INCIDENT:	Carrying a Concealed Handgun in Motor Vehicle Arrest

DETAILS:
On 7-18-14, at 2340 hours, officers were in the parking lot of St. John’s Regional Medical Center where they contacted three subjects attempting to conceal themselves in a green pickup truck. The subjects initially were non-compliant but ultimately came out of the truck. A search of the truck produced two handguns and ammunition. Omar Rodriguez, 8-1-95, was charged with carrying a concealed handgun in a motor vehicle.

One of the passengers was a 15-year old juvenile who had been reported missing. That subject was returned home. The other passenger was a 19-year old male who was questioned and released.

Officers learned these subjects had taken a 14-year old male friend to St. John’s Regional Medical Center ER to be treated for a single gunshot wound. This victim’s wounds were not life-threatening. Because of conflicting statements from all four subjects it is not clear what occurred and where the incident took place. An investigation is continuing.

In an effort to address the recent increase in firearms-related crimes, the Oxnard Police Department launched the Operation Safer and Stronger Initiative, as well as the Firearms Strike Team (FAST) led by the Violent Crime Unit, to proactively remove firearms from prohibited persons within the city. The objective of this initiative and FAST is to reduce gun violence in Oxnard through education, intervention, and enforcement.

DETAILS:
(OXNARD, CA) – On August 9, 2014 at 0345 hours, officers responded to the 700 Block of Hermosa Way reference a subject yelling in the street. Officers made contact with a witness who told police that a man was struck by a car. The witness further stated that the car fled the scene after striking the man and knocking him to the ground. The victim was later identified as, Adam Rodriguez. Rodriguez was contacted at his home in Ventura by Oxnard Police. Rodriguez told police that his x-girlfriend, Jeannette Robles, hit him with her car while he was walking on Hermosa Way. Rodriguez said he and Robles were involved in verbal dispute prior to him being struck by the car.

Mr. Rodriguez sustained moderate injuries from being struck by the car. Jeannette Robles was arrested at her residence on Blanca Place in Oxnard a short time after the incident. Jeannette Robles is currently in custody with bail set at $500,000.

On 9/27/14, officers were dispatched to the area of Fifth Street near Rose Ave. reference a carjacking. Officers arrived and contacted the victim who advised he was lured to the location by a female suspect on Facebook. Once he arrived, two female suspects and two male suspects forced him out of his vehicle at knife point. The suspects fled in the victim’s vehicle.

On 10-2-14, at 1817 hours, officers responded to a call of a fight in the 2400 Block of Alvarado Street. Officers found a 19-year old male had been assaulted and was bleeding about the face. The victim was transported to the Ventura County Medical Center with serious injuries.

Witnesses described the suspect as a 19 to 22-year old male. The suspect fled in a white Chevy Impala.

On October 12, 2014 at approximately 3:04 PM officers from the Oxnard Police Department attempted to stop a subject, identified as Victor De Arcos, on a bicycle that was observed committing a traffic violation. The subject fled from officers and was arrested after a short foot pursuit.

During a search of the De Arcos, a loaded handgun was found on his person along with narcotics and narcotic paraphernalia.

On August 30^th, 2014, officers from the Oxnard Police Department responded to the 700 block of Forest Park Blvd in the City of Oxnard in reference to the possible sexual exploitation of a minor by an adult. An Oxnard resident reported that while reviewing her child’s mobile device, she discovered that her 12-year-old daughter had been involved in an online sexual conversation with a 23-year-old male adult.

After an extensive two-month investigation, investigators from the Oxnard Police Department’s Family Protection Unit arrested 23-year-old Oscar Mora of Carpinteria (see photo) for numerous charges including traveling for the purposes of engaging a minor for sex, conspiracy to commit a crime, and child luring. He is currently in custody at the Ventura County Jail with bail set at $250,000.

Investigators have reason to believe that there may be other victims that have been contacted by Mora. Anyone with additional information should contact Detective Terrance Dobrosky at (805) 385-7609.

DETAILS:

On 11-7-14 at 0030 hours, officers responded to St. John’s Regional Medical Center re: a shooting victim driving to the hospital. Within moments the 36-year old Oxnard resident arrived.

The victim told officers he was with his girlfriend parked at a convenience market located in the 2000 Block of East Pleasant Valley Road. A green or dark pickup, possibly with an extra cab, parked nearby. The victim got out of his vehicle and one subject exited the pickup. An argument ensued. A second subject got out and fired a handgun striking the victim. The victim got back into his car and his girlfriend drove him to Saint John’s Regional Medical Center. The suspects are described as two males, 25 to 30 years. The victim was later transported to the Ventura County Medical Center where he is listed in critical condition.

UPDATE

Investigators from the Violent Crimes Unit were able to identify the two suspects in this shooting as 22-year-old Oxnard resident, Andrew Juarez Cortez and 21-year-old Oxnard resident Cesar Sanchez. On 11-13-14 members of the Oxnard Police Department SWAT team served search warrants at both of the suspects’ homes. Sanchez was arrested at his home without incident and charged with being an accessory to a crime. Cortez was not located.

On 11-21-14, Cortez arrived at the Oxnard Police Department and turned himself in. He was charged with assault with a deadly weapon and booked into Ventura County Jail.

On Saturday, 12-6-14, the Downtown Oxnard Merchant’s Association will be hosting its annual Downtown Holiday Parade. The event will begin at 10:00 am and conclude at 12:00 pm. This will be followed by the 2014 Tamale Festival to be held in Plaza Park.

These events are expected to draw large crowds and traffic delays should be expected. The Oxnard Police Department will be handling traffic control to expedite the flow of traffic surrounding the event site. Starting at 9:00 am, the following streets will be closed to through traffic:

·         “A” Street from Wooley Road to Fifth Street
·         Fifth Street from “A” Street to “C” Street
·         “C” St from Fifth Street to Second Street
·         Second Street from “C” Street to “A” Street
·         “B” Street from Fourth Street to Fifth Street

There will be “NO PARKING” signs posted on and around the parade route. The recommended parking area for persons attending the parade and other downtown events is the downtown parking structure located at Third Street @ ‘B’ Street.

These traffic flow modifications are taking place to assist in relieving the traffic congestion from this event in a timely and orderly fashion, with caution for pedestrians.

Game Plan for Super Bowl Sunday: Are You Drinking or Driving?

On Sunday, February 1^st, the Oxnard Police Department Traffic Unit will deploy officers who will conduct dedicated DUI enforcement before, during and following Sunday’s Super Bowl matchup. These patrols will include efforts to target those who choose to ride a motorcycle while intoxicated. Officers will patrol areas within the city where collision data reveals high incidents of DUI crashes and arrests.

In 2014, Oxnard Police investigated two fatal motorcycle collisions with one of them resulting in the death of a motorcycle rider who was under the influence of alcohol. Motorcycle collisions occur for many different reasons and collision factors include unsafe driving violations committed by both motorcyclists and the drivers of the other vehicles around them. During Sunday’s operation, officers will be looking for motorcycle safety violations and DUI offenders.

According to data from National Highway Traffic Safety Administration, there were 867 people killed in alcohol-impaired-driving crashes in California in 2013–29 percent of all crash fatalities in the state. A driver is considered alcohol-impaired with a blood alcohol concentration (BAC) of .08 or higher, the legal limit.

“Everyone can be a winner on game day if you choose to drive safe and sober,” said Oxnard Police Traffic Sergeant Brian Woolley. “Enjoy the game but don’t jeopardize your safety or the safety of other drivers by drinking then driving. Drunk driving is completely preventable.”

Funding for this operation is provided by a grant from the California Office of Traffic Safety (OTS), through the National Highway Traffic Safety Administration.
