INCIDENT: Serious Injury Collision

DETAILS:
On September 20, 2012, at about 7:41 p.m., Oxnard PD officers responded to the 500 block of South K Street after receiving a call of an injury traffic collision. Once on scene, officers and EMS personnel found a 12 year old male (name withheld) lying in the roadway. Witnesses advised that the juvenile had fallen or jumped from a silver Honda Pilot. The male was transported to Ventura County Medical Center with serious injuries.

 
Preliminary investigation indicates that the Honda Pilot, driven by Angel Rosette Jr., was traveling northbound in the 500 block of K Street at a slow speed. The 12-year old male juvenile was seated in the rear set of the Honda Pilot. For unknown reasons, the juvenile began to exit the vehicle through the right rear window. The juvenile subsequently fell out of the window. At this time it is undetermined if the juvenile jumped from the moving vehicle or fell out.
 
The juvenile is listed in serious but stable condition.

INCIDENT: Officer Involved Shooting

DETAILS:
On 10/13/12 at approximately 10:12 pm, Oxnard police officers attempted to make a traffic stop. The driver of the vehicle initially failed to stop for the officers. The driver eventually stopped his vehicle in the area of Second Street and Grant Avenue. The vehicle was occupied by three male subjects and they refused to comply with the officers’ instructions. For approximately 10 minutes, the officers tried to gain compliance from the occupants. During that time officers relayed information that one subject was talking on a cell phone and another was simulating a weapon with his hands.
 
While on scene, officers were advised by dispatch that the police department had just received a call from a nearby resident that the vehicle occupants had possibly brandished a handgun. As the officers coordinated their response and continued to try and gain the subjects’ compliance, the driver suddenly drove from the scene and attempted to evade the officers. After a short pursuit, the driver stopped his vehicle in the 100 block of North Garfield Avenue.
 
Preliminary information indicates the following: As soon as the driver stopped, two subjects exited the vehicle and ran from the officers. The officers chased the subjects and were fired upon. Multiple officers returned fire.
 
The scene was very chaotic with the gunfire and multiple subjects running on foot. Upon securing the scene, one subject was arrested. A second subject sustained a non-life threatening gunshot wound and was transported to a local hospital. There were two subjects that sustained fatal gunshot wounds. At this point in the investigation, investigators do not know the involvement of the fourth subject in this incident.
 
No officers were injured in the incident.
 
The Ventura County Sheriff’s Office is conducting the investigation, along with assistance from the Ventura County District Attorney’s Office and the Oxnard Police Department. The Oxnard Police Department will also conduct an administrative investigation.

DETAILS:

At 0038 hours, an Oxnard Police Department patrol officer went to stop a vehicle in the area of Hemlock Street and Ukiah Street for a traffic violation. The driver did not yield. Officers pursued the vehicle primarily in the area of Channel Islands Boulevard and Saviers Road. Speeds ranged from 30 to 55 MPH. At 0056 hours, the vehicle crashed into a light pole after having driven into a yard on Redwood Street near “C” Street.

As the suspect attempted to flee on foot, an Oxnard Police K9 apprehended the driver, later identified as Francisco Javier Dominguez, 25 years. Officers learned Dominguez had a felony parole violation warrant and admitted to having been “on the run.”

Dominguez was treated for minor wounds sustained when apprehended by the K9. Dominguez was booked in the Ventura County Jail for the felony warrant and failing to yield to officers.

DETAILS:

On November 18, 2012, at about 12:11 a.m., Oxnard PD officers responded to Victoria Avenue and Wooley Road after receiving a call of an injury traffic collision involving a vehicle and a pedestrian.  Once on scene, officers and EMS personnel found that a grey Infiniti had collided with a male, in his 30’s, in the intersection of Victoria Avenue and Wooley Road.  
 
Preliminary investigation indicates that the Infiniti, driven by Luis Gomez, was traveling southbound on Victoria Avenue towards a green light at Wooley Road. For unknown reasons, the pedestrian was traveling westbound in the area of the south crosswalk of Wooley Road at Victoria Avenue against a red light. Unable to avoid a collision, the Infiniti struck the pedestrian. The pedestrian was transported by Gold Coast Ambulance to Ventura County Medical Center where he is currently listed in critical condition. The identity of the pedestrian is currently not known.
 
Driver Gomez was not injured. It is undetermined if the weather conditions contributed to the collision.

On November 19, 2012, at about 6:59 p.m., Oxnard PD officers responded to the 2900 block of East Ventura Boulevard after receiving a call of an injury traffic collision involving a vehicle and a pedestrian.  Once on scene, officers and EMS personnel found that a silver Chrysler van had collided with a Hispanic male in the 2900 block of East Ventura Boulevard.   
 
Preliminary investigation indicates that the Chrysler, driven by Jimena Hernandez, was traveling westbound on Ventura Boulevard towards Orange Drive. For unknown reasons, the pedestrian, identified as Alberto Alejandre, walked northbound across Ventura Boulevard directly in front of the Chrysler. Unable to avoid a collision, the Chrysler struck Mr. Alejandre. Mr. Alejandre was transported by Gold Coast Ambulance to Ventura County Medical Center where he is currently listed in critical condition.
 
Driver Hernandez was not injured.

DETAILS:
On November 19, 2012, at about 8:02 p.m., Oxnard PD officers responded to the area of Ventura Boulevard and Del Norte Boulevardafter receiving a call of a single vehicle collision where the vehicle had overturned. Once on scene, officers and EMS personnel found that a gray Lexus ES330 had run off the road of Ventura Boulevard, just west of Del Norte Boulevard.   
 
Preliminary investigation indicates that the Lexus, driven by Adam Niel Side, was traveling eastbound on Ventura Boulevard towards Del Norte Boulevard. For unknown reasons, the Lexus drove off the roadway and onto a dirt shoulder at a high rate of speed. The Lexus struck several areas of uneven dirt while on an incline. The vehicle became launched off the dirt, causing it to land on its roof. Mr. Side was transported by Gold Coast Ambulance to Ventura County Medical Center where he is listed in critical condition.
 
Driver Side was arrested for suspicion of driving while under the influence.

DETAILS: Oxnard, CA – The Winter Holiday Anti-DUI crackdown has resulted in a significant number of DUI arrests from local routine traffic enforcement and special Avoid the 14 DUI deployments in Ventura County.
 
On December 28, 2012, the Oxnard Police Department Traffic Unit and the Ventura County AVOID the 14 DUI Task Force conducted simultaneous DUI/Drivers License Checkpoints in the city of Oxnard. One of the checkpoints was set up in the southbound lanes of Ventura Road south of Devonshire Drive. It was staffed by Oxnard Police officers. The other was set up in the southbound lanes of Rose Avenue south of Gonzales Road, and then moved to the southbound lanes of Oxnard Boulevard south of Vineyard Avenue. This checkpoint was staffed by officers from Port Hueneme, Oxnard, Simi Valley, Camarillo, Thousand Oaks, Moorpark, and CSUCI police departments, and with deputies from the Ventura County Sheriff’s Office; all members of the AVOID the 14 DUI Task Force.
 
As a result of the checkpoints, 1268 motorists were contacted and provided with educational information related to the problem of DUI. Of the 1268 drivers contacted, seven (7) drivers were evaluated for being under the influence of alcohol and/or drugs and one (1) was arrested for DUI. Sixteen drivers were found to be driving with either suspended or revoked drivers licenses or had never been licensed. These drivers were cited and six (6) of their vehicles were impounded. One driver was arrested for an outstanding felony warrant.
 
“DUI/Drivers License Checkpoints have proven to be an effective deterrent in the campaign to reduce incidents involving impaired drivers,” said Avoid the 14 Task force Coordinator, Sergeant Randy Latimer of the Oxnard Police Department. “Since 2009, Oxnard has experienced an 18% reduction in DUI-related traffic collisions and this downward trend has been experienced throughout California.”
 
Officers throughout Ventura County will continue cracking down on DUI drivers in support of the nationwide “Drive Sober or Get Pulled Over” campaign to stop impaired drivers and to save lives on our roadways.
 
On Saturday night, December 29, 2012, the AVOID the 14 DUI Task Force will conduct a DUI Saturation Patrol in Ventura. During this operation, officers from various agencies will work together scouring the city for impaired drivers. At the same time, the Thousand Oaks Police Department will host a DUI/Drivers License Checkpoint within the city of Thousand Oaks. Both operations will begin at 9:00 PM and end at 3:00 AM. On Sunday, December 30, the AVOID the 14 DUI Task Force will conduct a DUI/Drivers License Checkpoint in Ojai from 7:00 PM to 1:00 AM. On New Year’s Eve, officers throughout the county will conduct DUI Saturation Patrols looking for impaired drivers.
 
Police, Sheriff and the CHP encourage all motorists to help make your community safer: Report Drunk Drivers – Call 911!  Funding for this program is provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration. DUI arrest data collection will continue through New Year’s Weekend, midnight Sunday, January 1, 2013.

Driver Sober or Get Pulled Over
Arrests are down by 28 percent in Avoid the 14’s 17-day winter crackdown on drunk drivers compared with last year’s campaign. It ended at midnight on January 1st.

The arrest total stood at 183 DUI suspects, compared with 254 last year, said Avoid the 14 coordinator Sgt. Randy Latimer of the Oxnard Police Department. One DUI-related fatality was reported by CHP.
“This decrease in arrests is hopefully a sign that people are finally getting the message that driving after drinking is a bad idea. We know that the enforcement and education efforts are working as we have seen DUI-related fatalities decrease over the years,” Latimer said.
The crackdown included a court sting, a 17-officer DUI task force, a warrant sweep, three sobriety checkpoints, maximum freeway enforcement by the CHP along with in-city DUI patrols in most communities.

Avoid campaigns throughout the state will hit the roads again for Super Bowl Sunday. They are funded by the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

DETAILS:
 
On 03/11/13, at approximately 2230 hours, officers responded to St. John’s Regional Medical Center Emergency Room reference a shooting victim just arrived. Officers learned the shooting occurred at the location of First Street at Marquita Street.
 
The 23-year old male victim was driving his vehicle and had stopped at a stop sign. A large vehicle approached and a male subject inside the vehicle shot an undetermined number of times at the victim’s vehicle striking the victim. The victim sped away driving to St. John’s Regional Medical Center.
 
The victim was later transferred to the Ventura County Medical Center where he is listed in stable condition.

DETAILS:

On April 25, 2013 Josue Puga was arrested for 1,705 counts of graffiti vandalism, 25 of the counts resulted in damage in excess of $400 and were charged as felonies.  The total amount of damage caused by Puga is approximately $300,000.
 
Investigators gathered information during a several month long investigation that led to the identification and arrest of Puga for the graffiti vandalism. 
 
Each year the City of Oxnard spends hundreds of thousands of dollars cleaning up graffiti vandalism on both private and public property throughout the city.  The City of Oxnard takes the crime of graffiti vandalism seriously and will continue to investigate the crimes, and arrest the offenders.
