On Sunday, March 17, 2024, The Oxnard Police Department conducted an enhanced alcohol enforcement detail at various locations throughout the city.

This Holiday Enforcement Operation was focused on addressing alcohol-related crimes and quality-of-life issues near establishments that sell alcohol. During the operation, officers arrested two individuals who were drinking and involved in narcotics-related activity at Del Sol Park. One of the arrestees, identified as Ixta, was found to be in possession of a loaded firearm concealed in his waistband. Ixta was booked at Ventura County Jail for multiple firearms violations. An associate of Ixta was also arrested and booked for various narcotic-related charges.

In addition to the firearms arrest, officers issued four alcohol-related citations in public locations near alcohol establishments.

This enforcement operation, funded by ABC’s Alcohol Policing Partnership program and the California Office of Traffic Safety through NHTSA, is designed to raise awareness about alcohol-related crimes throughout California and keep communities safe.

The Oxnard Police Department is working to keep roadways safe this St. Patrick’s Day.

Please Celebrate Responsibly: Buzzed Driving is Drunk Driving

St. Patrick’s Day is celebrated by millions across the country, often culminating in parties where drinking is involved. Sadly, this leads to tragedies on our roadways when drivers choose to leave parties impaired.

This St. Patrick’s Day weekend, the Oxnard Police Department will have additional officers on patrol ready to stop and arrest drivers suspected of driving under the influence of alcohol and/or drugs. Additional officers will be on patrol Friday, March 15, 2024 from 7:00 p.m. to 2:00 a.m., and again on Sunday, March 17, 2024, from 3:00 p.m. to 10:00 p.m. In addition to the patrols on Sunday, the Oxnard Police Department will hold a DUI/driver’s license checkpoint at an undisclosed location within the city.

DUI checkpoints and patrols are done in locations with a history of DUI-related collisions and arrests. During the checkpoint, officers will be looking for signs of alcohol and/or drug impairment, with officers checking drivers for proper licensing.

In 2021, 1,370 people were killed on California roads in crashes involving drivers who had a blood alcohol content over the legal limit (.08 or above). The Oxnard Police Department reminds the public that impaired driving is not just from alcohol. Prescription or over-the-counter medications with an operating heavy machinery warning on the label can also impair. While medicinal and recreational marijuana are legal, driving under the influence of marijuana is illegal.

If you plan on drinking or are taking medications that can affect your ability to drive, please take these precautions to avoid a DUI:

● Always use a designated sober driver – a friend who is not drinking, ride-share, cab, or public transportation – to get home.

● Walking while impaired is also dangerous. Have someone sober walk you home or stay with you until a sober driver is available to pick you up.

● Report drunk drivers – Call 911.

● Hosting a party? Offer nonalcoholic drinks. Monitor who is drinking and how they are getting home.

A DUI arrest is not cheap. Drivers charged with DUI face an average of $13,500 in fines and penalties, as well as a suspended license and possible jail time.

Oxnard Police Department and ABC cite two in a Statewide Underage Drinking Enforcement Operation

The Oxnard Police Department and agents from the California Department of Alcoholic Beverage Control (ABC) cited two individuals during ABC’s statewide Shoulder Tap operation on March 09, 2024, in Oxnard for furnishing alcoholic beverages to minors. This enforcement operation is designed to create awareness about the dangers of underage drinking throughout California and keep communities safe.

A Shoulder Tap operation focuses on adults who purchase alcohol for persons under the age of 21. A minor under the direct supervision of law enforcement stands outside of a liquor or convenience store and asks customers to buy them alcohol. The minor also indicates they are underage and cannot purchase the alcohol. If an adult agrees to purchase alcohol for the underage person, they can be arrested and cited for furnishing alcohol to a minor. The penalty for furnishing alcohol to a minor is a minimum $1,000 fine and 24 hours of community service.

“We conduct these operations to keep alcohol out of the hands of our youth,” said ABC Director Joseph McCullough. “By preventing underage drinking we can increase the quality of life in our communities and reduce DUI’s.”

Statistics have shown that young people under the age of 21 have a much higher risk of being involved in a crash than older drivers. About 25 percent of fatal crashes involve underage drinking according to the National Highway Traffic Safety Administration (NHTSA).

This operation was funded by ABC’s Alcohol Policing Partnership program and the California Office of Traffic Safety through NHTSA.

On March 4, 2024, at approximately 6:16 p.m., officers from the Oxnard Police Department responded to a traffic collision involving a vehicle and a pedestrian that occurred near the intersection of Rose Avenue and Fifth Street. The pedestrian was transported to a hospital where he later succumbed to his injuries. The Ventura County Medical Examiner’s Office later identified the pedestrian as Modesto “Morey” Navarro. Navarro was a longtime resident of Oxnard. The driver, Miguel Garcia Ruiz, also of Oxnard, remained on scene and cooperated with officers.

On March 4, 2024, at approximately 6:16 p.m., officers from the Oxnard Police Department responded to a traffic collision involving a vehicle and a pedestrian that occurred near the intersection of Rose Avenue and Fifth Street. The pedestrian, a 73-year-old resident of Oxnard, sustained major injuries and was transported to a hospital. He was pronounced deceased a short time later. The driver of the vehicle, Miguel Garcia Ruiz, also of Oxnard, remained on scene and was uninjured.

Based on the initial investigation, it was determined that Garcia Ruiz was driving northbound Rose Avenue when he struck the pedestrian, who had been crossing Rose Avenue, north of Fifth Street. Investigators did not believe that speed, alcohol and/or drugs were contributing factors to the collision. The investigation is ongoing. On the above date and time, Oxnard Police Officers were patrolling the above area when an officer observed Rojas vandalizing the alleyway. Rojas entered a vehicle and began to leave the area; officers conducted an enforcement stop on the vehicle and contacted Rojas in the passenger’s seat. Officers located a concealed loaded firearm on Rojas. He was arrested for firearms violations and vandalism.
