DETAILS:

The following data is the summarized crime comparison for calendar years 2009 and 2010. The data is taken from the Uniform Crime Report, Schedule A, which is sent to the Department of Justice.

Overall, Part I Crimes for calendar year 2010 decreased by 2.9%. During this time frame, there were 4,730 Part I crimes reported compared to 4,869 for calendar year 2009. The chart below categorizes the crime by type, class, numerical difference and percent change.

Violent Crime

Violent crimes decreased by ten and five tenths of a percent (10.5%). There were 691 violent crimes during calendar year 2010 and 772 during 2009. All crime categories of this type: homicide, rape, robbery and aggravated assault reflect decreases.

The crime classification of robbery experienced the largest decrease. There were 55 fewer crimes of this type reported in 2010. A review of in-house statistical data revealed that citywide the majority of the decrease was from fewer street robberies. The decrease in commercial robberies was minimal.

Property Crimes

Crimes against property decreased by one and four tenths of a percent (1.4%) in 2010 with 4,039 crimes reported compared to 4,097 crimes in 2009. Within the property crime category, larceny had the only reduction. There 169 fewer larcenies reported in 2010, a 5.8% decrease. A review of in-house statistics revealed a substantial decrease in shoplifts. There were 749 crimes of this type reported in 2010, 157 fewer than what was reported in 2009.

With regard to increases within property crimes, burglary and arson have the most significant increases. A review of in-house statistical data revealed that the majority of the increase in burglaries is attributed to residential burglaries. With regard to arsons, the increase is attributed to vehicle related arsons within the City. In 2009 there were 5 vehicle related arsons reported, compared to 11 in 2010.

Summary

For calendar year 2010, the City of Oxnard experienced a 2.9% decrease in Part I crimes, a 10.5% decrease in violent crimes and 1.4% decrease in property crime.

DETAILS:

On 04/13/2011, two subjects entered Terry’s Donuts, located at 205 West Pleasant Valley Road. Both suspects had their faces covered. One suspect brandished a handgun, while the other suspect opened the cash register and removed the money. The suspects fled the area in a light grey or white, newer model SUV. The suspect vehicle was last seen northbound on C Street.

INCIDENT:	Sobriety and Driver’s License Checkpoint Results

The Oxnard Police Department Traffic Unit conducted a sobriety and driver’s license checkpoint on Sunday, June 26, 2011, from 6:00 P.M. to 11:30 P.M.

The checkpoint was conducted in the northbound lanes of Oxnard Boulevard @ Second Street.

Officers screened 940 motorists who passed through the checkpoint and conducted three DUI investigations with drivers who had been drinking alcohol. There were no DUI arrests were made as the drivers were found to have alcohol levels below the legal limit of .08.

Citations were issued to 25 drivers for various drivers’ license violations at the checkpoint. Seventeen drivers were issued citations for driving without a valid driver’s license and one driver was cited for driving with a suspended driver’s license. Three vehicles were towed from the checkpoint.

In an effort to show the consequences of driving while intoxicated, the M.A.D.D. (Mothers Against Drunk Driving) crashed car trailer was on display during the checkpoint. The trailer contained a vehicle that was involved in an alcohol-related fatal crash in 2008 in the City of Santa Monica. The driver of that vehicle died as a result of the collision and was found to have a blood alcohol level over three times the legal limit of .08.

The Oxnard Police Department will conduct several more DUI enforcement operations this year. These DUI operations are an effort to reduce the number of alcohol related crashes and to make our roadways and community safer. We also remind people that if they see an impaired driver to dial 911. These DUI enforcement operations are funded by grants from the California Office of Traffic Safety (OTS) through the National Highway Transportation Administration.

DETAILS:

Today Oxnard PD officer Joe Tinoco Jr. was arrested for 273.5 PC – domestic violence, 136.1 PC – false imprisonment and 273(a)(b) PC – endangering the welfare of a child. He will be booked into the Ventura County Jail at about
6:30 p.m. He is being held on $20,000 bond. Tinoco’s case is being handled by the Ventura County District Attorney’s office.

The incident which prompted the arrest occurred in Oxnard on July 31, 2011 between the hours of 10 p.m. and about 6 a.m. the next morning. Tinoco is accused of domestic violence against a 38-year-old resident of Oxnard. Her name will not be released as the identities of domestic violence victims are protected by law.

Officer Tinoco, 43, was hired by Oxnard PD in 1991 and is currently assigned as a School Resource Officer. He is now on administrative leave pending the result of this criminal case.

The Oxnard Police Department will continue its crackdown on DUI drivers by conducting a multi-location sobriety and driver’s license checkpoint this Thursday, September 1, 2011.

These DUI operations are funded by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration. The Oxnard Police Department is committed to improving traffic safety and reducing the number of alcohol related crashes to make our roadways and community safer.

How to Report a Drunk Driver

Call 911 and tell them you wish to report a suspected drunk driver. **You do not have to give your name.
Give a complete description of the vehicle, such as make, model, color and license plate number.
Give the exact location of the vehicle, including the name of the road, cross streets and the direction they’re traveling.
Describe the manner in which the vehicle is being driven.
Do not try to stop the car or detain the driver. Leave that to a law enforcement officer.

DETAILS:
On 9/18/11 at approximately 0103 hours, Oxnard Police officers were dispatched to 3120 Saviers Road (McDonald’s) in regards to several shots being fired. When officers arrived they observed two subjects fighting in the bushes next to the McDonald’s drive thru. One of the subjects, Salvador Hernandez, was armed with a firearm. Officers were able to disarm Hernandez and take him into custody. During the investigation, it was discovered that Hernandez had fired several shots at the victim at close range. One of the bullets went through the victim’s shirt, but the victim was uninjured.

The motive for the shooting is still under investigation, but it doesn’t appear to be gang related. Investigators are attempting to locate additional witnesses who fled the scene prior to officers arriving. The Oxnard Police Department Traffic Division conducted a Sobriety and Driver’s License checkpoint on September 29th, 2012, from 7:00 P.M. to 1:00 A.M.

The checkpoint was conducted in the southbound lanes of Rose Ave@ First St.

Officers screened 1160 motorists who passed through the checkpoint. Officers conducted three DUI investigations that lead to the arrest of two drivers for DUI.

18 drivers were issued citations for various drivers’ license violations. 6 vehicles were towed and the owners of those vehicles will face a minimum tow fee of 241.00. 15 drivers were issued citations for driving without a valid driver’s license and 3 drivers were cited for driving with a suspended or revoked driver’s license.

The Oxnard Police Department will continue to conduct DUI enforcement operations this year. These DUI operations are an effort to reduce the number of alcohol related crashes and to make our roadways and community safer. We also remind people that if they see an impaired driver to dial 911. Additional information- At 9:30 p.m. a vehicle was found blocking traffic on Rose Ave in the lane of the checkpoint. Officers made contact with the driver, Epifanio Tello, 27 years old from Oxnard, and began to evaluate him for driving under the influence of alcohol. Tello fled from officers during the evaluation, running through Del Sol Park. Officers were able to locate Tello in the park. Tello was arrested for driving under the influence of alcohol and fleeing from officers.

DETAILS: In an effort to address the recent increase in firearms-related crimes, Oxnard police launched the Operation Safer and Stronger initiative, as well as the Firearms Strike Team (FAST) led by the Violent Crimes Unit, to proactively remove firearms from prohibited persons in the City. The objective of the initiative and FAST is to reduce gun violence in Oxnard through education, intervention, and enforcement.

During the month of May, the Oxnard Police Department seized twenty one firearms through directed patrols, probation and parole sweeps, and the services of search warrants. Fourteen of those firearms were seized from persons being arrested.

On May 2, 2014, wanted gang member Jovan Mathews, a 22 year old Oxnard resident, was arrested for an outstanding felony warrant. During his arrest, he was found to be in possession of two loaded firearms.

On May 2, 2014, Mykal Rodriguez, 22 year old Oxnard resident, was stopped for a traffic violation. During the traffic stop, officers located a sawed off shotgun concealed in the vehicle. Rodriguez was arrested for carrying a loaded and concealed firearm in a vehicle.

On May 7, 2014, Jorge Ortiz, 27 year old Oxnard resident, was arrested for an outstanding misdemeanor warrant. During his arrest, Ortiz was found in possession of a firearm. He was also arrested for brandishing a firearm and for being a convicted felon in possession of a firearm.

On May 18, 2014, John Carrillo, a 24 year old Oxnard resident, was contacted reference a domestic dispute. Carrillo fled from officers but was later detained. Officers conducted a search of the area where Carrillo was located and found a handgun. Carrillo was arrested for the weapons violation and for a misdemeanor warrant.

DETAILS: On December 8, 2015, Detectives from the Oxnard Police Department’s Firearms Strike Team in conjunction with agents from the Department of Justice Bureau of Firearms conducted several compliance checks throughout the City of Oxnard. The compliance checks focused on persons who are prohibited from owning firearm(s) and have a firearm(s) registered to them. During the sweep detectives made one arrest for possession of firearms and ammunition. Overall, detectives recovered two handguns, one rifle, several hundred rounds of ammunition, 18 inert hand grenades, and a grenade simulator device.

The Oxnard Police Department will continue to conduct compliance checks with prohibited persons and subjects on probation or parole living in the City of Oxnard. The Oxnard Police Department is committed to working with the Department of Justice Bureau of Firearms in our efforts. The Oxnard Police Department Traffic Division conducted two Sobriety and Driver’s License checkpoints on October 30, 2009 from 8:00 P.M. to 3:00 A.M.

The first checkpoint was conducted in the southbound lanes of Rose Ave at Emerson Ave.

The second checkpoint was conducted in the southbound lanes of Victoria Ave at Gonzales Rd.

Officers screened 931 motorists who passed through the checkpoints. Officers conducted seven DUI investigations that led to the arrest of three drivers for DUI. 37 drivers were issued citations for various drivers’ license violations. 15 vehicles were towed and the owners of the vehicles will face a minimum tow fee of $494.00.

The Oxnard Police Department will continue conducting DUI enforcement and Sobriety and Driver’s License checkpoints in an effort to reduce the number of alcohol related crashes and to make our roadways and community safer.
