DETAILS:

On July 16, 2015 at approximately 1700, officers from the Special Enforcement Unit were conducting gang enforcement in the downtown area of the city. SEU officers conducted a traffic stop in the area of 4^th Street and “B” Street. During the traffic stop Daniel Ruiz, a documented gang member, was contacted and found to be in possession of a loaded semi-automatic handgun.

Ruiz was arrested on several firearm related charges including being a felon in possession of a firearm. Ruiz was booked into the Ventura County Main Jail.

The Oxnard Police Department Special Enforcement Unit is committed to reducing gang crimes and violence in the City of Oxnard through the strict enforcement of laws specifically targeting known, active gang members residing in the city. Citizens are reminded to contact the Police Department when they observe suspicious activity or are witnesses to a crime.

UPDATE: Mr. Aceves returned home unharmed. The Police Department would like to thank residents and media for their attention to this matter.

The Oxnard Police Department is asking for the public’s assistance in locating Jose De Jesus Lopez Aceves, 64-year old Oxnard resident, who was reported missing from the 400 block of Douglas Avenue, Oxnard. Aceves is 5’8”, 225 pounds, with black/grey hair and brown eyes. Aceves was last seen in the 400 block of Douglas Avenue, on 9-9-15, at approximately 10:30 PM. Aceves was wearing a yellow polo shirt, grey pants and brown shoes.

The Oxnard Police Department is currently on-scene of a fatal traffic collision on Channel Islands Blvd. west of C Street. The collision involved a solo motorcyclist who was pronounced deceased at the scene.

Channel Islands Blvd. is closed between C and J Streets so motorists should use alternate routes.

On Friday, October 23, 2015, at about 1630 hours, officers from the Oxnard Police Department arrested Driver Andres Ceja following an extensive investigation of the collision that killed 24 year old Desiree Mendez on July 17, 2015. Ceja was booked into the Ventura County Jail on charges of vehicular manslaughter with gross negligence, driving while under the influence of drugs and driving with a suspended driver’s license. His bail is set at $250,000.

Original news release:

On Friday, July 17, 2015, at about 3:45 p.m., officers from the Oxnard Police Department and EMS personnel responded to the intersection of Saviers Road and Wolff Street in reference to an injury traffic collision involving two vehicles, one being a small motorcycle.

Preliminary investigation indicates that the motorcycle, driven by Andres Ceja and with a female passenger, was traveling northbound on Saviers Road. The Chevrolet truck was traveling southbound on Saviers Road approaching the intersection of Wolff Street. For an unknown reason, the motorcycle turned left at Wolff Street and into the direct path of the truck causing a broadside collision. The impact caused Driver Ceja and his female passenger to be ejected from the motorcycle. Both of them were transported from the scene to the Ventura County Medical Center with critical injuries. The female was later pronounced dead at the hospital. Driver Ceja is currently listed in stable condition. Driver Trevino was uninjured.

Driver Ceja and his female passenger were not wearing motorcycle helmets at the time of the collision.

It is unknown if alcohol and/or drugs are factors in the collision. The collision is still under investigation.

DETAILS: On 12/22/15 at approximately 2154 hours, an Oxnard Police patrol sergeant observed a vehicle driving recklessly in the area of Gonzales Road and Patterson Road. He attempted to stop the white Toyota Scion however, the driver refused to yield. The sergeant pursued the vehicle westbound on Gonzales Road and estimated that the vehicle reached speeds over 100 mph. The sergeant lost sight of the vehicle when it reached the intersection at Harbor Boulevard.

While officers searched the area they could hear screaming coming from the thick brush located west of the intersection toward the beach. When they investigated further they were able to see part of the white Scion about 230 feet into the brush off the roadway. With the help of Oxnard Fire and the Ventura County Sheriff’s helicopter, the officers were able to locate the driver of the vehicle and identified him as 21 year-old Lompoc resident Fernando Arias Bribiesca. Bribiesca suffered minor injuries and was transported to the Ventura County Medical Center for medical treatment.

Bribiesca was charged with evading a police officer, driving under the influence of a controlled substance and transportation of a controlled substance.

DETAILS: On January 16, 2016, at about 8:41 p.m., officers from the Oxnard Police Department and EMS responded to a traffic collision involving a vehicle and several pedestrians. The collision occurred at the intersection of Thomas Avenue and Saviers Road.

Preliminary investigation indicates that Hugo Escobar’s vehicle collided into the pedestrians as they were crossing the street in the cross walk. The pedestrians were transported to VCMC for treatment. Genaro Rodriguez and the 11 month old were admitted to the hospital for observation.

On 10/23/2015 the Oxnard Police Department responded to a local high school regarding a foreign exchange student disclosing that she was touched inappropriately by her host parent, John Milton Jackson. The minor female victim began living with the host family in September 2015. Detectives from the Oxnard Police Department’s Family Protection Unit (FPU) initiated an investigation into the allegations. After several months of investigating the allegations, Jackson was arrested at his place of business in the City of Oxnard for child annoying, sexual battery, and sending harmful matter to a minor. He was booked at the Oxnard Police Department jail, where he later posted bail. His bail was set at $20,000.

Investigators learned during their investigation that John Jackson was employed as the Area Coordinator with ASSE International Student Exchange Programs at the time of the reported incidents. Investigators also learned that John Jackson has worked for other student exchange programs in the past, thus, believing there may be other victims that have not come forward regarding similar incidents. The FPU is asking the public to come forward if they have information that can assist them in their on-going investigation.

On Sunday, February 07, 2016, between 12:00 p.m. and 4 p.m., the Oxnard Police Department conducted a Motorcycle Safety Enforcement Operation throughout the city limits. During the operation, officers issued 16 citations for various motorcycle violations, 29 citations for various vehicle violations, and arrested one person who had an outstanding misdemeanor warrant.

The Oxnard Police Department wants to make everyone aware of the precautions that can be taken to reduce the number and severity of collisions involving motorcyclists. Motorcyclists are reminded to use proper lanes positioning, match your speed to traffic around you, and to wear an approved D.O.T. helmet. Drivers are reminded to look twice for motorcyclists when turning or entering the roadway.

The Oxnard Police Department will continue to conduct these types of enforcement operations this year to make our roadways and community safer. These operations are funded by grants from the California Office of Traffic Safety (OTS) and through the National Highway Traffic Safety Administration.

On 2-23-09 at 9:50 PM Officers responded to a call of a shooting victim in the area of Charles and Chester. Upon officers arrival they located the victim that had sustained a gunshot wound. The victim was rushed to St. John’s Regional Medical Center where he was moved into surgery and is listed in serious but stable condition.

Investigators learned that one victim was confronted in the street by two suspects’ that attempted to rob him of his property. When the second victim came to his aid he was shot by the suspect. The suspect’s fled the area prior to officer’s arrival. The suspect’s did not get any property from the attack.

DETAILS:

On 2-23-09 at 8:15 hours officers responded to St John’s Regional Medical Center after receiving a call of a shooting victim that arrived by private vehicle. Upon the officer’s arrival, they were told that the incident occurred in the alley of the 1300 block of Saviers Rd. Detectives were told that a verbal confrontation took place in the area of Hill St. and Benton Way. The confrontation continued to the 1300 block of Saviers Rd. The victim was confronted by one suspect armed with a baseball bat and a second subject who was in possession of a handgun. The suspect with the handgun shot the victim and fled from the area on foot.

The victim was taken to a local area hospital by family members where he underwent emergency surgery. The victim died a short time after coming out of the surgery. The name of the victim is being withheld pending notification of next of kin.
