On 8-31-12, at about 1700 hours, two black males were observed driving up in a silver Scion XB or Kia Soul and stopping at the business located at 2221 Sturgis Rd. The store was just closing when these subjects entered. One suspect produced a handgun and attempted to obtain money from the clerks. One of the clerks was shot. The suspects fled in the suspect vehicle without taking any property.

The clerk was rushed to Ventura County Medical Center and listed in stable condition.

DETAILS:
On 9-20-12, at about 2156 hours, an Oxnard police officer was conducting an investigative traffic stop in the 700 block of Arcturas Avenue when he heard an explosion nearby. This officer and others responded to storage units in the area and located several units with damage. Oxnard Fire Department personnel were requested responding to the location.

A small number of people in the immediate area were evacuated as a precaution while fire personnel put a small fire out and ensured there were no safety issues. During the Oxnard Fire Department operations and police investigation, a substantial legal marijuana cultivation system was located. Oxnard Code Compliance personnel responded to investigate suspected code violations in other units.

The cause of the fire is still under investigation. Several persons sustained very minor fire related injuries. None were hospitalized. No arrests were made.

On 10/27/12, at approximately 2103 hours, officers responded to a call of a shooting victim in the 4300 block of Dallas Dr. Officers located two shooting victims, one of which sustained significant injuries. Preliminary information shows that an argument occurred prior to the shooting. The suspects were seen fleeing the area in a black colored SUV. One victim was transported to the Ventura County Medical Center where he was admitted. The investigation is ongoing. No further information is available at this time.

Officers attempted to stop a stolen vehicle in the area of Deodar Ave and “C” St. The vehicle fled at a high rate of speed. Officers located the vehicle moments later in the 400 block of South “E” St. Officers located the two suspects that were in the vehicle in a nearby residence. The subjects were found to be on probation with gang terms. The two subjects were also found to be in possession of firearms and ammunition. One of the firearms located was found to be stolen. Suspect Cervantes was booked into the Ventura County Jail for weapon charges. The juvenile was booked into Juvenile Hall for various weapon and narcotic charges. The juvenile was also charged with driving the stolen vehicle.

On October 31, 2012, at approximately 10:30 a.m., Oxnard PD received a call of a residential burglary in progress in the 500 block of La Canada Ave. When officers arrived they observed a front window with the screen removed. Officers surrounded the victim residence. Vicente Perez Hernandez was detained as he was exiting the residence from a side door. Officers recovered the victim’s property. Hernandez was arrested for residential burglary.

On 12/09/2012, at approximately 1915 hours, victim Lopez responded to the Oxnard Police Department to report a robbery that occurred at Marina West Park. Lopez advised that he is a City of Oxnard, Parks and Recreation employee and had just locked the bathrooms to the park when he was confronted and surrounded by approximately 10 subjects, 8 of them had bandanas covering the bottom portion of their faces. Two other suspects threatened and assaulted victim Lopez while holding knives. These two subjects obtained victim Lopez’s wallet with an unknown amount of cash. Prior to fleeing the area one of the suspects took property from victim Lopez’s city work truck and also vandalized the tires which was parked in area.

All suspects were last seen fleeing towards Novato Dr.

On December 22, 2012, at approximately 1611 hours, Oxnard Police officers were dispatched to the 500 Block of W. Channel Islands Blvd reference two shots heard in the alley. Subjects were also heard arguing.

Upon arrival, officers located a male victim with stabs wounds to his upper torso. He was transported to VCMC and was taken immediately into surgery. He was listed in critical but stable condition.

Two additional victims involved in the incident were contacted and stated they were assaulted by several male subjects who appeared to be in their 20’s. These subjects were not seriously injured.

On May 27, 2011 at approximately 10:07 PM officers responded to a call of a shooting victim in the 300 block of Cuesta Del Mar, Oxnard. Police units arrived minutes later and found the victim, later identified as City of Oxnard resident Jesus Valentin, on the sidewalk. Valentin was suffering from a gunshot wound to his upper body and was pronounced dead at the scene by medical personnel.

Witnesses told responding officers that the suspect drove up in a black full-sized extra cab pick-up truck; the passenger exited the truck and started arguing with several subjects standing on the sidewalk, including the victim. During the argument the suspect pulled out a weapon and shot the victim. As the investigation into the murder of victim Valentin progressed, information was developed which identified 31-year old, then Oxnard resident, Mauricio Guzman, as being the suspect in this incident. In January of 2012, a warrant was obtained for Guzman’s arrest for the murder of victim Valentin. Mauricio Guzman is an admitted member of the Southside Chiques Street gang.

The investigation also revealed that Guzman fled to Mexico in the days following the murder with the intent of avoiding being held responsible for this crime. Homicide investigators worked with the Los Angeles branch of the United States Marshall Service and the United States Department of Justice, to facilitate the apprehension of Guzman in Mexico. In August of 2012, the Mexican government issued an arrest warrant for Guzman related to the Jesus Valentin Murder. Guzman was located a short time later in Tijuana, Mexico and taken into custody for this warrant. Guzman was then transported to Mexico City, Mexico where he faced extradition proceedings.

On December 31, 2012, investigators were informed that Guzman was to be extradited to the United States. On January 9, 2013, with the assistance of the United States Marshall Service, Guzman was returned to the United States and booked into the Ventura County Jail for the outstanding murder warrant. His bail is currently set to $2.5 million.

This arrest is the result of an exhaustive investigation which included countless investigative man-hours and a cooperative effort involving multiple local and federal law enforcement agencies. The Ventura County Sheriff’s Department; Ventura County District Attorney’s Office; United States Department of Justice, Office of International Affairs; and the United States Marshall Service all played key roles in this successful investigation.

Oxnard, CA – Oxnard Police Department Traffic Unit will be conducting a DUI/Drivers License Checkpoint on Friday, January 18^th at an undisclosed location within the city limits between the hours of 9:00 p.m. to 3:00 a.m.

The deterrent effect of DUI checkpoints is a proven resource in reducing the number of persons killed and injured in alcohol or drug involved crashes. Research shows that crashes involving alcohol drop by an average of 20 percent when well-publicized checkpoints are conducted often enough.

Officers will be contacting drivers passing through the checkpoint for signs of alcohol and/or drug impairment. Officers will also check drivers for proper licensing and will strive to delay motorists only momentarily. When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving. Drivers caught driving impaired can expect jail, license suspension, and insurance increases, as well as fines, fees, DUI classes, other expenses that can exceed $10,000.

In 2010, over 10,000 people were killed nationally in motor vehicle traffic crashes that involved at least one driver or motorcycle rider with a blood alcohol concentration (BAC) of .08% or higher. In California, this deadly crime led to 791 deaths because someone failed to designate a sober driver. “Over the course of the past three years, DUI collisions have claimed 6 lives and resulted in 600 injury crashes harming 348 of our friends and neighbors,” said Senior Officer Jamie Brown.

According to the National Highway Traffic Safety Administration (NHTSA), checkpoints have provided the most effective documented results of any of the DUI enforcement strategies, while also yielding considerable cost savings of $6 for every $1 spent. Based on collision statistics and frequency of DUI arrests, DUI Checkpoints are placed in locations that have the greatest opportunity for achieving drunk and drugged driving deterrence. Locations are chosen with safety considerations for the officers and the public.

Funding for this checkpoint is provided to the Oxnard Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to continue to work together to bring an end to these tragedies. On Thursday, January 31, 2013 starting at about 9:00 p.m. Oxnard Police Officers responded to four separate robbery incidents throughout the city. In each robbery the suspects were described as driving a dark colored older model van.

Just after midnight Officers located a van with a similar description parked in the north alley of the 1300 block of Althea Court. The van was occupied by two males identified as Johnny Jimenez, 18 years of age and Ezequiel Mendez 21 years of age. These two subjects matched the description of the suspects in the robbery incidents. They were both found to be in possession of stolen property that was taken during some of the robbery incidents. Both Jimenez and Mendez were arrested and charged with multiple robberies.
