On 11-16-13, at about 2026 hours, officers from the Oxnard Police Department were on an enhanced patrol in response to recent violence.

Officers contacted Hernan Hernandez, an 18-year old resident of Oxnard, who had run from officers. Hernandez was detained and during a search of the area, officers discovered a loaded .380 caliber handgun that Hernandez admitted to dropping as he ran from officers.

Hernandez was arrested for 25850(a) P.C., possession of a loaded firearm.

DETAILS:

On Saturday, 12-7-13, the Downtown Oxnard Merchant’s Association will be hosting its annual Downtown Holiday Parade. The event will begin at 10:00 A.M. and conclude at 12:00 P.M. This will be followed by the 2013 Tamale Festival to be held in Plaza Park.

These events are expected to draw large crowds and traffic delays should be expected. The Oxnard Police Department will be handling traffic control to expedite the flow of traffic surrounding the event site. Starting at 9:00 am, all intersections on ‘C’ St from Second Street to Fifth Street, and ‘A’ St. from Fifth Street to Wooley Rd. will be closed to through traffic.

There will be “NO PARKING” signs posted on and around the parade route. The recommended parking area for persons attending the parade and other downtown events is the downtown parking structure located at Third Street @ ‘B’ Street.

These traffic flow modifications are taking place to assist in relieving the traffic congestion from this event in a timely and orderly fashion, with caution for pedestrians.

On 12-7-13, at 1152 hours, officers responded to a call of shots fired in the 1800 Block of Napoleon Avenue.

Witnesses advised officers that a red sedan, possibly a Ford, pulled up where subjects were working outside at a residence. A male passenger, described as being 5-9, got out and fired multiple shots at the workers. A residence and vehicle were struck by bullets. Fortunately, no individuals were struck. There were no injuries.

The suspect got back into the vehicle and it fled.

DETAILS:

On 12-20-2013, at 0845 hours, the Oxnard Police Department received a 9-1-1 call in reference to a shooting victim at 622 W. Juniper Street. When officers and emergency medical personnel arrived, they found a male subject who had been shot. EMS began medical care and transported him to the Ventura County Medical Center. Despite life-saving efforts, the victim later died from his injuries.

Another male subject was with the victim when he was shot at the location on Juniper Street. The Department is currently not releasing the name of this person. The investigation is in the preliminary stages and investigators are still determining what happened. This is an active investigation and more information will be released at a later time.

On January 18, 2014, at about 1:52 A.M., an Oxnard Police Officer and Police Explorer were sitting in a marked black and white police unit blocking traffic for a traffic collision investigation, when they were rear ended by Javier Oros. Oros was determined to be under the influence of an alcoholic beverage and was arrested at the scene for felony driving under the influence.

All involved parties sustained minor injuries and were treated at the Ventura County Medical Center.

Oros was later booked into the Ventura County Jail.

On March 11, 2013 at approximately 2230 hours, Oxnard police officers were dispatched to a call of shots fired in the area of First Street and Marquita Avenue. Shortly after arriving on scene, officers were notified of a shooting victim at Saint John’s Hospital.

Detectives learned the victim was driving a vehicle when he slowed and stopped for a stop sign at the intersection of First Street and Marquita Avenue. A suspect approached the victim’s vehicle armed with a firearm and shot several times into the vehicle. The victim was seriously injured by the gunfire, but was able to transport himself to the hospital.

During the investigation, Oxnard resident Christian Rodriguez (18 years old) was identified as the suspect in this incident. On January 14, 2014, Rodriguez was charged with attempted murder for the March 11^th shooting. Rodriguez was already in custody for unrelated charges at the Ventura County Jail.

DETAILS:

On 1-26-14, at 2:09 A.M., officers and EMS personnel responded to the intersection of Rose Avenue and Raiders Way in reference to an injury traffic collision involving a bicyclist. When they arrived on scene, they located the bicyclist, Gerald Garcia, lying in the roadway.

Preliminary investigation indicated that a Volkswagen GTI was traveling southbound on Rose Avenue. Two bicylists, one of them Gerald Garcia, were riding southbound on Rose Avenue in the bicycle lane. According to a witness, for unknown reasons the GTI was traveling in the bicycle lane. The GTI collided with the rear of the bicycle being ridden by Garcia. Garcia was ejected from the bicyle. The GTI fled the scene of the collision with the bicycle still stuck underneath.

With the assistance of witnesses, officers were able to quickly locate the suspect vehicle and the bicycle a short distance away. The GTI was driven by Policarpio Diaz, 29 years, Oxnard resident. Diaz was the sole occupant of the vehicle and displayed objective symptomology of being under the influence of alcohol. Diaz was arrested and booked into Ventura County Jail for Felony DUI, Felony Hit and Run, Felony Vehicular Manslauther, and two outstanding misdemeanor DUI warrants.

Garcia suffered fatal injuries as a result of the collision.

(Oxnard, CA) The Oxnard Police Department is releasing the names of the officers who responded to Del Sol Park in Oxnard on February 5, 2014. The call involved 42-year-old Oxnard resident Rosa Guillen who was in possession of a handgun and had threatened suicide. Guillen had been at Ventura County Medical Center receiving medical treatment for a gunshot wound suffered during the event involving the officers.

Guillen was arrested Friday, February 21, 2014 for violation of section 417.4 of the California Penal Code – Brandishing a Replica Firearm. Guillen was booked into Ventura County Main Jail on this charge and an additional charge of Violation of Probation.

The Oxnard Police officers involved (all assigned to Patrol) are as follows:

DETAILS:DETAILS: On January 26, 2014 at approximately 5:31PM, the Oxnard Police Department’s Emergency Communications Center received a call of a fight in the 100 block of South C Street, Oxnard. Oxnard Police Officers and emergency medical personnel were dispatched. When officers arrived, they located the unconscious victim, identified as Alexander Ysidro Flores Ramirez. Ramirez was immediately transported to the Ventura County Medical Center for treatment. Ramirez was stabilized, but became unconscious.

Ramirez had been hospitalized since the fight. On March 5, 2014 Ramirez’s condition deteriorated and he passed away. On March 7^th 2014, an autopsy was conducted by the Ventura County Medical Examiner’s Office. The medical examiner determined that Ramirez’s death was a homicide.

Investigators are following up on several leads and motives at this time. This is Oxnard’s fourth homicide this year. The City of Oxnard offers a $10,000 reward for information leading to the arrest and conviction of suspect(s) in homicide cases.

On 2-24-14, at 2240 hours, officers investigated a call of graffiti vandalism at Pacifica High School, 600 E. Gonzales Road. The graffiti vandalism committed at the school cost an estimated $5,000 to remove and clean. An investigation led to the arrests of two 15-year old males.

Graffiti investigators also determined the juveniles were responsible for additional graffiti vandalism that occurred within the city that caused an estimated $11,000 in damage.
