DETAILS:
On January 31, 2014, at about 1755 hours, officers from the Oxnard Police Department responded to St. John’s Regional Medical Center reference a gunshot victim. Officers contacted the victim, Armando Rivera, 25 years old of Oxnard, who told them that he, and two friends, were walking in the 300 block of West Hueneme Road when they were confronted by two subjects. After a short verbal exchange, shots were fired from a small caliber handgun and the victim received a single, non-life threatening gunshot wound. The victim was driven to St. John’s Regional Medical Center by an unknown person.

The Oxnard Police Department received information that a black Nissan Maxima or similar type vehicle may have been involved in the incident.

An investigation is continuing.

DETAILS: On 02/23/14 at approximately 2134 hours, officers were dispatched to the 200 block of West Juniper Street regarding a shooting victim. When officers arrived they located a male subject that was shot. The male subject was transported to VCMC where he was listed in critical condition.

On 02/25/14, the victim died as a result of his injuries. He has been identified as Austin Martin, a 23 year old Oxnard resident. Investigators are following up on leads in hopes of identifying the suspect.

On 12/20/13, the Oxnard Police Department had responded to a shooting in the 600 block of West Juniper. The investigation into that incident revealed that Austin Martin had shot and killed a subject he knew. The victim was identified as 29 year old Oxnard resident Jackie Williams. The incident was still under investigation and there were indications that Williams was shot in self-defense. Martin had not been charged in the case.

DETAILS:
On March 5, 2014, at about 0008 hours, officers from the Oxnard Police Department responded to the corner of Juanita Avenue and First Street to contact a carjacking victim. The victim told officers that he was called to the area to pick up an acquaintance. When he arrived at the intersection, he was confronted by suspect #1 who pointed either a knife or gun at him and told him to get out of the vehicle. He surrendered his vehicle, at which time, the suspect and the female acquaintance fled in the vehicle.

Officers located the vehicle unoccupied in the 4400 Block of Frost Drive. It was recovered for further investigation.

There were no injuries as a result of this incident.

On April 6, 2014 at approximately 1930 hours, members of the Oxnard Police Department’s Special Enforcement Unit (SEU) were working enhanced gang enforcement throughout the city due to the recent violence.

Officers conducted a traffic stop in the 1000 block of North “H” St. and made contact with Jhonni Hernandez, Ernesto Nieto and a male juvenile. Ernesto Nieto is a documented gang member and currently released on parole. He was being supervised via an electronic monitoring device.

During a search of the vehicle a loaded altered shotgun was located.

Hernandez was arrested for several firearm related charges and Nieto was arrested for violation of parole. The juvenile was released.

On 4/14/14 at approximately 1306 hours, Oxnard police officers responded to a person that was stabbed at Beck Park, located at the intersection of C Street and Kamala Street in Oxnard. The person stabbed was placed in an ambulance and transported to the Ventura County Medical Center. The person stabbed was listed in critical but stable condition.

According to witness statements, the person stabbed was involved in a verbal altercation with another person at Beck Park. The altercation turned physical, at which point the stabbing occurred.

Detectives from the Violent Crimes Unit are currently investigating this case.

On April 19, 2014, at about 5:30 A.M., officers from the Oxnard Police Department and EMS personnel responded to the intersection of Seventh Street and ‘F’ Street in reference to an injury traffic collision involving a vehicle and a pedestrian.

Preliminary investigation indicates that the black Honda, driven by Hector Delgadillo, was traveling westbound on Seventh Street as the pedestrian was crossing the roadway near ‘F’ Street. The Honda struck the pedestrian causing the pedestrian to be thrown several feet and land in the roadway.

The pedestrian was transported from the scene to the Ventura County Medical Center where he underwent emergency surgery for his injuries. He is currently listed in critical condition. Driver Delgadillo was uninjured during the collision.

It is unknown if alcohol or drugs were a factor in this collision.

The Oxnard Police Department is asking for the public’s assistance in locating 81-year old Manuel Frutos. Frutos is approximately 5-6, 145 pounds, with white/gray hair and brown eyes. When last seen at 0800 hours today, Mr. Frutos was wearing a black baseball hat, striped sweater, and beige pants.

He left the 1400 Block of East First Street in an unknown direction with no known destination. Mr. Frutos lives in Los Banos, CA and has no known friends or acquaintances in Oxnard.

On 5-7-14, at approximately 0100 hours, officers responded to a family argument involving a firearm in the 100 block of Cordova Street.

Witnesses told officers that Jorge Ortiz, 25-year old Oxnard resident, pulled a gun and pointed it at his sister, Sandra Ortiz. He then fired a round into the ceiling and fled. Responding officers saw Ortiz run into a neighbor’s yard and onto the roof of that residence.

Ortiz subsequently fled into a residence in the 100 block of Alpine Street. The family in that home was in fear and notified officers. This family was evacuated from the home. Ortiz remained inside the bathroom of that residence as officers ordered him out over a police car loudspeaker. After about fifteen minutes, Ortiz walked out of the home and surrendered to the officers.

Ortiz was arrested for being a felon in possession of a firearm, brandishing a firearm, and outstanding felony warrants.

DETAILS:
The Oxnard Police Department received a 911 call from a motorist reporting that a Silver Dodge Ram truck had damaged a fence while driving off a used car lot in the 500 block of North Oxnard Boulevard. As police officers were searching the area for the truck, a second phone call was received reporting that the stolen vehicle was in the 300 block of North F Street adjacent to a Red Ford Mustang (also found to be stolen from the same car lot).

Officers responded and found the Silver Dodge Ram truck leaving the area. They tried to stop the vehicle by activating their overhead red and blue emergency lights and siren, but the truck refused to stop. The truck accelerated away from the police cars and drove through the neighborhoods of Freemont North and Sierra Linda while being pursued by police officers.

When the truck drove onto the southbound 101 freeway, the Oxnard Police Department requested assistance from the California Highway Patrol (CHP) to take over the pursuit as it continued to Thousand Oaks.

The CHP chased the truck to the cul-de-sac of San Lucas Avenue in Thousand Oaks where the truck stopped. The driver, Ayala, surrendered immediately. The passenger, Castillo, fled from the truck and was apprehended a short distance away. Ayala was arrested for auto theft and evading the police and Castillo was arrested for resisting the police.

Because of the immediate 911 calls to the police reporting suspicious activity, both stolen vehicles (Dodge Ram and Ford Mustang) were located and returned to their owner and the suspects responsible for the thefts were arrested.

The Oxnard Police Department continues to encourage residents to be partners in public safety as part of the Operation Safer and Stronger initiative. Due to the high demand from the community, two new public safety seminars will be added to the “Operation Safer & Stronger” series created by the Oxnard Police Department. These additional seminars are part ofour on-going effort to inform, engage and empower the residents of Oxnard on crime activity and crime prevention information. Crime Prevention for Businesses Seminar
Recently, there has been an increase in businesses reporting crime. Crime reported ranges from shoplifting and loitering to commercial robbery. Upon review of the case and the scene, it was determined that some crimes were recurrent and could oftentimes have been prevented.

The Crime Prevention for Businesses Seminar was created to train business owners on how to provide a safe and secure environment for the customers and employees of businesses. It is also meant to bolster the relationship between the business community and the police department. In this one and a half hour class, attendees will be taught:

Crime Prevention and Crime Reporting
How To Make Your Business More Secure
Shoplifting and Internal Theft Prevention
What to do if a Robbery occurs

A training manual will be provided, as well as, decals, pamphlets and supplemental materials.

Neighborhood Watch Training
There has also been a renewed interest in Neighborhood Watch and how neighborhoods can start their own. Several inquiries reference training have been received and the Oxnard Police Department has agreed to provide it.

Neighborhood Watches began mobilizing in the 60’s in response to high profile criminal cases where witnesses did not call police or assist in apprehending the offender. Groups formed to report suspicious activity in their neighborhoods and in 1972, the National Sheriffs’’ Association (NSA) created the National Neighborhood Watch Program to assist law enforcement and the public.

The biggest thing to remember is “watch groups are not vigilantes. They are extra eyes and ears for reporting crime and extra hands for helping neighbors.” ¹Neighborhood Watch members are trained to be non-confrontational and used for observation and reporting purposes only. The group never serves as an extension of the police department or Code Enforcement. Some of the tasks members of Neighborhood Watch are asked to do are:

Recognize and report crimes and suspicious activities;
Protect themselves, their family and their property;
Protect their neighbor’s family and property; and
Identify crime and disorder problems in their area and work with Oxnard PD to solve them.

A training manual will be provided, as well as, pamphlets and supplemental materials.
