On July 26^th, 2013, between the hours of 6:00 P.M. and 12:00 A.M., officers from the Oxnard Police Department conducted two DUI/Driver’s license checkpoints.

The first checkpoint was conducted in the southbound lanes of Saviers Road just north of Laurel Street and the second checkpoint was conducted in the eastbound lanes of Channel Islands Blvd. just east of Peninsula Road.

Officers screened 913 motorists who passed through the checkpoints and conducted three DUI investigations on drivers who had been drinking alcohol and/or using drugs while driving. Of those investigations, one driver was arrested for driving a motor vehicle while under the influence of alcohol and one driver was arrested for driving on a suspended driver’s license, being in possession of marijuana, and narcotics paraphernalia.

Citations were issued to six drivers for various Vehicle Code violations. Seven drivers were issued citations for driving without a valid driver’s license, three drivers were cited for driving with a suspended driver’s license, and four vehicles were towed from the checkpoints.

The Oxnard Police Department will continue to conduct DUI enforcement operations this year. These DUI operations are an effort to reduce the number of alcohol related crashes and to make our roadways and community safer. We also remind people that if they see an impaired driver to dial 911. These DUI enforcement operations are funded by grants from the California Office of Traffic Safety (OTS) and through the National Highway Traffic Safety Administration.

INCIDENT:	Carjacking and Arson

DETAILS: On 8/26/13 at approximately 2220 hours, Oxnard police officers responded to the 5200 block of Charles Street reference a carjacking. The officers spoke to the victim, a 21 year old Hispanic female and resident of Oxnard. The victim was not injured during the crime.

The victim told police that she was seated in her car waiting to give a relative a ride to the hospital when two Hispanic males approached her. One of the males, Suspect #1, brandished a knife at the victim and told her to exit her vehicle. After the victim exited her vehicle, Suspect #1, got into the driver seat and another Hispanic male, Suspect #2, entered the passenger seat. Both suspects fled the area in the victim’s vehicle.

At approximately 2345 hours, the vehicle was located in the alley of the 3000 block of South G Street. The vehicle was set on fire. The fire was put out by the Oxnard Fire Department. There were no injuries.

Investigators are looking into this case.

DETAILS:

On 9/2/13 at about 1600 hours, officers from the Oxnard Police Department responded to the area of the 1200 block of Stellar drive in reference to a possible suicidal subject. Officers located the subject, a 40 year old Oxnard resident, and found he was in possession of a knife. The subject was also making statements indicating he wanted to harm himself. An armed standoff ensued.

The subject refused to comply with officers’ orders. Officers attempted to negotiate with the subject for approximately 2 and ½ hours in an attempt to gain his compliance. Members of the Oxnard Police Department’s crisis negotiators also responded to the scene as the dialogue continued. The standoff ended peacefully at about 1845 when the subject ultimately complied with officers, and was taken into police custody. He was transported to Ventura County Behavioral Health for assessment.

DETAILS: On Sunday, September 15th, 2013, Mexico’s independence from Spain will be celebrated during the annual Fiestas Patrias Parade held in downtown Oxnard. Over 60 entries are expected to participate in this year’s parade. The parade is scheduled to start at 11:00 A.M. and is expected to end at approximately 1:00 P.M.

The parade will start at the intersection of C Street and 9th Street and travel northbound to Second Street where it ends in the parking lot of Oxnard’s City Hall. The Oxnard Police Department Traffic Unit will be handling the traffic control along the parade route and some of the nearby streets.

Starting at 10:30 A.M., all intersections on C Street between Wooley Road and Second Street will be closed for the parade. Two additional street closures for the parade’s staging area will be Ninth Street between C Street and A Street and A Street between Wooley Road and Eighth Street. Spectators arriving to watch the parade are urged to park their vehicles in the multi-level parking structure located at the corner of Third Street and B Street.

DETAILS:
At 1904 hours, Oxnard police officers and members of the Ventura County Auto Theft Task Force conducted a joint operation to address stolen vehicle issues in Oxnard. During the operation investigators observed subjects attempting to steal a parked motor vehicle. After a brief foot pursuit, Esteban Lopez, an 18-year old Oxnard resident and two male juveniles were arrested.

Lopez was booked in the Ventura County Mail Jail for 10851 CVC (stolen vehicle) and 182 PC (conspiracy to commit a crime), and the two juveniles were booked into Juvenile Hall (also for 10851 CVC and 182 PC).

An investigation is continuing.

On September 23, 2013, at about 1815 hours, officers and EMS personnel responded to a traffic collision involving a vehicle and a pedestrian in the 1200 Block of South “K” Street. Upon arrival, officers learned that a black pick-up truck had collided with a 10 year-old pedestrian in the street. The truck also dragged the pedestrian’s bicycle in the street as the truck continued south. It was unknown if the pedestrian was riding the bicycle at the time of the collision.

The driver of the pickup fled the scene. The vehicle was later found abandoned in the 1400 Block of South “J” Street, and was impounded for evidence. The driver, described as a Hispanic male adult, was not located.

The victim was transported to VCMC where he appeared to suffer a leg fracture. The injury was not life-threatening.

On October 29, 2013, at about 6:56 P.M., officers from the Oxnard Police Department and EMS personnel responded to the 2100 block of North Ventura Road in reference to an injury traffic collision involving black Toyota Camry, a white Ford van and a pedestrian. When officers arrived, they found that the Toyota had struck the pedestrian and then collided with the Ford van.

Preliminary investigation indicates that the Toyota Camry, driven by Edgar Raymond Cruz, was traveling southbound on Ventura Road. The Ford van was parked along the west curb line of the 2100 block of North Ventura Road facing southbound. Just prior to the collision, Pedestrian Jose Antonio Renteria had stepped off the sidewalk and was standing in the roadway at the rear of the van. For an unknown reason, the Toyota veered to the right and collided into Pedestrian Renteria and the rear of the van.

Jose Antonio Renteria died at the scene as a result of the injuries sustained from the collision. Driver Cruz sustained minor injuries from the collision and was transported to a local hospital.

It is unknown if drugs or alcohol were a factor in the collision.

On 11-15-13, at 1533 hours, officers responded to the recycling center located in the 100 Block of South Del Norte Boulevard. Staff there advised they had located a suspicious object. Staff evacuated as officers responded.

Officers established a large perimeter and tried to visually inspect the object from a safe distance. Because officers were unable to determine what the object was from a distance, the Ventura County Sheriff’s Office Bomb Squad was dispatched. Security personnel from Naval Base Ventura County were also consulted.

The Ventura County Sheriff’s Office Bomb Squad used their robot to check and clear the suspicious object. It was determined the device was a military training device and posed no danger. It was learned that this device was appropriately disposed of.

(OXNARD, Calif) – On November 23, 2013, at about 2250 hours, Officers from the Oxnard Police Department were working enhanced gang enforcement in various neighborhoods throughout Oxnard due to recent incidents.

Officers conducted a traffic stop in the area of Sarita Drive and Second Street. During a search of the vehicle, the officers located a loaded handgun in the vehicle. The driver and lone occupant, Ronald Campos of Oxnard, was arrested for various firearm-related charges.

Campos is currently in the Post Release Offender Program, created by Assembly Bill 109 – the 2011 Public Safety Realignment – which was effective October 1, 2011. This program mandates that individuals sentenced to non-violent, non-serious (irrespective of priors) or non-sex offenses will serve their sentences in county jails instead of state prison. The public should be aware that release under AB 109 is based on the offender’s most recent committing offense. Prior convictions arenot considered.

DETAILS:
On November 24, 2013, at about 3:46 A.M., officers from the Oxnard Police Department and EMS personnel responded to the intersection of “J” Street and Cedar Street reference a traffic collision involving a white Toyota Corolla and several parked vehicles. When officers arrived, they found an unconscious male in the Toyota that had collided with a Pontiac Bonneville, a Chevy Blazer, and a chain link fence.

The preliminary investigation indicates that the Toyota Corolla, driven by an unidentified Hispanic male, was traveling northbound on J Street towards Cedar Street. For unknown reasons, the vehicle failed to negotiate and bend in the roadway and crossed into the opposing lane of traffic. The vehicle then collided with two parked vehicles and into a chain link fence.

The driver of the Toyota was transported to a local hospital and is listed in “serious but stable” condition.

Alcohol is suspected to be a factor in this collision.
