DETAILS:DETAILS: On January 26, 2014 at approximately 5:31PM, the Oxnard Police Department’s Emergency Communications Center received a call of a fight in the 100 block of South C Street, Oxnard. Oxnard Police Officers and emergency medical personnel were dispatched. When officers arrived, they located the unconscious victim, identified as Alexander Ysidro Flores Ramirez. Ramirez was immediately transported to the Ventura County Medical Center for treatment. Ramirez was stabilized, but became unconscious.

Ramirez had been hospitalized since the fight. On March 5, 2014 Ramirez’s condition deteriorated and he passed away. On March 7^th 2014, an autopsy was conducted by the Ventura County Medical Examiner’s Office. The medical examiner determined that Ramirez’s death was a homicide.

Investigators are following up on several leads and motives at this time. This is Oxnard’s fourth homicide this year. The City of Oxnard offers a $10,000 reward for information leading to the arrest and conviction of suspect(s) in homicide cases.

DETAILS:

On 2-24-14, at 2240 hours, officers investigated a call of graffiti vandalism at Pacifica High School, 600 E. Gonzales Road. The graffiti vandalism committed at the school cost an estimated $5,000 to remove and clean. An investigation led to the arrests of two 15-year old males.

Graffiti investigators also determined the juveniles were responsible for additional graffiti vandalism that occurred within the city that caused an estimated $11,000 in damage.

DETAILS: In keeping with the Chief of Police’s message, “Working toward a Safer, Stronger Community,” the Oxnard Police Department has established a hotline phone number that residents and community members can use to call and report gang activity or persons who are illegally in possession of firearms.

The hotline was established so persons with information about gang activity, including gang assaults or other gang related crimes, can call and report that specific information to police investigators. The hotline is also available so citizens can call to report on individuals that are illegally in possession firearms. A person can illegally possess a firearm as the result of a specific criminal conviction, such as assault with a deadly weapon, witness intimidation, or making criminal threats. A person can become prohibited from owning or possessing a firearm due to a valid restraining order against them, terms of their probation or parole, or their mental health status.

The goal of the hotline is to obtain information from the community that can assist investigators in solving violent crimes, but more importantly, to remove guns from prohibited persons before they can be used to commit additional crimes.

Community members that call the hotline, (805) 982-7043, can remain anonymous or leave their contact information and an investigator will call them back.

On 3/17/14, at about 2000 hours, officers from the Oxnard Police Department located the 2003 Ford Mustang that was stolen at about 0600 hours this morning and was related to a kidnapping. The vehicle was located in the area of Channel Islands Boulevard and Rose Avenue. After a brief vehicle pursuit, the vehicle stopped and the occupants were arrested. Nobody was injured as a result of the vehicle pursuit.

On 3/17/14, at about 1430 hours, Officers from the Oxnard Police Department began investigating criminal a complaint of criminal threats. The victim claimed that the suspect, 18 year old Joseph Gomez, had sent threatening text messages to the victim. Gomez also indicated to the victim that Gomez possessed a handgun.

Officers from the Special Enforcement Unit later located Gomez in the 500 Block of Hobson Way and arrested him for the criminal threats. Officers searched his residence and located and seized a handgun.

DETAILS: On April 18, 2014 at approximately 2030 hours, officers from the Oxnard Police Department responded to a call of an interrupted residential burglary in the 1400 block of Marsella Drive. Upon arrival, officers learned that a resident had returned home from church services, and upon entering the front door to his home, was confronted by a subject who was unknown to him. The resident became involved in a struggle with the subject, during which the subject sustained a laceration to the top of his head. The resident detained the subject while his wife contacted the police department. The subject was found to have property belonging to the victim on his person. It is believed that a second suspect may have been involved as an accomplice. Rogelio Madrigal was booked into Ventura County Jail on charges of residential burglary.

On 4/21/14 at approximately 2040 hours, officers from the Oxnard Police Department responded to the 3600 Block of Saviers Road (Little Caesar’s Pizza) reference a call of a robbery. Employees told officers that the suspect entered the restaurant with a handgun and demanded money. The suspect obtained an undisclosed amount of cash from the register and fled the business.

A witness advised police that a possible suspect had jumped the fence to Blackstock School located at 701 E. Bard Road. Officers searched the area, but were unable to locate the suspect. The Special Enforcement Unit (SEU) and a K-9 officer also participated in the search.

The suspect was described as a male in his 40’s wearing a ski mask and dark clothing.

No one was injured during the incident and the suspect is still outstanding.

DETAILS: The Kiwanis Club of Oxnard presented the 46th Annual Police Officer of the Year and Employee Awards Luncheon this afternoon at the Tower Club in Oxnard.

During the ceremony, Officer Mike Wood was recognized as the Oxnard Police Officer of the Year for his extraordinary and exemplary service to our department and community. Since given the position as the POII assigned to District 4, spanning south Oxnard, Officer Wood has demonstrated full-confidence in his approach to make sound decisions and in his leadership ability – a great asset to any organization.

Aside from his duties as a District Officer, Officer Wood is a member of the Oxnard Police Hostage Negotiation Team, a Field Training Officer, First Aid Instructor, and an Associate Oxnard Police Explorer Advisor. He was a catalyst and co-writer for the Oxnard Police Explorer Academy, which was recognized as one of the best Academies with the Boys Scouts of America. He is not only a great leader, but also a great role model.

Also recognized at the event were Senior Officer and Detective Juanita Suarez, Officer Scott Matalon, and Senior Officer and Detective Dale McAlpine who were Officer of the Year Nominees and received Community Service Awards from Kiwanis of Oxnard.

On 4-24-14, at about 1100 hours, detectives from the Oxnard Police Department’s Narcotic Street Team served a search warrant at a residence in the 4300 block of Beaumont Avenue after detectives received tips of marijuana being grown at the location.

Detectives contacted suspects Duane Fowler and Jackie Wagner; owners of the home. Detectives located what is referred to as a “marijuana grow” in the residence. Detectives also located evidence of a marijuana extraction lab which is utilized in removing THC (the active ingredient in marijuana) from the marijuana plants and into “wax” form. This process is highly flammable and at times has been known to cause explosions. Detectives also located evidence of sales of methamphetamine and stolen property.

Detectives learned that the couple’s two-year old child was also living in the home under these conditions. Child Family Services responded to the scene.

Detectives also seized numerous rifles, handguns, narcotics and a large amount of cash. Both suspects were arrested and later booked at the Ventura County Jail for numerous felony charges.
In an effort to address the recent increase in firearms-related crimes, the Oxnard Police department launched the Operation Safer and Stronger Initiative, as well as the Firearms Strike Team (FAST) led by the Violent Crimes Unit to proactively remove firearms from prohibited persons within the city. The Oxnard Police Department continues to encourage residents to be partners in public safety as part of the Operation Safer and Stronger initiative. We are encouraging residents to report crime. DETAILS:
On May 1, 2014, at about 6:44 PM, officers from the Oxnard Police Department and EMS personnel responded to Ventura Road south of Vineyard Avenue after receiving a call of a single-vehicle traffic collision. Emergency personnel found that the vehicle, a 2006, Nissan Platina had struck a tree and found the driver, the sole occupant, suffering from major injuries.    The driver was transported to the Ventura County Medical Center where he succumbed to his injuries

Responding officers conducted the preliminary investigation and determined that the Nissan was traveling southbound on Ventura Road and, for unknown reasons, veered to the left, drove onto the center median, and collided into a palm tree.

It is unknown if alcohol or drugs were a factor in this collision.
