On 08/05/15, officers from the Oxnard Police Department responded to a call regarding the possible online enticement and exploitation of a 15-year-old female child. Detectives from the Oxnard Police Department’s Family Protection Unit (FPU) initiated an investigation into the crimes. After several weeks of investigating the allegations, four adult male suspects were identified as having repeated communications of a sexual nature with the child. The suspects were identified as, Shawn Light of Camarillo, Daniel Loza of Oxnard, Cody Mewbourne of Thousand Oaks and Constantine Mantis of Moorpark. Shawn Light, Daniel Loza and Cody Mewbourne had repeatedly communicated with the child for the purposes of arranging to meet her for sexual acts. All three suspects should have reasonably known the child was under the age of 18.
On 08/18/15 detectives from the Oxnard Police Department’s Family Protection Unit (FPU) and Oxnard Police Department’s Violent Crimes Unit (VCU) arrested Shawn Light and Daniel Loza when they arrived at a public location in the City of Oxnard for the purposes of committing sexual acts on a child. Cody Mewbourne made arrangements to meet with the child for the purposes of sexual acts but didn’t show up at the planned location. Mewbourne was arrested on 9/5/15 for child annoying, arranging to meet a child for sexual acts and sending harmful matter to a child. Constantine Mantis has an outstanding warrant for child annoying, and sending harmful matter to a child. The District Attorney’s Office has filed criminal charges against all subjects listed.
