezma was also arrested for evading in a vehicle; Sandoval was also arrested for outstanding warrants.

(OXNARD, Calif)– Tomorrow, July 13, 2013, the Oxnard Police Department will be graduating the largest class of Police Explorers in the County, graduating 34 young men, women, and leaders in our community.

The Oxnard Police Explorer Post 9286 provides opportunities for high school aged youth to experience firsthand what it takes to get started in a challenging law enforcement career. The Oxnard Police Explorer Program is affiliated with the Boys Scouts of America.

The Oxnard Police Explorer Program provides a combination of education, training, and practical competitive recreational activities for youth between the ages of fourteen to twenty-one years of age. This year’s group started with 39 recruits, of whom 34 will graduate tomorrow after 150-hours of Academy hours. “We had nearly 50 instructors teach at this year’s academy, including the SEU/SWAT, K9, Narcotics, Robbery, Gangs, Graffiti, Domestic Violence, and outside agencies,” said Oxnard Police Officer and Explorer Advisor Jacob Jundef.

[Note: This may be more or just short of the total amount of recruits combined from all the other agencies in the County.]

The program is run under the supervision of Commander Andrew Salinas, Sergeant Humberto Jimenez and 7 associate advisors.

After Saturday’s graduation, the Oxnard Police Department now has a total of 47 Explorers who are vital in assisting the Oxnard Police Department with traffic control for special events, DUI sobriety check-points, Dallas Cowboys camp, and the annual Strawberry Festival.

They continue to their development with bi-monthly training and physical training for competitions across the country.

On 7-12-13, at approximately 1342 hours, officers from the Oxnard Police Department and EMS personnel responded to the 4800 block of Terrace Avenue in reference to a call of a fight involving a knife. The victim, male, 23-years old, Oxnard resident, was found in the 4600 block of Terrace Avenue suffering from multiple lacerations on his face and head.

Castaneda was uncooperative with officers and refused to provide information involving the suspects. Witness at the scene described the suspects as a Hispanic male and a Samoan male. Witness said that Castaneda was assaulted with a knife and a steel pipe.

Castaneda was transported to Ventura County Medical Center and was listed in stable condition.
