During the September 11, 2012 Oxnard City Council meeting, Oxnard resident Francisco Romero provided a document entitled “Subpoena – Order to Appear Before the People’s Tribunal for Justice.”

The document (attached) demands that Chief Williams and “seven (7) un-identified Oxnard Police Officers involved in the death of Robert Ramirez” appear before a “people’s tribunal” hearing that is scheduled for the following week.

The Oxnard Police Department is proud to announce two more National Night Out events in Oxnard, tomorrow.

In addition to our larger eventat Via Marina Neighborhood (see earlier news release from 8/1/13) , a second event will partner with the Oxnard Housing Authority and Senior Housing at 801 S. C Street in downtown Oxnard from 6:00-8:00 pm.

National Night Out is designed to: (1) heighten crime prevention awareness, (2) generate support for, and participation in, local anticrime programs, (3) strengthen neighborhood spirit and police-community partnerships, and (4) send a message to criminals letting them know that neighborhoods are organized, vigilant, and fighting back.

“In the spirit of our neighborhood policing strategy we are proud to partner with the Oxnard Housing Authority, Senior Housing, and Voces de la Comunidad—a community organization aimed at promoting peace throughout Oxnard—for a smaller, more intimate event with residents and friends,” said Senior Officer Jeff McGreevy.

“We very much appreciate the support from our colleagues across the City as well as our local community organizations that are invested in building a stronger and safer community for everyone who lives, works, and visits our great City.” said Chief Jeri Williams.

Along with traditional outside lights and front porch vigils, most cities and towns celebrate National Night Out with a variety of special citywide and neighborhood events. This event at 801 S. C Street in downtown will also include a papering for residents and guest including hair, make-up, and photo for seniors at the event, courtesy of the Huenemean Bohemian Foundation.

The third event will take place at Sycamore Senior Village at 333 N. F STOxnard CA 93030, also in Oxnard from 6:00-8:00pm.

“This is a good night to get to know your neighbors, and help build a stronger and safer community while promoting awareness, safety and neighborhood unity. It further highlights the importance of police-community partnerships and citizen involvement in our fight for a safer Oxnard and community. We hope this year’s events serve as model for what more neighborhoods in our community can organize next year” said Police Chief Williams.

NNO is a national effort of cities, law enforcement agencies, crime prevention organizations, community groups and neighborhoods.

DETAILS: The Oxnard Police Department Traffic Unit will be conducting a DUI/Driver’s License Checkpoint on Saturday, March 15, 2014 at an undisclosed location within the city limits between the hours of 8:00 p.m. to 3:00 a.m.

Officers will be looking for signs of alcohol and/or drug impairment with officers checking drivers for proper licensing delaying motorists only momentarily. When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving.

Recent statistics reveal that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol.

Drivers who are under 21 years of age are reminded that even a minimal amount of alcohol in their system is illegal. A driver under 21 years of age, with a blood alcohol level of 0.01% or more, is considered under the influence and is subject to arrest, fines and loss of their driving privileges for one year or longer.

The Oxnard Police Department would like to remind all drivers to plan ahead and if they plan on drinking, designate a sober driver. This simple plan could save a life.

According to the National Highway Traffic Safety Administration (NHTSA), checkpoints have provided the most effective documented results of any of the DUI enforcement strategies, while also yielding considerable cost savings of $6 for every $1 spent. Nearly 90 percent of California drivers approve of DUI checkpoints.

Funding for this checkpoint is provided to The Oxnard Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to ‘Report Drunk Driver – Call 9-1-1.

INCIDENT:	Gang Members Plead Guilty to Robbery with Gang Enhancement and Probation Violations

DETAILS: On May 23, 2015, Oxnard police officers responded to a carjacking and robbery in the 1300 block of West Guava Street. The officers contacted the victim and learned he was assaulted and had his vehicle and property stolen from him. During the commission of the crime, both suspects simulated having a handgun in their waistbands, demanded the victim’s property, and pulled him from the vehicle. A third subject entered the victim’s vehicle and drove away.

Investigators from the Violent Crimes Unit (VCU) investigated the robbery and carjacking incident. During the investigation, VCU investigators were able to positively identify both Cordova and Juarez as the suspects who committed the robbery. The third suspect who left in the victim’s vehicle was never identified. Cordova and Juarez are both documented gang members within the City of Oxnard.

On May 29, 2015, Ventura County Sheriff’s Deputies responded to a call of a disturbance that occurred at the Thousand Oaks Mall. When they arrived, they located both Cordova and Juarez in the mall parking lot in possession of a reported stolen vehicle. Both suspects were arrested for various offenses and the VCU investigators were notified. VCU investigators responded to the Ventura County Main Jail and arrested Cordova and Juarez for the May 23^rd carjacking and robbery incident to include a gang enhancement.

On February 18, 2016, at the Ventura County Superior Court, Gerardo Cordova and Benjamin Cordova Juarez pled guilty to robbery with the gang enhancement. Cordova and Juarez were sentenced to 14 years in prison for their crimes.

This is another example of the hard work and dedication of the officers and investigators of the Oxnard Police Department, and a collaborative effort between our community members and the District Attorney’s Office.

DETAILS:

On 9-26-10 investigators from the Oxnard Police Departments Major Crimes unit where contacted by the suspect Rene Ramos. He told investigators that he had heard detectives where serving search warrants at his family’s residences looking for him. He went on to say that he wanted to turn himself in to avoid any further problems for his family. The suspect re-contacted investigators and said he was at the gas station at Pleasant Valley and Saviers Rd. Officers were dispatched to the area, Rene Ramos was taken into custody without incident.

On August 17, 2010 Mr. Ramos was involved in a fight that led to the shooting death of Adrian Lerma on San Jose Street in the City of Oxnard. Investigators have been actively searching for Ramos for over two months. Rene Ramos was arrested for murder and booked into Ventura County jail. A booking photo is attached below.

The Oxnard Police Department Traffic Unit conducted a multi-location sobriety and driver’s license checkpoint on Friday, July 8, 2011, from 6:00 P.M. to 12:00 A.M.

The first checkpoint was conducted in the eastbound lanes of Channel Islands Boulevard @ Dallas Drive. The second checkpoint was conducted in the northbound lanes of Ventura Road @ Devonshire Drive.

Officers screened 828 motorists who passed through the checkpoints and conducted three DUI investigations. There were no DUI arrests made as these drivers were found to have alcohol levels below the legal limit of .08. A 46 year-old male driver was arrested when he was found to be in possession of paraphernalia used for ingesting narcotics.

Citations were issued to 31 drivers for various drivers’ license violations at the checkpoint. Fourteen drivers were issued citations for driving without a valid driver’s license and one driver was cited for driving with a suspended driver’s license. Five vehicles were towed from the checkpoint.

The Oxnard Police Department will conduct several more DUI enforcement operations this year. These DUI operations are an effort to reduce the number of alcohol related crashes and to make our roadways and community safer. We also remind people that if they see an impaired driver to dial 911. These DUI enforcement operations are funded by grants from the California Office of Traffic Safety (OTS) through the National Highway Transportation Administration.

DETAILS:

At 1405 hours, officers located a stolen black 2005 Mercedes Benz sedan in the 2600 Block of South Ventura Road. The suspected driver of the vehicle, later identified as Timothy Dalrymple, 11-19-77, fled on foot. An officer chased and apprehended Dalrymple.

Dalrymple was found in possession of a loaded .308 caliber handgun and narcotics. He also had an outstanding PRO warrant for failing to report. Dalrymple was arrested for the stolen vehicle (10851 CVC), possession of a narcotics and a handgun (11370.1 H&S), as well as other gun violations.
Dalrymple is currently in the Post Release Offender Program, created by Assembly Bill 109 – the 2011 Public Safety Realignment – which was effective October 1, 2011. This program mandates that individuals sentenced to non-violent, non-serious or non-sex offenses will serve their sentences in county jails instead of state prison. The public should be aware that release under AB 109 is based on the offender’s most recent commitment offense, prior convictions arenot considered.
An investigation is continuing.

On Saturday, November 14, 2015, between the hours of 8:00 p.m. and 2:00 a.m., officers from the Oxnard Police Department conducted two DUI/Driver’s license checkpoints in the City of Oxnard. The first checkpoint was conducted in the southbound lanes of Saviers Road south of Laurel Street. The second checkpoint was conducted in the northbound lanes of Ventura Road at Fifth Street. These locations were chosen to provide increased DUI deterrence and in response to recent alcohol related arrests and/or DUI collisions.

The checkpoints resulted in the following:

·         610 vehicles through
·         489 drivers screened
·         Six DUI investigations
·         One DUI alcohol arrest
·         One DUI drug arrest
·         11 citations issued to unlicensed drivers
·         Four citations issued to drivers with a suspended/revoked license
·         30 total citations issued
·         Five vehicles towed

All six of the DUI investigations and the two DUI arrests took place on Saviers Road. Another driver who entered this checkpoint, a 57 year-old male, was arrested for outstanding warrants issued from three prior DUI arrests and had multiple suspensions on his driver’s license dating back several years. He was also charged for failing to have an ignition interlock device installed in his vehicle.

The Oxnard Police Department will continue to conduct DUI enforcement operations this year. These operations are an effort to reduce the number of alcohol related crashes and to make our roadways and community safer. We also remind people that if they see an impaired driver to dial 911. INCIDENT:	Oxnard Police Announce Roadway Vending Enforcement

A ban on vending from vehicles or structures and a ban on selling vehicles or structures on Oxnard’s roadways will be enforced beginning March 1, 2009 by the Oxnard Police Department.

On January 1, 2008, California Streets and Highways Code section 731 was amended by the State legislature to allow enforcement by local law enforcement agencies. Section 731 prohibits, among other things, the selling of vehicles on any highway. Violation of this section is a misdemeanor and vehicles can be removed as a nuisance.

A vehicle or structure may be removed from any highway as a public nuisance when:

It is parked for the purpose of selling the vehicle or structure, or
The vehicle or structure is used to sell any article, service or thing.

It is a misdemeanor for any person to park any vehicle or structure within a highway for:

The purpose of selling that vehicle or structure, or
The purpose of selling any article or thing.

It is a misdemeanor for any person to:

Sell, display for sale or offer for sale any article or thing either in or from a vehicle or structure parked or placed within a highway, or
Store, service, repair or otherwise work upon any vehicle parked or placed within a highway, other than upon a vehicle which is temporarily disabled.

After a 30-day grace period, Oxnard officers will begin enforcing the provisions of this Code within the city limits. Vehicles such as ice cream trucks typically conduct curbside sales, are mobile in nature and are therefore regulated separately by the Vehicle Code.

The intent of the section is to dissuade people from using highways for the sole purpose of selling vehicles or selling articles/things from vehicles or structures.

DETAILS:

On 6-15-09 at approximately 2310 hours, officers from the Oxnard Police Department responded to a call of shots heard in the 1100 block of West Hemlock. When officers arrived they located a shooting victim. The victim was transported to St John’s Regional Medical Center where he is listed in stable condition.

The victim was approached by the suspect who was described as a male in dark clothing. The suspect was a passenger in an older model white 4-door compact. The suspect fired at the victim as the victim fled on foot. The suspect then fled in the suspect vehicle.
