DETAILS: On July 24, 2016, Garcia was heard playing loud music in his car by a nearby patrol officer. The officer positioned himself behind Garcia’s car to conduct a traffic stop but Garcia attempted to evade the officer. Garcia accelerated rapidly southbound on Hobson Way but lost control of his vehicle after passing Seventh Street. He struck the curb and drove onto the sidewalk in front of Hobson Park West. When Garcia opened his driver’s door he dropped a loaded handgun and started running into the park from his disabled vehicle. The officer was able to apprehend him without incident.

Garcia was arrested and later transported to the Ventura County Jail under a number of charges including the following: felon in possession of a gun, carrying a loaded firearm on one’s person, carrying a concealed firearm in a vehicle, possession of a controlled substance with firearm, possession of controlled substance and disobeying a court order (gang injunction).

Garcia has prior convictions for unlawful possession of firearms and is a documented gang member. He is on parole for assault with a deadly weapon and was arrested in March of this year for firearms related charges. He was scheduled to attend court on the previously pending charges this week.

DETAILS:

On August 1, 2016, 5:45AM, Oxnard police officers responded to Seventh/B Street reference a robbery with a firearm. Officers learned the female victim was on a date with Rodriguez. After the evening ended Rodriguez held the female at gunpoint and took her personal belongings.

Investigators from the Violent Crimes Unit (VCU) investigated the robbery. During the investigation, investigators were able to positively identity, Juan Rodriguez, as the person who committed the robbery. At approximately 10:25AM, officer’s located Rodriguez near his vehicle. A brief foot pursuit ensued and Rodriguez was apprehended and arrested. The firearm used in the robbery was recovered. Rodriguez was subsequently booked at the Ventura County Jail on four Felony and two Misdemeanor charges.

Rodriguez is currently in the Post Release Offender Program, created by Assembly Bill 109 – the 2011 Public Safety Realignment – which was effective October 1, 2011. This program mandates that individuals sentenced to non-violent, non-serious or non-sex offenses will serve their sentence in county jails instead of prison. The public should be aware that release under AB 109 is based on the offender’s most recent commitment offense, prior convictions are not considered.

The Oxnard Police Department is currently searching for a missing 8 year old girl who last seen near the Walmart parking lot, located at 2001 North Rose Avenue. At this time it appears the child went into the restroom at Walmart. When the child exited the restroom, she could not find her family and believed they returned home to south Oxnard. The child was last seen walking east on Gonzales Road towards Rose Avenue. The child is described as a Hispanic female, 4 feet 6 inches tall, 50 lbs, with black hair and brown eyes. She was last seen wearing an orange shirt and blue skirt.

Currently the Oxnard Police Department is conducting an area search and have utilized social media and the VC Alert system in an attempt to solicit assistance from the general public.

On September 28, 2016, at about 0930 hours, officers from the Oxnard Police Department responded to the Dollar Tree Store located in the 800 block of N. Ventura Road, reference a robbery of the store that had occurred with the suspect armed with a hammer. Officers searched the area and located a possible suspect who fled on foot upon contact. A perimeter was set and an extensive yard to search, utilizing the Ventura County Sheriff’s Department helicopter and Oxnard Police Department K-9 Unit, was conducted. After searching the neighborhood for approximately 3 hours, the suspect, Steven Perez, was found hiding inside the garage of a residence in the 1600 block of Oneida Place.

Steven Perez was subsequently arrested for Robbery; as well as, two outstanding warrants for his arrest.

On April 16, 2016 at approximately 10:50 p.m., officers attempted to stop a vehicle for a traffic violation. The driver failed to stop and a brief pursuit ensued for approximately one minute. During the half-mile pursuit, the driver committed additional traffic violations before stopping the vehicle and fleeing on foot.

The driver, Saul Guillen a 21-year-old Oxnard resident, was taken into custody near the intersection of Channel Islands Blvd and C Street. The vehicle, which was determined to be stolen, was released to the registered owner. Guillen was booked at the Ventura County Jail for the unlawful driving of a stolen vehicle, possession of a stolen vehicle, resisting arrest and a violation of parole.

The Oxnard Police Department Auto Theft Task Force (OATTF), is asking for help from the community to reduce auto theft by never leaving keys in unattended vehicles. The OATTF was launched in early 2015 to proactively locate and arrest those responsible for committing auto thefts in Oxnard. The objective of the task force is to reduce the number of auto thefts through education, intervention, and enforcement. On May 5, 2016 at approximately 7:15 p.m., Officers from the Special Enforcement Unit (SEU) were working directed gang enforcement in the area of C St and Elm St.

As SEU officers attempted to conduct a traffic stop on a vehicle for a traffic violation, the vehicle fled and a short, slow speed pursuit ensued. During the pursuit the occupants of the suspect vehicle threw several items from the vehicle. The items were immediately located in the roadways and collected by assisting officers.

After an approximate two minute pursuit the suspect vehicle yielded in the area of N St. and Cedar St. The driver and CDC Parolee, Jonathan Zambrano age 25 years, and passenger, Arturo Dominguez age 40 years were taken into custody by SEU officers. Both Zambrano and Dominguez were identified as members of an active criminal street gang.

The items thrown from the vehicle were identified as baggies containing a combined weight of approximately 20 grams of methamphetamine and a digital scale which is commonly used to weigh narcotics for distribution and sales.

The Oxnard Police Department Special Enforcement Unit is committed to reducing gang crimes and violence in the City of Oxnard through the strict enforcement of laws specifically targeting known, active gang members in the city. Citizens are reminded to contact the Police Department when they observe suspicious activity or are witnesses to a crime.

Oxnard and Port Hueneme road closures May 17, 2016 for The Amgen Tour of California

OXNARD, Calif.–The Amgen Tour of California, the largest professional cycling race in North America, returns to California May 15-22, 2016. Residents and businesses are advised of temporary road closures in the City of Oxnard and neighboring Port Hueneme planned for Stage 3 of the race on Tuesday, May 17, 2016.

Stage 3 of The Amgen Tour of California will begin in Thousand Oaks on May 17 at 11:15 a.m. and pass through Oxnard and Port Hueneme starting at approximately 1 p.m. before concluding in Santa Barbara County at 3:45 p.m.

Motorists are advised to plan accordingly for the following road closures on May 17. While this is a full road closure event, the race will stay to the right of the center median on East Hueneme Road, Ventura Road, and Channel Island Boulevard.

·         The race will reach Oxnard on westbound Hueneme Road at 1:00 p.m.
·         The race will turn right on Ventura Road from Hueneme Road at 1:05 p.m.
·         The race will turn left on Channel Island Boulevard from Ventura Road 1:09 p.m.
·         The race will turn continue straight onto Harbor Boulevard from Channel Island Boulevard at 1:12 p.m.
·         The race will leave the City of Oxnard on Harbor Boulevard at 1:20 p.m.

All times are approximate. The race moves very quickly down the road, and street closures and delays are expected to be as short as possible. All roads will reopen to normal traffic conditions as the race passes each intersection. Motorists may be directed by the California Highway Patrol to pull their cars to the side of the road to allow the cyclists to pass by safely. The race caravan will be traveling at 25 mph. Motorists who happen to be traveling behind the race can drive cautiously behind the caravan until they reach their final destinations.

The public is advised that oncoming traffic will be stopped about 15 minutes before the race. Traffic traveling in the same direction of the race will be allowed until the race approaches. All driveways exiting onto the course will be closed as the race passes. Traffic will be allowed to cross the course until the race approaches.

Emergency vehicles will not be affected by the road closures. Motorists should remain patient while traveling through the event area and are advised to drive cautiously at reduced speeds. All public facilities, parks, and businesses will remain open.

Celebrating our country’s independence often brings the illegal use of fireworks within Oxnard City limits. Oxnard officers will continue to enforce the ban on fireworks in Oxnard all year long but especially this Fourth of July.

In anticipation of the holiday, the Oxnard Police Department would like to remind the public that anyone possessing, storing, selling, using, transporting or handling any type of fireworks is subject to criminal arrest or may be issued a civil citation with a fine of up to $1,000.

According to the National Fire Protection Association website “in 2011, fireworks caused an estimated 17,800 reported fires, including 1,200 total structure fires, 400 vehicle fires, and 16,300 outside and other fires. These fires resulted in an estimated 40 civilian injuries and $32 million in direct property damage.”¹ Please consider the following facts:
·         In 2013, U.S. hospital emergency rooms treated an estimated 11,400 people for fireworks related injuries; 55% of those injuries were to the extremities and 38% were to the head.
·         The risk of fireworks injury is highest for young people ages 0-4, followed by children 10-14.

As an alternative, we invite you to attend the yearly Fireworks by the Sea at Channel Islands Harbor.Activities and entertainment are scheduled throughout the day at the Channel Islands Harbor, including live music, face painting, an inflatable fun zone and a rock climbing wall. There will also be vendors with booths as well as a farmer’s market. The event will end with a fireworks show that begins at 9:00 p.m. and can best be seen near the intersection of Victoria Avenue and Channel Islands Boulevard.

Last year, the Oxnard Police Department set up an email address – [email protected] – as a way for Oxnard residents to report fireworks in advance of the holiday. Based on your tips, Oxnard Police Department will issue warnings to residents by mail, in person or by phone, in an effort to prevent illegal fireworks activity in the days leading up to and including Fourth of July.  You may remain anonymous but please include the exact address where the fireworks are being used for better service. If you would like to be advised of the disposition, please state so in your email.

During the Fourth of July holiday season, residents are encouraged to report fireworks activity by calling the Oxnard Police Department Communications Center at (805) 385-7740. Please be prepared to tell the dispatcher as much information about the fireworks activity as possible, including the location or the general area where the fireworks are coming from.

On 7/3/16 at 9:00 A.M., officers were dispatched to a residence in the 2000 blk. of Carnegie Ct. reference a suspicious subject attempting to enter the homeowner’s residence. Officers arrived on scene and located the suspect, later identified as Enrique Guzman Magallon. Magallon fled from officers and attempted to enter another residence in the 2100 blk. of San Mateo. Once Magallon realized he couldn’t enter the residence, he armed himself with a flag pole and began swinging it at one of the pursuing officers. The officer deployed his taser but it had no effect on Magallon.

Magallon continued to flee and fled through several backyards in the areas of El Dorado Ave., Tulare Pl., and Trinity Pl. Magallon fled to the 2000 blk. of O’neill were he confronted a resident that was standing next to a parked vehicle that had the engine running. Magallon produced a bladed tool and struck the resident with it before attempting to drive away in the resident’s vehicle. The victim received a minor laceration and refused medical treatment. Magallon attempted to drive away in the victim’s vehicle and collided with another parked vehicle before fleeing again on foot. Officers located Magallon in the 2700 blk. of Stowe Dr. and again gave him commands to surrender. Magallon assaulted the officers with large landscaping rocks that were taken from a nearby yard. An officer deployed his taser and it was ineffective. Magallon continued to flee and was located in the 2700 blk. of Upton Sinclair. Magallon again refused orders to stop and charged at an officer while holding a large pipe. The officer deployed his taser and Magallon was taken into custody. Magallon was ultimately charged with four counts of felony assault on a peace officer, assault with a deadly weapon, and carjacking for the incident that took place on O’neill Pl.

On September 25, 2016, at approximately 12:00 a.m., officers from the Oxnard Police Department were dispatched to the intersection of Bryce Canyon and “J” Street in reference to a possible shooting victim. When officers arrived, they located a 22 year old male suffering from gunshot wounds. The victim was taken to the Ventura County Medical Center and expected to survive the injury.

Officers are still investigating the reason for the incident. There are no details at this time for the individual(s) who are responsible for the shooting.
