DETAILS:
On 10-23-15, at 1726 hours, officers responded to the 3200 Block of South Rose Avenue near College Park re: a male subject reportedly casing for robbery armed with a knife. Officers located Malik Rasheed, a 38-year old Oxnard resident. Rasheed was in possession of a pocket knife.
Investigating officers also found Rasheed was in possession of a Honda car key. That led officers to a Honda sedan nearby. Officers determined the vehicle had been reported stolen and Rasheed had driven the vehicle. Rasheed was arrested for possession of a stolen vehicle, 496d(a) PC. Rasheed was also determined to be a Post Release Offender (PRO).
The City of Oxnard continues to address issues associated with the Post Release Offender (PRO) Program, created by Assembly Bill 109 (the “2011 Public Safety Realignment”), which was effective October 1, 2011. This program mandated that individuals sentenced to non-violent, non-serious, or non-sex offenses serve their sentences in county jails instead of state prison.
