On July 4th, the Channel Islands Harbor District will be hosting its 13th annual 4th of July event. The event will begin at 8:00 A.M. with a 10K & 5K Fun Walk along Sunset Lane and Mandalay Beach Road. This will be followed by the July 4^th Children’s Parade on Harbor Boulevard. The parade will begin at 11:00 A.M. and take place on south Harbor Boulevard between Cabezone Way and Albacore Way. Harbor Boulevard will be closed to vehicular traffic during the parade. Motorists can use Sunset Lane or Ocean Drive as an alternate route.

Activities and entertainment are scheduled throughout the day at the Fisherman’s Wharf and Marina. There will be vendors with booths as well as a farmer’s market. This will be a family oriented event with fun for all. The event will end with a fireworks show that begins at 9:00 P.M.

No alcohol, fireworks, including safe and sane fireworks, or flare ignition will be tolerated. All of the involved law enforcement agencies will be conducting strict enforcement of all related offenses.

This event is expected to draw a large crowd and traffic delays are expected following the fireworks show. The Oxnard Police Department will be handling traffic control to expedite the flow of traffic surrounding the event site. Starting at 7:00 P.M., all intersections on Victoria Avenue and Harbor Boulevard from Fifth St. to the harbor area will be controlled by traffic officers.

If you live in the area of any of these intersections, we apologize for any inconvenience. The roads will be re-opened as soon as possible.

These traffic flow modifications are taking place to assist in relieving the traffic congestion from this event in a timely and orderly fashion, with caution for pedestrians.

DETAILS:
On 6-30-10, at approximately 9:07 P.M., a subject entered the Jack in the Box Restaurant, 550 South Victoria Avenue, and ordered food from the clerk. When the clerk opened up the cash register, the suspect pointed a handgun at the clerk and ordered the clerk to hand over all of the money. The clerk placed the money on the counter and the suspect picked it up. The suspect was seen running eastbound through the parking lot and it was unknown if he left the area in a vehicle.

On 7-1-10, the clerk met with officers and a composite sketch was completed of the suspect.

On 08/25/2010 at approximately 9:55 a.m., an Oxnard Police Community Service Officer was sent to handle a residential burglary report that had just occurred. When she arrived to the neighborhood of the where the burglary had just occurred she noticed Octavio Rivera carrying a computer monitor. She quickly confirmed with the victim that a computer monitor was in fact one of the many stolen items and notified police officers in the area.

Officers detained Rivera and his girlfriend, Natasha Garvie, in the 200 block of Fashion Park Place near Rivera’s residence. Rivera was found to still be in possession of some of the stolen property at the time. A search of Rivera’s residence was conducted and additional stolen property was located. Rivera and Garvie were arrested for the burglary and possession of stolen property.

On 9-25-10, Oxnard Police officers contacted the victim of a home invasion robbery who had come to the Oxnard Police Department. The male victim said that on 9-24-10 at approximately 2030-2100 hours he was inside of his residence watching TV when he heard a knock on the door. When he opened the door three subjects who he did not know forced him back into his apartment and forced him to lie on the floor. One suspect was holding a shotgun. The three suspects assaulted the victim causing him to lose consciousness. When the victim awoke, his apartment had been ransacked with several pieces of property missing. The victim’s vehicle was also taken from the carport area of the apartment complex.

Officers from the Oxnard Police Department canvassed the apartment complex and the surrounding neighborhood for witnesses.

On 04/27/11 at approximately 1750 hours, Oxnard Police Officers were dispatched to the 900 block of Douglas Avenue in regards to a shooting victim. When officers arrived they contacted the victim who had sustained a gunshot wound to his torso.

During the course of the investigation, it was determined the shooting had occurred in the 100 block of South “H” Street.

The victim was transported to VCMC for treatment and is listed in stable condition. An investigation is continuing.

On 4/28/11, investigators from the Violent Crimes Unit (VCU), were able to identify the shooting suspect as 30 year old Richard Duenas of Oxnard. Duenas was contacted at his residence and later arrested for assault with a deadly weapon (firearm) and transported to the Ventura County Jail.

The investigation is still ongoing.

On May 9, 2011, at approximately 1940 hours, an officer of the Oxnard Police Department was driving in a marked black and white patrol car southbound on Victoria Ave approaching Wooley Rd. He saw a motorcycle travelling southbound on Victoria Ave south of Wooley Rd that was travelling at a high rate of speed and making numerous lane changes without signaling. The motorcyclist stopped at the red light at Hemlock St.

The officer pulled in behind the motorcyclist and initiated a traffic stop for the various vehicle code violations. The motorcyclist turned around and looked at the officer and then immediately fled eastbound on Hemlock St from Victoria Ave with the officer in pursuit. The motorcyclist ran the red light at Hemlock St and Patterson Rd. The motorcyclist then collided with a stopped vehicle at Hemlock St and Ventura Rd. The motorcyclist was identified as Kyle Snow.

Snow was transported by ambulance to VCMC to receive treatment for injuries resulting from the traffic collision. Snow’s blood alcohol content was found to be 0.17%, which is just over twice the legal limit. Snow was cited for driving under the influence of an alcoholic beverage, evading, hit and run, and being an unlicensed driver.

This afternoon, Esther Patricia Prado (D.O.B. 9/3/65) was arrested for purchasing weapons for her son, Juan (Johnny) Prado (D.O.B. 6/14/89) a known gang member. Juan Prado is a prohibited person defined by the State of California to possess any weapons. Esther Prado was arrested for Supplying a Firearm to a Prohibited Person, Aiding and Abetting, and a Gang Enhancement. She was booked into Ventura County Main Jail where she awaits her arraignment.

On June 13th, Juan (Johnny) Prado was arrested for Unlawful Firearm Activity, Possession of Ammunition, and Street Terrorism.
Investigators are not releasing any additional details due to fact there may be additional arrests to follow. The investigation is continuing.

On April 26, 2011 at approximately 6:00 PM, officers responded to a call of a robbery that occurred in the area of Graves Ave and Pajaro St. When officers arrived they contacted four male victims who told police they had been robbed of their personal belongings by four male suspects. The victims told officers that one of the suspects had been armed with a handgun, and had forced the victims to enter a dumpster enclosure to the rear of a business on Graves Ave where the robbery occurred.

Investigators from the Oxnard Police Department Violent Crimes Unit were later able to identify the suspect with the handgun. The suspect was identified as a 17-year-old male Oxnard resident.

On July 8, 2011 at approximately 7:30 AM, Investigators from the Oxnard Police Department Violent Crimes Unit served a search warrant at the suspect’s residence in the 2100 block of Jacinto Dr. As a result of the search warrant, investigators were able to locate evidence related to the robbery. The 17-year-old suspect was taken into custody at his residence without incident. He was later booked into the Ventura County Juvenile Detention Facility for armed robbery, kidnapping, and conspiracy.
