DETAILS:

On 10-23-15, at 1726 hours, officers responded to the 3200 Block of South Rose Avenue near College Park re: a male subject reportedly casing for robbery armed with a knife. Officers located Malik Rasheed, a 38-year old Oxnard resident. Rasheed was in possession of a pocket knife.

Investigating officers also found Rasheed was in possession of a Honda car key. That led officers to a Honda sedan nearby. Officers determined the vehicle had been reported stolen and Rasheed had driven the vehicle. Rasheed was arrested for possession of a stolen vehicle, 496d(a) PC. Rasheed was also determined to be a Post Release Offender (PRO).

The City of Oxnard continues to address issues associated with the Post Release Offender (PRO) Program, created by Assembly Bill 109 (the “2011 Public Safety Realignment”), which was effective October 1, 2011. This program mandated that individuals sentenced to non-violent, non-serious, or non-sex offenses serve their sentences in county jails instead of state prison.

On October 25, 2015 at 8:48 pm Oxnard Police Department Special Enforcement Unit officers became involved in a pursuit of a vehicle occupied by subjects who were believed to be involved in a shooting. The vehicle pursuit traversed through central Oxnard for approximately 13 minutes and ended on the railroad tracks between Oxnard Boulevard and Channel Islands Boulevard. The two occupants were taken into custody without further incident. There were no reported injuries or accidents related to the pursuit. The driver, a 15-year-old male, was arrested and booked at Juvenile Hall. The passenger, Alverto Gonsalez, was arrested and booked at County Jail.

The Oxnard Police Department Special Enforcement Unit is committed to reducing gang crimes and related violence in the City of Oxnard through the strict enforcement of laws specifically targeting known and active gang members within the city.

DETAILS:On December 21, 2015, at about 12:00 pm, Detectives from the Oxnard Auto Theft Taskforce observed a stolen 97 Honda Accord being driven by Raylene Martinez. The passenger in the vehicle was Omar Tapia who is currently on parole for robbery. The vehicle had been reported stolen on December 20^th from Camarillo and had been involved in a theft from a business earlier this morning in Oxnard. Detectives saw Martinez and Tapia park the vehicle in the area of Frost Drive and San Juan Avenue. Martinez and Tapia then got into a second vehicle that was parked in the area. This vehicle had also been reported stolen earlier to the Oxnard Police Department. Martinez drove this vehicle to the area of Canterbury Way and Courtland Street where they were stopped and arrested.

Martinez was identified as the suspect in the earlier theft. She was arrested for petty theft, possession of stolen property and two counts of auto theft. Tapia was arrested for two counts of possession of a stolen vehicle, possession of methamphetamine and a parole violation for possession of a knife.

The Oxnard Police Department launched the Oxnard Auto Theft Task Force (OATTF) in early 2015. Detectives assigned to this task force proactively locate and arrest those responsible for committing auto thefts in Oxnard. The objective of the OATTF is to reduce the number of stolen vehicles in Oxnard through education, intervention, and enforcement. On Sunday, January 10, 2016, at about 5:10 p.m., officers from the Oxnard Police Department and EMS personnel responded to the intersection of Rose Avenue and Bard Road in reference to an injury collision involving a vehicle and a bicyclist.

Preliminary investigation indicates that the Chevrolet was traveling southbound on Rose Avenue approaching a green light at the intersection of Bard Road. The bicyclist was traveling westbound on Bard Road at the intersection of Rose Avenue. While crossing Rose Avenue, the Chevrolet broadsided the bicyclist.

The male bicyclist was transported from the scene to the Ventura County Medical Center where he is listed in critical but stable condition with major injuries.

It is unknown if alcohol and/or drugs are factors in the collision. The collision is still under investigation.

DETAILS: On January 8, 2016 at approximately 3:35 pm, a 64 year old female victim reported that she was shopping at Whole Foods in Oxnard, CA when a female suspect approached her and distracted her while a male suspect stole the victim’s purse. The purse contained the victim’s cell phone, credit cards, and cash. The suspects then went to two Target Stores in Ventura, CA and used the victim’s credit card to charge $20,000 in gift cards.

Police are seeking the public’s assistance in identifying the suspects. Their photos are attached and they are believed to be driving a white, 2008 Nissan Versa. If anyone has information about these suspects, please contact Detective Lucy Buttell at 805-385-7594 or lucy.buttell@oxnardpd.org.

DETAILS: On March 4, 2016, at about 5:07 p.m., officers were dispatched to two missing juveniles last seen when their parents dropped them off at Lemonwood School, located at 2200 Carnegie Court, this morning. The parents became concerned when they didn’t return home. It is believed that both kids are together.

The juveniles are Anthony Martinez and Angel Almada (both are 11 years old). Anthony is described as a Hispanic male, 4’8, 70 pounds, black hair, brown eyes and he was last seen wearing a grey sweater, green shorts and grey/orange shoes. Angel is described as a Hispanic male, 4’8, 90 pounds, black hair, brown eyes and he was last seen wearing a blue shirt, tan pants and grey tennis shoes (see attached photos).

The Oxnard Police Department doesn’t suspect any foul play but is urging the public that if they see these two juveniles or have any information as to their whereabouts to immediately contact the Oxnard Police Department.

ON 10/04/08, AT APPROXIMATELY 0250 HOURS, TWO VEHICLES WERE STOPPED FOR THE RED LIGHT AT ROSE AVENUE AND GONZALES ROAD. TWO SUSPECTS EXITED ONE VEHICLE AND CONFRONTED THE VICITM IN THE OTHER CAR. DURING THE ENSUING ALTERCATION THE VICTIM WAS STABBED SEVERAL TIMES.

THE VICITM WAS TRANSPORTED TO ST. JOHN’S REGIONAL MEDICAL CENTER BY AMBULANCE. HE IS LISTED IN CRITICAL CONDITION.

On 12/21/2009 at about 2143 hours, a male subject called the Oxnard Police Department through the 911 system over a cellular phone. He reported that he was drunk, armed with a shotgun and was gong to kill his wife. He gave an address of 4520 Cloyne St. in Oxnard. He then disconnected and we were unable to re-contact him.

Officers responded to the address and secured the perimeter around the apartment complex at 4520 Cloyne St. Officers made contact with each of the three apartments in the complex and interviewed the occupants. The caller was never identified and no victim was located at the scene.

A GPS location was obtained from the phone that called into the 911 center which led officers to another nearby residence. The location was checked and found to be vacant unoccupied home for sale.

INCIDENT:	Pursuit Ends in Arrest

DETAILS:

An attempt by Oxnard police to stop a motorist for a minor traffic infraction led to a short pursuit, crash, injury to a passenger and arrest of the driver for multiple felonies.

Officers Joe Floriano and Derek Stephens were on routine patrol when they observed a green Volvo fail to stop for a stop sign at First Street and Roosevelt Avenue. When the officers illuminated their overhead red and blue lights, the driver of the Volvo sped off and a short pursuit, lasting a total of 37 seconds, ensued.

The driver lost control of his car and collided into a fence in the 300 block of Cooper Road. The driver fled from the disabled car, leaving his injured passenger, Martina Elena Duran, 31 years, of Oxnard, behind. The driver was found hiding nearby and was taken into custody after a brief struggle with officers.

Manuel Simentel Lopez, 41 years, of Oxnard, was treated at St. John’s Regional Medical Center, for injuries sustained in the crash. Passenger Duran was also treated at St. John’s for her complaint of pain and was arrested for possession of narcotic paraphernalia and outstanding warrants.

Lopez’s charges included, felony evading, felony hit and run, driving on a suspended driver license, resisting arrest, possession of narcotic paraphernalia, being under the influence of a controlled substance and outstanding warrants.

Both subjects were booked into the Ventura County Jail. Bail for Lopez was set at $60,000.
