On 12/30/11 at about 2:50 p.m., Oxnard Police officers were dispatched to the 1500 block of Fifth Street regarding a shooting victim. When they arrived they located a 29-year-old male victim who had been shot. The victim was transported to VCMC where he is in serious condition.

On January 2, 2012, at 2:40 p.m. the victim was taken off life support and he died at about 4:50 p.m.

On 12/30/11 at about 2:50 p.m., Oxnard Police officers were dispatched to the 1500 block of Fifth Street regarding a shooting victim. When they arrived they located a 29-year-old male victim who had been shot. The victim was transported to VCMC where he is in serious condition.

On January 2, 2012, at about 7:43 p.m., Oxnard police officers were on scene of a traffic collision that occurred at the intersection of Ventura Road and Ninth Street.  As the officers were controlling traffic, a black Nissan Altima, driven by Juan Martinez, entered the scene traveling westbound on Ninth Street. One of the officers attempted to stop the Nissan but Martinez disobeyed the orders given by the officer. Martinez made a right turn onto Ventura Road and came to a stop as the officer approached the car. When the officer contacted Martinez, he suspected that Martinez was driving while under the influence of alcohol. As the officer’s contact with Martinez continued, Martinez suddenly sped away causing injury to the officer’s foot. 
 
Responding officers located the Nissan as it fled the scene and Martinez was subsequently taken into custody.  At the time of this incident, there was an unrestrained five year old child seated in the back seat of the car.
 
The injured officer was transported to St. John’s Hospital and treated for minor injuries.        
 
Martinez was booked into Ventura County Jail on charges of assault on a police officer, resisting arrest, child endangerment and driving under the influence of alcohol. 
 
The investigation is continuing.

INCIDENT	Sobriety & driver’s license checkpoint

(Oxnard, CA) The Oxnard Police Department Traffic Unit will conduct a sobriety/driver’s license checkpoint on Thursday, February 16, 2012, at two undisclosed locations in the city of Oxnard. The approximate hours of operation will be from 6:00 p.m. until 2:00 a.m.
The checkpoint locations will be selected based upon DUI collision data, DUI arrests, and Place of Last Drink (POLD) survey data. Motorists will be greeted and given an informational brochure about impaired driving.
Checkpoints reduce the number of drinking drivers on the road and do not necessarily produce dramatic increases in arrests. The major value of checkpoints is their educational and preventative influence on the motoring public. The Oxnard Police Department conducts sobriety/driver’s license checkpoints to ensure the public’s safety and to reduce the number of alcohol-impaired drivers on the roadways in our community, as well as insuring drivers have a valid driver’s license.
Drivers found to be under the influence of alcohol and/or drugs will be arrested and their vehicles will be towed.  Drivers found to be driving on a suspended or revoked license will also be arrested and their vehicles will be subject to a 30-day impound.
In accordance to Assembly Bill 353 which went into effect on January 1, 2012, drivers, whose only offense is driving without a license (never been licensed or expired), will have the opportunity to call for a licensed driver to pick their vehicle up from the checkpoint as opposed to having it towed. The registered owners will have until the end of the checkpoint to pick their vehicle up. If the registered owner cannot respond by the end of the checkpoint, the vehicle will be towed. Vehicles towed from an unlicensed driver (never been licensed or expired) will be eligible for release without being subject to a 30-day impound. This new law only applies to vehicles that have entered the checkpoint. Vehicles stopped outside of a checkpoint are subject to all sanctions permitted by law and the policy of the Oxnard Police Department.

In addition to the checkpoint, OPD conducts DUI saturation patrols on a regular basis. Officers conducting a saturation patrol stop people who are suspected of driving while under the influence of alcohol or drugs. Funding for this program was provided by a grant from the California Office of Traffic Safety (OTS), through the National Highway Traffic Safety Administration.

(Oxnard, CA) Today at about 9:20 a.m. Oxnard PD and Oxnard Fire responded to 621 Richmond Avenue regarding a suspicious package. The staff at Community Action of Ventura County received a package they believed to be suspicious based upon the contents.
 
Staff at the facility evacuated until the bomb squad from Ventura County Sheriff arrived. No other businesses were evacuated. A portion of Richmond Avenue was closed for a period of time.
 
VCSO bomb squad identified the contents of the package as discarded ammunition. It is not known why the package ended up at the Community Action of Ventura County office; no threats had been received. At this point in the investigation, it appears the package was inadvertently taken from the Ventura shelter and transported to the C.A.V.C. office. The bomb squad took possession of the ammunition for appropriate disposal and the scene was cleared by all fire and law enforcement personnel at 11:20 a.m. No one was injured. Richmond Avenue was re-opened to normal traffic.

(Oxnard, CA) At about 5:20 a.m. Oxnard Police received a call regarding a prowler at a residence in the 1400 block of Saviers Road. When officers arrived they found a 25-year-old woman who had been sexually assaulted in her home.
 
According to the victim, a man got into her home through an unlocked, ground-floor window while she was sleeping. She awoke to find him in her bedroom. She described the suspect as a Hispanic male but wasn’t able to see him in the darkness. The victim screamed and he left the house on foot going north on Saviers Road. The suspect was not armed and the victim does not know him. Officers checked the area but were unable to locate him.  
 
There was a 30-minute delay in notifying police and residents are reminded that it is very important for anyone who is the victim of a crime to call police immediately. It is also important to lock all your doors and windows when you leave your residence as well as when you are home.
 
Please report any suspicious activity to the Oxnard PD. If you see a person who is not familiar to you walking or driving around your neighborhood, get a good physical description of the person and/or vehicle and call (805) 385-7740. If you see someone breaking into a home or vehicle, call 911.

(Oxnard, CA) On May 12, 2012 at about 1:30 p.m., Oxnard PD officers were dispatched to the 2400 block of Saviers Road because a witness reported that a person was yelling and threatening children.
 
An Oxnard police officer arrived on scene and tried to contact the suspect, later identified as Octavio Salgado. The police officer tried to detain Salgado when Salgado turned and started to fight with the officer. During the fight, Salgado tried to remove the officer’s gun from his holster on two separate occasions. The officer requested emergency backup and other officers responded. After additional officers arrived on scene, Salgado was taken into custody and transported to the Ventura County Medical Center for treatment of injuries sustained during the arrest. The incident was witnessed by more than 100 people who were shopping at the Centerpoint Mall.    
 
The primary officer was also treated for minor injuries at Saint John’s Hospital and released.
 
Salgado is a part of the post release offender (PRO) program. The PRO Program releases non-violent, non-sexual and non-serious offenders from prison under Assembly Bill 109.
 
Salgado is in custody at Ventura County Jail for numerous felony counts including assault on a peace officer.

(Oxnard, CA) On May 16, 2012 at about 3:30 p.m., officers from the Oxnard Police Department Special Enforcement Unit attempted to contact Donald Reyes regarding an outstanding warrant. Reyes led officers on a three minute vehicle pursuit through Oxnard and Port Hueneme, reaching speeds of 70 MPH and violating several traffic laws.
 
Reyes was ultimately apprehended in the area of Channel Islands Boulevard and Ventura Road, with the assistance of a Port Hueneme PD K-9 officer. Reyes was transported and treated at St. John’s Regional Medical Center for a minor complaint of pain.
 
Reyes was on the post release offender (PRO) program. The PRO Program releases non-violent, non-sexual and non-serious offenders from prison under Assembly Bill 109.
 
Reyes is currently in custody at the Ventura County Jail for numerous charges including felony evading of a police officer.

INCIDENT	Felony arrest with K9 deployment

(Oxnard, CA) On July 22, 2012 at 12:30 in the afternoon, Oxnard PD officers responded to the 1000 block of Dunes Street regarding a suspicious male seen in the rear yard of a residence.  When officers tried to contact the suspect he fled to the boat docks in the 1500 block of Twin Tides Place where he jumped into the water.  
 
Officers learned the suspect was 27-year-old Ruben Gonzales. Gonzales was wanted for a felony parole violation and for a recent felony domestic violence incident. Gonzales refused to comply with officer’s orders for several minutes. He was apprehended with the assistance of an Oxnard PD canine. Gonzales was taken to St. John’s Regional Medical Center where he was treated for minor injuries he sustained during the arrest. Gonzales will eventually be booked into the Ventura County Jail. He is not eligible for bail because he violated the terms of his parole.
