(OXNARD, Calif)– Between 2006 and 2012, the City of Oxnard had five homicides that investigators believe were committed by members of the Lemonwood Chiques gang. In August of 2012, the Oxnard Police Department formed a special task force to solve these homicides. As a result of the task force’s extensive investigation, the Department arrested 18 year old Cristian Santos for the October 12, 2011 homicide of Sergio Arroyo. Santos was subsequently convicted for this homicide.

On January 17, 2009 at approximately 8 p.m., officers from the Oxnard Police Department responded to a call of a fight with shots fired in the 2700 block of El Dorado Ave. Upon the officer’s arrival, they located two victims who had sustained stab wounds. A third victim showed up at the hospital an hour after the incident with a minor stab wound. One of the victims, 28 year old Alfredo Vargas, underwent emergency surgery and died at approximately 2:30 a.m. The task force was able to develop several leads on the Alfredo Vargas homicide. On March 25, 2013, the Ventura County District Attorney’s Office filed charges on Alexis Ramirez in connection with his role in this homicide. He is currently in custody at CDCR, Norco for charges unrelated to this investigation.

There are several outstanding suspects in the Alfredo Vargas homicide as well as the other four homicides involving the Lemonwood Chiques gang. We are currently to the point in the investigation that we will be able to make additional arrests in the near future for these homicides. These investigations are the result of countless hours and a cooperative effort involving multiple local law enforcement agencies. The Ventura County Sheriff’s Department and the Ventura County District Attorney’s Office all played key roles in this successful investigation.

INCIDENT:	Strong Armed Robbery

DETAILS:
On 4/5/13 at approximately 1600 hours, Oxnard police officers were dispatched to a strong armed robbery that occurred in the 600 block of La Canada Avenue, Oxnard.

The officers contacted the victim at the scene. The victim said he was confronted by a large group of male suspects. The suspects demanded the victim’s property. When the victim refused to give up his property, the suspects assaulted the victim and took his property. After the robbery, the suspects fled the scene and the victim was able to notify the police. The victim told officers he last saw the suspects enter a residence in the 3600 block of Fournier Street.

Officers were searching the 3600 block of Fournier Street when the officers attempted to contact a group of males that matched the description of the robbery suspects. The suspects fled into a residence and tried to flee out the back of the house, but were apprehended by police. The victim was able to positively identify the males as the suspects that assaulted and robbed him.

The robbery suspects were identified as 20 year old Alejandro Mendoza, 18 year old Saul Guillen, and a 17 year old juvenile. All three suspects are residents of Oxnard. All three suspects were arrested and charged with robbery.

DETAILS:

On July 30, 2013, at about 4:03 P.M., officers and EMS responded to an injury traffic collision involving a single vehicle on Fifth Street west of Victoria Ave. Upon arrival, officers found that a blue Ford Escape had rolled into the drainage ditch of Fifth St west of Victoria Ave. First responding officers found that the two occupants of the vehicle were trapped in the vehicle and were subsequently extricated by Oxnard Fire Department.

Preliminary investigation indicates that the Ford was travelling west on Fifth Street from Victoria Ave. The Ford, driven by Victoria Kelley, suddenly swerved out of control into the drainage ditch on Fifth Street.

The female driver and the passenger of the Ford were transported to Ventura County Medical Center by Gold Coast paramedics for medical attention and are listed in stable condition.

It is unknown if drugs or alcohol were a factor in the collision.

(OXNARD, Calif), On Tuesday, August 13, 2013, at about 1 a.m., the City of Oxnard’s Public Safety Operations Center received a 9-1-1 call regarding a 19 month-old child not breathing at an apartment complex in the 3900 block of Saviers Road. Oxnard firefighters, officers and emergency medical services were dispatched. The child was in pediatric full arrest and was taken to St. John’s Regional Medical Center in Oxnard where he died a short time later.

Oxnard police investigators responded to the scene, which is standard practice for all child deaths.

On September 1, 2013, at about 2120 hours, officers from the Oxnard Police Department responded to a victim of a carjacking in the area of Perkins Road and Clara Street. The victim told the officers that he was seated in his vehicle in the alley of Perkins Road when he was approached by the suspect who brandished a handgun, and told the victim to exit the car. The victim complied; the suspect entered the driver’s seat of the vehicle and drove away towards Perkins Road. The victim described the suspect as a Hispanic male, with a shaved head and goatee, about 5’10” tall. There were no injuries.

On 10/26/13 at approximately 2248 hours, officers were dispatched to the 1100 block of South “L” Street regarding a suspicious death. When officers arrived they located a male subject deceased inside the residence.

The subject was a 49 year old Oxnard resident. His name is being withheld until his family is notified. At this time investigators don’t know the cause of death and are attempting to establish what occurred.

DETAILS:

On 11/2/13 at approximately 1030 hours, an Oxnard Police Department Officer attempted to conduct a traffic stop in the area of Camino Del Sol and Colonia Road. The vehicle yielded, the officer exited his patrol vehicle and approached the car at which point the car sped off at a high rate of speed. A vehicle pursuit ensued which lasted approximately 6 minutes.

During the pursuit, the driver of the vehicle, Raymond Granados, began driving erratically, which included failing to stop at multiple red lights, and speeding, all in an attempt to evade the officer.

The pursuit ended at the location of Camino De La Luna and Rose Ave when Granados vehicle became disabled. Granados was arrested for felony evading, felony warrant, obstructing the duties of a peace officer, and possession of narcotics.

DETAILS On 10/31/13 at approximately 1745 hours, Oxnard police officers responded to the intersection of Oxnard Boulevard and Saviers Road reference a shooting. At the same time, a female victim arrived at the Oxnard police department to report that her ex-boyfriend, identified as William Contreras, had been chasing her vehicle. At one point in the chase, the female victim said Contreras pointed a gun at her and fired a shot. Officers discovered a bullet hole in the female victim’s vehicle. At the time of the shooting, there were two other occupants in the vehicle. One of the occupants was the female victim’s 6 year old child.

On 11/3/13 at approximately 1400 hours, investigators from the Oxnard police department’s Violent Crimes Unit received information that Contreras was traveling to the Los Angeles area. This information was relayed to the California Highway Patrol and Contreras’s vehicle was located near the 101 Freeway and the 10 Freeway. CHP officers stopped Contreras’ vehicle and he was taken into custody without incident. A handgun was found in the vehicle. Contreras was transported back to Ventura County where he was booked into Ventura County jail for assault with a deadly weapon and an outstanding misdemeanor warrant.

DETAILS: On 11/16/13, at about 1155 hours, officers were dispatched to a residence in the 100 block of North Harrison. The anonymous reporting party stated that a 15 year old female was being held at this location and being forced into prostitution.

Officers arrived and contacted several children and adults at the location. They were able to locate the female in question who was also with suspect Rolando Ramirez and suspect Graciela Vasquez. The officers learned that Vasquez had taken the victim to the location and began inducing her to sexual acts with older men. It was also determined sexual acts had occurred between the victim and suspect Ramirez. Both Ramirez and Vasquez were arrested and booked in county jail.

During the investigation, officers located 10 additional children who were living in the home along with one adult female who rents the home. Officers are still determining the involvement of the adult female where the acts of prostitution were occurring. Children protective services were contacted and responded to the scene. The children were removed from the home.
