DETAILS: On September 15, 2016 at 4:49 a.m., officers from the Oxnard Police Department responded to a residential burglary in the 300 block of Erica Place.  The residence was being fumigated at the time of the burglary and surveillance video was obtained. The Oxnard Police Department is seeking the public’s help identifying the subjects in the video.  Please contact Detective Chip Buttell at the Oxnard Police Department at 805-385-7755 with any information about the burglary.

On April 17, 2016 at approximately 1150 hours officers from the Special Enforcement Unit were working gang enforcement Rose Park area of the city. While in the area of Rose Avenue and Emerson Avenue a traffic stop was conducted for a vehicle code violation. The driver was Victor Aguiar. Aguiar was subsequently arrested for a vehicle code violation. During a search of his vehicle a loaded semi-automatic handgun was located. Aguiar was additionally arrested for several firearm related violations.
 
Aguiar is associated with a known criminal street gang.
 
A passenger in the vehicle was released at the scene.

(OXNARD, Calif) – On 5/29/16 at approximately 1945 hours, Oxnard police officers responded to a fight in the area of Gonzales Road and Lantana Street. Officers arrived in the area and located an assault victim with severe stab wounds. The victim was transported to the Ventura County Medical Center by ambulance. Unfortunately, the victim died of his injuries.
 
Major Crimes Investigators were notified and responded to the scene to assume the investigation. The investigation is continuing.
 
This was Oxnard’s fourth homicide of the year.

INCIDENT: Stolen vehicle, barricaded subject arrest

DETAILS:
On August 6th, at approximately 0700 hours, a white Snyder-Lance delivery truck was making a delivery to the rear of the Vons grocery store at Fifth Street and Ventura Road when an unknown subject stole the full size box truck delivery vehicle.  At approximately 1100 hours, an Oxnard resident called the police department to report finding the stolen delivery vehicle possibly abandoned in the middle of the street in front of 1720 Jones Way.
 
When Officers from the Oxnard Police Department arrived, they found that the vehicle was still in the middle of the street, but an unknown subject (later identified as Jimmy Frederick) was inside the vehicle.  Officers attempted to contact Frederick and direct him out of the vehicle, but Frederick refused to exit the vehicle.  Frederick then barricaded himself in the rear storage/ hauling area of the covered delivery truck. 
 
After Frederick barricaded himself inside the storage area, officers secured the scene and deployed a non-lethal Pepperball device; however Frederick refused to exit.  Additional Officers from the Special Enforcement Unit (Gang Unit/ SWAT Team) and K-9 Unit arrived at the scene a short time later.  After an additional forty-five minute stand-off, Frederick finally emerged from his barricaded position inside of the delivery truck.  Frederick was refusing to follow surrender commands and officers used an electronic control device (“taser”) to subdue Frederick.  Frederick was then taken into custody without further incident.  Frederick was arrested for 10851(a) VC and 148(a) PC.

DUI/Driver’s License Checkpoint Planned this Saturday

 
The Oxnard Police Department Traffic Unit will be conducting a DUI/Driver’s License Checkpoint on Thursday, September 1, 2016, at an undisclosed location within the city limits between the hours of 7:00 p.m. to 12:00 a.m.  
 
The deterrent effect of DUI checkpoints is a proven resource in reducing the number of persons killed and injured in alcohol or drug involved crashes.  Research shows that crashes involving an impaired driver can be reduced by up to 20 percent when well-publicized DUI checkpoints and proactive DUI patrols are conducted routinely. DUI checkpoints are placed in locations based on collision statistics and frequency of DUI arrests, affording the greatest opportunity for achieving drunk and drugged driving deterrence. Locations are chosen with safety considerations for the officers and the public.
 
In California, this deadly crime led to 867 deaths and over 23,000 serious injuries in 2013 because someone failed to designate a sober driver.  Nationally, the latest data shows over 10,000 were killed by an impaired driver. Over the course of the past three years, Oxnard officers have investigated 646 DUI collisions, which have claimed 10 lives and resulted in another 436 injuries.
 
Officers will be looking for signs of alcohol and/or drug impairment with officers checking drivers for proper licensing delaying motorists only momentarily.  When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving, which now accounts for a growing number of impaired driving crashes. 
 
Recent statistics reveal that 30 percent of drivers in fatal crashes had one or more drugs in their systems.  A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent).  Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol. Everyone should be mindful that if you’re taking medication – whether prescription or over-the-counter – drinking even small amounts of alcohol can greatly intensify the impairment affects. 
 
Law Enforcement emphasizes the preventable nature of drunk driving reminding everyone that all it takes is a little planning ahead. Designate a sober driver or call a cab. But whatever you do, don’t drink and drive.The California Office of Traffic Safety DDVIP (Designated Driver VIP) mobile app is now available for free download on iOS and Android devices. Launched last year, the new DDVIP app offers enhanced features, allowing users to “Map a Spot” with their current location to find DDVIP partnering establishments in their area or a “List of Spots” to search all participating bars and restaurants throughout California. Users will be offered free incentives at each bar to celebrate their life-saving role.  They can stay up-to-date with the latest from DDVIP and see what other users are saying via its social tab. Also through the app, for those who want to imbibe but also make it a point to plan ahead, users can easily order a sober ride from Uber, Lyft or Curb – all from one screen. 
 
Drivers caught driving impaired can expect the impact of a DUI arrest to include jail time, fines, fees, DUI classes, other expenses that can exceed $10,000 not to mention the embarrassment when friends and family find out.
 
Funding for this checkpoint is provided to the Oxnard Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to ‘Report Drunk Driver – Call 9-1-1’.

Buzzed Driving Is Drunk Driving
Keep the streets safe this St. Patrick’s Day! Don’t drink and drive.
 

As one of the country’s most popular holidays, St. Patrick’s Day has long celebrated the roots of 34.2 million Americans with Irish ancestry, and many more who just want to partake in the festivities.  This year, if you’ll be drinking alcohol, remember: Buzzed Driving is Drunk Driving.

Tragically, March 17 has become one of the nation’s deadliest holidays. In fact, from 2010 to 2014, almost three-fourths of the drunk-driving fatalities during this holiday period involved drivers who had BACs well above the .08 limit, with 266 drunk-driving fatalities total nationwide, according to the National Highway Traffic Safety Administration. 

To help lower deaths and injuries, the Oxnard Police Department will be conducting a DUI/Driver’s License Checkpoint on St. Patrick’s Day between the hours of 7:00 p.m. and 2:00 a.m. at an undisclosed location within the city limits. The Oxnard Police Department will also be deploying extra officers on overtime throughout the weekend following St. Patrick’s Day targeting problem areas with high numbers of DUI collisions and DUI arrests.  These DUI patrols along with routine nightly patrols will be looking for the tell-tale signs of impaired driving to include weaving, crossing the center line, etc.

And keep an eye out for pedestrians who have had too much to drink: Walking while intoxicated can also be deadly, as lack of attention could put you at risk of getting hit by a vehicle. So whether you’ve indulged a little or a lot, law enforcements wants to remind everyone to drink and drive is a crime —you put yourself at risk, as well as others. The consequences are often fatal.  Let’s make 2016 safer.

Use this party-planning checklist to stay safe this St. Patrick’s Day.

  • PARTY PREPARATION:  Designate a sober, reliable driver to get you home safely. Find the name of a taxi company (or two), and keep their numbers in your phone, or download the California Office of Traffic Safety DDVIP (Designated Driver VIP) mobile app is now available for free download on iOS and Android devices. Launched in 2014, the DDVIP app offers enhanced features, allowing users to “Map a Spot” with their current location to find DDVIP partnering establishments in their area or a “List of Spots” to search all participating bars and restaurants throughout California.   • ON ST. PATRICK’S DAY:  Before you take your first sip of green beer, leave your keys at home or give them to a friend. Ensure your designated driver has committed to a sober evening. If you’re the designated driver, do not drink. Your friends are relying on you, as are the people with whom you share the road. Enjoy non-alcoholic beverages and tweet your VIP (very important partygoer) status online using the hashtag #designateddriver.

 

  • EVERY DAY:  First, commit to driving sober today, St. Patrick’s Day, and every day. Second, always keep the number of a taxi company in your phone or in your wallet so you have a backup plan if you find yourself in need of a sober driver. Last, if you’re impaired, don’t let pride get in the way of calling a sober friend or family member to get you home safely. Help spread the word about the dangers of drunk or buzzed driving, and the resources available to keep the streets safe.

On March 27, 2016, at approximately 2:14 a.m., Officers from the Oxnard Police Department were flagged down by a citizen reporting that a male subject was in possession of a firearm nearby.  Moments later, officers responded to the 2800 block of South Rose Avenue to investigate the incident.  They were told that the suspect had fled from the scene as a passenger in a vehicle.  Officers located the vehicle and contacted the suspect. 
 
During a search of the vehicle, a .38 caliber handgun was located hidden under the suspect’s seat with several rounds of ammunition.  Jose Castellanos, a 21-year-old Oxnard resident, was subsequently arrested for the firearms violation and booked into the Ventura County Jail.
 
The Oxnard Police Department encourages residents to be partners in public safety as part of the Operation Safer and Stronger initiative.  This is an excellent example of a witness who saw suspicious activity, contacted the police, and provided the appropriate information.

DETAILS:  On April 8, 2016, at approximately 12:12 A.M., patrol officers were dispatched to the area of the 200 block of Wilson Ave. reference several shots heard in the alley.  Officers responded to the area and located an occupied vehicle in the vicinity of the shots fired call.  Officers attempted to conduct a traffic stop on the vehicle and the driver initially failed to yield.  The driver, identified as 22 year old Oxnard resident Roberto Cisneros, ultimately stopped his vehicle in the 100 block of Cordova St. and was taken into custody for driving on a suspended license, and for resisting arrest.  During a search of the vehicle, officers located a loaded firearm.

On April 16, 2016, from 10:00 AM to 3:00 PM, the City of Oxnard’s Animal Safety Unit will be hosting a Community Animal Licensing Fair at Sea Air Park, 2011 Ninth Street in Oxnard.
 
Oxnard residents will have a great opportunity to license their pets and obtain more information on responsible pet ownership. The Animal Safety Unit has even better news – If residents choose to license their pets at this event, late fees and penalties for having expired pet licenses will be waived.
 
The Oxnard Police Department Explorer Post will also be offering free child fingerprinting.

On April 25, 2016, at about 5:00 pm, Patrol Officers from the Oxnard Police Department responded to the 400 Block West Juniper Street, reference a family dispute. Officers arrived on scene and began investigating the family dispute and a complaint of a battery.  The suspect was identified as resident Luis Gomez, 20 years old, who was inside the home.
Officers learned that earlier in the day, Gomez had brandished an axe at a female victim and had also previously battered another victim. This was unreported to police.
While officers were investigating the battery and family dispute, occupants of the residence fled out a bedroom window and reported that Gomez had charged at them with a large knife and attempted to assault them.
Officers surrounded the residence. Members of the Oxnard Police Department SWAT Team, K9 Unit, Hostage Negotiations Team, Crisis Intervention Team, and Investigators from the Oxnard Police Department Violent Crimes Unit responded to assist with the incident. A search warrant and arrest warrant were obtained for Gomez and the residence. After several hours Gomez was taken into custody using a police canine.
Gomez was transported to Ventura County Medical Center for treatment for injuries he sustained from the police canine during the arrest. Gomez will be booked at the Ventura County Main Jail for Battery and Assault with a Deadly Weapon (PC 245).
