DETAILS:
On July 13, 2016 at approximately 7:30 a.m. an Oxnard police officer stopped a silver Chevy Monte Carlo for a traffic violation in the area of Lark Street and Saviers Road.
During the traffic stop the front passenger, Daniel Gutierrez, was found to be a convicted felon and was on probation. A probation search was conducted and a loaded handgun was located near Gutierrez. Gutierrez was arrested for various weapons and drug related violations.

The Oxnard Police Department continues to encourage residents to be partners in public safety as part of the Operation Safer and Stronger initiative. On Monday, August 22, 2016, between 12:30 p.m. and 4:30 p.m., the Oxnard Police Department will be deploying officers throughout the city limits to conduct bicycle and pedestrian safety enforcement.

The Oxnard Police Department wants to make everyone aware of precautions that can be taken to reduce the number and severity of collisions involving pedestrians and bicyclists. Pedestrians are reminded to obey regulatory traffic signs and only travel in areas where it is permitted and safe to walk. Bicyclists should follow all traffic laws and wear an appropriate helmet at all times to minimize injuries in the case of a collision or fall.

Drivers are also reminded to share the road and watch out for pedestrians and bicyclists as they travel on our roadways. Extra caution should be used near schools and crosswalks. California law requires drivers to maintain a distance of three feet when passing bicyclists. If a driver is unable to give a bicyclist three feet, due to traffic or road conditions (including the weather and width of the highway), the driver must slow to a reasonable speed and pass when it would not endanger the bicyclist.

DETAILS:
On September 12, 2016, at approximately 12:10 a.m., officers from the Oxnard Police Department responded to a reported vandalism in progress near the intersection of Wooley Road and C Street. During the investigation, two suspects, who had been observed spray painting a wall in the 1100 block of South C Street, ran from responding officers. During the foot chase, officers also observed suspect Jose Rodriguez in the 300 block of W. Wooley Road. Rodriguez ran from officers and was quickly apprehended. Officers located a loaded handgun on the ground where Rodriguez was taken into custody. The two vandalism suspects eluded capture.

Rodriguez is a convicted felon and prohibited from possessing firearms and ammunition. He was charged with felony weapons violations and booked into the Ventura County Jail. It was determined that Rodriguez was not involved in the vandalism.

This incident is another example of how members of the public assist the Oxnard Police Department by calling 911 to report suspicious individuals and crimes in progress.

In an effort to address the increase in firearms-related crimes, the Oxnard Police Department launched the Operation Safer and Stronger Initiative, as well as the Firearms Strike Team (FAST) led by the Violent Crimes Unit, to proactively remove firearms from prohibited persons within the city. The objective of this initiative and FAST is to reduce gun violence in Oxnard through education, intervention, and enforcement.

On September 12, 2016 at approximately 8:00 a.m., an Oxnard patrol officer observed a stolen green pickup truck driving in the area of Channel Islands Boulevard and Concord Drive. When the officer started to follow the vehicle the suspect drove into the parking lot of Channel Islands High School. Detectives from the Auto Theft Task Force came in to assist.

The driver, later identified as 26 year-old Oxnard resident Jeffrey Chambers, was detained and arrested in the parking lot of the school without incident. Chambers is facing charges of being in possession of a stolen vehicle, stolen property, burglary tools, drug paraphernalia and methamphetamine. Chambers has a separate stolen vehicle case pending and was convicted of robbery last month.

The Oxnard Police Department launched the Oxnard Auto Theft Task Force (OATTF) in early 2015. Detectives assigned to this task force proactively locate and arrest those responsible for committing auto thefts in Oxnard. The objective of the OATTF is to reduce the number of stolen vehicles in Oxnard through education, intervention, and enforcement. DETAILS:On September 23, 2016 at approximately 8:41 a.m., PROS Officers and Neighborhood Policing Team West District Officers went to a home in the 1100 block of South H Street to locate and arrest Jose Salas. Salas had several Felony arrest warrants . Officers were searching the home on found Salas hiding in the roof rafters of the detached garage. He was taken into custody for the Felony warrants and resisting arrest without incident.

During a search of the garage, officers located a loaded firearm behind a bed where Salas’ one year old child sleeps. Officers also located methamphetamine in a bag adjacent to the same bed. Salas is a documented member of a criminal street gang and has previously been convicted of Felony Burglary (2013) and Felony Robbery (2009). Because of these Felony convictions he is prohibited from owning or possessing a firearm.

Salas was booked into the Ventura County Jail for the Felony arrest warrants, Felony possession of a firearm by a prohibited person, Felony Child Endangerment and Misdemeanor drug violations. A report was also filed with the county child protection agency. A photo of the suspect and the firearm has been included.

The Oxnard Police Department Neighborhood Policing Team focuses on crime and quality of life issues at the neighborhood level with a focus on Community Policing and Problem Solving. The Oxnard Police Department will continue to monitor this residence and work closely with the Kamala Park community and neighborhood council.

DETAILS: On September 15, 2016 at 4:49 a.m., officers from the Oxnard Police Department responded to a residential burglary in the 300 block of Erica Place. The residence was being fumigated at the time of the burglary and surveillance video was obtained. The Oxnard Police Department is seeking the public’s help identifying the subjects in the video. DETAILS:
On April 17, 2016 at approximately 1150 hours officers from the Special Enforcement Unit were working gang enforcement Rose Park area of the city. While in the area of Rose Avenue and Emerson Avenue a traffic stop was conducted for a vehicle code violation. The driver was Victor Aguiar. Aguiar was subsequently arrested for a vehicle code violation. During a search of his vehicle a loaded semi-automatic handgun was located. Aguiar was additionally arrested for several firearm related violations.

Aguiar is associated with a known criminal street gang.

A passenger in the vehicle was released at the scene.

The Oxnard Police Department Special Enforcement Unit is committed to reducing gang crimes and violence in the City of Oxnard through the strict enforcement of laws specifically targeting known, active gang members in the city. (OXNARD, Calif) – On 5/29/16 at approximately 1945 hours, Oxnard police officers responded to a fight in the area of Gonzales Road and Lantana Street. Officers arrived in the area and located an assault victim with severe stab wounds. The victim was transported to the Ventura County Medical Center by ambulance. Unfortunately, the victim died of his injuries.

Major Crimes Investigators were notified and responded to the scene to assume the investigation. The investigation is continuing.

This was Oxnard’s fourth homicide of the year.

DETAILS:
On August 6^th, at approximately 0700 hours, a white Snyder-Lance delivery truck was making a delivery to the rear of the Vons grocery store at Fifth Street and Ventura Road when an unknown subject stole the full size box truck delivery vehicle. At approximately 1100 hours, an Oxnard resident called the police department to report finding the stolen delivery vehicle possibly abandoned in the middle of the street in front of 1720 Jones Way.

When Officers from the Oxnard Police Department arrived, they found that the vehicle was still in the middle of the street, but an unknown subject (later identified as Jimmy Frederick) was inside the vehicle. Officers attempted to contact Frederick and direct him out of the vehicle, but Frederick refused to exit the vehicle. Frederick then barricaded himself in the rear storage/ hauling area of the covered delivery truck.

After Frederick barricaded himself inside the storage area, officers secured the scene and deployed a non-lethal Pepperball device; however Frederick refused to exit. Additional Officers from the Special Enforcement Unit (Gang Unit/ SWAT Team) and K-9 Unit arrived at the scene a short time later. After an additional forty-five minute stand-off, Frederick finally emerged from his barricaded position inside of the delivery truck. Frederick was refusing to follow surrender commands and officers used an electronic control device (“taser”) to subdue Frederick. Frederick was then taken into custody without further incident. Frederick was arrested for 10851(a) VC and 148(a) PC.

DUI/Driver’s License Checkpoint Planned this Saturday

The Oxnard Police Department Traffic Unit will be conducting a DUI/Driver’s License Checkpoint on Thursday, September 1, 2016, at an undisclosed location within the city limits between the hours of 7:00 p.m. to 12:00 a.m.

The deterrent effect of DUI checkpoints is a proven resource in reducing the number of persons killed and injured in alcohol or drug involved crashes. Research shows that crashes involving an impaired driver can be reduced by up to 20 percent when well-publicized DUI checkpoints and proactive DUI patrols are conducted routinely. DUI checkpoints are placed in locations based on collision statistics and frequency of DUI arrests, affording the greatest opportunity for achieving drunk and drugged driving deterrence. Locations are chosen with safety considerations for the officers and the public.

In California, this deadly crime led to 867 deaths and over 23,000 serious injuries in 2013 because someone failed to designate a sober driver. Nationally, the latest data shows over 10,000 were killed by an impaired driver. Over the course of the past three years, Oxnard officers have investigated 646 DUI collisions, which have claimed 10 lives and resulted in another 436 injuries.

Officers will be looking for signs of alcohol and/or drug impairment with officers checking drivers for proper licensing delaying motorists only momentarily. When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving, which now accounts for a growing number of impaired driving crashes.

Recent statistics reveal that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol. Everyone should be mindful that if you’re taking medication – whether prescription or over-the-counter – drinking even small amounts of alcohol can greatly intensify the impairment affects.

Law Enforcement emphasizes the preventable nature of drunk driving reminding everyone that all it takes is a little planning ahead. Designate a sober driver or call a cab. But whatever you do, don’t drink and drive.The California Office of Traffic Safety DDVIP (Designated Driver VIP) mobile app is now available for free download on iOS and Android devices. Launched last year, the new DDVIP app offers enhanced features, allowing users to “Map a Spot” with their current location to find DDVIP partnering establishments in their area or a “List of Spots” to search all participating bars and restaurants throughout California. Users will be offered free incentives at each bar to celebrate their life-saving role. They can stay up-to-date with the latest from DDVIP and see what other users are saying via its social tab. Also through the app, for those who want to imbibe but also make it a point to plan ahead, users can easily order a sober ride from Uber, Lyft or Curb – all from one screen.

Drivers caught driving impaired can expect the impact of a DUI arrest to include jail time, fines, fees, DUI classes, other expenses that can exceed $10,000 not to mention the embarrassment when friends and family find out.

Funding for this checkpoint is provided to the Oxnard Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to ‘Report Drunk Driver – Call 9-1-1’.
