DETAILS:

On 4/17/11, at about 2356 hours, Officers were dispatched to a call of a shooting victim in the 400 block of Occidental Drive. Upon arrival, officers learned the victim had been transported to St. John’s Regional Medical Center by private party. Officers made contact with the victim who was found to have a minor head injury. The injury was not the result of a gunshot wound but was a laceration sustained during a physical altercation after a firearm had been discharged. Several people who were contacted in the 400 block of Occidental Drive were later arrested on unrelated narcotics violations. Walter Coleman, a 27 year old Oxnard resident was later arrested on assault and weapons violations for his role in the incident.

An investigation is continuing.

DETAILS:

On 06/20/2011 at approximately 2109 hours suspect Frank Madueno entered the Toppers Pizza Restaurant and pointed a weapon at the male employee who was standing next to the cash register. Madueno demanded cash but fled the store prior to receiving anything from the cashier.

Madueno fled the restaurant to the north and was contacted by police in the area of Craig Dr. and Stanford Street. Evidence obtained at the time of Madueno’s contact led to his arrest for attempted robbery of the Toppers Pizza Restaurant.

There were no injuries during this incident.

DETAILS:
On Wednesday, August 22, 2012 at 12:36 a.m., Oxnard Police attempted to stop a suspicious vehicle at the intersection of Kamala Street and “E” Street. The driver, Suspect Rodriguez, failed to stop, resulting in a short pursuit covering less than one mile. Rodriguez collided with a block wall in the 1500 block of South “J” Street, after failing to negotiate a turn. The above described suspect vehicle was reported stolen the previous day from the 500 block of Hobson Way in Oxnard.

Suspect Rodriguez was medically treated then booked into Ventura County Jail for the felony charges of stolen vehicle and recklessly evading police.

A large percentage of stolen vehicles occur as a result of vehicles left unattended with the engine running. Drivers are reminded to safeguard their keys, not leave their keys in the ignition, or their vehicles unattended while the engine is running.

INCIDENT:	Single Vehicle Motorcycle Collision – Serious Injury

DETAILS: On May 29, 2013, at about 1:49 P.M., officers and EMS responded to an injury traffic collision involving a motorcycle on Ventura Road north of Stone Creek Road. Upon arrival, officers found a motorcycle lying on its side on the center median along with the rider.

Preliminary investigation indicates that the Suzuki motorcycle, driven by Richard Luna, 32 years, was northbound on Ventura Road north of Stone Creek Drive. Luna failed to negotiate a curve in the roadway and collided with the center median. Luna lost control and collided with shrubbery and trees in the center median and was ultimately ejected from the motorcycle.

Luna suffered abrasions, two broken legs, a punctured lung, and multiple broken ribs as a result of the collision. He was transported to Ventura County Medical Center for treatment.

Drugs and/or alcohol are not considered factors in this collision. However, chemical analysis results are pending.

DUI Arrests Up & DUI Fatalities are the Same

The Independence Day Weekend Anti DUI crackdown has resulted in a significant number of DUI arrests from local routine traffic enforcement and special Avoid the 14 DUI deployments overnight in Ventura County.

From 12:01 AM Wednesday July 3, 2013 through Midnight Wednesday 3, 2013 officers representing 14 law enforcement agencies have arrested ten individuals for driving under the influence of alcohol or drugs.

Last year, nine individuals were arrested during same the 24 hours. Last year there were no DUI deaths reported. This year, there were no DUI deaths overnight.
(**NOTE: These numbers are only provisional with some agencies yet to report**)

These numbers are in comparison to last years’ totals during first 24 hours. DUI arrest data collection will continue through midnight Sunday, July 7, 2013. Law enforcement officials are continuing DUI efforts throughout the county and region. Additionally, CHP throughout the state have all available officers patrolling freeways and county roads throughout the weekend.

For Thursday July 4^th, all agencies will be staffing all available officers and extra DUI Saturation Patrols will be deployed in the cities of Oxnard, Camarillo, Ventura, Thousand Oaks, and Port Hueneme. Police, Sheriff and the CHP encourage all motorists to help make your community safer: Report Drunk Drivers – Call 911. Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

MEDIA NOTE: Statistical data on the number of DUI arrests and DUI fatal crashes will be released from the previous day’s activities. The checkpoint locations will be available for media opportunities or ride-alongs each night.

Avoid programs, named for the number of police agencies in each county, also will concentrate crackdowns during the 18-Day August/Labor Day period. In recognition that summer season is among the deadliest time of the year, law enforcement agencies throughout the county will be making every effort to arrest drunk drivers before another life is lost.

(OXNARD, Calif)– The Oxnard Police and Fire Departments and Via Marina Neighborhood Council are partnering to bring National Night Out (NNO) to Oxnard.

Last year, the event in Oxnard was hosted at Target at The Collection. “This year, our staff wanted to honor the spirit of this National event and work in partnership with a neighborhood council and see the potential for what a neighborhood could do in organizing this event. We were excited to partner and host National Night Out 2013 along with the Via Marina Neighborhood Council,” said Oxnard Police Chief Jeri Williams.

National Night Out is designed to: (1) heighten crime prevention awareness, (2) generate support for, and participation in, local anticrime programs, (3) strengthen neighborhood spirit and police-community partnerships, and (4) send a message to criminals letting them know that neighborhoods are organized, vigilant, and fighting back.

“The Via Marina Neighborhood Council is proud to join with the Oxnard Police Department in this national effort to bring community participation to public safety in Oxnard. It furthers our efforts to bring neighbors together to strengthen our partnerships in making our neighborhood a place that we are proud to live in,” said Richard Duarte, Via Marina Neighborhood Council Chairperson.

“We are looking to expand and grow this program and event across the City of Oxnard next year, and moving forward. A win-win for our Department, our community-based policing strategy, and the neighborhoods and community we serve,” said Chief Williams.

Along with traditional outside lights and front porch vigils, most cities and towns celebrate National Night Out with a variety of special citywide and neighborhood events such as block parties, cookouts, parades, festivals. Visits from local officials and law enforcement, safety fairs, and youth events.

This event will bring the District Team who patrol and serve the neighborhood, they focus solely on crime, traffic safety, and quality of life issues at the neighborhood level. Also accompanying the District Team will be units from the Police Department to meet with local residents and provide crime-prevention information—a great opportunity for local residents to meet one another and the officers assigned to the Via Marina Neighborhood. Confirmed units include, the Bike Unit, K-9, Code Enforcement, SWAT, DRAGG Car, VIPS’s, and Police Explorers. Also participating in the event is the Oxnard Fire Department who will be offering free smoke-detectors to seniors in the community.

The FBI gathers crime statistics from law enforcement agencies each year as part of their Uniform Crime Reporting (UCR) Program. The UCR Program collects data on four violent crimes and four property crimes. The purpose of the program is to generate a reliable set of crime statistics for use by law enforcement. The Oxnard Police Department is a participating UCR agency and believes it is important to share the crime data with our residents.

The City of Oxnard has experienced an increase in reported crime for the first six months of 2013. Reported crime began to rise in 2012 and has continued on this trend for the first half of 2013. The UCR crime categories and the reported crime data for the first six months of 2012 and 2013 are listed below.

Under the crime categories of Violent Crimes, there was a 13% increase in aggravated assaults and a 7% increase in robberies. The city also experienced two more homicides in first six months of 2013 than in the same time period in 2012. The crime category for rapes shows a negative number for the first six months of 2012 because several previously reported rapes were unfounded during that period.

Property crimes had the biggest category increase, with reported larcenies (thefts) up nearly 37% in 2013, as compared to 2012. The numbers of reported burglaries increased by 29% throughout the city and motor vehicle thefts were up 19%.

For reporting purposes, the crime category of theft is divided into eight classifications: Bicycles, Coin-Operated Devices, From Building, From Motor Vehicle, Purse-Snatch/Pick Pocket, Shoplift, Vehicle Parts, and All Other. Listed below is a comparison by type of theft from 2012 to 2013, January through June.

The increases in crime coincide with the enactment of Asembly Bill 109, which created California’s Realignment plan. The Realignment plan came about after a federal court order to the state to reduce overcrowding in the state’s 33 prisons. “While the prison reduction plan has focused on offenders that are considered low level, many of them are habitual offenders. All other things being equal, when chronic offenders spend less time in custody, they have more opportunities to commit crimes,” said Assistant Chief Scott Whitney. He added, “the biggest challenge with the prison Realignment Plan is reducing recidivism.”

Since the enactment of Assembly Bill 109, there have been approximately 255 individuals released from the California Department of Corrections (CDC), under the Realignment plan, that reside, or are transient within, the City of Oxnard. The Oxnard Police Department works collaboratively with other agencies in Ventura County, including the Probation Agency, to minimize the potential negative effects that this program has on the city’s crime rate. An Oxnard police officer is assigned, full-time, to work with the Probation Agency to monitor these post release offenders. Data shows that the City of Oxnard has the most Post Release Offenders in the County of Ventura.

The Oxnard Police Department has made approximately 375 arrests for sections directly related to the Post Release Offender program from November 1, 2011 to July 31, 2013. Of these Post Release Offenders 138 (36%) had additonal charges, the majority of which were narcotic, other, and property related.

“The Oxnard Police Department encourages community members to remain vigilant, secure property, and report any suspicious activity. Much of the increase in property crime can be prevented by not leaving valuables in your vehicle, and securing our doors and windows when one is not home,” said Oxnard Police Chief Jeri Williams. “We have a collective responsibilty to work to reduce crime and increase public safety in our City, and look forward to working with and empowering our neighborhoods to address these concerns that we all share,” she added.

DETAILS: The Oxnard Police Department would like to notify residents that the community is experiencing a recent increase in stolen vehicles throughout the city. The south end of Oxnard has had a notable increase in activity, with a significant number of vehicles stolen since July 1, 2013. Neighborhoods in South Oxnard have seen a particular increase, including: Cal Gisler, Blackstock North and South, Pleasant Valley Estates, Southwinds, Cypress, and Villa Capri.

Vehicles that appear to be targeted are mid-90’s Honda’s, Nissan’s, and Toyota’s. Of these thefts, keys were available in 22 of the thefts, and an additional 5 were left with the engine running.

We ask that you assist by taking a proactive approach to deter future stolen vehicles and avoid becoming a victim. We remind you tomake sure to lock your vehicles and remove the keys. We can all take small steps to avoid becoming a victim.

DO NOT leave your keys in your car, on or off.
If your car is left on to warm up, stay with your car—your car can easily be stolen if you are not there to watch it.

· DO NOT leave any valuable items in your car. These items are a temptation for someone to break your window and steal your things.

To help prevent vehicle thefts, the Oxnard Police Department is offering a limited quantity of Club’s (automotive steering wheel locks) on a first come-first served basis to owners of high-targeted vehicles, including mid-90’s Honda, Nissan, and Toyota cars. Furthermore, we want to remind community member across the City that if you feel, see, or hear anything that does not seem right, please do not hesitate to contact the Oxnard Police Department. Many residents, after the fact, have indicated suspicious activity in the days and weeks prior to these types of thefts.

On Friday, May 30, 2014, between the hours of 8:00 P.M. and 3:00 A.M., officers from the Oxnard Police Department conducted a multi-location DUI/Driver’s license checkpoint in the City of Oxnard. The first location was the westbound lanes of Pleasant Valley Road at C Street. The second location was southbound Harbor Boulevard at Wooley Road. These locations were chosen to provide increased DUI deterrence and in response to recent alcohol related arrests and/or DUI collisions.

The results of tonight’s checkpoint are as follows:

The Oxnard Police Department will continue to conduct DUI enforcement operations this year. DETAILS: At the beginning of 2014, the Oxnard Police Department launched the Operation Safer and Stronger initiative, as well as the Firearms Strike Team (FAST) led by the Violent Crimes Unit, to proactively remove firearms from prohibited persons in the city. The objective of the initiative and FAST is to reduce gun violence in Oxnard through education, intervention, and enforcement.

During the month of August, the Oxnard Police Department seized twenty (20) firearms through directed patrols, probation and parole searches, and the services of search warrants. Eight (8) of those firearms were seized from persons being arrested.

On August 11, 2014, Albert Salazar, a 21-year old Oxnard resident, was contacted by Special Enforcement Unit (SEU) officers and found to be in possession of a .32 caliber handgun. Salazar was arrested for numerous firearms violations including being a prohibited person in possession of a firearm (He is currently on probation and has been served with the Colonia gang injunction).
On August 18, 2014, Alexandro Valadez, a 26-year old Oxnard resident, was contacted by patrol officers in the 500 block of Hill Street. He was found to be in possession of a 9mm handgun. Valadez was arrested for numerous firearms violations including being a felon in possession of a firearm.
On August 26, 2014, Cesar Reyes, a 26-year old Oxnard resident, was contacted by SEU officers during a probation search of his residence in the 700 block of Teakwood Street. Reyes was found to be in possession of a .45 caliber handgun. Reyes was arrested for numerous firearms violations including being a felon in possession of a firearm.

Since January 1^st, Oxnard officers have made seventy-two (72) firearms-related arrests. The Oxnard Police Department has seized one-hundred and seventy-five (175) firearms year-to-date and we will continue to focus our efforts on prohibited persons in possession of firearms.

As an additional component of the Oxnard Police Department’s Operation Safer and Stronger initiative, the Department continued to increase its special patrols in the months of August and September. These additional patrols augmented our normal patrol staffing and were focused on contacting individuals that may be responsible for committing a high number of crimes including a series of street robberies occurring in the Southwinds neighborhood in south Oxnard.

On September 13, 2014, investigators from our Violent Crimes Unit (VCU) were conducting directed patrol in South Oxnard in response to recent a series of street robberies when they conducted a vehicle stop in the area of Clara Street and South “J” Street. A 25-year old passenger in the vehicle was contacted during a probation search and found to be in possession of a .22 caliber handgun. The subject was arrested for carrying a concealed firearm in a vehicle.
On September 15, 2014, VCU investigators conducted several compliance checks throughout the city of Oxnard. The compliance checks were directed at those subjects who are prohibited from owning firearms and have a firearm(s) registered to them. In addition, investigators conducted several compliance checks on Post-Release Offenders (PRO). During the checks, two (2) PRO offenders were arrested on various charges.

Officers will continue these focused enforcement efforts throughout the coming months as we know a small number of offenders are responsible for a disproportionately high amount of the city’s criminal activity.
