DETAILS:

On 12-27-12, at 2218 hours, a 16-year old male was dropped off in the Emergency Room at St. John’s Regional Medical Center. This subject advised he was at the Pleasant Valley Park located in the 5500 Block of Cypress Road when a male, 5-7, wearing dark clothing, demanded the victim’s property. The victim refused and was stabbed one time in the upper body. The suspect fled on foot.

The victim ultimately was transported to VCMC for treatment. His wounds were listed as minor.

The suspect is still outstanding.

On 3/23/13 at 2129 hours, the Oxnard Police Department was notified regarding a critical missing; Zayra Rosales. She was last seen on March 23, 2013 at 3:00 p.m. in the 200 Block of South Bonita Ave in Oxnard.

Zayra is a Hispanic female, 5 feet tall, weighs 100 pounds and has black hair and brown eyes. Zayra was last seen wearing blue sweatshirt and blue jeans and white shoes.

Oxnard PD officers are checking possible known locations where Zayra has been in the past.

In September of 2012, the Oxnard Police Department’s Cold Case team reopened the investigation into a February 19, 1982 kidnapping, robbery and sexual assault that occurred in the parking lot of Smith Food King in the 3700 block of West Hemlock Street in Oxnard. The investigation was reopened after detectives received a phone call from the victim, whose call was prompted after reading news of an unrelated cold case sexual assault-murder arrest in Oxnard.

Detectives worked with the Ventura County Crime Lab and were able to have evidence collected during the initial investigation forensically examined. In January of 2013, investigators received a CODIS hit on an item of evidence which identified 55 year old Bakersfield resident Delton Lynn Taylor as being a suspect in this crime. Additional DNA testing confirmed this national DNA database notification.

In May of 2013, Taylor was arrested in Pinal, Arizona for a felony warrant on an unrelated charge out of Kern County, California. He has since been extradited to Kern County and is currently in custody there. A felony complaint and arrest warrant has been filed against Taylor for his involvement in the February 1982 incident. He will be extradited to Ventura County to face charges related to this incident upon the completion of criminal proceedings in Kern County.

The Oxnard Police Department’s Cold Case team works in conjunction with the Ventura County Cold Case Task Force and the Ventura County Crime Lab. Utilizing the latest advances in forensic science the Department continues to make identifications of suspects in homicides and other serious crimes of violence. The public is encouraged to contact investigators if they have any information regarding unsolved crimes.

On 06/18/2013 at 8:26 PM Oxnard Police officers responded to 500 East Second Street in response to a call of a stabbing. Upon arrival officers located a 26-year-old male Oxnard resident with a stab wound.

Preliminary investigation indicates that the victim was approached by two or three males, 18 to 20 years, and stabbed by one suspect. The suspects took the victim’s car. The vehicle was later located abandoned.

The victim was transported to Ventura County Medical Center and was reported to be in stable condition.

On 9-10-13 at approximately 1015 hours, Oxnard Police Department officers responded to a call of a residential burglary in progress that occurred in the area of Stanford Avenue and Lafayette Drive in Oxnard.

The victims returned home and confronted two male juvenile suspects inside of the residence. The suspects immediately fled the area. A short time later, officers located four subjects in the 200 block of Bolero Lane, two of which matched the suspect descriptions. A 17 year old male and a 14 year old male were positively identified as the suspects who were seen inside the victim’s residence and were arrested for the residential burglary. Personal property belonging to the victim was recovered nearby.

The juveniles were accompanied by two adults, Christopher Maciel, 24 years, and Hector Miranda, 18 years. Both Maciel and Miranda were arrested for being in possession of stolen property.

The Oxnard Police Department has been awarded new traffic safety grants for an anti-DUI and traffic safety program aimed at preventing deaths and injuries on Oxnard and Ventura County roadways. Enforcement measures to combat impaired and unsafe driving habits are coming as a result of recent grants totaling $518,807 awarded by the California Office of Traffic Safety to the City of Oxnard. The Oxnard Police Department is dedicated to keeping our streets safe through both enforcement and education.

“The Oxnard Police Department, in partnership with the California Office of Traffic Safety and the AVOID Campaign, believe that safety is our highest priority,” said Oxnard Police Chief Jeri Williams. “These educational efforts have undoubtedly saved lives. This coincides with our mission statement of “Protecting Our Community with Exceptional Service,” and we are pleased to have been awarded this funding to continue to educate our community.”

The grant funding is used to assist in efforts to reduce the number of persons injured and killed in collisions, especially those involving alcohol and other drugs.

Activities that the grants will fund include DUI/Driver License Checkpoints, Avoid the 14 multi-agency DUI Task Force deployments, and local DUI saturation patrols. It will also include motorcycle safety enforcement, distracted driving enforcement and occupant restraint enforcement. Additionally, funding will target the ‘worst of the worst’ repeat DUI offenders with Warrant/Probation Sweeps and Court Sting Enforcement Operations focusing on DUI offenders with suspended licenses who drive from court hearings after being ordered not to by a judge.

Drunk and drugged driving remains the number one killer on California roadways, with 774 deaths and over 24,000 injuries in 2011. A large part of grant funding will go to DUI/Driver’s License Checkpoints – highly visible, highly publicized events not only meant to make arrests, but to deter impaired driving in the first place. Crashes involving alcohol have been shown drop by up to 20 percent when well-publicized checkpoints are conducted often enough. According to the National Highway Traffic Safety Administration, checkpoints have provided the most effective documented results of any of the DUI enforcement strategies, while yielding considerable cost savings of $6 for every $1 spent, and are supported by nearly 90 percent of California drivers.

On 11/17/13 at approximately 2008 hours, Oxnard police officers were dispatched to the 900 Block of West Iris Street reference a stabbing victim. The victim, a 26 year old male, was stabbed multiple times in the torso. He was transported to the Ventura County Medical Center by ambulance with non-life threatening injuries.

Officers learned that two Hispanic males, approximately 25 to 30 years of age, approached the victim as he sat in his vehicle when the confrontation began, and started to stab the victim. Two young children were in the back seat of the vehicle during the assault; the children were not harmed.

The investigation is continuing.

On November 26, 2013, at approximately 2313 hours, officers from the Oxnard Police Department responded to a call of a residential burglary in progress in the 2400 block of Kentia St. Officers found that the home was covered in a fumigation tent. While surrounding the home, a suspect was seen moving inside and a point of entry was a cut located on the side of the tent. After a couple of hours, Luis Hernandez, exited the residence and was arrested for burglary. The property which he attempted to steal was returned to the residence. Hernandez was booked into the Ventura County Jail for burglary.

Open and unlocked doors and windows have been the primary method and point of entry in almost half of the fumigation burglaries in Oxnard—most likely during the ventilation period of the process when homes have to force out air. In other cases, however, doors and windows have been pried, smashed, or bodily force was to gain access.

There are a number of steps that residents can take to further protect themselves and their property. The Oxnard Police Department encourages residents to remove small valuables such as money, jewelry, keys, personal documents, flat screen televisions and small electronics. Residents are also encouraged to advise neighbors so they can be vigilant and help report suspicious people or activity during planned fumigation dates. Furthermore, residents can ask fumigators about installing alarms and sensors at jobs; such sensors can alert fumigators’ cellphones if anyone enters a tented building.

It is free and private for neighbors and neighborhoods in Oxnard to use.

“Research shows that aside from immediate family and closest friendships, one shares most in common and needs with immediate neighbors and those who live in close proximity – in large part due to where they live naturally, spend most of their time, the schools around them that their children may attend, as well as resources and services they need and share,” says Miguel Lopez, Oxnard Police Community Affairs Manager.

(OXNARD, Calif) Thirty deserving and needy children (ages 6 to 12) – one from each elementary schools in in Oxnard School District as well as the private schools in the area – were invited to the 3^rd annual Heroes & Helpers event at Target at the Collection at RiverPark, tomorrow.

Low-income students will be paired with a uniformed Oxnard Police Department officer for a $200 shopping spree at Target. In addition to shopping, the kids will be treated to a breakfast provided by Panera Bread, photos with Santa (Oxnard Councilman Bryan McDonald), and holiday crafts. Presents purchased for family members will be wrapped on-site by Department civilian volunteers.

Last year, the cop & kid teams dispersed throughout the Target store to spend their $165 gift card any way they chose. It was awesome to see how so many of the children shopped first for gifts for their siblings and parents before they even thought of selecting something for themselves. It’s incredibly reassuring and heartwarming to witness children who live everyday with little still find it in themselves to act so selflessly and think first of others before they think to indulge themselves.

Heroes & Helpers was originally made possible by a $1,500 grant from Target with a matching $1,000 contribution toward the event by the Oxnard Peace Officer’s Association (OPOA). OPOA doubled Target’s donation this year and generously gave $2,000. Target and The Collection each donated $1,000. The Oxnard community came together to make this year extra special through additional financial donations, these sponsors are Mr. Ivan Chacon and Truth Realty, Tacos by Don Chente, A to Z Law, the Oxnard Police K9 Foundation, and Mr. Al Jones.
