DETAILS: (Oxnard, Calif)– On December 7, 2016, at approximately 10:00 a.m., the Oxnard Police Department responded to the 2000 block of Almanor Drive reference a shooting that had just occurred. The reporting party identified himself as the shooter. Officers located the reporting party who was standing by the residence when officers and medical personnel arrived on scene. The reporting party is currently being detained and questioned by police.

A shooting victim was located at the location and was pronounced deceased at the scene. A second shooting victim was located a short time later at St. Johns Hospital suffering from multiple gunshot wounds. This victim was subsequently transported to the Ventura County Medical Center and is listed in critical condition.

The Oxnard Police Department Major Crimes Unit and Violent Crimes Unit are on scene and investigating this matter in conjunction with the Ventura County District Attorney’s Office.

DETAILS:
On December 6, 2016, at approximately 3:45 p.m., officers from the Oxnard Police Department Gang Unit (Special Enforcement Unit) were conducting uniform gang enforcement in the 4100 block of S. “C” St when they observed Alvaro Morales put a short barreled rifle underneath a vehicle and walk into his residence.

Officers quickly secured the weapon and went into the residence after Morales. The gang officers knew that Morales is an active gang member and that he had a felony warrant for his arrest. Morales was taken into custody and the firearm was recovered.

Morales was arrested for his felony warrant, possession of a short barreled rifle, and other firearm related charges.

The Oxnard Police Department Gang Unit (Special Enforcement Unit) is committed to reducing gang crimes and gun violence in the City of Oxnard through the strict enforcement of laws specifically targeting known, active gang members residing in the city. On December 5, 2016, at about 1:20 p.m., officers from the Oxnard Police Department Gang Unit (Special Enforcement Unit) were conducting uniform gang enforcement in the 1600 block of Woodland when they conducted a traffic stop for a vehicle violation.

When officers approached the vehicle they noticed Sandoval inside and recognized him as being a wanted subject. The gang officers also know that Sandoval is an active gang member. A search of the vehicle was conducted and officers located a stolen firearm and ammunition.

Sandoval was arrested for possessing a loaded, stolen firearm and ammunition.

(Oxnard, Calif)– The Oxnard Police Department is requesting the public’s assistance in locating a missing four year-old girl. The missing girl, four year-old Kimberly Lopez, was last seen on March 10, 2015 at a residence in the 900 block of Denver place, in Oxnard, California. Investigators believe Kimberly is in California or Mexico

When Kimberly was last seen she was in the custody and care of her father, 31 year-old Omar Misael Lopez of Oxnard. Kimberly was previously a dependent child of the Ventura County Juvenile Court. Custody and care of Kimberly was given to Omar by the juvenile court. After Omar completed required services, the case was dismissed in March 2015. Kimberly’s mother, 25 year old Mayra Chavez Lopez, was given supervised home visits with Kimberly. The visits were to be supervised by Omar and Maria Lopez, Mayra’s mother. The last reported sighting of Kimberly was during a home visit by a Ventura County Children and Family Services (VCCFS) social worker on March 10, 2015, just after the case was dismissed.

After receiving a call concerned about her welfare in July of 2016, VCCFS social workers made several home visits to attempt to check on Kimberly. However, Omar and Mayra provided social workers with unverified information that Kimberly was living with relatives in Mexico. After numerous continued home visits, neither Omar nor Mayra were able to provide verifiable documentation or proof that Kimberly was living with relatives in Mexico. VCCFS notified the Oxnard Police Department on September 7, 2016 that Kimberly was missing and unaccounted for. A Missing Person report was taken and investigators immediately started looking for the whereabouts of Kimberly. VCCFS in September of 2016 initiated a new juvenile dependency case on Kimberly, and the Ventura County Juvenile Court has issued an order to take Kimberly back into protective custody when she is located.

The Oxnard Police Department’s Major Crimes Unit and Family Protection Unit, along with the Ventura County District Attorney’s Office, Ventura County Sheriff’s Office and the Federal Bureau of Investigation (FBI) are all working diligently in an attempt to locate missing Kimberly Lopez. Investigators have interviewed family members, friends and associates of Mayra and Omar who have expressed their concern for Kimberly’s disappearance and are assisting law enforcement in the search for Kimberly.

Omar and Mayra are currently in custody on civil arrest warrants for failing to provide accurate information on the whereabouts of Kimberly. Omar and Mayra have relatives that reside in several different cities in Mexico. Investigators know Omar and Mayra traveled to Mexico several times during the time period that Kimberly was last seen.

Kimberly Lopez is described as a 4 year old, light-skinned Hispanic female. Kimberly has brown hair and brown eyes. She is approximately 3 feet tall and probably weighs 40 to 50 pounds.

The Oxnard Police Department is offering a $10,000 reward to anyone with information that directly leads investigators to the whereabouts of Kimberly Lopez. Investigators are requesting anyone with information on the location of Kimberly Lopez to call the tip line at (805) 200-2370. The Oxnard Police Department is currently searching for a missing 42 year dependent adult who walked away from his group home. Francisco “Frank” Munoz was last seen in the 4400 block of Browning Drive around 6pm this evening. Mr. Munoz has “moderate intellectual disability” and has the metal capacity of a 7-10 year old. Mr. Munoz in non-communicative, but does understand requests and commands. Mr. Munoz is described as a Hispanic male 5’-4” tall, 150 pounds with black hair and brown eyes. Mr. Munoz was last seen wearing a dark colored t-shirt and orange shorts.

Currently the Oxnard Police Department is conducting an area search for Mr. Munoz.

On the above date and time, officers from the Oxnard Police Department attempted to stop the suspect vehicle in the area of Eastwood and North “F” Streets in Oxnard for traffic violations. The vehicle failed to yield and officers pursued the vehicle throughout Oxnard. The vehicle entered the northbound 101 Freeway at Oxnard Boulevard, and exited at Johnson Drive in Ventura. The vehicle continued to flee from officers before coming to a stop in the area of Sunridge and Stork Streets in the City of Ventura. Two occupants fled from the vehicle; one subject, Marin, was quickly detained, found to be in possession of a firearm, and was arrested. Officers from the Oxnard and Ventura Police Departments searched for the additional subject who fled from the vehicle but were unable to locate that subject.

Two additional subjects remained with the vehicle. Martinez was arrested for obstructing the duties of the police officers, and the female juvenile was arrested for an outstanding warrant.

On Monday, November 21, 2016, at about 9:58 a.m., officers from the Oxnard Police Department and EMS personnel responded to the intersection of Gonzales Road and Williams Drive after receiving a call of an injury collision involving two vehicles. When officers arrived, they found that a white, Honda CRV had struck a blue, Ford Ranger and a tree.

The driver of the Honda CRV, Jan Thompson, sustained major injuries and was transported to the Ventura County Medical Center (VCMC) where she is listed in critical condition. A passenger in the Honda CRV, Toni Thompson, sustained major injuries and was also transported to VCMC where she is also listed in critical condition.

The driver of the Ford Ranger, Jesus Cardenas, sustained minor injuries and was released from the scene after being evaluated by EMS personnel.

A preliminary investigation indicates that the Honda was traveling westbound on Gonzales Road towards Williams Drive and rear-ended the Ford that was stopped at a red light at Williams Drive. After colliding with the Ford, the Honda then drove onto the sidewalk where it collided with a tree.

It is unknown if alcohol and/or drugs were factors in this incident. The collision is still under investigation.

On November 18, 2016, between the hours of 12:30 p.m. and 2:30 p.m., a small number of students from Pacifica High School walked out of school in protest of the recent national election. Officers from the Oxnard Police Department assisted with traffic control to ensure the safety of the students and that there was minimal impact to motorists in the area.

The protest was peaceful and there were no arrests or property damage.

Oxnard High School, Pacifica High School, Channel Islands High School, and Hueneme High School all provided forums on their respective campuses for their students so that the students could voice their opinions and concerns regarding the recent election.

Assistance was also provided by the Oxnard Union High School District.

On the above date and time, an Amtrak train that just left the Oxnard Transportation Center collided with a pedestrian that was on the railroad tracks. This collision occurred on the railroad tracks south of Cooper Road adjacent to Oxnard Boulevard.

The adult male suffered significant injuries and was transported to VCMC for his injuries. The train remained at the scene.

Traffic on Cooper Road at Oxnard Boulevard has been impacted. There is no access to Cooper Road from Oxnard Boulevard. Motorists are encouraged to find an alternate route at this time.
