On July 5, 2016 at approximately 9:49 A.M, a female called 911 and stated that she was being held against her will by her boyfriend. She said that she was in their apartment, located in the 1000 block of Kelp Lane. Patrol officers responded and attempted to establish contact with the residents for over two hours without success. Officers learned that there had been prior domestic related incidents at the residence and officers had to force entry into the apartment in May 2016. It was also learned that one of the occupants had outstanding warrants and had at least one firearm registered in his name.

Members of the Special Weapons and Tactics Team (SWAT) responded to assist. Officers continued to try and establish communication with the residents without success. Officers saw movement in the apartment and fearing that the female caller may be harmed, forced entry into the residence.

Officers made contact with John St. Clair, a 34 year old Oxnard resident, and detained him without incident. The female resident was not in the apartment and officers had learned that she left the residence prior to officers arriving. St. Clair was arrested for outstanding warrants and for delaying/obstructing a peace officer. He was booked into Ventura County Jail.

(OXNARD, Calif) – Detectives with the Oxnard Police Department’s Major Crimes Unit are seeking the public’s assistance in attempting to locate a “vehicle of interest” related to the murder of Christopher Camper.

Christopher Camper was shot to death on June 25, 2016 at approximately 5:15 P.M. as he stood at a bus stop in the 1900 block of North Ventura Road. Detectives obtained information that a silver 1990’s model Cadillac sedan was in a parking lot near where Camper was gunned down. Detectives believe the driver of the Cadillac may have witnessed the incident and can provide vital information to assist with the investigation.

The City of Oxnard offers a $10,000 reward for information leading to the arrest and conviction of a suspect(s) in homicide cases. On 7/17/2016, at 1:11 a.m. Motor Officers Thomas Martin and Jesse Sedeno were working a two-man enhanced enforcement detail. The officers observed a red Ford Mustang convertible traveling at a high rate of speed on southbound Oxnard Boulevard from the intersection with Seventh Street.

Officers Martin and Sedeno conducted a traffic stop and contacted the driver, Jesus Sandoval Ortiz and his female passenger. The officers discovered Sandoval’s license was suspended for failing to appear in court. During the course of the investigation, an interior search of the vehicle was conducted.

Officer Martin located a firearm on the floorboard of the front passenger seat concealed within a red bandana which was tied with a knot. The firearm was identified as a Springfield Armory model 1911A1. Within the handgun was a magazine loaded with seven live rounds of .45 caliber ammunition.

Ortiz was arrested for numerous gun related charges and driving on a suspended license.

On June 18, 2016 at 11:45 a.m., Oxnard Police and Fire personnel responded to the Oxnard Walmart store, located at 2701 Saviers Rd, regarding a suspicious device. Oxnard Police Department and Fire Department officials were able to identify the device as a possible improvised chemical weapon. The business was subsequently evacuated for approximately six hours while a Hazardous Materials Team was able to render the device safe. Walmart management estimated the store lost over $120,000 in revenue as a result of this incident.

An extensive month long investigation followed, led by Oxnard Police Department Property Crimes Investigators in conjunction with Walmart Global Investigators, Oxnard Police Department Crime Scene Investigators, and the Ventura County Crime Lab. With the assistance of evidence collected on scene, investigators were able to identify the suspect as Martin Reyes, a 32-year old Oxnard resident.

On July 19, 2016, Oxnard Police Department Investigators responded to the Ventura County Main Jail to interview Reyes, who was in custody for an unrelated charge. Martin Reyes confessed to investigators that he manufactured and placed the chemical weapon inside the open Walmart store. Reyes was aware that the device was capable of creating a gas, which has been classified by the C.D.C. as a chemical that is “Immediately Dangerous to Life or Health Considerations (IDLH)”. Reyes told investigators that he conducted most of his research into the device on the internet.

Reyes was arrested and booked into the Ventura County Main Jail for the unlawful possession and manufacturing of a chemical weapon of mass destruction.

DETAILS:On July 27, 2016 around 12:15 P.M. two officers assigned to the Neighborhood Policing Team observed a vehicle run a red light on Rose Avenue near First Street. They made an enforcement stop regarding the traffic infraction and contacted the driver Juan Sandoval and his passenger Christopher Arevalo. Officers did a records check and found that both occupants were document members of an Oxnard based criminal street gang and also noted they had been served with the civil gang injunction. Juan Sandoval and Christopher Arevalo were in violation of the gang injunction by associating with each other.

Officers removed the driver (Sandoval) from the vehicle to affect the arrest and learned that there was a gun inside the car. The officers quickly handcuffed and arrested both men and conducted a search of the vehicle. A loaded .22 caliber semi-automatic handgun was found in the center console and a quantity of methamphetamine was found in the door pocket. Both men were arrested for firearms violations, narcotics transportation violations and violating the conditions of the civil gang injunction.

A booking search of Arevalo revealed he had a small amount of methamphetamine concealed on his person. Sandoval and Arevalo were booked into the Ventura County Jail for multiple Felony charges.

DUI/Driver’s License Checkpoint Planned this Saturday

The Oxnard Police Department Traffic Unit will be conducting a DUI/Driver’s License Checkpoint on Saturday, August 13, 2016, at an undisclosed location within the city limits between the hours of 8:00 p.m. to 3:00 a.m.

The deterrent effect of DUI checkpoints is a proven resource in reducing the number of persons killed and injured in alcohol or drug involved crashes. Research shows that crashes involving an impaired driver can be reduced by up to 20 percent when well-publicized DUI checkpoints and proactive DUI patrols are conducted routinely. DUI checkpoints are placed in locations based on collision statistics and frequency of DUI arrests, affording the greatest opportunity for achieving drunk and drugged driving deterrence. Locations are chosen with safety considerations for the officers and the public.

In California, this deadly crime led to 867 deaths and over 23,000 serious injuries in 2013 because someone failed to designate a sober driver. Nationally, the latest data shows over 10,000 were killed by an impaired driver. Over the course of the past three years, Oxnard officers have investigated 634 DUI collisions, which have claimed 10 lives and resulted in another 424 injuries.

Officers will be looking for signs of alcohol and/or drug impairment with officers checking drivers for proper licensing delaying motorists only momentarily. When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving, which now accounts for a growing number of impaired driving crashes.

Recent statistics reveal that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol. Everyone should be mindful that if you’re taking medication – whether prescription or over-the-counter – drinking even small amounts of alcohol can greatly intensify the impairment affects.

Law Enforcement emphasizes the preventable nature of drunk driving reminding everyone that all it takes is a little planning ahead. Designate a sober driver or call a cab. But whatever you do, don’t drink and drive.The California Office of Traffic Safety DDVIP (Designated Driver VIP) mobile app is now available for free download on iOS and Android devices. Launched last year, the new DDVIP app offers enhanced features, allowing users to “Map a Spot” with their current location to find DDVIP partnering establishments in their area or a “List of Spots” to search all participating bars and restaurants throughout California. Users will be offered free incentives at each bar to celebrate their life-saving role. They can stay up-to-date with the latest from DDVIP and see what other users are saying via its social tab. Also through the app, for those who want to imbibe but also make it a point to plan ahead, users can easily order a sober ride from Uber, Lyft or Curb – all from one screen.

Drivers caught driving impaired can expect the impact of a DUI arrest to include jail time, fines, fees, DUI classes, other expenses that can exceed $10,000 not to mention the embarrassment when friends and family find out.

Funding for this checkpoint is provided to the Oxnard Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to ‘Report Drunk Driver – Call 9-1-1’.

On August 12, 2016 at approximately 6:36 P.M, a patrol officer, assigned to the Neighborhood Policing Team, conducted a traffic stop on a vehicle in the area of Commercial Ave and Oxnard Blvd. During a search of the vehicle using police K-9 Koa, two ounces of methamphetamine, four and a half grams of Heroin and drug sales paraphernalia was located in the vehicle. A .22 caliber handgun was also located in the vehicle. The driver, Marlow Hartson, a 53 year old Oxnard resident, is a convicted felon and prohibited from possessing firearms. Marlow was arrested and charged with various drug and firearms violations.

At the beginning of 2014, the Oxnard Police Department launched the Operation Safer and Stronger initiative, as well as the Firearms Strike Team (FAST), to proactively remove firearms from prohibited persons in the city. The objective of the initiative and FAST is to reduce gun violence in Oxnard through education, intervention and enforcement.

DETAILS: (OXNARD, Calif) – Detectives with the Oxnard Police Department are investigating a series of violent crimes, committed by gang members, that led to an officer involved shooting.

The first incident occurred at approximately 8:15 p.m., in the 300 block of East Pleasant Valley Road. An Oxnard police officer observed an occupied suspicious vehicle parked in a “No Parking Zone”. When the officer attempted to contact the occupants of the vehicle, the vehicle accelerated away at a high rate of speed. The police officer was able to catch up to the vehicle and initiate a traffic stop. As the vehicle was slowing to a stop, occupants from the vehicle fled. The police officer was able to detain one subject in the vehicle, which was a 14 year old Hispanic male. The police officer noticed that the 14 year old juvenile was in possession of a shotgun. The juvenile was arrested without incident and transported to the Oxnard Police Department. The juvenile was ultimately charged with several weapons violations including minor in possession of a firearm and minor in possession of ammunition.

At approximately 9:45 p.m., Oxnard police responded to a shooting in the 300 block of Canterbury Way. Oxnard police contacted the victim of the shooting and learned that the incident started at Southwinds Park. The suspects, two Hispanic males, assaulted a female in the park. The female’s father ran to her aid and was able to defend his daughter. The father and his daughter returned to their residence. Ultimately, the father took his daughter to the hospital due to injuries she sustained during the assault. The injuries were not considered life threatening.

As the father returned from the hospital, he was confronted by the same suspects that had assaulted his daughter at the park. One of the suspects, later identified as 19 year old Julio Isidoro was in possession of a handgun. The second suspect, 19 year old Jose Olea, was with Isidoro. Isidoro brandished a gun at the father. The father took out his own gun and fired his gun to scare away the suspects. Isidoro fired his gun and fled the scene. Neither the suspects nor the victim were hit by gun fire. The father called 911 to report the incident.

When Oxnard police officers arrived, they obtained a description of the two suspects. An alert Oxnard police officer, a few blocks from Canterbury Way, observed a subject matching the description in the 5300 block of Perkins Road. This subject, identified as Julio Isidoro, fled from the patrol officer and hid in the front yard of a residence. Isidoro was found to be in possession of a handgun and attempted to conceal himself in a dark corner of a front yard. The police officer drew his duty weapon as he was in fear for his own safety. The police officer ordered Isidoro many times to show him his hands, but Isidoro refused to comply with the police officers orders. Isidoro made suspicious furtive movements while keeping his hands concealed from the police officer. Still concerned for his safety, the police officer fired one round from his duty weapon at Isidoro. Isidoro immediately complied with the officer’s orders, and he was arrested without incident. Isidoro was not injured. The loaded, semi-automatic firearm that Isidro was in possession of during this incident was located and recovered. (see attached picture)

Jose Olea was also located and arrested for an outstanding felony warrant after he was seen in the Southwinds Neighborhood. Both Olea and Isidoro were positively identified by the victims and witnesses to the assault with a deadly weapon at Southwinds Park and in the 300 block of Canterbury Way. The police officer who attempted the traffic stop in the 300 block of East Pleasant Valley Road positively identified Isidoro as one of the occupants that fled from the vehicle.

Olea and Isidoro are considered documented Oxnard gang members. Julio Isidoro was found to be served with the Southside gang injunction. Olea and Isidoro were arrested for two counts of assault with a deadly weapon, and the special allegation that the crimes were committed for the benefit of a criminal street gang.

The police officer involved in the shooting is a three year veteran, and was not injured during this incident. The police officer was placed on paid administrative leave, which is department policy for officers involved in a shooting incident.

On September 23, 2016, at about 1150 hours, officers from the Oxnard Police Department Neighborhood Policing Team conducted a probation search in the 2100 block of Zocolo Street, in response to a recent increase of criminal activity reported in the area. Officers contacted the resident, Mychal White, who is on county probation for narcotics related offenses.

During a search of the residence, officers located a “sawed-off” 12 gauge shotgun; as well as, additional 12 gauge shotgun ammunition. It was determined that White is a previously convicted felon who is prohibited from possessing a firearm or ammunition.

Mychal White was ultimately arrested for several firearms related violations, without incident.

(OXNARD, Calif) – Investigators from the Oxnard Police Department’s Major Crimes Unit have arrested a second suspect in connection with the murder of Joshua Van.

On August 4, 2016 at approximately 6:00 P.M., Jesus Samuel Duarte, a 36 year old Oxnard resident, was arrested by members of the Oxnard Police Department’s Special Enforcement Unit (SEU). The arrest occurred after Major Crimes Investigators obtained an arrest warrant for Duarte. Duarte is the second suspect to be arrested in the murder of Joshua Van. On August 21, 2015, Major Crimes Investigators arrested Alejandro Morales in connection with Van’s murder.

The murder occurred on February 17, 2014 at approximately 6:30 P.M.. Oxnard police officers were dispatched to a call of “shots fired” in the 2000 block of Mariposa Street. When officers arrived, they located two male shooting victims. One victim, an 18 year old male, was transported to the Ventura County Medical Center. This victim underwent emergency surgery and survived his wounds. The second victim, 24 year old Joshua Van, died at the scene despite lifesaving efforts by emergency medical personnel.

The arrest of Duarte and Morales is a result of the relentless and tireless effort by Major Crimes Investigators, and in direct partnership with the Ventura County District Attorney’s Office.

The investigation into Joshua Van’s murder will continue. The City of Oxnard offers a $10,000 reward for information leading to the arrest and conviction of a suspect(s) in homicide cases.
