On November 12, 2015 at approximately 1545 hours, officers from the Special Enforcement Unit were conducting gang enforcement in the downtown area of the city. The officers conducted a vehicle traffic stop in the area of First and “C” St. During the traffic stop they contacted Efren Salomon and Melissa Huff. Huff is currently on probation for narcotic related offenses and Salomon is a Post Release Offender (PRO) with weapon terms. Salomon is also a documented gang member.

SEU and PRO officers conducted a follow-up probation search at Salomon’s residence. During the search a loaded semi-automatic pistol was located.

Salomon was arrested for firearm and probation related charges. Huff was arrested for narcotic related charges.

The Post Release Offender program was created by Assembly Bill 109 – the 2011 Public Safety Realignment- which was effective October 1, 2011. This program mandates individuals sentenced to non-violent, non-serious or non-sex offenses will serve their sentences in county jails instead of state prison. The public should be aware that release under AB 109 is based on the offender’s most recent commitment offense, prior convictions are not considered.

The Oxnard Police Department Special Enforcement Unit is committed to reducing gang crimes and violence in the City of Oxnard through the strict enforcement of laws specifically targeting known, active gang members residing in the city. Citizens are reminded to contact the Police Department when they observe suspicious activity or are witnesses to a crime.

DETAILS: On December 1, 2015 at approximately 2250 hours, Oxnard Police Officers responded to the 100 block of East Rio Lindo Street reference a possible shooting victim. The victim was transported by ambulance to the Ventura County Medical Center. Unfortunately, the victim died as a result of a gunshot wound.

Detectives responded to the scene to investigate the homicide. During the course of the investigation, the suspect was identified as 20 year old Antonio Carbajal of Oxnard. Carbajal was located and arrested for homicide.

This is Oxnard’s twelfth homicide of the year.

The Eighth Annual Santa to the Sea Half Marathon is scheduled for this Sunday morning, December 13^th. The race starts at 8:00 a.m. in front of Santa on Ventura Boulevard and travels through the City of Oxnard where it ends at the Marine Emporium Landing located at 3600 South Harbor Boulevard. Over 3,500 runners will be participating in this year’s race.

Officers from the Oxnard Police Department will be handling the traffic control along the race course and motorists should expect significant delays at several intersections throughout the city. These intersections include:

·         Rice Avenue at Sturgis Road
·         Rose Avenue at Camino Del Sol
·         Fifth Street at Hobson Way
·         Ventura Road at Ninth Street
·         Wooley Road at Patterson Road
·         Victoria Avenue at Wooley Road
·         Harbor Boulevard at Wooley Road

Motorists wishing to travel northbound and southbound in the city are encouraged to use Oxnard Boulevard as it will not be affected by the race. Rice Avenue and Rose Avenue are expected to be re-opened by 9:30 a.m. All other roadways are expected to be re-opened by 12:00 p.m.

On Saturday, December 19, 2015, between the hours of 8:00 p.m. and 2:30 a.m., officers from the Oxnard Police Department conducted two DUI/Driver’s license checkpoints in the City of Oxnard. The first checkpoint was conducted in the westbound lanes of Gonzales Road west of Snow Avenue. The second checkpoint was conducted in the southbound lane of Hobson Way south of Seventh Street. These locations were chosen to provide increased DUI deterrence and in response to recent alcohol related arrests and/or DUI collisions.

The checkpoints resulted in the following:

914 vehicles through
281 drivers screened
Three DUI investigations
One DUI alcohol arrest
One DUI drug arrest
Two misdemeanor warrant arrests
17 citations issued to unlicensed drivers
Four citations issued to drivers with a suspended/revoked license
28 total citations issued
Nine vehicles towed

The driver arrested for drug impairment, a 20 year-old male, was arrested from the checkpoint on Gonzales Road after he traveled in reverse in attempt to avoid entering the checkpoint. A 41 year-old female was arrested for DUI alcohol at the checkpoint on Hobson Way after she made an unlawful U-turn at the entrance to the checkpoint. Her blood alcohol level was nearly twice the legal limit of .08.

The Oxnard Police Department will continue to conduct DUI enforcement operations this year. These operations are an effort to reduce the number of alcohol related crashes and to make our roadways and community safer. We also remind people that if they see an impaired driver to dial 911. These DUI enforcement operations are funded by grants from the California Office of Traffic Safety (OTS) and through the National Highway Traffic Safety Administration.

DETAILS: On February 19, 2016 at approximately 1600 hours Willie Asuncion walked away from his home in the 1000 block of Beverly Drive in the city of Oxnard. Mr. Asuncion has been diagnosed with Alzheimer’s, and recently suffered a stroke which makes it difficult to understand him. The Oxnard Police Department is enlisting the public’s assistance in locating Mr. Asuncion. Anyone with information as to Mr. Asuncion’s whereabouts is asked to contact the Oxnard Police Department Dispatch Center.

DETAILS:

On 12/20/2009 at about 0244 hours, the victim was sitting on his front porch when a black compact vehicle parked in front of his residence. Two Hispanic males and an Hispanic female began to drink alcohol and smoke marijuana. The victim confronted the subjects for drinking and smoking in front of his residence.

Two Hispanic males exited the vehicle and confronted the victim. They assaulted the victim with beer bottles and wooden posts from a nearby fence. The suspects were scared off as the victim’s wife ran outside and yelled that she had called the police.

The victim was transported to St. John’s Regional Medical Center for treatment where he remains in critical condition with serious head injuries.

Improving Motorcycle Safety
Aim of Oxnard Police Department Operation

Careless motorists as well as riders get special scrutiny

The Oxnard Police Department will be conducting a specialized Motorcycle Safety Enforcement Operation on Sunday, March 13, 2016, in an effort to lower collision-related deaths and injuries. Extra officers will be on duty patrolling areas frequented by motorcyclists and where motorcycle crashes occur. Officers will be looking for violations made by drivers and riders alike that can lead to motorcycle crashes. They will be cracking down on both those operating regular vehicles and motorcycles who are violating traffic safety laws.

Motorcycle fatalities jumped dramatically in California by over 28 percent from a decade low of 352 in 2010. In 2013, 453 motorcyclists lost their lives, which is at a five-year high. California collision data reveals that primary causes of motorcycle-involved crashes include speeding, unsafe turning, and impairment due to alcohol and other drugs by both riders and drivers alike.

Operations like this are aimed at curbing any more rises in motorcycle deaths and sending the numbers back downward. Over the course of the past three years, motorcycle-involved collisions within the City of Oxnard have resulted in five fatal collisions and 102 injury collisions.

The Oxnard Police Department wants to make everyone aware of precautions that can be taken to reduce the number and severity of collisions involving motorcyclists. Motorcyclists and drivers are reminded to be safe and follow these safety tips:

Safety tips for riders – See and Be Seen:
·         Use your lane position to increase visibility; change lanes only when there is ample room
·         Match your speed to surrounding traffic
·         Always wear a DOT-compliant helmet and brightly colored, protective clothing
·         Ride with lights on during daylight hours

Safety tips for drivers – Share the Road:
·         Look twice for motorcyclists, especially when entering the roadway, turning or changing lanes
·         Motorcyclist are allowed in HOV lanes unless prohibited by signage

Riders are urged to get training through the California Motorcyclist Safety Program. Information and training locations are available at http://www.californiamotorcyclist.com/ or 1-877 RIDE 411 (1-877-743-3411).

Funding for this program is provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration. The message to all drivers and motorcyclists is: share in the responsibility and do your part by safely “sharing the road.”

On 5/13/2010 at approximately 7:00 pm, a vehicle with several subjects was traveling W-B in the 500 Block of E. Yucca St. The occupants of the vehicle noticed several subjects standing in front of a house. Looks were exchanged between the two groups and the driver of the vehicle stopped the car.

One of the occupants of the vehicle got out of the car and began to fight with a subject from the second group. While the fight was going on, an unidentified subject produced a handgun and fired striking Rivera who was initially a passenger in the car. Rivera was standing outside of the car when he was shot. He was pronounced deceased at the scene.

DETAILS:

On the above date and time Officers from the Oxnard Police Department located a stolen vehicle being driven by the above suspect in the city of Oxnard. Officers attempted to stop the stolen vehicle and a vehicle pursuit ensued.

The pursuit began in the area of Statham Ave. and Oxnard Blvd. Officers pursued the suspect north through the city, and southbound on the 101 Freeway. The suspect lost control of the stolen vehicle and collided with a second vehicle and the center median of the freeway, causing the suspect vehicle to overturn. After the suspect vehicle came to a stop, the suspect exited the stolen vehicle and fled northbound on foot across the northbound lanes of the 101 Freeway and heavy northbound vehicle traffic. Officers chased the suspect and took her into custody without further incident after a short foot chase. The California Highway Patrol responded to the accident scene and assisted with the collision investigation.

The suspect was arrested for vehicle theft, felony evading, felony hit and run, misdemeanor hit and run, and was found to be under the influence of cocaine and on parole. The suspect and the driver of the vehicle that the suspect collided with on the 101 freeway were transported to St. Johns hospital with minor injuries from the traffic collision. The suspect was booked into county jail for the above charges.

On 6-24-10, officers from the Oxnard Police Department responded to a call of a home invasion robbery in the 200 block of Deodar Avenue. Officers contacted the victims and found that one had been assaulted. The suspects entered the residence, confronted the victims and took personal property from them. The suspects fled the residence on foot.
