DETAILS:
On May 11, 2016 at approximately 9:00 a.m., detectives from the Oxnard Police Department’s Auto Theft Task Force completed a month long investigation that resulted in the arrest of 24 year old Luis Saldana. During the investigation, detectives recovered five stolen vehicles and obtained evidence that led to Saldana’s arrest. The vehicles were stolen out of the cities of Oxnard and Camarillo. Additionally, when Saldana was arrested detectives found he was in possession of burglary tools and stolen property. Saldana was already out on bail for auto theft charges unrelated to the month long investigation.

Saldana was booked into the Ventura County Main Jail for three counts of unlawfully driving a stolen vehicle, three counts of possession of a stolen motor vehicle, possession of burglary tools, possession of stolen property, and felony possession of a forged check.

The Oxnard Police Department launched the Oxnard Auto Theft Task Force (OATTF) in early 2015. Detectives assigned to this task force proactively locate and arrest those responsible for committing auto thefts in Oxnard. The objective of the OATTF is to reduce the number of stolen vehicles in Oxnard through education, intervention, and enforcement. DETAILS:

On Sunday, May 15, 2016, between 10:00 a.m. and 2:00 p.m., the Oxnard Police Department conducted a Motorcycle safety enforcement operation throughout the city limits. During the operation, officers issued 6 citations for various motorcycle violations, 35 citations for various vehicle violations.

The Oxnard Police Department wants to make everyone aware of the precautions that can be taken to reduce the number and severity of collisions involving motorcyclists. Motorcyclists are reminded to use proper lanes positioning, match your speed to traffic around you, and to wear an approved DOT helmet. Drivers are reminded to look twice for motorcyclists when turning or entering the roadway.

The Oxnard Police Department will continue to conduct these types of enforcement operations this year to make our roadways and community safer. These operations are funded by grants from the California Office of Traffic Safety (OTS) and through the National Highway Traffic Safety Administration.

On May 24, 2016 at approximately 1320 hours officers from the Special Enforcement Unit (SEU) were working gang enforcement in the area of Hueneme Road and Perkins Road. While in the area they contacted Jesus Flores, a known gang member who has been served with one of the gang injunctions.

As officers were speaking to Flores, he attempted to flee and a struggle occurred. During the struggle Flores discarded a loaded semi-automatic handgun.

Flores was placed under arrest and charged with weapons violations, assault on a peace officer and violation of the gang injunction.

The Oxnard Police Department Special Enforcement Unit is committed to reducing gang crimes and violence in the City of Oxnard through the strict enforcement of laws specifically targeting known, active gang members in the city. DETAILS: DETAILS: On May 14, 2016, Oxnard police officers were dispatched to the area of McWayne Boulevard south of Arcturus Avenue in regarding a report of subjects tagging (graffiti) with aerosol paint on one of the railroad box cars. Upon arrival the officers witnessed two subjects tagging a single box car. The two subjects observed the officers and fled on foot. Officers located fresh graffiti vandalism on the Box Car along with several monikers from an Oxnard based tagging crew.

A follow up investigation on June 1, 2016, led detectives to the 500 Block of Winchester Drive where a search warrant was served at 0700 hours. Brian Landry, 28 years was arrested for graffiti vandalism on a box car. The box car was temporarily situated in Oxnard and is owned and operated by Union Pacific Railroad Company. Landry was booked into the Ventura County jail on charges of felony graffiti vandalism, section 594 (b) (1) of the California Penal Code. A conservative estimate of the box car damage is over $5,000. Union Pacific Railroad Company will prosecute any person found vandalizing their property. The Union Pacific Railroad Company would also like to remind the public it is a misdemeanor crime to loiter within 20 feet on either side of a railroad track without the express consent and approval of the railroad company and or land owner.

On Saturday, June 11, 2016, between the hours of 8:00 p.m. and 3:00 a.m., officers from the Oxnard Police Department conducted a DUI/Driver’s license checkpoint in the City of Oxnard. The checkpoint was conducted in the westbound lanes of Channel Islands Blvd. west of M Street. This location was chosen to provide increased DUI deterrence and in response to recent alcohol-related arrests and/or DUI collisions.

The checkpoint resulted in the following:

524 vehicles through
518 drivers screened
Five DUI investigations
Two DUI alcohol arrests
One DUI drug arrest
Eight citations issued to unlicensed drivers
15 total citations issued
Three vehicles towed

One motorist was arrested for driving under the influence of marijuana. Another motorist was found to be nearly three times over the legal limit of alcohol.

The Oxnard Police Department will continue to conduct DUI enforcement operations this year. These operations are an effort to reduce the number of alcohol-related crashes and to make our roadways and community safer. We also remind people that if they see an impaired driver to dial 911. These DUI enforcement operations are funded by grants from the California Office of Traffic Safety (OTS) and through the National Highway Traffic Safety Administration.

On 07-08-16 at approximately 4:49pm, Officers from the Oxnard Police Department responded to the Asahi Market located at 660 South Oxnard Blvd regarding a robbery that occurred at that location.

Two suspects entered the business, produced a replica firearm and assaulted the clerk at the business. Both suspects fled the business prior to Officers arrival. One of the suspects fled in a black SUV. Gaspar Suarez, was located a short distance away and matched the description of one of the suspects involved in the robbery. Gaspar was identified as being involved in the robbery and was arrested.

Later that evening Officers on patrol in the area of the 2000 block of San Benito Ave located the black SUV and the driver of the vehicle, Jose Rivera, was identified as the other party involved in the robbery at Asahi Market was arrested.

DETAILS: On 7/16/16, at approximately 0354 hours, an officer from the Oxnard Police Department was driving in the area of Channel Islands Blvd and Saviers Rd, when he heard an audible burglary alarm sounding from the “Joyeria 5 de Mayo”, located at 120 W. Channel Islands Blvd. The officer responded to the location to investigate the alarm and noticed the suspect inside the store, which was closed for business. Upon seeing the officer, the suspect fled the location on foot and a short foot pursuit ensued. Eventually, the suspect gave up, complied with the officer and was arrested. It is unknown if anything was taken from the store at this time.

There is no photo of the suspect at this time.

The investigation is continuing.

On June 16, 2016, officers from the Oxnard Police Department Special Enforcement Unit (gang unit) were conducting uniform gang enforcement in area of Lupita St and First St. where they conducted a traffic stop regarding a traffic violation.

SEU officers contacted Jose Salazar and another subject in the vehicle. Salazar is a known member of an active street gang and was found to be in possession of methamphetamine and narcotics paraphernalia. During a search of the vehicle a loaded revolver was located.

Salazar was arrested for weapons and narcotics related charges. The second subject was released from the scene.

DETAILS:

On July 24, 2016, at about 8:22 p.m., officers responded to a hit and run collision in the area of Seaglass Way and Danvers River Street. Additional officers located the suspect vehicle, driven by 23-year-old Christina Sotelo, in the 2500 Block of Detroit Avenue. Witnesses were able to help officers identify Sotelo’s vehicle and place Sotelo behind the wheel at the time of the collision.

During the investigation, Sotelo was found to be under the influence of alcohol and was arrested for DUI. Sotelo also had her 5-year-old son with her at the time of the collision. He was not injured. Sotelo was booked into the Ventura County main jail on suspicion of felony hit and run, driving under the influence of alcohol and child endangerment.

The female victim in the collision sustained a minor injury and was transported to a local hospital.

The investigation is ongoing.

DETAILS:
On 7/30/16, at 4:11 A.M., officers were dispatched to the 2000 blk. of Langley St. reference a possible burglary and sexual assault. The reporting party stated that the suspect removed a screen from an open window at the residence, and sexually battered the reporting party’s sister. The suspect fled the area but was followed by a witness. Officers located the suspect, 24 year old Oxnard resident Garrett Stephen Smith, at a nearby convenience store. Smith was positively identified by the victim and the witness. Smith was arrested for sexual battery and burglary. Once Smith was informed that he was going to be placed under arrest, he attempted to resist the officers by not allowing the officers to handcuff him. Smith was ultimately arrested and transported to the Oxnard Police Department.

Family Protection Unit (FPU) Detectives responded to assist with the investigation. FPU Detectives researched Smith’s criminal history and learned that Smith has been arrested numerous times this year by various law enforcement agencies in Ventura County for lewd acts.
