DETAILS:
On October 16, 2015, at approximately 2300 hours, officers from the Special Enforcement Unit (SEU) and K9 Unit were conducting gang enforcement near First Street and McKinley Street when officers attempted to contact a group of known gang members.

Ernesto Viveros was in possession of a loaded .40 caliber handgun and arrested. Several other subjects fled into a nearby yard. An area search was conducted and Arturo Suarez Jr, Luis Aguilar, and Miguel Ruiz were located hiding in surrounding yards. Suarez had outstanding warrants, Aguilar was arrested for gang injunction violations, and Ruiz was in violation of his probation.

The Oxnard Police Department Special Enforcement Unit is committed to reducing gang crimes and related violence in the City of Oxnard through the strict enforcement of laws specifically targeting known, active gang members residing in the city. DETAILS:
On October 19, 2015, at approximately 5:30 p.m., officers from the Special Enforcement Unit (SEU) and K9 Unit were conducting gang enforcement near Saviers Road and Laurel Street. Officers conducted a traffic stop of a silver BMW X5 for a mechanical violation.

During the traffic stop the driver and front passenger of the car told the officers that the subject seated in the back seat, later identified as 25 year old Oxnard resident Alexander Baez, had jumped into their car while they were stopped at a stop sign. Neither one knew who Baez was. Baez ordered the driver to drive southbound on Saviers Rd. The driver complied with Baez fearing that he was possibly armed. As the officers were being given this information Baez attempted to flee from the vehicle. The officers gave chase and after a brief struggle were able to take Baez into custody. Baez is a documented gang member and has been served with the civil gang injunction. Baez is currently on probation and parole. Baez was arrested and charged with kidnapping, violation of a gang injunction, parole violation, resisting arrest, and was arrested for an outstanding misdemeanor warrant. It is unknown what Baez’s motive was. Baez was not armed and neither victim was harmed during this incident.

On Monday, October 26, 2015, between 1:00 p.m. and 5:00 p.m., the Oxnard Police Department Traffic Unit will be deploying officers throughout the city limits to conduct bicycle and pedestrian safety enforcement.

The Oxnard Police Department wants everyone to be aware of precautions that can be taken to reduce the number and severity of collisions involving pedestrians and bicyclists. Pedestrians are reminded to obey regulatory traffic signs and only travel in areas where it is permitted and safe to walk. Bicyclists should follow all traffic laws and wear an appropriate helmet at all times to minimize injuries in the event of a collision or fall.

Drivers are also reminded to share the road and watch out for pedestrians and bicyclists as they travel on our roadways. Extra caution should be used in areas of schools and crosswalks. California law requires drivers to maintain a distance of three feet when passing bicyclists. If a driver is unable to give a cyclist three feet, due to traffic or road conditions (including the weather and width of the highway), the driver must instead slow to a reasonable speed and pass when doing so would not endanger the bicyclist.

Funding for this operation is provided to the Oxnard Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

On 10/27/15 at approximately 2 a.m., a victim was heard yelling in the 1500 block of S. Oxnard Blvd. Officers contacted the victim walking in the area of Commercial Avenue and Oxnard Blvd. bleeding from a serious stab wound to his abdomen. The victim was unable to give any details about the incident or any suspect information. He was transported to Ventura County Medical Center and is in stable condition.

The investigation is ongoing and the Oxnard Police Department is in search of any witnesses to this event. On 10/27/15 at approximately 0204 hours, Oxnard police officers responded to a stabbing victim heard yelling in the 1500 block of South Oxnard Boulevard. Officers found the victim, 50 year old Paul Blevins, with life threatening stab wounds. Blevins was transported to the Ventura County Medical Center. Despite the lifesaving efforts of the medical staff, Paul Blevins succumbed to his injuries and died at approximately 1830 hours on 10/27/15. This incident is being investigated as a homicide. This is Oxnard’s eleventh homicide of the year.

The motive for this homicide is unknown at this time, and investigators are seeking the public’s assistance. On December 15, 2015 at approximately 0600 hours, Oxnard Police Officers received a call of a robbery involving a firearm in the south alley of the 300 block of Hill Street. The victim told officers he was asleep in his vehicle when he was approached by two subjects, one in possession of a firearm. During the incident, he was assaulted and robbed of his personal property. The suspects then fled in a light colored four door sedan.

On 12-15-15 at approximately 0630, a similar incident occurred in the 1400 block of South D Street. The victim reported that they were approached by two male subjects who demanded the victim’s bicycle. One suspect simulated a weapon then assaulted the victim. One suspect fled on the bicycle and the other in a light colored four door sedan.

On December 18, 2015, at approximately 6:42 pm, Officers responded to a burglary call for service in the 1800 block of Napoleon Avenue, Oxnard. It was reported that there were suspicious subjects still loitering in the area, who may be involved. Upon arrival, Officers contacted the group of subjects and checked the area for contraband. A loaded firearm was located during the search and Jose Cardenas, a 20 year old Oxnard Resident, was arrested for firearm related charges. Cardenas was booked into Ventura County Jail for the violations.

At the beginning of 2014, the Oxnard Police Department launched the Operation Safer and Stronger initiative, as well as the Firearms Strike Team (FAST) led by the Violent Crimes Unit, to proactively remove firearms from prohibited persons in the city. The objective of the initiative and FAST is to reduce gun violence in Oxnard through education, intervention and enforcement.

On Tuesday, December 29, 2015, at about 10:03 p.m., officers from the Oxnard Police Department and EMS personnel responded to the intersection of Saviers Road and Date Street in reference to an injury collision involving a single vehicle.

Preliminary investigation indicates that the Nissan was traveling southbound on Saviers Road approaching the intersection of Date Street. For an unknown reason, the Nissan lost control, veered off the roadway and collided with a large tree located at the south west corner of the intersection. The driver was pronounced dead at the scene. A female passenger, Angela Aguilera, was transported from the scene to the Ventura County Medical Center where she is listed in stable condition with moderate injuries.

It is unknown if alcohol and/or drugs are factors in the collision. The collision is still under investigation.

On January 12, 2016, at about 12:39 p.m., officers from the Oxnard Police Department and EMS responded to a hit and run traffic collision involving a vehicle and a 95-year-old pedestrian identified as Ursulo Rodriguez. The collision occurred in the Vineyard Plaza located in the 2300 block of North Oxnard Blvd.

Preliminary investigation indicates that an unknown vehicle collided into the pedestrian in a parking lot. After the collision, the driver fled in the vehicle in an unknown direction. The pedestrian was transported to the Ventura County Medical Center and is listed in critical condition.

It is unknown if alcohol and/or drugs are factors in the collision. The collision is still under investigation.
