On November 7, 2016 at 1500 hours officers responded to a disturbance call at Ben’s Laundromat at 501 Cooper Road. Officer’s made contact with an 84 year old male employee who had been beaten with an improvised weapon during a robbery of the business.

During the investigation, officers were able to ascertain one juvenile male had entered the business and confronted the victim while the second acted as a lookout. The suspect who entered, robbed the victim of currency after violently beating him for several minutes with the weapon. They then both fled.

Special Enforcement Unit (gang unit) officers who were conducting gang enforcement in the area of the business detained two male juveniles leaving the area. One the juveniles attempted to discard a long stick with a large nail secured to it. The juveniles were detained and ultimately identified as the suspects in the robbery. The weapon used during the robbery and the property taken was recovered.

The victim was transported to the hospital and treated for his injuries.

The juveniles are charged with robbery, conspiracy, elder abuse and assault with a deadly weapon. They were lodged into juvenile hall.

The Oxnard Police Department Special Enforcement Unit is committed to reducing gang crimes and gun violence in the City of Oxnard through the strict enforcement of laws specifically targeting known, active gang members residing in the city. On November 7, 2016, at about 4:26 p.m., officers from the Oxnard Police Department and EMS personnel responded to the area of Gisler Avenue and Elm Street regarding a serious injury traffic collision in which a vehicle collided into an apartment located at the California Garden Apartments, 1644 Gisler Avenue. Preliminary investigation indicates that the driver, identified as Sonny Ramos, was traveling eastbound on Elm Street and failed to stop for a stop sign at the intersection of Elm Street and Gisler Avenue. Ramos continued eastbound through the intersection and drove off the roadway colliding into the apartment injuring three children, ages 2, 8, and 15.

Fire personnel had to use rescue tools to remove Ramos from the vehicle and rescue the children from the apartment. Ramos and the three children were transported to local area hospitals for injuries ranging from minor to critical. An investigation is ongoing to determine the cause of the collision and whether alcohol and/or drugs was involved.

DETAILS:

On November 5, 2016, at approximately 6:36, a.m., a black Honda Civic travelling northbound on Saviers Road at Hughes Drive collided with a pedestrian crossing Saviers Road from the east sidewalk. The pedestrian was knocked to the ground after the collision. The driver of the Honda Civic stopped at the scene and was not injured. Emergency personnel rendered aid to the pedestrian, but the pedestrian succumbed to his injuries at the scene. Alcohol and/or drugs do not appear to be a factor in the collision.

On the above date and time, officers from the Oxnard Police Department were dispatched to the area of Teakwood and “B” Streets regarding a victim of a shooting. Once on scene, officers located a shooting victim, who was transported to a local hospital. It does not appear that his injuries were life threatening. Officers learned that the victim was on his bicycle when he was struck by gunfire. Officers were unable to obtain any information in regards to suspects.

On November 4, 2016, at about 1100 hours, officers from the Oxnard Police Department Violent Crimes Unit Gang Investigations assisted the Post Realignment Safety Officer with a probation and parole search at a residence in the south end of Oxnard. During the search, a stolen firearm was located. Oxnard Police Department Property Crimes Detectives were contacted and they authored a search warrant for the residence. An additional stolen firearm was located in addition to numerous items of stolen property and narcotics. Three subjects were contacted and the residence during the investigation and were arrested. Alfredo Cortes was arrested felony weapons charges, Alfredo Almada was arrested for felony weapons and narcotics charges and Jessie Cortez was arrested for a parole violation.

Investigators are still working the case and trying to determine the owners of some of the stolen property. The case is ongoing. DETAILS: On November 1, 2016, officers from the Oxnard Police Department were dispatched to a Home Invasion Robbery that occurred in the 500 block of Fairbourne Place in the City of Oxnard. An 85 year old blind victim was asleep and awoken to a male suspect in his bedroom. The victim was punched in the face before the suspect took several items of property including the victim’s wheelchair.

The Oxnard Police Department has been awarded a $330,000 grant from the California Office of Traffic Safety (OTS) for a year-long program of special enforcements and public awareness efforts to prevent traffic-related deaths and injuries. The Oxnard Police Department will use the funding as part of the city’s ongoing commitment to keep our roadways safe and improve the quality of life through both enforcement and education.

Oxnard Police Chief Scott Whitney commented that “OTS grant funding will assist us in achieving our department’s goal of reducing the total number of collisions which would result in a reduction of injuries and fatalities.” Chief Whitney added that he “was grateful for the support from OTS in achieving our mutual goal of making our roadways safer for pedestrians, bicyclists, and motorists through continued focus on enforcement and education on distracted driving, drunk and drugged driving, and speed and seat belt compliance.”

After falling to a ten-year low in 2010, the number of persons killed has climbed nearly 17% across the state with 3,176 killed in 2015 according to the National Highway Traffic Safety Administration. Particularly alarming is the six-year rise in pedestrian and bicycle fatalities, along with the growing dangers of distracting technologies, and the emergence of drug-impaired driving as a major problem. This grant funding will provide opportunities to combat these and other devastating problems such as drunk driving, speeding, and crashes at intersections.
“Years of research tell us that enforcement and education work best jointly to combat unsafe driving,” said OTS Director Rhonda Craft. “This grant brings both tactics together, with the Office of Traffic Safety and the Oxnard Police Department working in concert to help keep the streets and highways safe across Oxnard and the state.”

Activities that the grant will fund include:
•           Educational presentations
•           DUI checkpoints
•           DUI saturation patrols
•           Bicycle and pedestrian safety enforcement
•           Motorcycle safety enforcement
•           Distracted driving enforcement
•           Seat belt and child safety seat enforcement
•           Speed, red light, and stop sign enforcement
•           Warrant service operations targeting multiple DUI offenders
•           Compilation of DUI “Hot Sheets,” identifying worst-of-the-worst DUI offenders
•           Specialized DUI and drugged driving training such as Standardized Field Sobriety Testing (SFST), Advanced Roadside Impaired Driving Enforcement (ARIDE), and Drug Recognition Evaluator (DRE)
•           Court “sting” operations to cite individuals driving from DUI court after ignoring their license suspension or revocation
•           Stakeout operations to observe the “worst-of-the-worst” repeat DUI offender probationers with suspended or revoked driver licenses

Funding for this program is from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

On November 2, 2016, officers from the Oxnard Police Department responded to a subject shooting a firearm into the air in the 3100 block of Peninsula Road in the City of Oxnard. Witnesses in the area described the shooting suspect who was later located driving a vehicle nearby. The officers made contact with the suspect who was found to be driving under the influence of alcohol. No guns were located with the suspect at the traffic stop but several guns were secured from his residence in the area. There were no injuries related to this incident.

The suspect, Todd Adams, was arrested for driving while intoxicated.

On October 28, 2016, Officers from the Oxnard Police Department’s Neighborhood Policing Team conducted a plain clothes theft enforcement detail with Loss Prevention at two Vons grocery store locations in Oxnard. This was in response to an increase in theft reports from the stores. As a result of the operation, 11 adults were arrested for theft of various different items from the two stores.

The Oxnard Police Department will continue to conduct these types of operations to deter thefts from occurring at these businesses. If you see suspicious subjects inside of the store, please notify management or contact the Oxnard Police Department.

On Friday, October 28, 2016, between the hours of 8:00 p.m. and 3:00 a.m., officers from the Oxnard Police Department conducted a DUI/Driver’s license checkpoint in the City of Oxnard. The checkpoint was conducted in the northbound lanes of Ventura Road north of Seventh Street. This location was chosen to provide increased DUI deterrence and in response to recent alcohol-related arrests and/or DUI collisions.

During the checkpoint, a 19 year old male driver ran through the checkpoint, failing to stop for officers screening drivers. The driver continued northbound on Ventura Road failing to stop for the red light at Ventura Road and Fifth Street. The driver was stopped by officers a few blocks away and was found to be under the influence of alcohol and was arrested.

The checkpoint resulted in the following:

749 vehicles through
716 drivers screened
Five DUI investigations
One DUI alcohol arrest
Seven citations issued to unlicensed drivers
22 total citations issued
Two vehicles towed

The Oxnard Police Department will continue to conduct DUI enforcement operations this year. These operations are an effort to reduce the number of alcohol related crashes and to make our roadways and community safer. We also remind people that if they see an impaired driver to dial 911. These DUI enforcement operations are funded by grants from the California Office of Traffic Safety (OTS) and through the National Highway Traffic Safety Administration.
